The article is devoted to the problems of the development of border areas of the Russian Federation. The aim of the study is to identify patterns between the level of development of border areas and the elaboration of the current strategy of the socioeconomic development of a municipal formation. The current state of the border of the Trans-Urals is analysed. An inverse proportion between the level of the socioeconomic development of the municipal formation and the length of the state border is revealed. The main areas of cooperation between the Kurgan region and the Republic of Kazakhstan are described. The use of the potential of the territory as a structural unit of the border space is assessed qualitatively. The article concludes that the borderline factor has a negative effect on the quality of life in the region in modern conditions, and therefore the main adaptation mechanism of the population is migration to municipal formations with a higher level of socioeconomic development. The results of the study can be used in developing the socioeconomic development strategy of the border municipal formations.

The article analyzes the modern concept of human capital and its role in the socioeconomic development of society. The structure of human capital in Russia and the state of its main components have been studied. The necessity of creating mechanisms for significantly more effective use of the intellectual potential of scientific and educational institutions of the country, as well as of the formation of a national innovation system, is shown. It is demonstrated that according to the World Bank estimates, today the national human capital in developing countries accounts for more than half of their national wealth, and in the developed countries of the world – for about 70-80%. Thus, human capital is now considered as the most important economic category, the importance of which will significantly increase in the 21st century. The author believes that it is advisable to use the positive experience of the functioning of such a system in China.

The Brazilian agro-industrial frontier in Mato Grosso rapidly expanded in total area of mechanized production and in total value of production in the last decade. This article shows the spatial pattern of that expansion from 2000 to 2010, based on novel analyses of satellite imagery. It then explores quantitatively and qualitatively the antecedents and correlates of intensification, the expansion of the area under two crops per year. Double cropping is most likely in areas with access to transportation networks, previous profitable agricultural production, and strong existing ties to national and international commodity markets. The article concludes with an exploration of the relationship between double cropping and socioeconomic development, showing that double cropping is strongly correlated with incomes of all residents of a community and with investments in education. We conclude that double cropping in Mato Grosso is very closely tied to multiple indicators of socioeconomic development.

Given the high degree of openness of the Azerbaijani economy and the sensitivity of national banks to global challenges, the Strategic Road Map on the development of financial services was developed and introduced in 2016 in the Republic. The project was created taking into account the principles of modern technologies: financial inclusion; digital information support; protection of the rights of consumers of banking services; etc. The project implementation led to the modernization of the financial and credit sector of the Republic of Azerbaijan, to the introduction of modern operating systems in various segments of financial institutions.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

The task of the national sustainable development strategy is to provide a long term conception for the economy and society, so that this might function and develop in harmony with the environment. Creating the conditions for sustainable agricultural production requires the elaboration and implementation of long-term programs spanning generations. The objective is to find a compromise between the conceptions appearing in the long-term and the short-term programs.In Hungary, several principles, conceptions and proposals have been suggested regarding sustainable agriculture. In the present study, I intend to systematize the above mentioned principles and conceptions, and compare them to the conceptions regarding agriculture in the national strategies of the EU member states. Furthermore, I examine to what extent the agricultural policy of the European Union supports the conceptions regarding agriculture in the strategies. This topic deserves special attention, as the Hungarian national sustainable development strategy is being prepared and is supposed to be finished by the end of 2005.
