The growth of energy efficiency in Russian economy is a priority for its development. The main role in this process will be played by the transition to innovative energy. The use of innovative technologies is an important factor in the development of economy and energy. In these conditions, it is necessary to develop new approaches to the substantiation of development forecasts. Irkutsk region has large reserves of energy resources. The innovative development of energy in Irkutsk region will increase the energy efficiency of economy and improve the state of the environment. The introduction of modern technological measures will reduce fuel consumption. The solution to this problem is important for Irkutsk region as an environmentally disadvantaged region. This fact determines the relevance of the study. The aim of the study is determining the degree of influence of innovative development of energy on the ecology of the region. The article shows the main directions of innovative development of the energy sector of Irkutsk region and gives their environmental assessment. Research methods are the system analysis, balance methods, statistical methods. The authors develop a method for assessing the impact of the innovative energy development on the ecological state of the region, and create model-computer tools. The results can be used by regional authorities and energy companies to forecast and manage the innovative development of energy in Irkutsk region.

The most important direction of the current stage of Russia’s development is the growth of its energy efficiency associated with the transition to innovative energy. The use of innovative technologies is an important factor influencing long-term forecasts of economic development and the fuel and energy complex (FEC), which necessitates the development of new approaches to justify the forecasts of the FEC development in Russia and its regions. Innovative development of the FEC will increase energy efficiency of the economy and improve the environment as fuel consumption will be reduced and emissions of harmful substances into the environment will be reduced. Solving this problem is important for Eastern regions, which are the most environmentally disadvantaged economic regions of Russia. This has determined the relevance of the study. The goal of the study is to determine the impact of innovative development of the fuel and energy complex on the economy of Eastern regions. Methods of research - system analysis, balance sheet, statistical methods. The authors developed a method to assess the impact of innovative development of the fuel and energy complex on the economy of the regions, created a model and computer tools.

In Europe, buildings are responsible for more than one third of the total final energy demands and greenhouse gas emissions. In the last twenty years, the European Union has published a succession of energy performance of building directives to define and ensure the fulfilment of a series of objectives regarding greenhouse gas emissions, energy consumption, energy efficiency and energy generation from renewable sources in buildings. For its part, Spain is adapting its legal framework, transposing these directives with the aim of achieving greater energy efficiency and sustainability for buildings. Under this context, an energy, economic and environmental assessment is performed to analyze the impact of these regulatory changes on a single-family home including a photovoltaic installation for self-consumption with surpluses and/or a solar thermal installation for domestic hot water supply, located in each one of the eight thousand one hundred thirty-one municipalities that make up Spain. The energy behavior of the original house is compared with that obtained after it is updated with these new facilities. The transient system simulation tool is used for the energy study. The results show that the European objectives are far exceeded. The energy savings achieved range from 67% to 126%, carbon dioxide emissions decrease by 42% to 100% and energy bills are reduced in cost by 32% to 81%. The findings of this work can be used by policymakers as guidelines for the development of national strategic plans and financial incentives for the promotion of small-scale residential photovoltaic and solar thermal applications, as well as by designers, supervisors, managers and developers to include them in their projects.

Uncertainty of political decisions and economic conditions causes difficulties in predicting the development of energy systems, whereas the method of road mapping allows us to overcome them. This met­hod is one of the most effective mechanisms for strategic planning of the development of various facilities, including the energy complex in modern conditions. The purpose of the study is to develop a road map for the development of the fuel and energy complex of the Irkutsk region. The research methods are system analysis, economic and mathematical modeling, and road mapping. Target indicators for the development of the energy complex in the region have been developed, a list of measures to improve it has been proposed. The development and implementation of the roadmap is of practical importance for taking managerial decisions in the energy sector of the Irkutsk region, since its development depends on a large number of external and internal factors.

Introduction. Innovation is one of the necessary conditions for economic growth and development of society. Depending on the level of processes of innovation, directions and pace of development of regions are determined in terms of qualitative transformations and the increase in basic economic indicators. The necessary conditions for innovative development and sustainable economic growth in a region include identification of factors affecting innovative activities. In this regard, the study of innovative development of regions is of particular importance and relevance. The purpose of this research is to substantiate the systematic approach to the classification of factors in innovative development of regions in the context of their influence on sustainable socio-economic development of territories. Materials and Methods. The object of this research was innovative development of a region exemplified by the case of the Republic of Mordovia. Regional statistics was used as the information base for the research. The study employed the methods of factor and system analysis, expert survey, planning, forecasting and comparison. Results. The features of the innovative development of a region have been determined. The factors affecting the innovative development of a region have been classified. According to the author, using the indicated factors makes it possible to develop a strategy for the growth of innovative activities in a region. The factors have been analyzed and it has been proved that they affect the level of regional innovation processes. Discussion and Conclusion. Determination of the institutional conditions and the impact of internal and external factors, identifying the optimal level of correlation of maximum income and minimum costs will lead to the expansion of innovative activities of enterprises in a region, which will ensure the innovative and socio-economic development of the region. The results obtained serve as the basis for assessing the attractiveness of a region in terms of investment and provide a forecast for the impact of innovation on the regional growth. The results of this research have practical relevance and can be used in the practice of stimulating innovative activities in regions.

The energy efficiency of the Russian economy lags far behind the developed countries of the world that worsens its socio-economic development. To increase energy efficiency, it is necessary to introduce innovative solutions that require large investments. The object of the research is the economy of the Irkutsk region that energy efficiency growth, being the most important priority of socio-economic development, is of particular relevance due to its high energy intensity. The purpose of the study is to perform an energy-economic analysis of the Irkutsk region, and to determine the impact of investment on the energy efficiency growth. The methodological approach developed by the authors and used in this research is based on the balance and statistical methods. In course of the research, retrospective fuel and energy balances (FEB) of the Irkutsk region have been developed, and the energy efficiency indicators have been calculated on their basis. The main directions for the fuller use of the fuel and energy resources (FER) have been identified, the implementation of which will significantly increase the energy efficiency indicators. It will require an increase in investments in the fuel and energy complex (FEC) by 1.7-2 times by 2030 as compared to 2016.

This paper aims to check the impact of investment and institutional determinants on the energy efficiency gap. The findings of the bibliometric analysis confirmed the growth of research interests in identifying the core determinants of the energy efficiency gap. The central hypothesises are: the increasing quality of the institutions leads to an increase of green investments in the energy sector and the dual relationships between investment and institutional determinants lead to additional synergy effects, which allow boosting the decline of energy efficiency gaps of the national economy. For the analysis, the times series were collected from the World Data Bank, Eurostat, Bloomberg, for Ukraine for the period of 2002–2019. The following methods were used: the unit root test—for checking the stationarity of data—and the Johansen test and VEC-modelling—for the cointegration analysis. The findings prove that to reduce the energy efficiency gaps in Ukraine by 1% next year, it is necessary to increase green energy investments by 1.5% this year, and the political stability and public perception of corruption by 3% and 1%. The increase of the public perception of corruption by 1.47 points and of political stability by 2.38 points leads to maximising the recovery speed of the Ukrainian energy sector. Thus, while developing the policy to decrease the energy efficiency gaps, the Ukrainian government should consider the level of public perception of corruption and political stability.

The article considers the current issues of stimulating innovation in the energy sector and rational use of energy resources. A three-level system of problem-oriented management of human resources for stimulating innovation in the energy sector is proposed. The system considers the impact of the human factor on innovative development at the national, regional and enterprise levels. Also, the need to encourage enterprises to hire highly qualified specialists in the sphere of energy saving and energy efficiency is proven. The role of the tax policy in state regulation of the rational use of energy resources and stimulation of innovation in the energy sector is substantiated. The tax incentives for the rational use of energy resources applied in the world practice are grouped. Features of the application of tax incentives (accelerated depreciation, tax credits, tax holidays, and tax reduction) for energy efficiency and energy saving of households and business entities are analyzed. Directions for stimulating innovation in the energy sector for the efficient use of energy resources are offered.

The peculiarities of the formation of the local power system according to the concept of Smart Grid requires a qualitatively new architecture of the power supply system and new principles of operation - both at the level of technical solutions and mechanisms of organizational interaction at the technological level and financial calculations. The scientific and technical problems connected with functioning of separate types of electrotechnical Smart-complexes (ETK-Smart) are analyzed, features of the analysis of electrotechnical complexes with nonlinear elements by the analysis of processes in case of changes of active and reactive loadings that allows to consider corresponding changes of parameters at calculations of electromagnetic processes using analytical methods. The methodology for assessing the impact of conductive periodic interference on the flow of the steady state in electrical Smart-complexes has been improved. The principles of analysis (modeling) of ETC- Smart as systems with periodically changing parameters are considered. It is shown that the use of ETC-Smart requires meticulous attention to the analysis of steady-state and transient, including modulated, modes, in the case of formation of different schedules of energy and technological processes, power supply of various types of loads, etc. Algorithms for calculating currents in electrical complexes with cyclically variable parameters, as well as analysis of the influence of periodic conductive interference in ETC-Smart elements with power converters based on the development of the capabilities of the method of individual components in modeling steady-state modules. Thus, algorithms for analysis of electromagnetic processes in ETC-Smart with variable parameters and RL-load for complex periodic, system analysis in case of nonlinear elements, analysis of internal resistance of generator and transmission lines, analysis of processes in abrupt change of parameters of reactive elements (inductance L) and capacitance C), analysis of the influence of periodic conductive interference (AC and DC) on electromagnetic processes in the elements of ETC-Smart with power converters The basics of methodological support for assessing the energy efficiency of ETC-Smart as elements of intelligent power supply systems are presented. The algorithm of electrotechnical inspection (energy audit) of electrotechnical complexes by application of the offered analytical expressions and the generalized algorithm of calculation of electromagnetic processes in electric complexes with cyclically variable parameters is offered that allows to carry out the corresponding estimations of energy efficiency of functioning. The concept of formation (construction) and modernization of optimization of elements of Smart-technologies for the Smart-microdistrict of the intellectual city by development of algorithm of realization of the corresponding researches and estimations and formation of the Microgrid network (ETC-Smart with power converters) of several levels of hierarchy is offered. and assessment of the general energy efficiency indicators of the Smart-microdistrict of the intellectual city. The presented examples of analysis confirm the effectiveness of the modification of the method of individual components for the analysis of steady-state ETC-Smart.
