a modern education system must meet the needs of society. But from the point of view of considering the theoretical side of the issue, the education system that provides educational services is a service provider not only for the end user of the service. In various views of the theory of the question, educational services are considered as services for the state, society and the student. The article considers the main approaches to determining the quality of educational services and the regulatory and legal support of the educational process. The object of the research is the theoretical foundations of the quality of educational services. The subject of the study is the quality of educational services.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

Three fundamental provisions are introduced here, which lay the basis for studying the ontological structures of modern education: 1) education is what remains when everything that has been learned is forgotten; 2) education is achieved through independent work, while what they can teach one in schools and universities only helps to get it; 3) a well-oiled infrastructure of the cognition process is needed, i.e. auxiliary areas and resources for the formation of the structures under consideration. These provisions are investigated in the context of the concept of dynamic limit equilibria and the world coordinate system based on it. Of the four concepts of consciousness singled out by V.A. Lektorsky, the paper used the first two: identifying consciousness with knowledge and considering intentionality (focus on a certain object) as the main sign of consciousness. When re-assembling knowledge, two main trends are possible: 1) purification, which presupposes discarding of all that is superfluous (it can have to do with the degradation of the subject, his or her reorientation to completely new knowledge, or the need to prepare memory for perceiving more knowledge); 2) self-organization of the acquired knowledge, which is at the cutting edge of contemporary research. The latter trend has several important features. From the point of view of dynamic limit equilibria, knowledge tends to close itself into a stable optimal system, pushing everything unnecessary and secondary to the periphery. Moreover, in the process of self-organization knowledge gravitates towards increasingly accurate identifications that clarify the connections between its key elements. Further, the paper dwells on the characteristics of three main components of the classical educational-hermeneutic triangle teacher–text–student and their interaction with each other. In addition, the hermeneutic circles of teaching methodology are analysed: 1) preparation–teaching–perception; 2) course and its parts, course and its context. Cognitive structures and objects of consciousness, as well as catalyzation and self-organization of educational activity are also considered in the paper.

In a modern technogenic society, the education system is undergoing significant transformations, determined by global changes in the socio-cultural situation. In these conditions, a demand for education is formed, affecting its most important aspects. Taking into account the nature of social changes, modern education should be focused not only on acquiring professional skills, but also on the development of personal, general cultural competencies. The purpose of the article is to accentuate the introduction of the axiological approach into the educational process to solve the key tasks of modernizing education in higher education.

The subject of this research is the currently relevant question of the formation of rhetorical portfolio for the Bachelor of Law Education in the Dagestan State University (discipline 44.03.01). This portfolio is highly demanded due to the need for improving the quality of professional competencies of students during the spread of COVID-19 pandemic, which allows the student to share educational information with the group remotely. The term “Rhetorical Portfolio” suggests which course it should applied in. It may perform the function of a legal document. The scientific novelty of this research lies in detailed description of the topic; offer of a possible structure and approximate thematic content of the rhetorical portfolio; advise to include in the rhetorical portfolio student's achievements, various tasks and reference materials, legal documentation, flaws in the educational process, and recommendations that would allow the future pedagogue of law to succeed in their activity. Rhetorical portfolio is a new technology developed on the basis of extensive experience in teaching eloquence to the humanities students; what needs to be implemented in the educational process and effectively used in modern educational system. Therefore, the material is prepared using the method of observation over educational process, various surveys, and analysis of rhetorical classes. The author underlines the importance of considering local peculiarities in communication to ensure the success of any constructive rhetorical speech in multinational Dagestan. This would also contribute to the development of skills of peer review, critical re-evaluation of the content of the material, and reflection. This document, which consists of three parts, is one-off nature and has variations, should turn into a collective rhetorical portfolio in order to activate the educational process. This is the reflection of an alternative point of view to demonstrate a true picture of personal and collective academic performance.

The specific aspects of the education system of Ukraine and China are considered and analyzed. It is noted that the growing intellectualization of the economy is one of the important modern criteria, which is reflected in the requirements to increase the quality of education. From this point of view, the study of China’s experience in the educational sector is relevant as it promotes the search for improvement of the existing educational model in Ukraine. A comparative description of the age criterion of the stages of the educational process in Ukraine and China is presented. From this point of view, there are the following links in the education system in two countries: pre-school education, elementary education, secondary education, higher education, adult education. Mechanisms for obtaining each level of education in two countries are revealed. The forms of educational institutions ownership and fees for educational services, terms of education, types of educational institutions of each level, statistics on the coverage of pre-school education, the number of children, educators and assistant educators in groups of kindergartens, pupils and teachers in classes, school regimen, grading scale, the lesson duration, the only state examination for admission to higher education, the conditions for admitting university entrants to institutions of higher education are revealed. It is also noted that there is an acute problem with the provision of teaching staff with higher education in China preschool institutions and this issue is systematically and purposefully solved by the state. The article analyzes the three top rankings of the best institutions of higher education in the world educational market in the context of the quantitative component of Ukrainian and Chinese universities representatives. The indexes for which the universities were evaluated and the world top universities’ rating was created. The authors made a conclusion that only six institutions of higher education of Ukraine have world-class recognition, and two of them meet international standards of preparation of skilled workers. The authors based the position that China is one of the leaders in providing quality educational services, and therefore it is expedient to study the organization, content, forms and methods in the Chinese universities for the purpose of implantation of constructive experience in the educational system of Ukraine.

Malaysia and Indonesia are implementing their own education system in developing their human resources for nation development. This paper discusses the systems in the countries limited to the main framework of education namely the philosophy of education; curriculum and its implementation; and assessment of students learning. From the philosophy of education point of view, divinity is the underlying aspect of education in Malaysia as well as in Indonesia, with students as the subject of education. Students of today are future human capital for the nation. Therefore education is necessary to develop students' natural potential to produce individuals who are intellectually, spiritually, emotionally and physically balanced and harmonious in line with the purpose of the human existence as inheritors of the earth. From the curriculum point of view, both countries are implementing a standard curriculum which is integrated and dynamic parallel with current needs and global challenges. The content of the curriculum includes knowledges, skills and values with innovations from time to time dynamically. From the aspect of students' learning, the quality of process and the quality of learning outcomes are based on competencies. The assessment of learning does not just focus to final examination results but also ensures the quality of students’ learning process. Generally, it is undeniable that there are some similarities between the two countries in developing their human resources through education. On a positive note, the similarities should be viewed in terms of the benefit to both countries. As the global challenges keep on changing, one day it might become ideas to have mutual collaborations between the two countries in generating higher quality of human resources through education.

Analysis of the main trends in the development of the market for higher education services, affecting the transformation of university financing models, shows that improving the quality of educational services in Russian universities directly depends on an increase in the share of revenues received from research and development, as well as the ability of universities to present the results of their research and development in the form of a complete product from a marketing point of view and build a competent strategy for promoting innovations in the market. In the context of creating a long-term strategy for increasing the competitive advantages of leading universities, the author pays special attention to Project 5–100 of the Ministry of Education and Science of the Russian Federation, the purpose of which is to maximize the competitive position of a group of leading Russian universities in the global market of educational services and research programs. It is noted that university funding comes from various sources, while budgetary revenues dominate the structure of income, and the reduction in budgetary provision significantly affects the financial condition of Russian universities. The author comes to the conclusion that the forms and mechanisms of financial management of universities and research organizations are not strictly regulated, they independently choose the sources of funding.

Maintaining security is one of public tasks that determine the quality of life of the population. This issue is the subject of much debate both social and political. An in-depth assessment of the situation requires a variety of analyzes, significant from the point of view of the implementation of appropriate, effective strategy to increase the sense of security among citizens. The aim of the paper is to compare the state of public safety in selected European countries. The study was conducted based on Eurostat data from the years 2005–2011.

AbstractIntroduction: In this article, we want to point out what kind of pedagogical and didactic change is being recorded in Slovakia’s education system and we will point out where it could go and develop to achieve positive results. This article is one of the upcoming outputs in the form of paper and study on the provision of structured, analytical and critical thinking (SAC). In the article, it is shown how the situation has changed and how we perceive the attitude of students during the educational process. Next, it is described current problems and inadequacies in the educational process and define how to use a change of thinking to increase motivation and improve access to knowledge.Purpose: In general, there is a consensus that it is important for teachers to be able to guide their students to problem-solving skills (Aktaş & Ünlü, 2013). It is pointed out that, with the right educational tools, such skills can be stimulated, developed and improved (Jordaan & Jordaan, 2005). This article is designed for all levels of education, but we are mostly concerned with educating future educators.Methods: In this paper, there are described methods that can help to improve the quality of thinking of students and thus increase the level of thinking of the whole society. This article take inspiration from important historical personalities as well as relevant current personalities in their professions. Critical, analytical and creative thinking, also based on logical and structured thinking, is our main method of our educational process.Conclusion: In conclusion, it is pointed out the need to develop SAC as a whole. It is important for the general publica to have better skills in SAC, for example, from the point of view of cognitive mistakes in experts, in the field of political literacy, recognition of misinformation and a better general awareness of rational thinking. As can be seen, SAC is not only about education, but it also closely affects society as a whole. It can thus influence the operation of the company, prevent the development of the first-class solutions offered and raise the whole company to a higher level.

The article considers approaches to improving the quality of higher education in the system of state regulation. It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.
