Abstract As a result of the COVID-19 pandemic, measures have been taken globally to shut down schools at all levels and move education to the online arena, which entails a strong dependence on access to the internet and electronic gadgets. Measures such as these are bound to deepen already existing inequality and bring about major disruptions in the students’ learning process. In this context, the makeup of our diverse Mexican society and school communities calls for a political framework that promotes equal education and ensures a way of constructing knowledge that is accessible to all; a perspective in education that respects traditional groups and cultures, especially those who are usually financially disadvantaged, such as indigenous people. This article examines measures taken to support provision of online education, in general, and indigenous groups, in particular. The data collection approach to support the findings consisted of reviewing official websites from UNESCO, the Mexican Ministry of Education, and three states with the largest number of indigenous people (IP). The findings suggest that the production of TV programs and school booklets in indigenous languages show a considerable effort to reach out to indigenous communities throughout the country. Nevertheless, the measures taken by the national and state governments may still be deemed limited and somewhat biased in favor of monolingual students.

There are minimally 370 million Indigenous people in the world. The term Indigenous was not used to identify human groups until recently. Indigenous people are often identified as the First People of a specific regional area. Indigeneity as applied to First People came into use in the 1990s, as many colonized communities fought against erasure, genocide, and forced acculturation under colonial regimes. An often-cited definition of Indigenous peoples is one by Jose Martinez Cobo, special rapporteur for the UN Sub-Commission. Cobo’s 1986 report was completed for the United Nations Economic and Social Council, Commission on Human Rights, Sub-Commission on Prevention and Discrimination and Protection of Minorities, thirty-fifth session, item 12 of the provisional agenda, titled, “Study of the Problem of Discrimination against Indigenous Populations.” Cobo described Indigenous people, communities, and nations as groups that have a “historical continuity with pre-colonial societies” within territories they developed, and as communities that “consider themselves distinct from other sectors of societies” now in their territories. Cobo further stressed that Indigenous people and communities are minorities within contemporary populations that work to preserve their ethnic identities and ancestral territories for future generations. It is important to include displaced people whom prior to colonization identified with specific land areas or regional areas as homelands, as well as Indigenous communities that have for decades been in hiding in areas away from their initial homeland areas. Many descendants of Indigenous people were forced to hide their identities for their own safety due to colonization and genocidal policies focused on physical and cultural erasure. That does not make them non-Indigenous. It makes them survivors of genocide, erasure, and forced acculturation. Many Indigenous people are just coming to terms with the impact of ethnic cleansing and the work to reclaim and revive their identities and cultures. Indigenous is both a legal term, and a personal, group, and pan-group identity. Scholars have argued there are at least four thousand Indigenous groups, but that number is likely very low. Indigeneity is not as simple as an opposition to identity erasure or a push back against colonization. Indigeneity is woven through diverse experiences and histories and is often described as a pan-political identity in a postcolonial time. However, that can be misleading, as the world does not yet exist in a postcolonial state, despite ongoing concerted efforts by Indigenous people and their allies in political and academic spheres to decolonize institutions and communities. Diverse Indigenous communities weave Indigeneity through a multifaceted array of space and time to revive identities and cultural practices and to regain or retain land, human rights, heritage, and political standing.

Abstract This article analyses the impact of covid-19 on the rights of indigenous peoples, particularly in Brazil. It deals with the current situation of the Brazilian indigenous peoples, the impacts of the pandemic, the rights created on the adoption of protective sanitary measures for indigenous people and land rights in Brazil. Does the Brazilian government comply with international law, with constitutional rights of indigenous peoples in the current covid-19 crisis, particularly with the Brazilian Supreme Court decision on the adoption of protective sanitary measures for indigenous people? With a focus on the 2020 Report of the Special Rapporteur on the Rights of Indigenous Peoples, this paper will identify and examine the gaps in protection of the indigenous peoples rights by reason of the impact of the covid-19 crisis. This paper argues that the crisis is misused as an occasion for land invasions, deforestation, forest fires and the denial of basic indigenous rights. Especially in Brazil, a transformative change, an emergency support for indigenous peoples, and a still stand agreement on logging and extractive industries operating next to indigenous communities are needed. Brazilian ngo statements give guidelines as to how to manage the threats of the present pandemic on indigenous peoples of Brazil. The Inter-American Commission on Human Rights, the United Nations and the International Labour Organisation all offer further relevant suggestions as to how to address the serious impacts in the response to and the aftermath of this crisis.

AbstractIndigenous people have been for a long time deprived of financial benefit from their knowledge. Campaigns around the stolen wages and the “Pay the Rent” campaign highlight this. As does the endemic poverty and economic disenfranchisement experienced by many Indigenous people and communities in Australia. Recent enterprises developed by Indigenous people, such as the sale of art works, can be seen as examples of people receiving remuneration for tangible products deriving from their knowledge. Also, tourism involves the sale of selected knowledge in context. Information and Communication Technology (ICT) is a rich and expanding area of enterprise development which supports the development of knowledge and its use in enterprise. While such work depends on the owner’s, or in this case Indigenous, control of the knowledge, it can open up new avenues for enterprise development. Knowledge about local land can be included in children’s computer games, knowledge about successful projects can be shared between communities through the immediacy and multimedia format afforded by online environments, and government reports and statistics can be accessed and analysed by Indigenous groups, given tools that suit a community’s abilities and needs. In particular the way in which ICT can be adapted to individual requirements make such tools ideal for communities which form such a varied and complex environment. The author believes it is important that Indigenous communities not only benefit from ICT by taking control of the technology for their purposes, but are also part of its creation and design to suit their aspirations. ICT is a highly flexible technology which can be tailored to many different enterprises. This paper presents some of the projects being developed at the University of New South Wales and suggests how these can be extended.

The mobility of nomadic Indigenous people has been systematically constrained over time by states seeking control over peripheral spaces and people. This is evident in the case of the Kawésqar nomadic ‘people of the sea’ who have been subject to a century of attempts by the Chilean state to spatially fix their movements over both their terrestrial territories and marine ‘maritories’. In this paper, we show how Indigenous groups like the Kawésqar can challenge and even regain partial control over their maritory by using spatial instruments of the state. We argue that by using these instruments to remobilise, the Kawésqar have been empowered to demobilise other groups and marine related sectors, such as aquaculture. These findings can reorient public policy to be more sensitive to Indigenous space and mobility. Instead of focusing exclusively on the establishment of spatial boundaries to exclude Indigenous communities, they can be used as a means of empowering these communities to exert control over actors and sectors seeking to limit their mobility.

BACKGROUND: Genetic research has potential benefits for improving health, such as identifying molecular characteristics of a disease, understanding disease prevalence and treatment, and developing treatments tailored to patients based on individual genetic characteristics of their disease. Indigenous people are often targeted for genetic research because genes are easier to study in communities that practice endogamy. Therefore, populations perceived to be more homogenous, such as Indigenous peoples, are ideal for genetic studies. While Indigenous communities remain the focal point of many genomic studies, some result in harm and unethical practice. Unfortunately, the harms of poorly formulated and unethical research involving Indigenous people have created barriers to participation that prevent critical and lifesaving research. These harms have led a number of Indigenous communities to develop guidelines for engaging with researchers to assist in safely bridging the gap between genetic research and Indigenous peoples. SPECIFIC AIMS: The specific aims of this study were: (1) to conduct an international review and comparison of Indigenous research guidelines that highlight topics regarding genetics and use of biological samples and identify commonalities and differences among ethical principles of concern to Indigenous peoples; and (2) develop policy recommendations for Indigenous populations interested in creating formal policies around the use of genetic information and protection of biological samples using data from specific aim 1. METHODS: A comparative analysis was performed to identify best research practices and recommendations for Indigenous groups from four countries: Canada, New Zealand, Australia, and the United States. The analysis examined commonalities in political relationships, which support self-determination among these Indigenous communities to control their data. Current international Indigenous guidelines were analyzed to review processes of how genetic research is conducted and the use of biological samples is handled with Indigenous peoples. RESULTS: Results suggest the need for genetic and genomic research policies for the world’s Indigenous people. Indigenous groups are most vulnerable to research exploitation and harm; therefore, identifying principles that work for Indigenous people will lead to best practices for all populations. CONCLUSIONS: Development and implementation of best practices informed by research guidelines in Canada, New Zealand, Australia, and the U.S. may be helpful to advise Indigenous leaders, policy makers, and researchers to the proper conduction of genetic research within Indigenous communities. Comparative analyses are a useful tool for identifying areas for further work in developing genetic research policy for Indigenous communities. OUTCOME: The outcomes of this analysis are relevant and useful to Indigenous communities and inform the development of community-based genetic research guidelines. The recommendations can be used in designing appropriate policies for future genomic research with Indigenous peoples.

Throughout the Americas, most Indigenous people move through urban areas and make their homes in cities. Yet, the specific issues and concerns facing Indigenous people in cities, and the positive protective factors their vibrant urban communities generate are often overlooked and poorly understood. This has been particularly so under COVID-19 pandemic conditions. In the spring of 2020, the United Nations High Commissioner Special Rapporteur on the Rights of Indigenous Peoples called for information on the impacts of COVID-19 for Indigenous peoples. We took that opportunity to provide a response focused on urban Indigenous communities in the United States and Canada. Here, we expand on that response and Indigenous and human rights lens to review policies and practices impacting the experience of COVID-19 for urban Indigenous communities. Our analysis integrates a discussion of historical and ongoing settler colonialism, and the strengths of Indigenous community-building, as these shape the urban Indigenous experience with COVID-19. Mindful of the United Nations Declaration on the Rights of Indigenous Peoples, we highlight the perspectives of Indigenous organizations which are the lifeline of urban Indigenous communities, focusing on challenges that miscounting poses to data collection and information sharing, and the exacerbation of intersectional discrimination and human rights infringements specific to the urban context. We include Indigenous critiques of the implications of structural oppressions exposed by COVID-19, and the resulting recommendations which have emerged from Indigenous urban adaptations to lockdown isolation, the provision of safety, and delivery of services grounded in Indigenous initiatives and traditional practices.

In Canada, self-government agreements, comprehensive land claims agreements, and opt-in arrangements allow Indigenous groups to govern their internal affairs and assume greater responsibility and control over the decision-making that affects their communities. We use difference-in-difference models to measure the impact of such agreements on average income and income inequality in Indigenous communities at the community level. In comparison with earlier work, we additionally use data from the 2016 Census. Our results suggest that comprehensive land claims agreements increase community-level average (log) household incomes by more than C$10 thousand (0.25 log points). Attainment of other agreement types does not increase community-level average incomes. Communities that attain a self-government agreement or an opt-in arrangement related to land management see a decrease in the Gini coefficient for income inequality by 2.0 to 3.5 percentage points. Standalone comprehensive land claims agreements are associated with a smaller decrease of 1.2 percentage points. We also study intergroup inequality and find that an opt-in arrangement increases within-community income disparity between Indigenous and non-Indigenous households.

The aim of the study ­ identification of factors that ensure the vital activity of indigenous small­numbered peoples of the North in the Arctic, as well as the analysis of their impact on the preservation and development of the ethnic group. Identifying problems and assessing the prospects for the development of indigenous people consists of 3 stages: analysis of foreign and domestic sources, the results of scientific research teams; systematization of statistical data, including information on the dynamics of the development of indigenous people (number, employment in traditional activities); the impact assessing of legal, economic and social factors on the preservation and development of indigenous people. A comprehensive analysis of a wide range of legal, economic and social problems of ensuring the traditional life of indigenous people within the Arctic zone of the Russian Federation (AZRF) has shown the need to improve legislative, financial and managerial actions to preserve them as a specific community, adapted to the extremely severe conditions of permanent residence beyond the Arctic Circle and as a unique phenogenotype, whose activity is closely conjugated with the environmental state of the macroregion and in fact is entirely dependent on it. The exclusive role of indigenous peoples in preserving the natural complexes of the Arctic in the 21st century for future generations was emphasized. Under the conditions of proliferation of technogenic and anthropogenic burden on the natural complexes of the macroregion, associated with the intensive development of fuel and power resources, deposits of rare and precious metals, development of coastal transport infrastructure and a multiple increase in the population in the Russian Arctic with a creation of “stronghold areas” the threat of the indigenous peoples’ disappearance appeared (Enets ­ about 200 people remain and less than 100 people – the Votes). Under the conditions of a large­scale, integral impact of man­made, anthropogenic and climatic factors on indigenous communities in the Arctic, their life environment and traditional management the need for urgent adoption of a complex of specific and targeted legal, economic and social measures aimed at ensuring and preserving their livelihoods is obvious.

We review the anthroentomophagy of Hepialidae with respect to the culinary practice of various indigenous groups in Mexico. The principal genera involved in human consumption are Phassus and Schausiana. Similarities in the morphology and ecology of these insects have led to confusion among those who have made ethnobiological studies of this group. We clarify the taxonomy, life cycle, traditional knowledge, consumption and other uses made of Hepialidae by rural and indigenous communities in Mexico. Bromatological studies show that Phassus and Schausiana represent a significant source of nutrients for some indigenous communities.

Background: Information on strategies adopted by Indigenous peoples against COVID-19 is scarce, and history shows that Indigenous peoples in the Amazon region may be particularly affected by the  pandemic. Method: The studies were identified in well-known international journals found in two electronic databases: Scopus and Embase. The data were cross-checked with information from the main international newspapers. Results: Mental disorders in the affective spectrum (unipolar major depression, dysthymia, bipolarity) and anxiety disorders (generalized anxiety disorder, panic attacks, social phobia) also mark the reality of Indigenous psychiatric vulnerability. Conclusions: To mitigate the impact of COVID-19 on Indigenous communities in Brazil, a health service for Indigenous groups, a crisis office, and a monitoring panel were created. In the state of Amazonas, home to more Indigenous people than any other Brazilian state, 95% of the intensive care beds are occupied.  Thus, mental health disparities between Indigenous and non-Indigenous peoples may be related to the underlying economic, social, and political inequities that are legacies of colonization and oppression of Indigenous cultures; the disproportionate rates of mental disorders must be understood in context, not as intrinsic predisposition of Indigenous peoples, but as reflecting persistent inequalities.
