Vietnam has about 2,773 islands located in the coastal areas of different seas, including around 100 islands with an area of 1 km2 or more (these islands are large enough for socio-economic development). Northern coastal area has 50 islands with an area of 1 km2 or more, distributed in two provinces Quang Ninh (47 islands), Hai Phong (3 islands). According to a combined assessment of the potential and position of 50 Northern coastal islands for the purpose of economic development, defense and security, 9 islands have been recognized as having the capability of defense and economic development; 6 islands have the advantages of economic development and national defense; 16 islands have the primary function of economic development and 19 islands should focus on their advantages of tourism and agroforestry, which will also be considered as a reserved resource for future island economic development.

Abstract Coastal ecosystems are linked to socio-economic development, but simultaneously, are particularly vulnerable to anthropogenic climate change and sea level rise (SLR). Within this scope, detailed topographic data resources of Spercheios River and Maliakos Gulf coastal area in Greece, combined with information concerning the economic value of the most important sectors of the area (wetland services, land property, infrastructure, income) were employed, so as to examine the impacts of three SLR scenarios, compiled based on the most recent regional projections reviewed. Based on the results, in the case of 0.3 m, 0.6 m and 1.0 m SLR, the terrestrial zone to be lost was estimated to be 6.2 km2, 18.9 km2 and 31.1 km2, respectively. For each scenario examined, wetlands comprise 68%, 41% and 39% of the total area lost, respectively, reflecting their sensitivity to even small SLR. The total economic impact of SLR was estimated to be 75.4 × 106 €, 161.7 × 106 € and 510.7 × 106 € for each scenario, respectively (3.5%, 7.5% and 23.7% of the gross domestic product of the area), 19%, 17% and 8% of which can be attributed to wetland loss. The consequences of SLR to the ecosystem services provided are indisputable, while adaptation and mitigation planning is required.

Cải cách hành chính đã được thực thi toàn diện ở các địa phương tại Việt Nam với việc sử dụng chỉ số PAR Index để đánh giá kết quả hoạt động cải cách hành chính. Trong những năm qua, tỉnh Thái Nguyên đã đạt được các thành tích trong cải cách thể chế, cải cách thủ tục hành chính và thực hiện cơ chế một cửa, một cửa liên thông, cải cách tổ chức bộ máy nhà nước, xây dựng, nâng cao chất lượng đội ngũ cán bộ, công chức, viên chức, cải cách tài chính công. Tuy nhiên, hiện tại chưa có nghiên cứu đánh giá tác động của cải cách hành chính, thu hút đầu tư và sự phát triển kinh tế xã hội. Phương pháp nghiên cứu tại bàn được sử dụng để hệ thống và đánh giá tổng quan tài liệu , phương pháp thảo luận nhóm tập trung được sử dụng để đề xuất một mô hình tích hợp nhằm đánh giá tác động của cải cách hành chính, thu hút đầu tư và sự phát triển kinh tế xã hội tại tỉnh Thái Nguyên. Ngoài ra, nghiên cứu này thiết kế một chỉ số mới là PAR-SE Index để đánh giá một cách toàn diện các tác động đó. Các nghiên cứu thực nghiệm có thể sử dụng mô hình tích hợp và PAR-SE Index để ước lượng các tác động của cải cách hành chính lên thu hút đầu tư và sự phát triển kinh tế - xã hội tại tỉnh Thái Nguyên nói riêng và các địa phương khác trên cả nước.

Abstract This article identifies and analyzes the theoretical, constitutional, and practical bases for governmental land acquisition in Vietnam from a comparative perspective. The authors contrast political ideologies of private ownership and public interests to elucidate the grounds for compulsory acquisition of property for public uses. By reviewing constitutional provisions on compulsory land acquisition in several countries (Singapore, Korea, Australia, India, and the United States), and exploring Vietnam’s constitutional provisions on land acquisition for national defense, security and socio-economic development, this article analyzes some key themes of purposes, procedure, and compensation. The paper then suggests specific changes to Vietnam’s Land Law to increase transparency and to provide more legal safeguards for private users of property when government entities recover privately-used land for public purposes.

In recent years, coastal fishing communities have increasingly become of interest due to the impacts that they have on the regions and communities they occupy and influence. To gain a better understanding of the  contributions of fishermen to the socio-economic development of coastal areas, as well as the communities’characteristics, these fishing communities are necessary to investigate. This article focuses on the model of Song Doc fishing community (Tran Van Thoi district, Ca Mau province) to study the southern coastal fishing communities in Vietnam. Qualitative research methods were used, following two approaches to ethnographic fieldwork, as well as in-depth interviews to collect data. In addition, the perspective of community approaching was applied in conducting the research. This perspective is to help the researcher assesses the current situation, and shows the direction of development for this community and others.

The formulation and implementation of policies and laws to serve the purpose of sustainable socio-economic development for ethnic minorities is a task and goal of not only the Party and the State but also the whole political system and people. In fact, to implement and concretize this point of view and objective, in the previous years, the Party and the State of Vietnam have always stayed focused on issuing policies and laws to solve ethnic issues in an effective manner, achieving praiseworthy results in all socio-economic, cultural, national defense and security aspects. However, in the real-term management and development of ethnic affairs in the new context, the resolution of ethnic issues in some places still expose certain shortcomings and downsides. As a result, continuously improving policies and laws on ethnic minorities to meet the demand for sustainable development in Vietnam at present is an important issue in the socio-economic development for ethnic minorities in Vietnam.
