The road network congestion is a serious infrastructure constraint on the development of Rostov region. Municipalities that have access to high-quality infrastructure have more prospects for social and economic development. The main limitations in the transport infrastructure are the mismatch between the technical parameters of roads and the existing traffic intensity, traffic congestion in the Rostov agglomeration. These problems lead to traffic delays, transport collapses, as well as a decrease in speed, which entails significant social and economic losses. Strategic priorities of regional development include expansion of a number of roads that provides transshipment, cargo processing and passenger traffic within the boundaries of the Rostov transport hub. There is a weak market competitiveness of railway transport in transportation services market. In addition, a serious infrastructure limitation of railway transport is the low capacity of individual road sections. Currently, there is an imbalance in the development of municipalities. The Rostov agglomeration attracts the population from the outskirts of the region, which leads to an unbalanced development of the territories. The low level of infrastructure provision in the Eastern and South-Eastern districts of the region is a constraining factor that slows down social and economic development. It is shown that inter-municipal differences in the levels of economic activity are influenced by the provision of territories with roads with improved pavement and investments in fixed assets made by organizations located in the municipality. It is required to carry out comprehensive work on the construction and further development of infrastructure facilities that meet modern standards to reduce the differentiation of the regional space in terms of population size, standard of living and quality of life.

Transport infrastructure development is considered one of the basic structural preconditions of competitiveness, growth and economic development in Slovakia. Transport network upgrading in the country has recently been focused mainly on road and motorway networks. The goal of this paper is to contribute to existing approaches to transport infrastructure impact assessment. The paper presents selected results of qualitative research focused on an analysis of the R1 expressway (as a part of TEN-T network) and its impacts on the economic, social and environmental dimensions of life at the local territorial level. The paper also seeks to answer the basic question, whether and to what extent the new section of the expressway brings any stimuli to regional or local development. Qualitative research realized by field sociological methods has shown new data and information necessary for a complex assessment of transport infrastructure impacts on social and economic development of regions. We assume that these impacts should not be based purely on mathematic and statistical research methods.

Transportation industry is the leading capital of social and economic development, which plays an important role in regional economic development. Based on the data of Tibet Autonomous Region in the past 15 years, this paper makes further grey relation analysis and elastic analysis on the basis of analyzing the current situation of its transportation industry and economic development, obtains the conclusion about the development relationship between them. The empirical results show that there is a close relationship between the transportation industry and economic growth in Tibet Autonomous Region, and the development of them is in a state of coordination on the whole. Among them, the promotion effect of freight transport on the economic growth of Tibet is greater than that of passenger transport, and the belt action of economic growth on railway transport is much greater than that on highway transport.

The purpose of this research is the assessment of the impact of the transport infrastructure on the social-and-economic development of the region. The authors carried out the analysis of the existing approaches to the assessment of the role of the transport component for the socioeconomic development. The assessment technique including principles, the system of factors and indicators, the algorithm and methods of the assessment of the transport infrastructure impact on the socio-economic development of the region is offered. According to the carried-out analysis, it is proved that the availability of the developed transport infrastructure is linked with the level of development of the region, in particular with Gross Regional Product and the consolidated regional budget revenues. The results of the research can be used by regional authorities for the justification of the strategic directions of socio-economic development of the region, when developing target programmes, etc.

Research background: This article examines the problems of sustainable social and economic development of municipalities and tackles the issues of strategic planning, assessment of budget support and the economic condition of municipalities. Purpose of the article: When analyzing the existing social and economic processes in the municipalities of the Russian Federation, attention is drawn to the main methods of planning at the local level, an integral part of which is the preparation of forecasts of social and economic development of the municipality. On the basis of forecasts, a draft of local budget is prepared, determined by the revenue and expenditure side of the budget, laid the necessary sources of financing the budget deficit, formed municipal (address) for the implementation of the powers of local authorities. Methods: When budget planning and forecasting the social and economic development of a municipality, it is necessary to take into account many factors that contain input data for calculations. This includes demographic changes, labor resources, social security of the population, transport infrastructure, business activity, and much more. Findings & Value added: In this paper, the priority directions of the development of municipalities in modern conditions are identified and justified on the example of the municipal districts of the Leningrad Region. The methodological tools used can also be recommended to other municipalities of the Russian Federation.

Abstract One of the important assumptions and factors of social and economic development of countries and their regions is road infrastructure. This is particularly true in countries where road transport is the largest component of overall transportation, such as in Slovakia and Poland. Road infrastructure as part of the transport infrastructure is here regarded as one of the main pillars for achieving economic growth, to increase competitiveness and prosperity, contributing to the development of the Trans-European transport network and the improvement of transport infrastructure in support of a single European market in order to ensure the free flow of goods, people and overall competitiveness of the EU. This article offers a comparison of road infrastructure in Slovakia and Poland, highlighting regional disparities in road infrastructure in these countries.
