The expansion of international trade and the dynamism of the geography of foreign trade operations are pushing for the transformation of the transport and logistics system of foreign economic activity. The current stage of development of the world economy highlights the country's transport and logistics system as a key factor of competition in world markets, which entails a confrontation between national states for the formation/participation, for example, of transit routes for the movement of goods. In these conditions, the objects of transport and logistics infrastructure, the degree of their development, and the dynamics of investment are of exceptional importance. In this area, Russia lags behind the advanced economically developed and developing countries, and the volume of investment is significantly lower than many economies in the world. In this regard, there is an opinion in the scientific community that the logistics of foreign trade in Russia without forced growth can become a deterrent to the development of the country's export potential. As a result of the study, it was identified as relatively insufficient (in accordance with international standards) the cost of logistics infrastructure facilities, as well as a limited amount of investment, which is a key factor constraining the development of the industry. In addition to the above, there is a shortage of competent personnel in this area, and it is also necessary to improve the system of training of relevant employees. As a result, as of 2018, Russia ranked only 75th (out of 160 countries) in the world in the Logistics Performance Index (LPI) rating, which, despite the dynamics, is extremely low for a state with wide export and transit opportunities. In the second part of the paper, the main ways of developing Russia's export potential through improving transport and logistics activities are formulated. Among all areas, special attention should be paid to the processes of investing in the creation or modernization of logistics infrastructure facilities through the formation of a financing system based on public-private partnership mechanisms. In this aspect, it is extremely important to develop both the state mechanism of digital traceability of the movement of goods in the transport chains, and private ones. At the same time, from the position of the state, efforts should be directed to the transformation of the business environment in the vector of barrier-free conditions.

The paper examines various approaches to the definition of the term «digital economy» in the scientific and business environment along with factors and forms of its development in different countries taking into account the specifics of the current stage of the Russian economy, which is a matter of particular importance in seeking new sources of the world economy growth. The subject of the research is opportunities and threats inherent in the process of digitalization of economies and their impact on the operation of international and national markets as well as the development of the world economy as a whole. The purpose of the paper was to analyze the practical experience in the formation and development of the digital economy in foreign countries and Russia and identify the changes it brings to the activities of state institutions and business structures, established rules of market exchange, the process of promotion and use of innovations. All the above made it possible to determine the country-level specifics of the digital economy evolution reveal the contradictory nature of its manifestations and justify the necessity for active participation of the state in stimulation and support of potentially promising digital innovations in various sectors of the economy. It is concluded that the level of the digital economy development depends on the real-sector performance, the maturity of markets, the state of the national economy. It is highlighted that the criteria for a comprehensive assessment of the results of the economy digitalization must be developed.

This article deals with the state of marketing and its role in strengthening macroeconomic indicators of the Kyrgyz Republic, but it does not apply in the country properly. The need for the use of state marketing is intensifying with the entering of Kyrgyzstan to EEU as a member. To improve the structure of foreign trade, it is proposed marketing initiatives and research on the study of the external market, the internal potential of the country, specialization of production, the creation of "umbrella brand" for the country, the best way of satisfying consumers of public services, effective control of the quality and safety of products, regulation of the relevant parameters, that meet international standards, the fight against counterfeit, creating a positive image of Kyrgyzstan in the world and others.

Today, the state policy on export development is being improved and the export support tools are being implemented at the legislative level. Exporting economic entities form the demand for financial services, which would meet current conditions in the international market, as well as allow for unrestricted settlements with foreign counterparties, available financing of working capital and insurance provision of export operations in order to increase the competitiveness of such entities. The author substantiates importance of the centralized focus of export support efforts, determines the concept of “trade financing and insurance” as a source of resource and institutional support for export operations and highlights the positive aspects and problems arising from financing of export transactions and settlements with counterparties. The state of international cooperation on export issues and trends of the world trade are briefly mentioned. As is known, the Export and Credit agency (ECA), an institution for insurance and export support, has recently been established; however, its place, management, tasks and resource base are still being determined. Therefore, the article proposes a basic schematic model of the activities of this institution. The author emphasizes that increasing the competitiveness of Ukrainian exporters and strengthening their confidence in them in the international market are especially important given the world trend of “de-risking”. De-risking is the limitation of cooperation with certain categories of clients or states (which Ukraine is sometimes included in) to avoid the risk of financing illicit activities, a person under sanctions, terrorism, and the like. The focus of further research the author suggests addressing such issues: (i) interaction of the state and private sectors with support of exports; (ii) determination of the product range of financial institutions servicing the subjects of foreign trade, as well as the ECA; (iii) impact of sanctions and restrictions on Ukraine’s foreign trade relations. Accelerating the development of exports and overcoming obstacles when concluding the external trade agreements and settlements will ultimately help Ukraine to take a niche among the world’s exporters and strengthen its own financial security.

Background. The problem of stable activity of domestic producers, in particular in the production of leather and footwear, is exacerbated by increasing global competition along with the loss of significant share of domestic and foreign markets. The regulating of the development of industrial production, domestic and foreign markets for light industry products is one of the most important tasks of the state today. Therefore, the assessment of the state of Ukraine’s foreign trade in the leather and leathermaterials market is important component for forecasting andshaping the development of domestic leather manufacturing. The aim of the work is to analyze the dynamics of Ukraine’s foreign trade on the leather materials market and to establish key directions for thedevelopment of Ukraine’s leather industry to increase the competitiveness of domestic products in an international environment. Materials and methods. Methods of analysis and synthesis, comparison and gene­ra­lization are used for work. Statistical data of the State Statistics Service of Ukraine, customs statistics of the State Fiscal Service of Ukraine, as well as data from the Inter­national Trade Center are used to study the leather market of various finishing methods in the world. Results. The analysis of foreign trade activities of the leather materials market showed that leather, additionally processed after tanning, significantly exceeds exports in imports, while tanned leather without processing in exports is ten times higher than im­ports. The analysis of world trade indicators determined that leather with a natural full grain surface is characterized by the greatest competitiveness against polished leather withan artificial grain surface. According to the indicators of foreign trade activity, Ukraine ranks third among the countries – leaders in world imports of leather with a natural full grain surface configuration in the form of halves. According to this commodity position, Ukraine ranks 13th in world exports. Conclusion. The analysis of Ukraine’s foreign trade on the leather materials mar­ket revealed the need of forming commodity and technological specializations of the domestic leather industry in accordance with the production of leather with a natural full grain surface from cowhides as the most competitive product in the international environment.

Problem setting. The article is devoted to the study of the peculiarities of the legal regulation of foreign trade interms of doctrinal and legislative approaches. The author analyzes the basic concepts of foreign trade policy, identifies itsmain components, as well as describes the tools for regulating foreign trade, including customs tariffs. Analysis of recent research and publications. Both domestic and foreign representatives of legal and economicsciences, such as Bachylo I., Zadykhailo D., Kleshchova S., Karvatska N., Sarkisyan L., Stavytsky L. and others, devotedtheir works to the study of the legal regulation of foreign trade. Article’s main body. Presenting main material. CTD is carried out, as a rule, at the level of enterprises (sometimesthey are natural persons-entrepreneurs). The initial principle of the CTD is a commercial calculation based on economicand financial independence and self-payment. CTD – the sphere of entrepreneurship in the system of international exchangeof goods, services, works, information and results of intellectual activity, related to the preparation and implementationof foreign trade operations and agreements. Cross-border trade and free economic zones are considered as special regimesof the CTD. Each country of the world in the framework of participation in foreign economic relations (both directly and throughnational entities of the CTD) pursues foreign economic policy, including in the field of foreign trade. The foreign economicpolicy of the state is the activity of the state aimed at the development and regulation of economic relations with othercountries. The implementation of foreign economic policy involves defining the strategic goals of the state in foreigneconomic relations in general and with individual countries and groups of countries, as well as developing methods andtools to achieve the goals and preserve the results achieved later. Foreign economic policy is aimed at the whole set offoreign economic activity, the hallmark of which is the international purchase and sale of goods and services, as well asthe international movement of material, monetary, labor and intellectual resources. Foreign economic policy is inextricablylinked with the domestic economic policy of the state. Therefore, its content is due to the tasks of expanded reproduction,which the country solves within its national economy. It can be argued that the main task of the foreign economic policyof the state is to create favorable external economic conditions for expanded reproduction within the country. Within theframework of the general foreign economic policy the state carries out: a) foreign trade policy – is the state regulation of export and import operations; b) export promotion policy – a policy aimed at selling in foreign markets goods for which the country has economicadvantages, stimulating the competitiveness of domestic enterprises with foreign ones, increasing the serial productionof competitive products in order to expand its exports (to foreign markets); c) the policy of regulating the import and export of capital. A characteristic feature of capital movements at the presentstage is the inclusion of an increasing number of countries in the process of export and import of capital. At the same time,most countries of the world market economy simultaneously act as exporters and importers of investments. The influenceof developed countries on the movement of capital is carried out, for example, by stimulating the export-import of capitalat the national and interstate levels; d) monetary policy – aims to maintain economic stability and create a solid foundation for the development ofinternational economic relations by influencing the exchange rate and currency exchange operations; e) customs policy is a set of measures taken to ensure the most effective use of instruments of customs control andregulation of trade in the customs territory, participation in trade and policy tasks to protect the domestic market, stimulatethe national economy; f) free trade policy – a policy of minimal government intervention in foreign trade, which develops on the basis offree market forces of supply and demand. Conclusions and prospects for the development. The formation and implementation of state policy in the studyarea involves the possibility and necessity (not absolute) of state intervention in economic processes in order to create aneffective and efficient system of foreign trade. Fulfillment of this task is possible only under the condition of strategicplanning and conceptualization of the principles of state-administrative influence, which, in fact, is the content and essenceof state economic policy in general and state policy in the field of foreign economic activity in particular. Understanding this issue and further resolving these pressing issues at the doctrinal (hereinafter – legislative) levelswill allow the state to be an active participant in foreign trade relations, and thus – to provide national participants in theserelations with potential markets for goods, works and services, to compete effectively in these foreign markets.

Business schools around the world offer courses and even complete degrees emphasizing entrepreneurship. However, the perception of an entrepreneur differs across cultures. This paper presents results from a set of 900 questionnaires collected over two years in three countries: United States; United Kingdom and France. The analysis found support for the basic conjecture that the perception of entrepreneurship differs between countries; the US students perceived the entrepreneurship lifestyle as a better lifestyle than did students from the France or the UK. Historically, the area of entrepreneurship is suggested as a key factor for a successful business environment. Business schools around the world offer courses and even complete degrees emphasizing entrepreneurship. However, the perception of an entrepreneur differs across cultures. The entrepreneurial lifestyle is perceived, rewarded, acknowledged, etc. differently across cultures based upon cultural norms. This paper presents results from a set of data collected over two years in three countries: United States; United Kingdom and France. The analysis of over 900 questionnaires found support for the basic conjecture that the perception of entrepreneurship differs between countries and in the direction predicted by the TEA report; the US students perceived the entrepreneurship lifestyle better than did students from the France or the UK. The final section of the paper is highlights the cross-cultural differences found and offers some ideas on why they occur.


Subject Logistics performance. Significance Morocco's aspiration to become a trade and industrial hub for the Atlantic and Mediterranean basins has received a setback with the publication of the World Bank's 2016 Logistics Performance Index on June 28. Morocco's ranking fell to 86th place, from 50th in 2012. Impacts Morocco's fall in logistics performance and corruption rankings could be used to attack the government in the election campaign. It could also provide an incentive to reform the business environment, which the IMF has highlighted as a policy priority. Morocco's advantages compared to its regional peers will outweigh investor concerns over the rankings.

The tendencies of development of Ukraine’s foreign trade in services in the period of transition to postindustrial society are researched. The share of exports of Ukraine’s services in 2017 amounted to 0.2% of the world exports and 0.1% of the world imports. The foreign trade in technologically capacious services is analyzed by criterion of science intensity, according to which the Eurostat allocates 4 groups of high-tech services: the highest level of science intensity, science-intensive market services, science-intensive financial services and other science-intensive services. In foreign trade, the share of high-tech services is 42%; the share of exports is 26%. Thus, Ukraine is a net exporter on the world market of high-tech services and has over US$ 1.6 billion positive balance. Educational services, which belong to the fourth group of science-intensive services, are characterized by competitive advantages. Ukraine has a high coefficient of the population coverage with higher education. The final consumer spending of households for education in 2016 amounted to 1.3% of total expenditures in actual prices. Despite the fact that the price policy of Ukrainian higher education institutions is quite loyal, the number of students who go abroad to study increases every year. According to the CEDOS Center, the number of Ukrainian students studying in foreign universities amounted to 72 thousand in 2016-2017 academic year. According to the State Migration Service data, in 2016, 13,621 people left abroad and only 1,958 people returned. Moreover, highly qualified specialists are leaving, which negatively affects the quality of education. Ukrainian higher education institutions rank in the second half of the list of the international rankings of universities, with 5.6 out of 289. A study of the level of total per capita expenditures for health care at purchasing power parity showed that in Ukraine this level is 1.8 times lower than the world one, and 2-3.1 times lower comparing with countries of the post-Soviet space. The state and population health care expenditures increase (in 2017, they amounted to 0.02% of GDP), but are not accompanied by an increase in quality of services. No more than 6% of Ukrainians apply for personal health insurance programs. Therefore, it is necessary to develop regulatory and legal standards in the sphere of services, harmonized with international standards.

In this article the peculiarities of formation and development of transport-logistic clusters in the advanced countries of the world are considered, as well as prospects for their creation in Ukraine. Object of research - process of formation and development of transport-logistic clusters. The purpose of the work is to study the peculiarities of the formation and prospects of the development of transport clusters in order to improve the efficiency of the transport system of the country. The research method is a comparison and statistical analysis of the structures and characteristics of transport and logistics clusters in the advanced countries of the world. Modern market conditions require Ukraine to form a competitive logistics system with the further entry into the international world macrosystem, which will allow Ukraine to form a competitive transport system and effective infrastructure, strengthen international relations with other trade regions and countries. The question of improving competitiveness on the world market is one of the most urgent areas of development for Ukraine, and clusterization is one of the ways of effective economic development and its maintenance on the proper level in the system of world economic relations. Taking into account that the transport and logistics industry plays an important role in the public production of our country, the formation of transport and logistics clusters will have great social and economic significance for both the regional and national economies. Clusters become the poles of economic growth, not only of individual regions in which they are localized, but also of the state as a whole. The task of the state is to create the necessary conditions, an attractive investment environment for the emergence of new ones and the development of existing clusters. This paper analyzes the 2018 Logistics Performance Index (LPI) from the World Bank to determine the spatial effects of countries’ logistics performance. Although the standardized ordinary least square (OLS) models show good results, the spatial lags and Moran’s I of LPI suggest the OLS assumptions are violated. Consequently, an improved geographically weighted regression (IGWR) model using multivariate kernel functions (MKF) is implemented. Through the analysis of the Moran scatter plot, the authors identified the countries that have different logistics performance development trends in the four quadrants representing the relationship between the spatial lags and the LPI. Using trade activity (i.e., import/export) in the MKF, the authors compared different MKF types and bandwidths to ensure the model’s predictability and accuracy and found that the adaptive Gaussian MKF is suitable. Finally, the IGWR model indicates both positive and negative influencing factors on LPI overall score. Specifically, the improvements of LPI are more associated to economic variables in mid- and low-income countries around the world, and are more related to import of construction equipment in the Middle East. Also, business environment is more important in Latin America and the Pacific. European countries are more sensitive to customs efficiency, whereas Pacific-Asian countries are more sensitive to quality of infrastructure and have higher coefficients than African and American countries. This spatial heterogeneity is related to the specific factors that promote the development of their logistics performance.
