PurposeThe aim of this research is to examine the public leadership (PL) behaviors of principals working in public schools and its effect on teacher motivation (M) and job satisfaction (JS). Moreover, the mediating role of JS in the relationship between PL and M is also explored.Design/methodology/approachThis research is quantitative and designed in relational survey model conducted with 327 teachers working in Siirt/Turkey in 2020. In the research, Public Leadership Scale, Teacher Motivation Scale and Minnesota Satisfaction Questionnaire were used. Descriptive analyses were used in data analysis. Moreover, mediating role of job satisfaction between public leadership and teacher motivation was tested.FindingsAccording to the results, the public leadership behaviors of school principals, motivation and job satisfaction of teachers are high according to teacher opinions. Additionally, public leadership behaviors of school principals have an effect on teacher motivation and job satisfaction. On the other hand, this study found a negative effect between public leadership and motivation when the effect of job satisfaction is controlled. The possible reasons for this situation were discussed in term of cultural differences.Practical implicationsThe results of this study imply that the leadership behaviors of school principals have cultural elements. Future research should be careful in measuring the political loyalty dimension of the public leadership and should take cultural element into consideration.Originality/valueAlthough there are many types of leadership, the type of leadership differs depending on the purpose of the organization, environmental conditions and culture. The lifestyle of the society, current developments and the structure of the organization are effective in interpreting the leadership needed in the organization. When looking at the models created about leadership in organizations, the effect of this type of leadership on organizational behavior is generally tried to be explained. This is also the case for motivation or job satisfaction. Therefore, this study also focuses on the effect of public leadership in explaining the job satisfaction and motivation of employees in educational organizations. However, another distinctive aspect of this research is that the cultural structure of the society is emphasized in the model to be created.


The rising youth unemployment in Nigeria is indeed disturbing as engagements of unemployed youths in armed robbery, kidnapping, Boko Haram, prostitution and other related social ills in Nigerian society are attributed to high rate of unemployment. The stated involvement in crimes by the unemployed youths does not only constitute social problems to the entire society but obstructs the development of the country. The main objective of this paper is to examine causes of youth unemployment in Nigeria as it relates mostly to moral bankruptcy in public leadership. Secondary sources were being used as the data for this study and it sets its analysis in the context of the neoliberal theory. The results of this study revealed that youth unemployment is caused mainly by corruption among the public office holders that has led to the degrading nature of infrastructures, security, and neglect of agriculture. This study therefore recommends among other things that Nigerian government ought to make its educational system self-reliance for the youths through the introduction of vocational and technical courses. Above all, Nigerian government should insist that its society has the enabling environment for business activities to thrive and that may as well accommodate investors and other businesses globally.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

Despite the recent interest in diversifying engineering education there has been very little analysis regarding the nature of interventions needed to refashion engineering education. This article proposes a preliminary framework referred to here as the Public Leadership Framework (PLF) to examine efforts to diversify engineering education. By comparing three highly regarded programs, the PLF is used here to reveals not just their topical differences but also the differences in their orientations and the nature of engagement with society.

West Sumatra Province is one of the provinces in Indonesia that is vulnerable to natural disasters, especially earthquakes and tsunamis. Padang city, as the capital city of West Sumatra, is an area that is included in an area with a high level of vulnerability (High Risk Zone) to tsunamis. Therefore, the construction of public buildings such as hospitals, government offices, and school buildings must have certain technical engineering that is able to anticipate the damage and collapse of buildings due to the earthquake and tsunami. One of the public buildings as an educational facility in Padang city is the Elementary School building of the 23/24 (SD 23/24 Padang), located close to the beach. Based on the evaluation results of the Detail Engineering Design (DED) documents, it is found that this building was designed without taking into account the tsunami loads. Therefore, a building assessment should be carried out to check the capacity of the building to resist the working loads, including the tsunami loads, and to investigate the effect of the tsunami loads on the SD 23/24 Padang building. In this study, the building was analyzed using ETABS v.18 software based on the new Indonesian Seismic Code, SNI 1726-2019 for seismic load and FEMA P646-2019 for calculating tsunami loads. The results show that the SD 23/24 Padang building is strong against earthquake loads, but it doesn’t have enough capacity when tsunami loads are applied, in which there are several structural elements (columns/beams) that do not have sufficient capacity to withstand the combined earthquake and tsunami loads. The effect of tsunami loads on the building structure is also discussed in this paper.

This study aims to analyze the leadership of women as principals. The Leadership was observed in the terms of nature, behavior, situation, strengths, weaknesses, opportunities, and challenges of women's leadership. The study used a qualitative approach with case studies. Furthermore, purposive sampling was used to determine the participants of the research. Data were collected through observation, interview and documentation. Validation of the data was done through data reduction, data presentation and data verification. The results of the research, in terms of the leadership of the principal, show that the principals have the ability and readiness of knowledge. From the behavioral aspect, the principals can establish good relationship which is familial and democratic. Therefore, the leadership situation of female principals creates a humane and democratic atmosphere. The advantages of female principals are seen in terms of emotional stability, awareness, communicative, detail and confidence, however, there are still weaknesses in terms of assertiveness, with strong patriarchal values. Nevertheless, female principals still can work in the public sphere by attending training and becoming organizational officials. Female principals face more challenges not only to advance the school but to provide good leadership proof in order to reduce the paradigm of ideal male leader. It can be concluded that the female principals’ leadership is able to provide a new, democratic, and humanist ambience. Keywords: democratic, humanistic, female leadership ABSTRAK Penelitian ini bertujuan menganalisis kepemimpinan perempuan sebagai kepala sekolah. Ditinjau dari segi sifat, perilaku, situasi, kekuatan, kelemahan, kesempatan, dan tantangan kepemimpinan perempuan. Penelitian menggunakan pendekatan kualitatif dengan studi kasus. Selanjutnya purposive sampling untuk menentukan informan penelitian. Data dikumpulkan melalui observasi, wawancara dan dokumentasi. Keabsahan data melalui reduksi data, penyajian data dan verifikasi data. Hasil penelitian dari sifat kepemimpinan kepala sekolah menunjukkan kesanggupan dan kesiapan pengetahuan melalui pelatihan. Seterusnya segi perilaku mampu menjalin hubungan bersifat kekeluargaan, demokratis. Dengan demikian situasi kepemimpinan perempuan menciptakan suasana humanis dan demokratis. Terlihat kelebihan kepemimpinan perempuan dari sisi kestabilan emosi, kepedulian, komunikatif, detail dan percaya diri, namun masih terdapat kelemahan segi ketegasan terutama disekolah kejuruan dengan nilai-nilai patriarkhis. Meskipun demikian kepemimpinan perempuan memiliki peluang bekerja diruang public. Perempuan menghadapi banyak tantangan memberikan pembuktian kepemimpinan ideal. Dapat disimpulkan kepemimpinan kepala sekolah perempuan mampu memberikan nuansa baru demokratis dan humanis dalam kepemimpinannya. Kata kunci: demokratis, humanis, kepemimpinan perempuan

This article explores whether co-creation offers a viable path for the public sector. After an initial account of the transformation of the public sector from a legal authority and a service provider to an arena of co-creation, it defines co-creation and provides some empirical examples. This is followed by a discussion of the risks and benefits of co-creation as well as the drivers and barriers that may stimulate or hamper its expansion. The article also reflects on how institutional design, public leadership, and systemic change can advance co-creation. The conclusion summarizes the findings by setting out some researchable propositions.

 Indonesia Train Company or PT Kereta Api Indonesia (hereafter referred to as PT. KAI (Persero) is a State Owned Campanyor Badan Usaha Milik Negara (BUMN), which needs resources to carry out its business. To boost its capital, PT.KAI (Persero) leases its unused land located along the railways that have been closed due to ineffectiveness or the decrease in the operation. This lease carried out overeither certified or uncertified land. Although many of the trains in West Sumatra no longer work since independence, PT. KAI (Persero) still leases land. The lease is done in the form of lease quotation document whose format is solely determined by PT.KAI (Persero), similar to a standard contract. In such quotation,the state is leaser and the leaseholder is only obliged to pay for the lease and enjoy / use the land without a balanced agreement. This situation raises the following question: does the arrangement and status of right and lease of land by PT.KAI (Persero) to the public haveany legality / legal validity? The studydraws on socio-legal data, both primary and secondary obtained through library and field research. The research was conducted in Regional Division II of West Sumatra with land tenants / users of lands thatare deemed as assets by PT KAI (Persero). The site was chosen purposively. The results reveal that the leases of PT. KAI (Persero) arein accordancewith the provisions of the Ministerial Decree on State-Owned Company alongwith the Regulation on Railways. However, land leases by PT.KAI (Persero) basedon the Decision Letter from the Ministry of State Owned Company, which is not specifically intended to PT.KAI (Persero),  is illigal.

<p align="center"><strong>Abstract</strong></p><p>Local press problems in facing the contestation of the election of Regional Heads in West Sumatra Province can be grouped into two broad lines: first, the local press is dragged into a conflict of interest in the election of the Regional Head including 1) The Press supports one candidate pair, 2). Incitement of the success team, 3). The interests of media owners and stakeholders in media companies. Second, the intervention of the Regional Head towards local media includes 1). Change the Regional Head changes journalists, 2). Contract termination threats and 3). Media blockade. As for the solution to the problem, an alternative solution can be proposed that: 1). Re-guided Law Number 40 of 1999 concerning Press. 2). Balancing the press as a business industry with the press as a professional institution (social control). 3). The media owner should not use and manipulate his press company into the realm of practical politics. 5). In establishing cooperation with local governments, strive to stick to the principles and ethics of the journalistic profession. 6). Journalists must increase the capacity and quality of journalistic products, adhere to journalists' code of ethics, and not bring the profession into the realm of practical politics. 7). Report regional heads or parties who attempt to intimidate the media and journalists in carrying out their profession, to the Public Information Commission (KIP), police and Ombudsman at certain levels of government.</p><p><strong>Keywords:</strong> Local Press, Problems, Pemilukada Contestation.</p><p> </p><p align="center"><strong>Abstrak</strong></p><p>Problematika pers lokal dalam menghadapi kontestasi pemilihan Kepala Daerah di Provinsi Sumatera Barat dapat dikelompokkan pada dua garis besar: yaitu <em>pertama</em>, pers lokal terseret dalam konflik kepentingan pemilihan Kepala Daerah meliputi 1) Pers mendukung salah satu pasangan calon, 2). hasutan tim sukses, 3). kepentingan pemilik media dan pemangku kewenangan pada perusahaan media. <em>Kedua</em>, intervensi Kepala daerah terhadap media lokal meliputi 1). berganti Kepala Daerah berganti wartawan, 2). ancaman putus kontrak dan 3). blokade media. Adapun solusi untuk permasalahan tersebut, dapat diajukan alternative penyelesaiannya bahwa: 1). Mempedomani kembali Undang-Undang Nomor 40 tahun 1999 tentang Pers. 2). Menyeimbangkan antara pers sebagai industry bisnis dengan pers sebagai lembaga professional (<em>control social</em>). 3). Pemilik media jangan memanfaatkan dan memperalat perusahaan pers miliknya ke ranah politik praktis. 5). Dalam menjalin kerja sama dengan pemerintah daerah, upayakan tetap berpegang pada prinsip dan etika profesi jurnalistik. 6). Wartawan mesti meningkatkan kapasitas dan kualitas produk jurnalistiknya, menaati kode etik wartawan, dan tidak membawa profesi ke ranah politik praktis. 7). Melaporkan kepala daerah atau pihak-pihak yang berupaya mengintimidasi media dan wartawan dalam menjalankan profesinya, ke Komisi Informasi Publik (KIP), polisi dan ombusman pada level pemerintahan tertentu.</p><p><strong>Kata Kunci</strong><strong>:</strong> Pers Lokal, Problematika, Kontestasi Pemilukada.</p>
