The article presents the analysis of the concept of competence approach from modern positions and from the point of view of the possibilities of transition to a new educational paradigm on its basis. The beginning of the new Millennium is characterized by global changes and profound processes in almost all spheres of human activity, especially in the field of communication technologies and education, as they are all closely interrelated. Currently, there is a transition to such an information society, in which the processes of generation, integration and dissemination of knowledge become a priority, and they should have a positive impact on the formation of a new paradigm of both education in General and private educational concepts and systems. This paradigm is aimed at the quality of modern education as a process and result of University practice and its quality management.

The article explores modern information and telecommunication technologies, which are the basis of information processes in education. The fundamentals of improving the quality of student training from the point of view of the development of a vocational education system are investigated. The authors explore the definition of an innovative educational environment. It is proved that professional IT education is the basis for improving its quality level and has certain advantages over other types of knowledge, providing flexibility due to modern technological features, including the use of QR coding information.

The paper presents the definition of quality of life and its relationship with sustainable development. The paper analyses and compares the indicators of quality of life in Lithuania with other countries. A quality of life is an explicit or implicit policy goal. Various measurements and indicators to evaluate a quality of life were proposed during the recent years however there are no widely accepted objective indicators of quality of life able to compare countries. Sustainable development concept proposes new approach to measure quality of life. Therefore the aim of sustainable development is to increase quality of life. Quality of life can be addressed in terms of people health, the state of economy, employment, infrastructure development, crime and environment. All these indicators are interrelated as economic development creates preconditions to maintain public health, develop social and technical infrastructure, to increase employment, to ensure quality of environment, to tackle with crime etc. From the other point of view healthy and satisfied with the quality of life nation have positive impact on stable economic growth.

The breasts have always been considered a sign of femininity. The correction of breast deformities is therefore important from a physical and psychological point of view, improving greatly the quality of life. Many surgical techniques have been proposed to correct the shape and volume of the breast, and in recent decades techniques have been proposed to preserve the nipple sensitivity and increase the vascular safety of the procedure. Templates (such as the Wise pattern) have been proposed to improve planning and different pedicles for the areola have been described. During the last 20 years, new techniques have been introduced to minimize scars, leaving normal sensitivity in almost all cases, the possibility of lactation, and a pleasing shape. The periareolar scar is, unfortunately, always necessary to reposition the nipple–areolar complex. The vertical scar is necessary to resect the excess of skin of the lower pole of the breast. Effort has been directed to reduce or eliminate the horizontal submammary scar, leading to a vertical scar only, even in large reductions.

This paper presents a positive philosophy of life developed to support and inspire patients to take more responsibility for their own lives and to draw more efficiently on their known or hidden resources. The idea is that everybody can become wiser, use themselves better, and thus improve quality of life, subjective health, and the ability to function.To be responsible means to see yourself as the cause of your own existence and state of being. To be the one who forms your own life to your liking, so that others do not shape it in the way they prefer to see you. Seen this way, taking responsibility in practice is one of the most difficult things to do. One of the greatest and most difficult things to do in this context is to be able to love. To be the one who loves, instead of being the one who demands love, care, awareness, respect, and acceptance from somebody else.Since almost all of us have had parents who maybe loved us too little and mostly conditionally, we all harbor a deep yearning to be loved as we are, unconditionally. A lot of our energy is spent trying to find recognition and acceptance, more or less as we did as children from our parents, who created the framework and defined the rules of the game. But today, reality is different. We have grown up and now life is about shaping our own existence. So we must be the ones who love. This is what responsibility is all about. Taking responsibility is, quite literally, moving the barriers in our lives inside ourselves. Taking responsibility for life means that you are willing to see that the real barriers are not all these external ones, but something that can be found within yourself. Of course there is an outside world that cannot be easily shaped according to your dreams. But a responsible point of view is that although it is difficult, the problem is not impossible; it is your real challenge and task. If there is something you really want, you can achieve it, but whether it happens depends on your wholehearted, goal-oriented, and continuous attempts. This paper describes the philosophy about seizing the meaning of life and becoming well again, even when there is little time left.

Studies have shown that mandibular implant overdentures significantly increase satisfaction and quality of life of edentulous elders. Improved chewing ability appears to have a positive impact on nutritional state. Therefore, it is important to determine the best design of this prosthesis over the long term. In this randomized controlled trial, three groups of edentulous participants with atrophic mandibles wore 3 types of implant overdentures. During an eight-year follow-up, only seven of the 110 participants had dropped out of this study. Almost all participants were still satisfied with their overdentures. Participant satisfaction concerning retention and stability of the mandibular overdenture had decreased significantly in the two-implant ball attachment group, whereas the opinion of participants in the single- and triple-bar groups was still at the same level. The long-term results suggest that a mandibular overdenture retained by 2 implants with a single bar may be the best treatment strategy for edentulous people with atrophic ridges.

Theoretical aspects of innovation theory and its categorical apparatus are considered in the article. Development of ideas about the place and importance of innovation in the spread of innovative theories and approaches to the categories of "innovation" and "innovative development" are analyzed. Own reasoning is presented and own definition of investigated terms that based on the analysis is given. Knowing of theoretical essentials of innovations will enable to create an effective system of management of innovation processes at the enterprise. From this point of view it is expedient to consider the definitions of innovations and their classification. In given article, an author reveals the notions of innovation and innovation process that exist in economic literature by now, considers existing classifications of innovations. An author also gives his own classification of innovations, reveals his understanding of notion of innovation. Currently, the term "innovation" is found everywhere. It has become especially widespread in the sphere of production, although it is not limited to it and applies to almost all areas of human activity. The world and domestic economy form a new paradigm of development, which is based on the growing relationship between socio-economic development of society and new technologies, the global nature of the creation and use of research and development. The creation and implementation of innovations becomes the main internal factor and the key to uture economic growth. As world experience shows, the successful use of scientific and technological progress can significantly affect the course of economic processes and significantly accelerate them. The term "innovative development" consists of two categories – "innovation" and "development". As they are widely used in almost all fields of knowledge and areas of activity, they do not have an unambiguous definition and are the subject of research by domestic and foreign scientists of various profiles.

The computing paradigm based on the giant-like DC is replaced by a new paradigm. The urgency of this shift is caused by the requirements of new applications that actively use video, real-time interactivity, new mobile communication technologies, which today cannot be implemented without the usage of cloud computing and virtualization based on SDN&NFV technologies. The presentation considers the requirements dictated by these applications, outlines the architecture of this new paradigm which we call Hierarchical Edge Computing (HEC). Attention is focused on the fact that all these applications are distributed, become more and more real-time applications and require guaranteed quality of service in the networking operation. The main scientific problems that need to be solved for implementing this new paradigm are discussed.

In a modern technogenic society, the education system is undergoing significant transformations, determined by global changes in the socio-cultural situation. In these conditions, a demand for education is formed, affecting its most important aspects. Taking into account the nature of social changes, modern education should be focused not only on acquiring professional skills, but also on the development of personal, general cultural competencies. The purpose of the article is to accentuate the introduction of the axiological approach into the educational process to solve the key tasks of modernizing education in higher education.
