State Marketing as a Factor in the Strengthening of Macroeconomic Indicators

This article deals with the state of marketing and its role in strengthening macroeconomic indicators of the Kyrgyz Republic, but it does not apply in the country properly. The need for the use of state marketing is intensifying with the entering of Kyrgyzstan to EEU as a member. To improve the structure of foreign trade, it is proposed marketing initiatives and research on the study of the external market, the internal potential of the country, specialization of production, the creation of "umbrella brand" for the country, the best way of satisfying consumers of public services, effective control of the quality and safety of products, regulation of the relevant parameters, that meet international standards, the fight against counterfeit, creating a positive image of Kyrgyzstan in the world and others.

The expansion of international trade and the dynamism of the geography of foreign trade operations are pushing for the transformation of the transport and logistics system of foreign economic activity. The current stage of development of the world economy highlights the country's transport and logistics system as a key factor of competition in world markets, which entails a confrontation between national states for the formation/participation, for example, of transit routes for the movement of goods. In these conditions, the objects of transport and logistics infrastructure, the degree of their development, and the dynamics of investment are of exceptional importance. In this area, Russia lags behind the advanced economically developed and developing countries, and the volume of investment is significantly lower than many economies in the world. In this regard, there is an opinion in the scientific community that the logistics of foreign trade in Russia without forced growth can become a deterrent to the development of the country's export potential. As a result of the study, it was identified as relatively insufficient (in accordance with international standards) the cost of logistics infrastructure facilities, as well as a limited amount of investment, which is a key factor constraining the development of the industry. In addition to the above, there is a shortage of competent personnel in this area, and it is also necessary to improve the system of training of relevant employees. As a result, as of 2018, Russia ranked only 75th (out of 160 countries) in the world in the Logistics Performance Index (LPI) rating, which, despite the dynamics, is extremely low for a state with wide export and transit opportunities. In the second part of the paper, the main ways of developing Russia's export potential through improving transport and logistics activities are formulated. Among all areas, special attention should be paid to the processes of investing in the creation or modernization of logistics infrastructure facilities through the formation of a financing system based on public-private partnership mechanisms. In this aspect, it is extremely important to develop both the state mechanism of digital traceability of the movement of goods in the transport chains, and private ones. At the same time, from the position of the state, efforts should be directed to the transformation of the business environment in the vector of barrier-free conditions.

The transitional period, in which most of European and the world countries today are, is in need of renewal and continuity of integration processes in vital areas to which the economic sphere itself belongs. Ensuring the introduction of universally accepted standards for the provision of public services in the economy into the practice of public administration actors is today a priority task of absolutely all countries that have declared in their Basic Law the principles of the rule of law and the rule by law, the recognition of a person, its life and health as the highest value. Significant obstacles to the gradual and systematic nature of such activities, determined by the aggravation of social tension in society, external aggression, the peculiarities of domestic doctrine and legislation, which are formed using well-defined concepts, at the same time, today contain ambiguous provisions on content, in particular, the notion of public services, their varieties, procedures for their provision, performance indicators. The abovementioned causes the necessity to search for the best ways to eliminate the above inconsistencies, which lead to real inhibition of activities as to ensure the quality provision of public services in the economic sphere. Only the cautious implementation of the principles and criteria for evaluating the provision of public services, as implemented in foreign countries (Great Britain, Germany, the USA, France, Hungary, the Baltic States etc.), should take into account the peculiarities of social relations that have developed in a specific state, in particular, in Ukraine one should take into account the complications associated with the current crisis in the political and international situation and, first of all, the urgent need for service orientation of public administration bodies in the economy and the financial sphere. At the same time, the presence of such features should not negatively affect the principle of gradualness and the continuity of the implementation of international standards in this area. Methodology. The solution of the set purpose is realized using the cognitive potential of the system of philosophical, general scientific and special methods. The comparative legal method is dominant, which allowed determining the development directions of domestic statutory enactments in order to bring them in line with the generally accepted standards for the provision of public services, the experience of highly developed economies. Methods of grammatical review and interpretation of legal norms have contributed to identifying gaps and other shortcomings in legislation that regulates the provision of public services in the economy, developing proposals for its improvement. Practical implications. The introduction of effective, timely, and consecutive steps to ensure the provision of quality public services in the economy, based on the unification of the standards of developed countries in the world, which will mean the implementation of an important step towards the global economic crisis recovery. Moreover, an example of the development of public service functions in European countries will demonstrate real achievements of an important task of reformation in countries with less developed democracy and insufficiently high investment climate index.

Abstract In recent years, the botanical and geographical origin of food has become an important topic in the context of food quality and safety, as well as consumer protection, in accordance with international standards. Finding chemical markers, especially phytochemicals, characteristic for some kind of food is the subject of interest of a significant number of researchers in the world. This paper is focused on the use of polyphenols as potential markers for the determination of botanical origin of honey. It includes a review of the polyphenols present in various honey samples and the methods for their separation and identification. Special emphasis in this paper is placed on the identification of honey polyphenols using advanced LC-MS techniques in order to find specific markers of botanical origin of honey. In this regard, this study gives an overview of the literature that describes the use of LC-MS techniques for the isolation and determination of honey polyphenols. This review focuses on the research performed in the past two decades.

<p><strong>Abstract</strong></p><p>Increasing competition in the world by the help of globalization has directed countries to cooperation with other countries and interregional organizations. Nowadays competition in foreign trade is becoming more and more challenging due to globalization process and countries use the most important alternatives, economic integrations to export and import. The new idea of creating new regional alternatives to increase foreign trade for Turkey is becoming more important day by day. Organization of Islamic Cooperation (OIC) which is being created under the leadership of Turkey has an important share on Turkish foreign trade after G20, OECD and Customs Union. Though OIC has occupied an important place in Turkish foreign trade it is least known and this study searches whether OIC can become an alternative in future. In order to answer this question, the performance analysis of foreign trade was conducted with the help of macroeconomic indicators while the analysis of foreign trade compliance was held with the help of international foreign trade indices. As a result of foreign trade compliance analysis it is concluded that importance of Organization of Islamic Cooperation is increasing every day. Though foreign trade between Turkey and Customs Union reduced, foreign trade between Turkey and OIC increased and that result shows that Turkey turns his face to markets of OIC. However foreign trade between Turkey and OIC can just be alternative to Custom union in further years.</p><p> </p><p><strong>Öz</strong></p><p>Küreselleşmeyle birlikte dünyada artan rekabet ortamı 2008 küresel ekonomik krizinden sonra dünya ülkelerini ülkeler ve bölgeler arası işbirliğine doğru yöneltmiştir. Küreselleşme sürecinde dış ticarette rekabetin her geçen gün zorlaştığı bir dönemde bugün ülkeler, dış ticareti gerçekleştirmek için en önemli seçenekleri olan ülkeler ve bölgesel arası ekonomik bütünleşmeleri kullanmaktadırlar. Yeni yeni bölgesel ekonomik bütünleşmelerle dış ticareti arttırmak için alternatifler oluşturma düşüncesi, Türkiye için önemli hale gelmektedir. Türkiye’nin öncülüğünde oluşturulan İslam İşbirliği Teşkilatı (İİT) Türkiye’nin dış ticaretinde G-20, OECD ve Gümrük Birliği (GB) ile dış ticaretinden sonra en önemli paya sahiptir. Bu çalışmada Türkiye’nin dış ticaret payında önemli sırada yer almasına rağmen az bilinen uluslararası ekonomik kuruluşlardan İslam İşbirliği Teşkilatı’nın zamanla Gümrük Birliğine alternatif olup olmayacağı sorusuna cevap aranmıştır. Bu soruya cevap verebilmek için çalışmada dış ticaretin performansı analizi makroekonomik göstergeler ve dış ticaretin uyum analizi ise uluslararası dış ticaret endeksleri yardımıyla yapılmıştır. Dış ticaretin performans analizi ve dış ticaretin uyum analizi sonucunda Türkiye için İslam İşbirliği Teşkilatı’nın önemi her geçen gün artmaktadır. Türkiye’nin Gümrük Birliğiyle olan dış ticaretinin azalmasının aksine İslam İşbirliği Teşkilatı ile dış ticaretinin artması Türkiye’nin İslam İşbirliği Teşkilatı alternatif pazarına yöneldiğini göstermektedir. Fakat Türkiye ile İslam İşbirliği Teşkilatı arasındaki dış ticaret ancak zamanla Gümrük Birliğine iyi bir alternatif olarak değerlendirilebilir.</p>

The article contains a review of underlying concepts and definitions of non-observed economy which are formulated in the international standards on this topic and used by the CIS countries for computation of GDP and other key indicators of the System of National Accounts. The article considers the methods used for measuring non-observed economy and some figures on the share of non-observed economy in GDP of the CIS countries and other selected countries of the world. Perfection of methods of measuring non-observed economy and raising reliability of its estimates requires improvement of general level of work on compilation of national accounts.

During the twenty years after the Second World War, housing began to be seen as a basic right among many in the west, and the British welfare state included many policies and provisions to provide decent shelter for its citizens. This article focuses on the period circa 1968–85, because this was a time in England when the lack of affordable, secure-tenured housing reached a crisis level at the same time that central and local governmental housing policies received wider scrutiny for their ineffectiveness. My argument is that despite post-war laws and rhetoric, many Britons lived through a housing disaster and for many the most rational way they could solve their housing needs was to exploit loopholes in the law (as well as to break them out right). While the main focus of the article is on young British squatters, there is scope for transnational comparison. Squatters in other parts of the world looked to their example to address the housing needs in their own countries, especially as privatization of public services spread globally in the 1980s and 1990s. Dutch, Spanish, German and American squatters were involved in a symbiotic exchange of ideas and sometimes people with the British squatters and each other, and practices and rhetoric from one place were quickly adopted or rejected based on the success or failure in each place.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

BACKGROUND COVID-19 represents a serious threat to both national health and economic systems. To curb this pandemic, the World Health Organization (WHO) issued a series of COVID-19 public safety guidelines. Different countries around the world initiated different measures in line with the WHO guidelines to mitigate and investigate the spread of COVID-19 in their territories. OBJECTIVE The aim of this paper is to quantitatively evaluate the effectiveness of these control measures using a data-centric approach. METHODS We begin with a simple text analysis of coronavirus-related articles and show that reports on similar outbreaks in the past strongly proposed similar control measures. This reaffirms the fact that these control measures are in order. Subsequently, we propose a simple performance statistic that quantifies general performance and performance under the different measures that were initiated. A density based clustering of based on performance statistic was carried out to group countries based on performance. RESULTS The performance statistic helps evaluate quantitatively the impact of COVID-19 control measures. Countries tend show variability in performance under different control measures. The performance statistic has negative correlation with cases of death which is a useful characteristics for COVID-19 control measure performance analysis. A web-based time-line visualization that enables comparison of performances and cases across continents and subregions is presented. CONCLUSIONS The performance metric is relevant for the analysis of the impact of COVID-19 control measures. This can help caregivers and policymakers identify effective control measures and reduce cases of death due to COVID-19. The interactive web visualizer provides easily digested and quick feedback to augment decision-making processes in the COVID-19 response measures evaluation. CLINICALTRIAL Not Applicable
