The purpose of this research is the assessment of the impact of the transport infrastructure on the social-and-economic development of the region. The authors carried out the analysis of the existing approaches to the assessment of the role of the transport component for the socioeconomic development. The assessment technique including principles, the system of factors and indicators, the algorithm and methods of the assessment of the transport infrastructure impact on the socio-economic development of the region is offered. According to the carried-out analysis, it is proved that the availability of the developed transport infrastructure is linked with the level of development of the region, in particular with Gross Regional Product and the consolidated regional budget revenues. The results of the research can be used by regional authorities for the justification of the strategic directions of socio-economic development of the region, when developing target programmes, etc.

Introduction.The article is devoted to the revealing of the tendencies of social and economic development and to economic security of the territories. The research summarizes the concept of economic security of the territory and the ways of its evaluation, also presents the author’s methodology for determining the trends in the development of municipal areas by the context of economic security on the example of Omsk region.Materials and methods.Indices of economic security in the economic, social and financial spheres and an integrated index are calculated, basing on the data of the Territorial Body of the Federal State Statistics Service for Omsk Region, which characterize the socio-economic development of municipal regions. The grouping of the obtained values and their visualization with the help of GIS technologies helps to demonstrate the development tendencies of the municipal areas of Omsk region.Results.The article substantiates the ways of grouping the indices of economic security and their visual representation for assessing the trends of socio-economic development of municipal areas. As a result, the tendencies of social and economic development of the municipal districts of Omsk region in 20142016 are demonstrated in the context of economic security based on the author’s methodology.Discussion and conclusions.The revealed positive trends in the development of municipal districts’ economy of Omsk region are offset by negative trends in the social sphere. Therefore, most of the municipal districts of Omsk region are classified as “moderate implementation of threats” to the level of economic security in 2016. The revealed tendencies reflect problematic issues, to which the municipal and regional authorities of Omsk region should pay special attention.

Subject. We present the analysis of theoretical and practical aspects of the impact of infrastructure on socio-economic development. Objectives. The aim of the study is to review theoretical and empirical aspects of relationship between the condition of infrastructure and the socio-economic development of the Russian Federation. Methods. The study draws on comparative and logical analysis of theoretical foundations and conclusions published in scientific sources, as well as methods of mathematical and statistical analysis. Results. The statistical measurement of relationship between the condition of infrastructure and the determinants of economic growth yielded results that run counter to the findings in academic literature. While we reveal a significant positive correlation between the level of transport and energy infrastructure development with the gross regional product per capita, the variables that characterize the state of telecommunications and social infrastructure have little or no connection with this indicator of the Russian regions’ development. Conclusions. Several variables are not enough to assess the impact of infrastructure on socio-economic development. For this reason, the model of infrastructure impact assessment requires further improvement.

Insurance is the most important institution for social and financial protection. Therefore, the development level of the regional insurance market not only determines the volume and quality of this protection, but also influences the social and economic development of the region through the coverage of risks and the provision of additional jobs. In turn, many factors have a significant impact on the development of the regional insurance market itself. This study is aimed at developing a model for governing the development factors of the regional insurance market, which (governance) focuses on improving the development efficiency of not only the regional insurance market itself, but also the socio-economic development of the relevant region. In this regard, the model for governing the factors of development of the regional insurance market involves solving the following scientific problems: identifying national factors for the functioning and development of the Russian insurance market that influence the development of the regional insurance market; determining regional development factors affecting the regional insurance market; identifying the impact of the regional insurance market on the socio-economic development of the region; developing recommendations on the effective impact of national and regional factors on the regional insurance market development and, through it, on the socio-economic development of the region. Implementation of the proposed model for governing the factors for the regional insurance market development will increase its efficiency and strengthen the socio-economic development of the region.

The article presents a methodology for assessing the impact of spatial environment on the socioeconomic development of municipalities. It relies on existing tools for assessing the state and potential of the geographical location of municipalities. An integrated approach allows to determine the potential of the interaction of the municipality with the neighbors of the first and second order. The methodology was tested on statistical data on the Blagovarsky municipal district.

This article describes the main impact peculiarities of huge transport projects implemented by public-private partnership on Russian Federation socio - economic development. The research was based on the deep data analysis of changing socio-economic indicators of six different Russian regions (including regions of different federal districts), where were implemented (or are being implemented) of huge transport infrastructure projects, implemented by public-private partnership over the past 10 years. The method of statistical data analysis, obtained in the research, was conduct by using STATISTICA software package, Federal state statistics service information and Public-private partnership platform of infrastructural projects in Russian Federation.

This research study is carried out to know about the importance of social mobilization intervention of Crop Maximization Project on the socio-economic development of small farmers of district Charsadda. The objective of this research study was to know about the role of the social mobilization of the project in uplifting the social and economic conditions of small farmers of the targeted area. The present research study was carried out in union councils Rajjar-II and Sarki Tetara of Tehsil and district Charsadda. Pre-tested interview schedule was used for data collection from 150 respondents, who were purposively selected through random sampling method. The analyzed data indicated that 100% of the respondents were fully satisfied the role played by social mobilization in their motivation, awareness, empowerment, capacity building and organization. Majority (93.3%) of the respondents utilized these skills empowerment for their social and economic development while only 6.7% of them got no benefits. The research findings indicates that effective social mobilization can pave the way for other practical developmental initiatives by motivating, organizing and building the capacity of the targeted population. In future rural development projects there should be effective social mobilization sector, which can bring the maximum number of the targeted population in main stream to get the maximum benefits from the development projects

In the conditions of limited sources of financing for the introduction of advanced innovative technologies and equipment modernization, to retain the existing positions and increase the overall level of competitiveness can only the company that establishes a close relationship with government bodies, local governments and trade union organizations with the aim of obtaining possible preferences for development within the existing regulatory right field. The purpose of the article is to analyze the main socio-economic indicators of the development of Ukraine and its regions, the definition and justification of possible areas of establishing interaction between private enterprises and government agencies. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the Kherson region; economics and mathematics – to study the influence of a defined group of indicators on the index of the physical volume of the gross regional product; abstract-logical – for a theoretical synthesis and formulation of conclusions. It is revealed that among the key areas of interaction is the promotion of the state and local authorities in the creation of industrial parks. The conducted research on identifying the strengths and weaknesses, opportunities and threats of the economy of the Kherson region indicates the need to develop measures to ensure the economic security of the region. To solve these problems at the regional level, it is proposed to implement a state policy that would be carried out in the following areas: ensuring a solid institutional protection of investor's property rights; improvement of the legislative framework; establishing an effective mechanism for combating corruption in Ukraine, developing an effective state policy on amnesty and unshadowing of incomes of individuals and legal entities. The study of some indicators of the components of socio-economic development of the region on the example of Vinnytsia region, namely production, financial, demographic, scientific and technical, social, environmental. It is stated that the provision of socio-economic development of the territorial community is realized through the financial content of the social sphere at the expense of own municipal funds and subsidies from the state budget. The assessment of expenditures proves that the social protection of the Vinnytsia region ensures compliance with the constitutional guarantees of citizens. The studied indicators of the Vinnytsia region prove that the socio-economic development of the community is aimed at ensuring the statutory guarantees of social protection of citizens, as well as streamlining the existing system of municipal assistance, benefits and compensation. One of the most successful system technologies that allows you to assess the impact of external and internal factors is a SWOT-analysis. The results of the SWOT analysis make it possible to assess the ability to withstand threats, as well as to overcome internal shortcomings. Thus, the internal factors of socio-economic development of the Vinnytsia region are dominated by strengths. With regard to agriculture and industry, the situation in the region is currently exacerbated by a shortage of skilled labor, namely, specialists in engineering and manufacturing. External labor migration increases the risk of further development of the labor industry. Declared indicators of socio-economic development of the territorial community are considered in terms of a set of different social and economic goals, rational and reasonable use of municipal and state financial resources. The given separate indicators characterizing social and economic development of territorial community allow to define acceptability of conditions for life and development of the person, social and economic stability of community. Changes in social and economic indicators under the influence of internal factors are the basis for the formation of qualitative socio-economic development of the region and the state as a whole.

The main components of the processes of socio-economic development of society are presented, as understood by leading scientists — economists and practitioners in foreign countries and in Russia during the late XIX, XX and first twenty years of the XXI century. The necessity of the continuity of a reasonable theory with progressive practice in the selection and justification of the components in the processes of socio-economic development is substantiated. The structure of systemically substantiated elements of economic processes that ensure the satisfaction of the vital needs of the population has been formed. The results of an economic analysis of the interaction and effectiveness of the constituent processes of human activity and the satisfaction of their needs are presented. The necessity of realizing the theoretical postulate of A. Marshall on the impact on productive labor and economic efficiency of the full satisfaction of the needs of workers and members of their families, regardless of ownership, is substantiated. The processes of interaction between employers and workers in the socio-economic development of the country for the systemic continuity of theory and practice are visualized. The organizational and technological priorities of the cluster organization of production with low-waste, non-waste and fuel and energy-saving technologies are substantiated.

The subject of this study is to analyze the impact of interbudgetary transfers and tax incentives on strengthening the financial stability of regions, as well as on the formation of the dependent sentiments of regional authorities as a barrier to the socio-economic development of regions. The aim of the study is to substantiate the possibilities for regions with high and low budgetary stability of combining interbudgetary transfers as a way to cover current expenditures of regional budgets and to provide tax benefits as a tool to expand the tax base of regions. In the course of the study, general methods of cognition (deduction and induction, analysis and synthesis, description and generalization) and private scientific methods of cognition (comparison method, tabular and graphical methods of data presentation) were used. Improving the system of indicators for assessing the effectiveness of regional tax incentives will allow monitoring the activities of regions to increase the financial stability of requests for transfers from the higher budget. Currently, in the Russian Federation, interbudgetary transfers have become an integral part of budgetary relationships. The analysis of the financial stability of all 85 subjects showed that the regions cannot fulfill their current expenditure obligations only at the expense of their own revenues. The overwhelming majority of the subjects of the Federation need to increase their financial independence. Subsidies as a type of interbudgetary transfers can lead to dependent sentiments of regional authorities. Regional tax policy based on the use of regional tax incentives helps to strengthen the tax base in the region and increase financial stability. Subsidies as a type of interbudgetary transfers carry a latent threat to the formation of the dependent sentiments of regional authorities. The way to reduce this threat is to develop a system of effective tax incentives to stimulate the socio-economic growth of the regions. The results obtained can be taken into account in the activities of the Ministry of Finance of Russia when developing the main directions of fiscal policy.
