The transition to a new social order is accompanied by changes in the methodology and functioning of socio-economic systems. The modern period of the development of scientific research is characterized by a variety of recommendations and opinions of scientists on the strategy and tactics of managing economic development. It is difficult to reach a consensus in choosing the most effective means of economic policy, taking into account the peculiarities of the current internal and external situation. For the functioning of the national economy of Russia, it is important to reach a consensus in the applied methods and instruments of state regulation of economy in the territorial context: macroregions, regions, municipalities. The necessary conditions for the successful implementation of state plans and programs are the coordination of the activities of economic entities, production cooperation, and the stability of economic ties. The development and implementation of effective measures are relevant to current scientific problems and are in the center of public attention. The aim of the research is to study the features of spatial structuring in accordance with regional policy and national strategic documents, to conduct a content analysis of the socio-economic situation of Russian territories of different ranks. The expected result is the preparation of recommendations for the development of certain aspects of regional economic research. On the basis of factual material on federal districts, the work examines the possibilities of the practical application of methods and tools of regional economic science to achieve high results in business practice. Using general scientific and applied methods, a conceptual vision of the necessary changes in the priorities of spatial development and the system of strategic planning documents is presented. Based on the objective process of digitalization, current trends have been identified and possible innovations in approaches to structuring space at the subnational level have been formulated, and possible directions of transformation in the management of regional socio-economic systems have been substantiated.

The object of this research is the processes of clusterization of economic systems of Russian regions, particularly Volga Region, in the conditions of establishing innovation economy. The subject of this research is the modern successful practices of regulation of the clusterization processes and innovation development of regional economic systems. The author explores such aspects of this topic as peculiarities of economic development of sectoral and territorial segments of innovation clusters, and integration of production within the framework of cluster formations. Special attention is given to the innovation clusters – leaders in investment attractiveness on the global scale, being members of a priority project of the Ministry of Economic Development of the Russian Federation. The conclusion is made that each of the examined clusters form their own trajectory of development that is based on unique competitive advantages, while maintaining orientation towards the general model of cluster development. The author’s contribution lies in systematization of the successful cluster development and determination of common elements of the model of formation of innovation clusters on regional level.

Topicality. The urgency is explained by the need of use of taxation regulatory leverage for stimulation of territorial communities cooperation, as well as the development of scientifically substantiated grounds for the economic cooperation of regional economic systems is to be developed in order to increase their socio-economic development and on the basis of improving of the institutional basis in favorable conditions for local self-government reform and inclusion of local systems globalization processes. In the process of active decentralization reform, realization of efforts to build effective local selfgovernance and achieve the development of territorial economic systems on the basis of European integration and the implementation of international best practices and trends, it is necessary to regulate the use of cooperation measures. The practice of applying of contractual forms of cooperation between administrative units in order to improve their economic capacity, which has been spread in the EU, has not been widely disseminated and implemented in Ukraine, despite its exceptional value as a measure to stimulate the socio-economic development of the regions and as an instrument for implementing of strategic documents initiatives on regional policy in Ukraine and in the EU.Aim and tasks. The purpose of the article is to determine the scientific basis for tax incentives for regional economic cooperation as a measure of increase of socio-economic development level, to substantiate the proposals of stimulation of the implementation of investment and innovative projects, that are aimed at improving the community's welfare on local, regional, national and international levels due cooperation tools and better use of local resources and the benefits of territorial units during their participation in economic exchange, that is - during the glocalization process.Research results. It's proposed the scientific principles of tax stimulation of economic cooperation at the regional level and the essence of regional economic cooperation process, achieved by administrative units, is determined. It's stated that such sense should correspond and improve the existing principles and provisions of the European regional policy, implementation means of which are to be updated in accordance with national features and trends of economic system development. The scientific principles and measures that are to stimulate economic cooperation are developed on the basis of actual provisions of the modern institutional environment, including the Tax and Budget Codes of Ukraine. It has been established that the proposed regulatory tax measures have become possible for practical use, on the basis of appropriate scientific justification, due to modern changes in the budget legislation and are promising for implementation, especially in the aspect of the implementation of new large-scale investment projects, and as a lever to support the development of economic growth.The list of local taxes and fees with the help of which it is possible to stimulate regional economic cooperation is determined, the methodical bases of the regulation of economic cooperation are formulated, in the context of inclusion of territorial communities in the processes of global economic exchange. The measures of stimulation of economic cooperation and implementation of strategically important investment projects with global character are proposed. The measures are to establish preferential rates for local taxes within the existing powers of local self-governmental bodies, the application of privileges for reinvestment operations, the drawing up of strategic plans for promising investment-oriented taxation at the territorial level communities and regions.Conclusion. The results of the research are outlined in the article, in the form of regulatory measures, and are actually necessary for central and regional authorities, since they contain a scientific justification for the effective promotion of economic transformations in a territorial context in according to the implementation needs of the reform of local self-governance and taking into account the influence of the processes of globalization. The prospect for further research includes the formulation of methodological approaches to the determining of tax regulators set that are to stimulate socio-economic development and stimulate regional cooperation, to assess the effectiveness of such regulatory measures.

T he global nature of the COVID-19 pandemic outlined new challenges for the economic studies aimed to define the factors measuring the difference in the scope of the coronavirus-induced crisis consequences for the national social economic systems. The purpose of this research is to develop the tools to define the COVID-19 pandemic impact on the social economic development of the Russian regions and the resilience of the regional systems to the pandemic in terms of demographic factors. The methodology of the research includes statistical analysis and econometric modeling. The authors defined the economy resilience to the pandemic and developed a resilience index of the regional economy to the COVID-19 pandemic. The resilience index includes groups of homogeneous indicators characterizing the factors of the regional economic growth. Resilience of the regional economy to the COVID-19 pandemic is measured to reveal a negligible positive impact of the population density on the resilience of the RF regions’ economy to the coronavirus-induced crisis. The regions were clustered by the resilience index of their economies to the COVID-19 pandemic, and the leaders-regions, the regions with a moderate level and outsiders-regions were defined. A higher level of the regional economic development is found not to guarantee a more resilient economy to the COVID-19 pandemic. The obtained scientific results could be used to choose customized tools for the recovery of the regional social economic systems with due regard to the area with the worst dynamics of the indicators. Further scientific research is seen to be in analyzing the spatial non-homogeneity during the pandemic compared with pre-pandemic and post-pandemic periods, as well as in measuring the detrimental effects of the coronavirus and other external shocks on the RF regions’ economies in the context of demographic factors.

The successful management of costs in the development of new products in small and medium-sized enterprises in the Western Balkans is being developed in agriculture. Effective cost management in the development of new products in small and medium-sized enterprises has serious and direct implications for the efficiency of the enterprises themselves. The appeal for the production of vegetables arises from the need to analyze the management of costs as one of the basic conditions for increasing the efficiency of business entities, with particular emphasis on small and medium-sized enterprises as a major driver of economic activity and economic development. Specifically, the purpose of the vegetable industry is to define and analyze the correlation between the successful management of costs in developing new products and the efficiency of small and medium-sized enterprises in the Western Balkans. Modern working conditions, characterized by dynamic structural changes, continuous growth and development of modern technology, internationalization and globalization of markets, increasing the global competitiveness of companies, fragmentation of the market and increased insecurity developing a dynamic and relatable sector as small and medium sized as possible. The idea that big companies tend to grow into big systems that are followed by technological development, why they have high efficiency and productivity and a great deal of leverage on the world markets, has prevailed. Namely, you have been a challenge to globalized economies and at the same time a possibility for economic development and prosperity, but with the changes in working conditions and the deepening of the crisis of big companies in the world, since the end of the 1980s, the economic policies of the last century started to take a serious interest in small business development, industrial competitiveness, restructuring and privatization. In the 1980s, turbulent changes occurred in the functioning of the economic systems of individual national economies to dismantle socialist systems and lay the foundations for a stable democratic society (capitalism). The crisis affecting the financial markets, followed by the high interest rates on the ears, has increased the imminence of the emergence of small and medium-sized enterprises and the level of importance for the internal economy, according to the level of financial structure. During this period, the first in the SAD was a shaky liberal and institutional environment that slowly reflected on the expansion of these entities, and such conditions underwent expansion in other lands as well, when ownership of the activity began. Because of this, the vegetable period will be remembered because of the strong effect of entrepreneurial reconstruction, and the economic science further points to the importance of small and medium-sized enterprises, as carriers of restructuring of economic systems, as well as their own generative capacity, new recruits and mobilizers of all factors of production. Undoubtedly, one of the main characteristics of modern market savings is that small and medium-sized companies represent a club factor for level of functionality and efficiency. In this sense, they represent the true engines of economic development, because, therefore, in the vegetable industry, special attention is paid to the development of this dust, and the consciousness’s and conclusions that are expected to have a meaningful implication are the implications.

Currently, Ukraine is in a kind of “bifurcation point”, which opens up the possibility of further historical movement in several mutually exclusive directions. Under these conditions, the importance of economic science, which is called upon to actively influence social choice by means of a theoretical justification of such a variant of the state economic strategy that would meet the objective needs of developing the country’s productive forces to the greatest extent, is sharply increasing. The main goal of the article is to use the categorical apparatus of economic theory to scientifically determine the contours of such an economic management model that could become an effective alternative to the old management system, which is the main cause of Ukraine’s economic failure. International practice has accumulated a critical mass of empirical material showing that under modern conditions the subject-object model of driven development is becoming dominant. Within the framework of this model, society, acting as a single collective subject, consciously uses the objective economic laws of capitalism to develop its productive forces. The success of volitional transformations beginning in our country will ultimately largely depend on whether they lead to the creation of a modern development model, identical in its economic content to state capitalism. These specific historical conditions determine the necessary relationship between economic theory and public policy in the framework of the new model of economic management, which involves not just managed, but scientifically-driven development. Such scientific management of economic development is especially necessary for Ukraine, which under the guise of neoliberal deregulation stubbornly imposes a long-obsolete neoliberal model of spontaneous market transformation. Therefore, under modern conditions, political economy is called upon to become, first of all, a theory of action, a theory of public management of the economy. This opens up new broad opportunities at all levels of economic research, including: (i) the further development of the proposed methodology itself; (ii) the development of economic theory on its basis; and (iii) the consistent application of this theory to solve the extremely complex practical problems associated with the process of creating a subject-object model of driven economic development in Ukraine.

The main purpose of the publication is the development of theoretical approaches, the systematization of the results of analysis and the identification of modern trends in the transformation of socio-economic systems under the conditions of integration transformations and the definition of measures for promoting effective integration of Ukrainian economy into the modern international environment. The features are identified and problematic aspects of the current stage of socio-economic development of Ukraine are singled out. It is emphasized that the dynamism of the economic environment, globalization and integration of the socio-economic space, informatization, and the introduction of innovations lead to the transformation of existing socio-economic systems. The factors that influence the formation of the modern socio-economic system and the conceptual foundations of providing economic development of Ukraine are revealed. It is concluded that in order to implement the existing tasks of ensuring integration changes in the Ukrainian economy it is necessary to rely on its own potential and the construction of an effective system of state regulation of socio-economic processes in a rational combination with market mechanisms. The effectiveness model elements of the socio-demographic potential formation are proposed. The attention is focused on the state regulation priority directions of the country’s socio-economic development through the development of state programs in the context of main directions of socio-economic systems functioning and measures that need to be implemented. The attention is drawn to the value of cluster associations in the transformation of society. The key directions of transformations, the public administration effectiveness ensuring and promoting of stabilization implementation model and country’s economic growth are substantiated.

The importance of innovation in ensuring the development of a modern economy has been recognized in Kazakhstan not only in the works of specialists, but also in the position stated by the state. However, from understanding the importance of innovation in the context of economic development to understanding its real significance in the economic development of the country, and even more so - to develop an effective policy that ensures the active use of innovation to ensure economic and social progress, a very difficult path runs. Regulation of innovation in a modern market economy is a complex system of state, public and corporate institutions that serve and regulate innovation processes in order to ensure the fullest use of their potential. A set of institutions and organizations that cover all stages and areas of the innovation process, and currently forms a national innovation system in developed market economies. The trend of transition to an innovative way of development and the formation of a national innovation system is currently an important direction in economic science. This makes it particularly important to theoretically understand the essence of the innovation process in the economy and ways to improve the effectiveness of state regulation of innovation. Thus, the development of a mechanism for activating innovation activities within the framework of the state regulation system is one of the most acute socio-economic problems. The obvious relevance, great practical significance and lack of development of the indicated problem led to the choice of the topic of the dissertation research, its goals and objectives. In the scientific article, the conditions for effective innovation activity of economic entities are identified and based on them, recommendations are developed to improve the mechanism for increasing innovation activity within the system of state regulation of innovation activity of the Kazakh economy.

The potential of Yekaterinburg / Sverdlovsk made it possible to expect creation of a local center for the training of qualified economists in the 1920s and emergence of a special institution with specialists capable of analyzing regional economic problems at a high theoretical level. However, despite the obvious need for economists (practitioners and theorists) and for conducting economic research, this did not happen due to a number of ideological and political restrictions. Mistrust of old specialists, the adoption of Marxism political economy as an ideological dogma, the crisis of higher education, fear of possible party sedition in regional economic research centers led to a natural result - a lag in economic research, poor industrialization of the necessary personnel, and miscalculations in economic planning. Uralplan, UOLE, regional studies organizations engaged in regional economic research were destroyed, which slowed down the development of economic science in Sverdlovsk for several decades.

The study presents an approach to the measurement of differentiation of socio-economic systems of the regions through the mobilization of internal and attraction of external development resources. In the present context they are the main indicators reflecting the relationship between economic growth and social equilibrium, they show the effectiveness of governance and implementation of the principles of social partnership in society. The aim of the study is to establish a scientific and reasonable mechanism for the regulation of differentiation of socio-economic development of the region through the mobilization of internal and outsourcing development. The study is based on scientific methodology, providing the ability to apply systematic approach to management problems solving by differentiation of socio-economic systems of regions. In the globalized world economic space and the profound socio-economic changes the creation of effective system of public administration will improve the efficiency use of limited resources (financial, material, human) allocated for the problem decision of differentiation reduction.It is revealed the differentiation in regional development for the integrated indicator of regions priority(IRP) and proposed a typology of Central Federal district regions based on two criteria: "the level of development of IRP " and " development dynamics of IRP " showing the rate of mobilization of internal and outsourcing development. It is justified the order of selection of promising targeted measures of state regulation in the field of reduction of regions differentiation. The study includes recommendations for the establishment and development of effective tools for smoothing and control of differentiation of socio-economic development of regions through the mobilization of internal and attracttion of external resources of development. It will enhance the investment attractiveness of the regions by stimulating existing competitive advantages.

The subject of research is the activities of state institutions aimed at the development of digital technologies in the economy and other spheres of society life, particularly intelligent technologies for decision support and making. The purpose of research was to determine the prospects for using intelligent technologies in the federal risk management system. In the context of the Quality of Life problem solution, an approach to creating a factor model of the problem domain of ensuring security and sustainable socio-economic development is shown. The model identifies 12 spheres combining 72 interrelated factors. Problems and threats to be solved and overcome in the process of development and wide promotion of intelligent information technologies in the practice of managing socio-economic systems are considered. It is concluded that intelligent systems used for managing socio-economic systems must undergo strict verification of not only their adequacy but also to expose possible user manipulation devices embedded in them.
