The fundamental and applied value of strategic planning is in the formation of technologies for the long-term development of organizations based on the existing trends and business environment. Modern healthcare institutions are to use the best domestic and foreign practices in order to provide high-quality medical services, achieve strategic goals, and develop healthcare industry. The research objective was to share experience in strategic planning of a medical research organization. The authors used methods of analysis, synthesis, generalization, and abstraction, as well as elements of system analysis, to formalize the process of strategic management. The article describes the strategic planning conducted at the Research Institute for Complex Issues of Cardiovascular Diseases (Kemerovo, Russia). Strategic planning is a process of setting key goals and maintaining the strategic potential of changing requirements for Russian scientific and medical organizations. The described experience is unique in that the strategic planning is organizationally and functionally integrated into the model of quality management system, which includes 14 processes grouped in several blocks. The Institute develops a road map for one or two years, which agrees the actions of the main stakeholders. In a scientific medical organization, the process of strategic goal setting is determined by the need to conduct research while simultaneously providing medical care. The authors believe that the described process can be implemented only after the existing strategic planning methods have been adapted to the specifics of the organization. At the present stage, strategic planning is the only way to formally predict future problems and opportunities for the development of medical research organizations.

The study presents a methodology for assessing financial risks using projects AMI implementation and ASCOTE in the face of uncertainty. An example of an evaluation of a real project for the implementation of ASUE and ASCUTE systems is presented. The main problems of implementation of this project are considered. In modern conditions of business operation, the decisionmaking process is based only on the experience and intuition of experts is currently not effective. We must use modern information technologies, which have already received the generic name «decision support systems for management decisions». Taking into account the weak formalization of such tasks, it is necessary to apply methods of system analysis with the involvement of expert assessment technology, both at the initial and final stages of obtaining and choosing the most rational alternatives to management decisions. The tasks of improving the accuracy and efficiency of measurement of electrical and thermal energy, power in electrical networks, the amount of thermal energy in thermal networks are due to the following main reasons: firstly, a significant increase in the cost of electrical and thermal energy, secondly, the reforms carried out in the energy sector of the Russian Federation, thirdly, the fair billing. The research is devoted to the analysis and assessment of the priority of ASUE and ASCUTE functions. The Association of risk subsystems and functions in a single multi-level system. Based on the analysis of binary relations, an integrated model of the risk-function system in the form of a hierarchical tree structure is obtained. Applied the method of paired comparisons in the assessment of risk hierarchies that affect the effectiveness of the projects. The paper presents approaches to solving problems related to organizational and technical reengineering of production, which is due to the weak structuring of these problems, from the formation of goals to the adoption of technical and managerial decisions.

In modern realities, the number of fuel and energy companies managed on corporate principles is increasing every year. Accordingly, we are talking about the transition of state command management of the fuel and energy sector to private, competition-based and corporate governance. The study proposed a system of "balanced key performance indicators procurement", aimed at optimization of performance to meet the principles of the classic system of Kaplan-Norton and focused on the strategic orientation reflects the characteristics of the processes of production and consumption of services of energy companies. It is concluded that in a balanced system, it is necessary to distinguish between indicators that measure the results achieved and indicators that reflect the processes that contribute to the achievement of these results.

Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. Keywords: combine harvesters, use, production divisions, risk, seasonal scenario, large-scale agricultural producers.
