Abstract“Life under water” is UN Sustainable Development Goal No. 14, under which small-scale fisheries fall. Yet, most of what is happening in small-scale fisheries, and certainly those things that are interesting to social scientists, are taking place above water—on the water and by the water. Small-scale fishers make their living off the fish that swims in the ocean, but they do so with the lives they construct for themselves and with others on land. Therefore, small-scale fishers depend on their communities as much as they depend on the fish, their boats, and gear. It is as members of communities that fishers acquire the knowledge, energy, motivation, and meaning they need to carry out their work. For fisheries social scientists, the community is a unit of analysis. However, fisheries communities are not isolated from what is happening outside them. Consequently, social scientists focus on forces at higher scales. Still, I argue that it is important that they do not lose sight of local communities, because if they do they also lose the sight of small-scale fisheries.

In 2012, the World Bank, FAO and WorldFish Center published a review of the economic importance of fisheries entitled Hidden Harvest: The Global Contribution of Capture Fisheries. While providing essential information and estimates that are still valid, the analyses would benefit from being refined and updated, and also by including additional dimensions of the contribution of small-scale fisheries to food security and nutrition, poverty reduction, and the three dimensions of sustainable development more broadly. The intention would be to draw the attention of policy- and decision-makers to the sector’s importance and to promote the required engagement and support to realize the potential of sustainable small-scale fisheries. Such an analysis would also be an important contribution towards monitoring the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), and of the progress towards the achievement of the Sustainable Development Goals (SDGs).As a first step towards a new Hidden Harvest study, the “Workshop on improving our knowledge on small-scale fisheries: data needs and methodologies” was held at FAO in Rome, Italy on 27–29 June 2017. This expert workshop discussed:• the scope and main contents of the new study, including type of data (indicators) to be collected and subsector coverage; and• the methodologies for data collection and analyses, including key partners and information sources.About 40 external experts, as well as FAO staff from the Fisheries and Aquaculture Department and other relevant FAO departments, participated in the workshop. The workshop agreed on the need for a comprehensive new study to illuminate the hidden contributions of small-scale fisheries to the three dimensions of sustainable development, as well as identifying the key threats to these contributions. The study would be a collaborative effort, and the next steps envisaged include the development of a study design based on the workshop outcomes, to be completed by the end of 2017; continuation of ongoing communications and partnership development; and launch of the research in early 2018, with a target for completion in the first half of 2019.

The critical role of fisheries to food security and coastal livelihoods, as well as its impact on dwindling marine resources, motivate an examination of the degree to which education and training needs in the fisheries sector are met. This paper investigates the specific case of Trinidad and Tobago small scale fishers, a particularly vulnerable population whose livelihoods are bidirectionally linked to sustainable development. The challenges of declining fish stocks, increasing market prices and the fierce competition presented by technology-based fishing techniques, present a persuasive case for context-appropriate education and training for Trinidad and Tobago small scale fisherfolk. Research was conducted to examine the training needs of these fisherfolk, as articulated by key industry stakeholders, including the fishers themselves; and to set these needs off against available training provisions. A reconciliation strategy for education and training was developed to respond to the needs of the industry as well as to the Caribbean priorities of sustainable development and fisheries management. AbstractThis chapter explores the vulnerability context of coastal fishing communities, including the various factors that shape their capacity to cope with and adapt in the face of poverty and increasing threats associated with climate change and natural and human-induced disasters through the lens of small-scale fisheries (SSFs) in South Africa. South Africa has developed a suite of policies, strategies and laws to deal with commitments to sustainable development and address and manage climate change challenges and disaster risks. These national policies, however, are not well aligned or implemented in a coordinated and integrated manner. Nor are they attuned to the realities facing local communities. This chapter reports on work in coastal communities in South Africa that reveals the lack of policy alignment and limited coordination across government departments at all levels charged with oversight responsibilities for these endeavours. Findings suggest that incorporating local knowledge into local development and sector plans, as well as into sustainable development and sector-specific policies, strategies and plans at the national level, would enhance understanding of the realities on the ground and lead to policies, strategies and plans that are more harmonised and more likely to be supported and implemented. How this knowledge gets integrated both vertically and horizontally into formal government planning and decision-making processes, however, and leads to implementation of projects and plans that yield tangible results, remains a challenge.

Ocean-based economic development arising from an increasing interest in the ‘blue economy’ is placing ecosystems and small-scale fisheries under pressure. The dominant policy response for dealing with multiple uses is the allocation of coastal space through coastal zone planning (CZP). Recent studies have shown that the rush to develop the blue economy and regulate coastal activity can result in social injustices and the exclusion of less powerful and unrecognized groups (e.g., small-scale fishers, women, Indigenous peoples and youth). To achieve a primary goal of the 2030 sustainable development agenda to “leave no one behind”, it is important to understand the implications of coastal planning and development for these groups. Here, we present a social survey protocol for examining perceptions of justice related to small-scale fisheries (SSF) in the context of the blue economy in coastal areas. Specifically, we designed the survey instrument and sampling protocol to assess whether decisions about the use of the coastal zone over the last five years have i) followed principles of good governance, ii) recognized fishers’ knowledge, culture and rights and iii) been attentive to impacts of changed coastal zone use on fisheries. The survey will engage coastal planners (N = app. 120) and fishers (N = app. 4300) in all the coastal municipalities (N = 81) in Northern-Norway. The sampling protocol is designed to ensure representation of different sectors of society, including those defined by gender, age, ethnicity and occupation (e.g., small-scale fishers, large-scale fishers, coastal planners).

Diving as a method of fishing is used worldwide in small-scale fisheries. However, one of the main causes of morbidity and mortality among fishermen is decompression sickness (DCS). We report the case of a 46-year-old male fisherman diver who presented with chronic inguinal pain that radiated to the lower left limb. Living and working in a fishing port in Yucatan, he had a prior history of DCS. A diagnosis of avascular necrosis in the left femoral head secondary to DCS was made via analysis of clinical and radiological findings. The necrosis was surgically resolved by a total hip arthroplasty. Dysbaric osteonecrosis is a more probable diagnosis. In this region fishermen undergo significant decompression stress in their daily fishing efforts. Further studies regarding prevalence of dysbaric osteonecrosis among small-scale fisheries divers are needed. In a community where DCS is endemic and has become an epidemic, as of late, the perception of this health risk remains low. Furthermore, training and decompression technique are lacking among the fishing communities.

Small-scale fisheries in the Mediterranean represent a significant part of the fisheries industry and their substantial social, economic and place attachment related role has always been acknowledged in the region. Despite the fact that this usually family-based endeavor has a vast economic impact on coastal and island communities of the sea-basin, data and insights on the Mediterranean artisanal fisheries continue to be inadequately developed and poorly integrated in the local development strategies. Thus, the aim of this research is two-fold. Firstly, it presents some data and facts on the fisheries sector in the region and secondly it explores the options of their survival, prosperity and sustainability, approaching the combination of fisheries and tourism as a small-scale and soft “multi-use” in the marine space. Greece, with a huge potential in both the fisheries and the tourism sector, was used as focus area where a co-development process was designed aiming to identify advantages/potentials and challenges/disadvantages of the co-existence of artisanal fisheries and tourism, as perceived by a series of stakeholders including the co-management schemes (Fisheries Local Action Groups, FLAGs) in the country. Key conclusion is that sustainable livelihood from small-scale fisheries depends on the correlation between fisheries and other marine activities. Despite some limitations, this can boost sustainable local development and be a unique pattern of a “win-win” and soft multi-use marine spatial planning (MSP), with economic, environmental, social, cultural and governance related benefits for the coastal communities.
