Sustainable development of the region: Approaches to selecting evaluation indicators

Sustainable development evaluation is a separate area of research and a tool to prepare and to make management decisions in regional development. There are a lot of academic publications devoted to the selection of the indicators applied to measure the regions’ sustainable development. There is an ongoing discussion about the development of a system of indicators reflecting social, economic, and ecological areas of sustainable development applicable to regional evaluation and inter-regional comparison. The approaches are different in their choice of the indicators for the region’s sustainable development evaluation, this makes it more difficult to compare and to apply, which urges the need to systematize the applied approaches. In the view of the above, the purpose of the study was to look at the selection principles for the regional development measurement, to find the regularities and differences in working out the evaluation system for the sustainable development of the region’s economy. The novelty of the research is as follows: а) a comparative analysis method is applied to reason the selection principles for the indicators used to measure the regions’ sustainable development; b) a unique conceptual model for selecting the evaluation criteria of regions’ sustainable development is developed. Theoretical importance of the paper lies in systematization of the approaches to the sustainable development evaluation at the regional level. Research’s practical value is represented by visualization of the grouping principles for the evaluation indicators. The key methods of the research are a system-based method, logic and comparative analysis. A comparative analysis method was applied to find the regularities and common approaches to measurement indicator selection by the algorithm “author – region (a group of regions) – research purpose – a set of indicators”. The data was summarized in a colored matrix as a lot of characteristics should be considered, such as the name of an indicator, unit of measurement, origin of the indicators (one or several areas of sustainable development), purpose of an indicator or a solved research task, as well as the features of the regions which these systems of indicators were prepared for. The research also considers whether the authors adhered to the requirements, such as comparability, proportionality, correspondence with the sustainable development goals, ability to reflect the development dynamics, etc. As a result, the research revealed a significant chaos in the names of the indicators, units of measurement, approaches to data processing, etc. This impedes the evaluation of regions’ sustainable development and inter-regional comparisons. However, the research found that a number of indicators applied by many authors are repeated, which makes us claim that this research is likely to have its practical application, while the wording of the key principles contributes into the development of a list of universal key (basic) indicators applicable to evaluate the sustainable development in all regions, with no exception. With this in mind, the paper offers to develop the principles required for the measurement systems and some indicators under the conceptual basis presented as an author’s model. The model has several contours and conceptual levels since it unites a list of criteria to be met by the indicators and the algorithm which should be observed in developing these criteria or requirements. Along with this, the requirements to the indicators are developed at the target, vector, indicator, and object levels, while the requirements to the system on the whole are shaped at the system level. Level-based division is conventional since the criteria are closely interrelated. In this case, a level is seen to be a dimension for the criteria and a particular step in the algorithm rather than a hierarchy. The results of the research are as follows: a compiled list of indicators which are met in many publications at the same time with no regard to their origin and research task, which proves that the system of universal indicators for evaluation of the RF regions’ sustainable development could be developed; a ready-to-use conceptual model which systematizes the requirements to the evaluation indicators for the region’s sustainable development at target, indicator, object, and system levels of analysis. The developed model was used as the basis to define a list of key requirements to the indicators applied to measure the regions’ sustainable development. Observation of these requirements in selecting the indicators will further contribute into the development of a system of basic universal indicators applicable for evaluation, comparison and decision making to achieve the sustainable development of the regional economic systems.

The paper outlines how the sustainable regional development evaluation process is integrated within the planning and management cycle in the French context. Among the regions that have established reliable evaluation systems, some have tried to incorporate issues relating to sustainable development, thereby complying with European and national demands. But an overview of experiments made in the different French regions shows a wide variety of situations, with no single coordinated procedure allowing comparisons to be drawn. By way of example, the way this integration is implemented in the Nord-Pas-de-Calais region is presented. In this region, political backing, due largely to the presence of green representatives in the regional council, enabled considerable upstream work to be carried out, notably concerning strategic environmental evaluation and policy evaluation with regard to sustainable development. Finally, the paper presents the outcomes of the evaluation process with regard to sustainable regional development: an effect of inter-institutional decompartmentalisation leading to greater transversality have been noticed, as well as a process of an active awareness-raising. But a gap between technical and political levels is still noticeable.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

The survey includes a study of destination planning and development at a local level through micro-regionalization. The subject of this work is the study, analysis and definition of opportunities for sustainable tourism development at a local level as a model that can be multiplied to be used in other developing tourist destinations. The objective of the study is the sustainable development of tourism in the municipality of Botevgrad and its positioning as an attractive tourist destination. To achieve the research goal, a set of general and private methods corresponding to the interdisciplinary and heterogeneous nature of the study are used: methods of analysis and synthesis, cameral method, cartographic method, geographic methods of research: spatial analysis of the resource potential, localization of the surveyed sites. An approach of studies and systematization of information on literary sources and planning documents has also been used; collecting, processing, systematizing and interpreting statistical data and documents; critical analysis method and expert assessment; comparative analysis method; scientific analysis and synthesis; field observation. The main conclusions point the opportunities for destination management at a local level through micro-regionalisation as a successful model for sustainable tourism.

The development and utilization of underground space is an effective way to solve the shortage of urban space capacity. It is also an inevitable choice for the sustainable development of urban underground space. The development and utilization of underground space in small and medium-sized cities in China started relatively late and lacked practical basis. This paper selects three representative small and medium-sized cities in east China to study the status quo, contents and achievements of underground space development and utilization, makes a comparative analysis, and puts forward the overall characteristics of underground space development and utilization in small and medium-sized cities, hoping to provide reference for the development and utilization of underground space in small and medium-sized cities in the future.

The emergence of connected autonomous vehicles (CAVs) is not only improving the efficiency of transportation, but also providing new opportunities for the sustainable development of transportation. Taking advantage of the energy consumption of CAVs to promote the sustainable development of transportation has attracted extensive public attention in recent years. This paper develops a mathematical approach to investigating the problem of the optimal implementation of dedicated CAV lanes while simultaneously considering economic and environmental sustainability. Specifically, the problem is described as a multi-objective bi-level programming model, in which the upper level is to minimize the system-level costs including travel time costs, CAV lane construction cost, and emission cost, whereas the lower level characterizes the multi-class network equilibrium with a heterogeneous traffic stream consisting of both human-driven vehicle (HVs) and CAVs. To address the multi-objective dedicated CAV lane implement problem, we propose an integrated solution framework that integrates a non-dominated sorting genetic algorithm II (NSGA-II) algorithm, diagonalized algorithm, and Frank–Wolfe algorithm. The NSGA-II was adopted to solve the upper-level model, i.e., hunting for the optimal CAV lanes implementation schemes. The diagonalized Frank–Wolfe (DFW) algorithm is used to cope with multi-class network equilibrium. Finally, numerical experiments were conducted to demonstrate the effectiveness of the proposed model and solution method. The experimental results show that the total travel time cost, total emission cost, and total energy consumption were decreased by about 12.03%, 10.42%, and 9.4%, respectively, in the Nguyen–Dupuis network as a result of implementing the dedicated CAV lanes.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

The sustainable development of a country depends on many factors. One of them is the balanced development of regions. The aim of this research is to study the inequalities between regions (NUTS 3 level) in Bulgaria by application of the Regional Competitiveness Index (RCI), a tool, which is based on 10 important for regional development indicators. The paper presents the last RCI ranking list (for the 2016 year) and analyses and compares it with the ranking lists for previous years. The results show significant inequalities between the capital region and other regions for the whole period and relative small imbalances between other regions. The RCI ascertained relatively stable groups of most competitive and most non-competitive regions.

Sustainable development is quite popular scientific concept in a recent time, which formed the basis of the Ukrainian regional development strategic planning and regulation of urban development activities. However, the meth-odological basis for assessing the sustainability of the territorial development is still not developed and formalized enough. Methods for assessing the sustainability of territorial systems development in the economic, environmental and social spheres are still uncertain.Therefore, selected purpose of the study is an analysis of the existing methods of environmental assessment of the territorial development set forth in the legislative and regulatory documents, with further determination of the their suitability for conducting an assessment of the territorial development based on the sustainable development concept, which will form the scientific novelty of this study. To achieve this goal, the legislative and regulatory framework analysis was carried out in the field of territorial development, the main regulatory documents were identified. Subsequently, the definition of ecological assessment and its purpose for each of these basic documents was analyzed, environmental assessment methods and their application suitability for the environmental assessment of the territorial development based of the sustainable development concept were considered. It is concluded, that the environmental assessment methods proposed in these documents have numerous signifi-cant shortcomings when used for ecological assessment of the territorial development sustainability. There is no any formalized methodology for determining the sustainability of the relevant systems development in considered legisla-tive and regulatory documents. There is also an intersection of proposed environmental assessment methods with social and economic assessments. The optimality justifies of the adopted project decisions set issuing exclusively from the environmental and sanitary legislation requirements is incorrect in terms of sustainable development. The conclusion based on the obtained results was made about the need to improve the environmental assessment methods in their abil-ity of sustainable development concept implementation. The assessment of the current territorial state in the economic, social and environmental spheres must be carried out separately from each other while regional development strategies forms on the basis of sustainable development. It will pro-vide further assess of each sphere development balance and form a strategy direction for additional needed measures.Carrying environmental assessment, the strategy analysis for compliance with legislative and regulatory con-straints is insufficient in terms of the sustainable development concept. The assessment of environmental impacts should be carried out both for negative aspects and for positive, where the last are not normalized. Conclusions based on the negative environmental impacts absence are insufficient to consider strategies for developing such territories, as national parks or nature reserves. Therefore, the existing indicators system of environmental pollution levels by human activity as a basis for ecological assessment needs to be finalized, since it does not allow measuring the positive effects of some nature-recovery projects on the environment. Finally, it is necessary to formalize in legislative and regulatory documents the methods for the integrated sustainabil-ity assessment as a basis for consideration of alternative concepts for the territorial development. Formation and implementa-tion of appropriate methods can be selected as a direction for further research by the author on the chosen topic.
