Transport infrastructure development is considered one of the basic structural preconditions of competitiveness, growth and economic development in Slovakia. Transport network upgrading in the country has recently been focused mainly on road and motorway networks. The goal of this paper is to contribute to existing approaches to transport infrastructure impact assessment. The paper presents selected results of qualitative research focused on an analysis of the R1 expressway (as a part of TEN-T network) and its impacts on the economic, social and environmental dimensions of life at the local territorial level. The paper also seeks to answer the basic question, whether and to what extent the new section of the expressway brings any stimuli to regional or local development. Qualitative research realized by field sociological methods has shown new data and information necessary for a complex assessment of transport infrastructure impacts on social and economic development of regions. We assume that these impacts should not be based purely on mathematic and statistical research methods.

There can be two broad objectives of transport corridor development: to improve efficiency in the transport and logistics processes in the corridor, and to generate economic development in the corridor region, capitalizing on improved connectivity and transport networks. This paper focuses on the second objective of corridor development. A transport corridor can become a tool for spatially balanced and more sustainable economic development and human well-being in the corridor region. Considering the promise of this approach, this paper undertakes a critical review of transport infrastructure development studies undertaken in Sub-Saharan and South Asian countries to find evidence of infrastructure development impacts. Evidence gathered from the review suggests that transport infrastructure development can have significant positive impacts on economic growth, income, poverty, employment, equity, and inclusion. However, there can be important trade-offs between economy and welfare and environmental quality, and the distribution of impacts can be uneven. The paper also considers how some of the transport corridor development issues are addressed and complementary interventions that may be required, and, finally, discusses lessons learned from the review and their policy implications which can be useful for future corridor designs, and provides suggestions of research studies to fill the current knowledge gaps.

The paper substantiates the necessity to study a transport infrastructure in the context of its impact on socioeconomic indicators pertaining to the development of a certain region. The importance of this study is confirmed by the goals and objectives of the transport system development of the Republic of Belarus, which are outlined in the National Strategy of the Republic of Belarus for Sustainable Socio-Economic Development for the period until 2030, and they are considered as well as priority areas for the development of Minsk region, presented in the Sustainable Development Strategy of Minsk Region for 2016–2025. The influence of eight indicators for transport infrastructure development of Minsk region on four key socio-economic indicators of the region development such as gross regional product, investment in fixed assets, revenues of consolidated budgets, average wage level has been investigated in the paper. A multiple regression analysis has been applied for assessing a relationship between dependent and independent variables. A step selection method has been used as a method of multiple regression analysis. All calculations have been carried out in the IBM SPSS Statistics 20 program. As a result of the study correlation indicators have been established between dependent and independent variables, relationships between variables and dependencies have been determined in the paper. The reliability of the obtained results have been verified with the help of the Fisher and Student's criteria. The obtained results have made it possible to identify key indicators for a transport infrastructure of Minsk region which have the greatest impact on socio-economic development of this region and can be used to analyze an investment attractiveness of Minsk region.

The article deals with economic and statistical research on the latest trends in local budget’s revenues caused by the decentralization reform, as well as the identification of its key problems, such as: significant differentiation in the regions’ fiscal capacity, arising due to a number of factors (social, geographical, resource, legislative ones); the regions’ dependence on central authorities due to the lack of effective mechanisms for devolution, hampering the efficiency and reducing the expediency of delegating certain functions; the insufficient level of the regions’ fiscal capacity; and finally, finding the ways of solving the abovementioned problems. These problems can be solved by creating conditions for increasing the local budgets’ own revenues in the face of limited budget funds. The state regional policy, having been carried out for decades, has created the regions’ deep dependence on the center and their lack of incentives to develop on their own by designing mechanisms to use the potential of Ukraine’s regions effectively. The recent decentralization policy is aimed at eliminating these negative trends. The success of this policy can only be ensured by improving and reforming the local government financing system. Local budgets are the main tool by which local authorities implement the program of social and economic development of a region. But at present, the mechanism of local budget formation is inefficient. This statement can be confirmed by the fact that the amount of financial assets in the local budget is insufficient to conduct an independent program of social and economic development. The structure and composition of local budget revenues have been studied on the basis of statistical information, their impact on the social and economic development of Ukraine’s regions has been determined. The research allows to conclude that successful implementation of the decentralization policy requires an individual approach to the formation of each administrative and territorial unit, a thorough study of economic sufficiency and independence of this unit, as well as research on social and economic development of this unit, as a whole.

Celem niniejszego artykułu jest prezentacja miejsca infrastruktury transportowej w programowaniu rozwoju społeczno-gospodarczego oraz analiza charakteru i roli tego czynnika w wybranych teoriach rozwoju regionalnego. Pierwsza część pracy opisuje metodę badań oraz wykorzystywane źródła. Część druga zawiera syntetyczny przegląd literatury z zakresu ekonomiki transportu i wskazuje na elementy kluczowe z punktu widzenia rozwoju społeczno-gospodarczego oraz, co za tym idzie, zainteresowania władz publicznych. W części trzeciej opisana jest dyskusja tocząca się wokół oczekiwanej roli inwestycji infrastrukturalnych oraz ich miejsca w wybranych koncepcjach rozwoju regionalnego. Koncentruje się ona wokół dylematu „wyprzedzającego”, bądź „wtórnego” modelu rozbudowy infrastruktury, a także roli tego zagadnienia na tle innych czynników rozwoju regionalnego. Całość zamyka podsumowanie, które zawiera wnioski na temat roli sfery transportu we wspieraniu rozwoju regionów oraz konkluzję, zgodnie z którą infrastruktura transportu stanowi element niezbędny do kreowania dostępności i równolegle wewnętrznego potencjału regionów. The role of transport infrastructure as one of the regional development indicators The aim of this paper is to present the place of transport infrastructure in socio-economic development programming and to analyse the nature and role of this factor in selected theories of regional development. The first part of the paper describes the research method and sources used. The second part contains a synthetic review of the literature on transport economics and indicates the key elements from the point of view of socio-economic development and, consequently, the interest of public authorities. The third part describes the discussion on the expected role of infrastructure investments and their place in selected concepts of regional development. It focuses on the dilemma of the “anticipatory” or “secondary” model of infrastructure development and the role of this issue against the background of other regional development factors. The book closes with a conclusion on the role of the transport sphere in supporting regional development and the conclusion that transport infrastructure is an indispensable element in creating accessibility and, in parallel, the internal potential of regions.

Abstract Local Action Groups (LAGs) are responsible for promoting social and economic development in their territories, by creating local development strategies (LDSs) funded through LEADER Programme. They are area-based multisectoral partnerships, formed from public, private and social stakeholders. The aim of this paper is to study the governance and sustainability of Romanian LAGs, using evidence from the Nord-West Development Region from Romania. Structured interviews with LAGs managers were used as a primary method for collecting data. The results show that LAGs are struggling to remain active during the transition periods between two editions of the program, questioning their capacity to function without LEADER funding. However, they report fewer major changes compared to the last transition, mostly focusing on partnership and territorial structure.

This article addresses cooperativism in the context of family farming, based on the experience of the Cooperativa Mista de Agricultores Familiares do Vale do Ipanema (COOPANEMA) based in the municipality of Águas Belas, Pernambuco, Brazil. This is a reflection on the importance of COOPANEMA for local social and economic development. We used qualitative and descriptive methodology supported by case studies, interviews, and documentary and bibliographic surveys. The cooperative maintains a participative management, with good administrative quality, thanks to its specialized accounting, technical and legal assistance. We conclude that COOPANEMA is a socially consolidated institution, regarded as a reference in cooperative management, acting in the execution of actions and occupying seats in forums, municipal and regional public policy councils, thus contributing to local development.

Transport infrastructure is a measure of the spatial interaction among regions and has a significant role in supporting the process of regional infrastructure development because without transportation between one place to another place is not materialized well. Interaction among regions has reflected in the transportation infrastructure facilities condition as well as the flow of people, goods, and services.. Transportation infrastructure development can improve the accessibility of Deli Serdang region, thereby improving the economy of Deli Serdang, which consequently will increase the welfare of the community; therefore the accessibility planning is essential. For this purpose, there are three questions posed in this study. The results showed that both of quantity and quality variables, accuracy and ease had the significant effect on the regional development and its aspects except qualitative variables to local development as well as issues of the economic, social and accuracy. Regional development variable also had a significant effect on the public welfare but the social aspect of revenue aspect. Development of transport infrastructure should be improving the quantity, accuracy, and ease of roads in Deli Serdang districts in enhancing the development of the region to improve the welfare of rural communities.Keywords: transport infrastructure, regional development, public welfare

Subject. We present the analysis of theoretical and practical aspects of the impact of infrastructure on socio-economic development. Objectives. The aim of the study is to review theoretical and empirical aspects of relationship between the condition of infrastructure and the socio-economic development of the Russian Federation. Methods. The study draws on comparative and logical analysis of theoretical foundations and conclusions published in scientific sources, as well as methods of mathematical and statistical analysis. Results. The statistical measurement of relationship between the condition of infrastructure and the determinants of economic growth yielded results that run counter to the findings in academic literature. While we reveal a significant positive correlation between the level of transport and energy infrastructure development with the gross regional product per capita, the variables that characterize the state of telecommunications and social infrastructure have little or no connection with this indicator of the Russian regions’ development. Conclusions. Several variables are not enough to assess the impact of infrastructure on socio-economic development. For this reason, the model of infrastructure impact assessment requires further improvement.

Micro Business Enterprises (MBEs) is the lifeblood for economic development. Using a descriptive quantitative research design, the study aimed to investigate the impact of MBEs to economic development.  As to impact, in general, it was of a moderate extent. Among the indicators, technology has the highest mean interpreted to a high extent, while infrastructure development scored the lowest mean score, which reflected a moderate degree. The study further delved into the economic contribution and challenges encountered by MBEs. The findings basically implied that MBEs were rooted in the entrepreneur's commitment to do business that promotes progress and development to the local economy.
