The article is an attempt to formalize the scientific problems in the development of management models of the innovation process in the industrial sector of Russia in the conditions of environmental uncertainty. All over the world, as in Russia, scientific and technological progress is developing cyclically. This happens at different intervals and N.D. Kondratyev thoroughly studied it. Approximately every 40–50 years, a change in technological patterns occurs, it serves as a basis for the next long-term cycles. Our task is to determine the format for solving the problem of technology transfer in the absence of linearity in the chain of stages of the innovation process in the new sixth technological structure. The increased activity in «Industry 4.0», the Internet and various types of networks based on blockchain technologies will be in demand in the near future and will determine the development strategy not only of the state, but also that of separate regions, cities, companies and industries.

The article analyzes the structural guidelines for the modernization of the domestic agricultural machinery industry, which are formed in the aspect of a new development model; some types of machine-building products that are innovative in nature. Separate tasks of digitalization for the development of production of unmanned vehicles are considered. It is concluded that in order to seriously promote the structural modernization of agricultural machinery enterprises, it is necessary to give priority to the development strategy of enterprises, which should be based on clear development guidelines for the long-term period.

This paper deals with the issue of the management cycle of Competitive Intelligence. The author describes the process of Competitive Intelligence in Czech corporate management. He concludes that in most cases, the Competitive Intelligence operations are directed by the top management, and the attention of Competitive Intelligence is being paid to Key Intelligence Topics (KIT). The Competitive Intelligence is then focused on the output of strategic analyses, complemented in some cases with a summary (synthesis) of acquired intelligence plus some signal intelligence (SIGINT). The results of the Competitive Intelligence produced in such a way are actually the outputs mostly applicable in operational management and mostly unsuitable for strategic management. However, top managers abroad almost invariably need the data relevant to the future situation since their decisions are of strategic nature. The following section of the paper is devoted to the conceptual solution of Competitive Intelligence, i.e. the Competitive Intelligence objectives linked with the development strategy of the corporation. Here the author arrives at three basic development strategies: a.) the corporation desires status quo, i.e. to keep its market position as it is, b.) the corporation is out to expand, and c.) the corporation intends not only to keep its existing and dominant market position but strives for its long-term dominance to last.

<p>This paper deals with the results of the businesses combinations and the advantages felt in solving the problems of certain entities, the extension on other markets or obtaining increased quotas on the market. Also, businesses combinations can generate disadvantages regarding the access to credits or negative effects on the salary. A business combination is based on taking risks an has advantages as well as disadvantages, on both the short and the long term, while the decision of making it has in view the development strategy of the organisation. The aim of the paper is to analyze and balance the benefits and disadvantages of business combinations. It is questioned the need to use this method and its use only for the advantages obtained despite the existing disadvantages.</p>

The article is devoted to the basic principles and types of implementation of national policies in multinational states . We give examples from world practice that reveal the problems of the coexistence of various nations in a single political space . In the article, the authors analyse in detail the well-known causes and models of the formation of large multi-ethnic states, in which there is an urgent need for a national policy based on certain principles that directly depend on the strategy of building the leading political institution . The author draws attention to the evolutionary variability of approaches to state-building while maintaining significant features, but adapted to modern realities . The Russian experience of interethnic interaction, national self-determination and attempts to unify cultural, confessional, linguistic identity, suppression of separatist sentiments, the reasons for the appearance of which are particularly highlighted as one of the main categories characterizing the feasibility, relevance, and foresight of the development strategy of national relations, are examined in detail . Legal consolidation of the Concept of state national policy of the Russian Federation stands out as the most democratic event in Modern Russia, aimed at maintaining state integrity, preventing separatist sentiments . We also give the classification of interethnic conflicts on various grounds known in world practice . Finally, we propose a set of measures for the long-term harmonisation of interethnic interaction in the Russian Federation .

In the article a new approach to the development of strategy of commercial organization development is offered. Authors enter the new concept “economical and technological foresight” which is understood as an expert assessment of the strategic directions of social and economic and innovative development, of identification of the technological breaks capable to make impact on economy and society in the medium-term and long term on the basis of the theory of economical and technological development of firm. It is shown how on the basis of the regularities revealed within the theory of economical and technological development of firm it is possible to prove tendencies and laws of development of last, modern and future production systems. It is shown how to use the law of alternation of economical and technological structure of firm and the law of growth of economically justified volumes of release in the development of production systems.

The concept of sustainable development in comparison with other paradigms was the most acceptable, from the point of view of determining the development strategy of society, in the medium and long term. Due to that, such important trends in science and practice as the restructuring and modernization of the economy, energy efficiency, environmental security, "green economy", etc. have been developed. One of the most important areas of research, important both for science and practice, is the measurement sustainability of development using the system of indicators. The quantitative measurement of sustainability makes it possible to shape strategies for the development of countries and regions, taking into account the ecological, social factors that previously could not even compete with economic factors. For Russia, this is important from different perspectives. Among the main reasons there is a significant differentiation of regions in terms of development level and the predominance of "raw materials" in the structure of the economy of many regions. Rational use of natural resources is a necessary condition for the sustainable development of any state or region.

Based on the results of the study, a scientific and applied problem was formulated, a hypothesis (multifactorial) was advanced, and partial scientific tasks were identified to develop a holistic methodology for strategic planning of the development of the Armed Forces of Ukraine based on capabilities. The relevance of the study is due to the emergence of new problems in the field of defense and military development, a decrease in the objectivity of strategic decision-making in determining and adjusting the development strategy of the Armed Forces in the long term, and the effectiveness of strategic planning for the development of the Armed Forces as a whole through the introduction of capabilities-based planning methodology in the defense forces. The requirements of modern regulatory legal acts of Ukraine regarding the introduction of planning based on the capabilities, functions of the Ministry of Defense of Ukraine and the General Staff of the Armed Forces of Ukraine, as well as the tasks of the Interdepartmental Working Group on the Defense Review (a temporary subsidiary body of the Ministry of Defense of Ukraine) are analyzed. The reasons for the emergence of problems in the construction and development of the Armed Forces are investigated, as well as contradictions in the definition and adjustment of the strategy for the development of the capabilities of the Armed Forces for the long term are revealed. The strategic planning of the development of the Armed Forces and defense planning are differentiated according to the goal, results and responsibility between the subjects of planning. The scientific and applied problem lies in the need to develop a concept of strategic planning for the development of the Armed Forces of Ukraine based on the capabilities, a set of special methods, techniques and approaches to determine and adjust the strategy for the development of the capabilities of the Armed Forces in the long term. A research hypothesis (multifactorial) about the conditions for achieving the effectiveness of strategic planning for the development of the Armed Forces of Ukraine on the basis of capabilities is put forward and partial scientific tasks are identified, which will be devoted to further research.

The analysis of Brazil's, Russia's, India's, China's and RSA's opportunities allows to speak about the further development of BRICS potential in the near future due to increase of the FDI flows both within BRICS and in its relations with third countries. China which to date selectively takes foreign investments giving special priority to their qualitative characteristics will remain the most long-term country. Russia continues to be one of global leaders in the field of resource development and a country with plenty of unrealized opportunities in the industrial sector. By today, there is still much tension around the issue of new growth drivers and investment climate improvement. Given the decrease in the investment attractiveness of the Western Europe which led the way as a FDI recipient in the past, in 2011 Russia's indexes doubled as compared to 2005. As far as the Russian economy development prospects are viewed as advantageous in the whole, everything will depend on the state policy coherence, where it's worth to study the BRICS partners' experiences.

Branta Port, located in Pamekasan Madura, is a connecting port area around Java Island and Madura Island. The port has an important role in logistics and supply chain activities as well as economic development in Indonesia, especially in Java and Madura. But the reality is Branta Port has some shortcomings in the port facilities to security sector. It based on the lack of regulation enforcement of the port management itself. The lack of renewal of the port master plan is also one of the obstacles to the port's poor performance. Therefore, with this research, it is expected to obtain a broad picture of the development strategy at the Branta Port. The methods are Location Quotient (LQ) & ships loading and discharge at port forecast using several forecasting analysis. The results show the ships call, loading and discharge flow at Branta Port have a fluctuating pattern follow the seasonal trends in salt production activities in Madura region. Where in 2039 (long-term) the loading and discharge flow at Branta Port is predicted to reach 380,927 tons which in 2018 amounted to 139,855 tons. The results of the port performance calculation are performed using port performance indicators called Berth Occupancy Ratio (BOR), where the BOR value from year to year to the long-term forecasting year (2039) is 22.08%, which is still below 40% for an additional indicates that the jetty is not busy according to UNCTAD criteria. Whereas the need for port facilities such as warehouses and stacking fields has increased. The development strategy focused on port facilities such as the berth length expansion from 100m to 186m, construction of port warehouses of 183m2, improvement of several port facilities such as navigation facilities and causeways, also the addition of port waste treatment facilities.Keywords: Location Quotient, forecasting, econometric method, Berth Occupancy Ratio
