This study was aimed to analyze the mechanism for the appointment and the dismissal of officers in the Department of Population and Civil Registration at Muratara Regency based on Permendagri Number 76 of 2015, and the legality of the appointment and the dismissal of officers in the Department of Population and Civil Registration carried out by the Regent of Muratara Regency.The type of this research was normative that supported by interviews, using a statutory approach and research material sources of primary and secondary data which were collected through literature and field studies.The results of this study indicate that the mechanism for the appointment and the dismissal of officers in the Department of Population and Civil Registration at Muratara Regency is based on Permendagri Number 76 of 2015. The appointment and the dismissal of the Head of Department of Population and Civil Registration as a Primary High Officer Position in regency are under the authority of the Minister of Home Affairs, not the Regent. The regent is only authorized to make proposals for appointment (and dismissal) through the Governor and includes proposals for three names of candidates for appointment,  then one of them be elected by the Minister, stipulated by a Ministerial Decree, and inaugurated. The appointment and the dismissal of officers in Disdukcapil carried out by the Regent of Muratara Regency is illegal, considering that the dismissal of the head of Disdukcapil Department (Kadisdukcapil) and his new appointment in 2016 was carried out by the Regent, not by the Minister. Besides, there are no reasons and considerations (including the proposal for the appointment of an official candidate) for the dismissal of the previous Kadisdukcapil as stipulated in Permendagri Number 76 of 2015.

Destructive fishing activities are fishing activities using materials, tools or means that damage fish resources and their environment, such as using explosives, toxic materials, strum, and other fishing gear that are not environmentally friendly (Marine and Fisheries Ministerial Decree Number 114, 2019). This activity still occurs in Maluku waters, including in Sawai Bay. The study aims to identify destructive forms of fishing in the waters of Sawai Bay and provide control recommendations to reduce the destructive fishing activity. The study was conducted in January-June 2020 in Sawai Bay. Data collection uses the purposive interview method, while the data is analyzed descriptively. The results showed that in the waters of Sawai Bay, three destructive fishing activities were identified, namely fishing using bombs/explosives, fishing using toxic materials and coral mining activities. Four control strategies are recommended as an effort to reduce destructive fishing activity in the waters of Sawai Bay in the future.   ABSTRAK Aktivitas perikanan merusak atau Destructive Fishing adalah kegiatan penangkapan ikan dengan menggunakan bahan, alat atau cara yang merusak sumberdaya ikan maupun lingkungannya, seperti menggunakan bahan peledak, bahan beracun, strum, dan alat tangkap lainnya yang tidak ramah lingkungan (KepMen KP Nomor 114, 2019). Aktivitas ini masih terjadi pada perairan Maluku, termasuk di Teluk Sawai. Penelitian ini bertujuan untuk mengidentifikasi bentuk-bentuk penangkapan ikan yang merusak pada perairan Teluk Sawai serta memberikan rekomendasi pengendalian untuk mereduksi aktivitas perikana. Yang merusak. Penelitian ini dilakukan pada Januari-Juni 2020 di Teluk Sawai. Pengumpulan data menggunakan metode purposive interview, sedangkan data dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa pada perairan Teluk Sawai, teridentifikasi tiga aktivitas perikanan merusak yaitu penangkapan ikan menggunakan bom/bahan peledak, penangkapan ikan menggunakan bahan beracun dan aktivitas penambangan karang. Empat strategi pengendalian direkomendasikan sebagai upaya mereduksi aktivitas perikanan merusak di perairan Teluk Sawai ke depannya.  Kata Kunci: perikanan merusak, penangkapan ikan, ikan karang, strategi pengendalian, Teluk Sawai

Introduction: Promoter Polda Metro Jaya Building is one of the state-owned buildings which must complete Occupational Health and Safety (OHS) requirements, have a fire protection system, life saving equipment, and emergency response due to the regulation. The purpose of this research is to know The Impelentation of The Fire Protection Active System, Life Saving Equipment, and Emergency Response at Promoter Polda Metro Jaya Building according to Ministerial Regulation No. 26 2008. Methods: This research is a qualitative research using triangulation method by interviewing, observating, and resourcing. The Informants of this research are Head of Managing Coordinator, Technician Supervisor, and The Technicians. Results: The results of the research are the implementation of fire protection active system has already appropriated to Ministerial Regulation No. 26 2008 with 90,5 % suitability, the implementation of life saving equipment has already appropriated to Ministerial Regulation No. 26 2008 with 94% suitability, the implementation of fire emergency response has already appropriated to Ministerial Decree 186/MEN/1999 with 46,15% suitability. Discussion: The suggestions according to priority scale are the manager makes a policy about the prevention and repression of the fire disaster, SOP of emergency response, forms emergency response team, and maintains, checks, and evaluates the fire protection active system and life saving equipment regularly.

<span lang="EN-US">Nowadays, coffee is one of needs among metropolitan people. This lifestyle impact to increasing waste along coffee production, one of them is coffee ground. Coffee ground </span><span lang="EN-GB">has toxic properties to the environment such as caffeine, tannins, and polyphenols. While other chemicals contain on coffee ground are 2.28% nitrogen, 0.06% phosphorus, 0.6% potassium, which means has a good impact to the soil. In existing condition, coffee gr<span lang="EN-US">Nowadays, coffee is one of needs among metropolitan people. The SARS-CoV-2 virus that causes a worldwide pandemic has changed the learning system to online since early 2020. However, the Ministerial Decree 4 states that schools may hold face-to-face learning in 2021. The purpose of the study was to determine the preparation of elementary schools to carry out face-to-face learning. This type of research is descriptive with a population of 45 elementary schools in the district of West Semarang. The results of the study provide an overview of toilets (100%), hand washing facilities (100%), disinfection (100%), access to health services (87%), application of social distancing (10%), checking body temperature (56%), use of PPE (100%), human resources (80%), parent counseling (100%), monitoring (68%). So, it can be concluded that elementary schools are ready to learn face-to-face with an average score of 85.8%.

<strong>Abstract. </strong>Inadequate processing of waste in household areas has resulted in many people throwing the waste anywhere. Waste generation can be minimized by using the composting method. There are many methods of composting organic waste; one of them is the <em>Tong</em> Composter. <em>Tong</em> Composter is a composting method which in the process uses an EM4 bio-activator. <strong>Objectives:</strong> This research objective is to determine whether the liquid organic fertilizer parameters produced comply with the standard of Ministerial Decree of Agriculture No. 261 of 2019. <strong>Method and results:</strong> This research using the experimental method with two treatments, EM4 dosage (60 ml and 70 ml) and fermentation time (10 days and 20 days). A dose of EM4 in treatment 1 is 60 ml, and treatment 2 is 70 ml; each treatment was analyzed on the 10<sup>th</sup> day. For treatment 3 and 4, a dose of EM4 in treatment 3 is 60 ml, and in treatment 4 is 70 ml; each treatment was analyzed on the 20<sup>th</sup> day. Then from the liquid organic fertilizer produced, several parameters were analyzed at PT. Sucofindo Cibitung, such as Nitrogen, P<sub>2</sub>O<sub>5</sub>, and K<sub>2</sub>O parameter. Meanwhile, the pH will be measured in the Environmental Engineering Laboratory of President University. The laboratory experiment results from pH, Nitrogen, P­<sub>2</sub>O<sub>5</sub>, and K<sub>2</sub>O will be tested using the t-test. With the hypothesis (H<sub>O</sub>: µ sample ≥ minimum value of macro-nutrient and pH parameter from Ministerial Decree of Agriculture of the Republic of Indonesia Number 261 of 2019). According to the t-test result, the null hypothesis is rejected because Nitrogen, P<sub>2</sub>O<sub>5</sub>, and K<sub>2</sub>O in all parameters are less than 2%. The null hypothesis is accepted for pH because in all parameters is higher than or equal to 4. <strong>Conclusion:</strong> The t-test result showed that only the pH was complied with the standard, while the Nitrogen, P­<sub>2</sub>O<sub>5</sub>, and K<sub>2</sub>O parameters have not complied with the standard of Ministerial Decree of Agriculture No. 261 of 2019.

The framework for the placing of Hungarian compulsory school children outside the family was based on the 25.360/1941. Religion and Public Education Ministerial decree, which constituted new provisions from the 1941/1942 school year for the education of native Hungarian children living in non-Hungarian environment. The reason for issuing the decree was the growing demand of the nationalities for education in their native language, which the Hungarian state – after the failure of the unified education system introduced in 1935 – made available to them in 1941. This measure was supported by nationalities as well, but at the same time we must not forget that the Horthy-era represented a strong national policy, and the patriotic, national education began in elementary school. Thus, the education of Hungarian children could not be neglected while striving to fulfil the needs of nationalities. According to paragraph 1 of the 25.360/1941. Religion and Public Education Ministerial decree on the education of Hungarian children: ‘A native Hungarian compulsory school child living in Hungary, who stays in a not native Hungarian environment must be educated in a Hungarian school or class, by a traveling teacher, in a Hungarian boarding school, or in another native Hungarian environment.’ The placing of children outside the family was only necessary if there was no school with Hungarian educational language in the municipality, because in that case ‘a native Hungarian child living in the municipality (city) can only be sent by his or her tutelary to such a school, until reaching the age of compulsory schooling.’ In accordance with the decree, from the summer of 1941 the Education Inspectorate collected data on the native Hungarian compulsory school children who lived in a non-Hungarian environment to provide them enrolment elsewhere. The first version of the options listed in the decree (Hungarian school or class in municipality) is not the subject of the study, since in that case, the child remains in the family. The second version – a traveling teacher – would not cause change either, but I did not find any example of this in the archives anyway. What may be more interesting in the terms of Family law is the placing in a boarding school or with a family of a relative or acquaintance in native Hungarian environment - this is indicated by the phrase in an otherwise ‘native Hungarian environment’. I give examples of these cases – boarding school and placement in Hungarian families – from practice based on archival records.

Ministerial Regulation of Energy and Mineral Resources (PerMen ESDM) No. 15/2018 and PTK-040 (PTK–040 /SKKMA0000/2018/S0) rev-1, which serve as the recent abandonment and site restoration (ASR) legal basis, mandated Oil and Gas upstream activity to perform EBA (Environmental Based Assessment) prior to or at the contract expiration date, or end-of-contract (EOC). The result of EBA which leads to ASR planning and activities, includes well plug & abandonment (P&A), facility decommissioning, and site restoration activities. The purpose of site restoration is to eliminate environmental risks by performing clean-up of the identified impacted sites from upstream exploitation and production operation activities. Onshore site restoration activities, as part of ASR, refers to several technical regulatory references. They include Ministerial Regulation of Environment (PerMenLH) No. 33/2009 concerning step-by-step Site Restoration Activity (site clearing, delineation, excavation, sampling, segregation, treatment), Governmental Regulation (PP) No. 101/2014 Attachment V. concerning reference of target analyte parameter and criteria, and Ministerial Decree of Environment (KepMenLH) No. 128/2003 on treatment method. This paper intends to provide information, which include overview, and lessons learned from onshore site restoration, as part of ASR activities, to stakeholders who may be subject to ASR implementation.

In order to protect the equal right to freedom of thought, belief and religion of all students in all public schools in Indonesia; in February 2021, the central government represented by three ministers, namely Minister of Education and Culture, Home Affairs Minister, and Religious Affairs Minister issued Joint Ministerial Decree (SKB) on the Use of Uniforms and Attributes for Students, Educators, and Education Personnel in state schools at the primary and secondary level .On 3 May 2021, the Supreme Court of the Republic of Indonesia revoked it. The purpose of this paper is to state a universal Christian ethical attitude in the midst of national and state life which is based on Pancasila and Bhineka Tunggal Ika (“Unity in Diversity”), especially in response to the revocation of the 3 Ministerial Decree that used to guarantee and protect religious freedom in state schools. The method used in this paper is phenomenological-qualitative research. The result is hoped to become a consideration for the central government and every child of the nation in general, and especially for followers of the Lord Jesus Christ in the land of Pancasila, Indonesia.Keywords: freedom of religion, Christian ethics, universal AbstrakDemi menjaga kebebasan dalam mengekspresikan keyakinan yang dianut semua siswa di semua sekolah negeri di Indonesia, maka pemerintah pusat yang diwakili tiga Menteri yaitu Menteri Pendidikan dan Kebudayaan, Menteri Dalam Negeri, dan Menteri Agama mengeluarkan Surat Keputusan Bersama (SKB). Penggunaan Pakaian Seragam dan Atribut bagi Peserta Didik, Pendidik, dan Tenaga Kependidikan di Lingkungan Sekolah yang diselenggarakan Pemda pada Jenjang Pendidikan Dasar dan Menengah pada bulan Februari 2021. Namun SKB tiga Menteri tersebut terkesan mengekang dan membatasi tradisi atau budaya masyarakat yang sudah lama ada di daerah di Indonesia. Pada tanggal 3 Mei 2021, Mahkamah Agung Republik Indonesia mencabut SKB 3 Menteri tersebut. Tujuan dari makalah ini adalah untuk menyatakan sikap etis Kristen di tengah-tengah kehidupan berbangsa dan bernegara yang berdasarkan Pancasila dan Bhineka Tunggal Ika dalam menyikapi ketiadaan SKB 3 Menteri yang menjamin dan melindungi kebebasan beragama di lingkungan sekolah negeri. Metode yang digunakan di dalam makalah ini adalah metode penelitian fenomenologi-kualitatif. Hasilnya diharapkan menjadi pertimbangan bagi pemerintah pusat dan setiap anak bangsa pada umumnya serta khususnya bagi pengikut Tuhan Yesus Kristus di bumi Pancasila, Indonesia.Kata Kunci: Kebebasan Beragama, Etika Kristen

The paper illustrates the design and drafting of the Water Safety Plan (WSP) of a health facility, particularly with regard to water intended for human consumption. The components already present in the water and sanitary system as well as the control measures already provided, are described and critically discussed. Following the hazards identification and risk assessment related to the plant, some corrective measures and actions that have been proposed and implemented, are discussed.
