The Role of the City in Higher Education Internationalization: French and Russian Regional Context

The competition for international students is growing among both different countries and universities within one country. Regional universities in Russia, meaning those outside Moscow and Saint Petersburg, try to use internationalization in order to contribute to the development of their regions. However, a high level of academic mobility is usually ensured by comfortable living conditions that both the university and the city the university is situated in provide. The article covers the role of the city as the factor that may contribute to higher education internationalization. The research is based on the perception of certain university cities that international students living there have. Taking into account the ideas of Machlup, Florida, and Castells, the authors consider universities the key actors of university cities development in Siberia. Thus, two Siberian university cities included in the QS Best Student Cities ranking, namely, Tomsk and Novosibirsk, were considered in the research. To evaluate their role in international students’ choice for their universities, international students in Tomsk and Novosibirsk universities were interviewed during 2018-2020. To compare the results with the international dimension of higher education internationalization, Russian students studying in France were also interviewed. As a result, the criteria of the university choice were determined that are connected with the university city characteristics. The latter include security considerations, cultural diversity and social environment tolerance, aesthetic attractiveness of the city and its sightseeing opportunities, developed transportation system, high concentration of international students, open and accessible communicative environment. However, the criteria international students chose Siberian university cities for included lower prices for education and lower living costs. The main disadvantage is the lack of comfortable communication zones that do not depend on climate. The priorities of international students in large and small university cities turned out to differ: the latter tend to value the quality of university and the city’s historical values as well as personified relations with the locals more. Comparing the opinion of Russian and international students on significant criteria of university cities, the authors found out that international students were less critical to such characteristics of Tomsk and Novosibirsk as security, tolerance and accessibility for disabled people. However, international students were more critical to the number of students in the city. Thus, the creation of comfortable and attractive conditions for international students is the common responsibility of the university, the city and the region.

Although there is a growing awareness that international students are an important source of potential global talent, few studies have tried to relate the issue of student mobility to that of competition for global talent. This chapter is an effort to fill the gap. Particularly, it is aimed to conceptualize the major approaches to attracting and retaining global talents with respect to the role of higher education institutions. We have observed and characterized three models of attracting global talent, namely the Anglo-Saxon model, Emerging economies model and Continental Europe/Nordic model. The challenges and the good practices reflected in each model along with policy recommendations will help the policy makers and practitioners take a broader view on their higher education internationalization strategies.

This essay argues that if “decolonization in the settler colonial context must involve the repatriation of (Native) land”(p. 7), then autoethnography committed to decolonization should first and foremost center Native struggles over land and life. For this task and given my own position as a postcolonial immigrant on Native lands, I elaborate an immigrant of color autoethnography to demystify the discourses that privilege select postcolonial immigrants such as myself over Indigenous people and render me as a desirable minority and settler. I start this project unpacking my journey as an international student through the higher education apparatus in the United States as I narrate how the material structures and academic knowledge that circulate within the university (re)produce the devaluation of indigeneity. Then I shift my attention to my time in Albuquerque, a border city that excludes Indigenous people through a host of policies even as international students are welcomed to make home in the city. Against these two sites, I turn to (un)Occupy Albuquerque to map coalition possibilities between postcolonial immigrants and Indigenous people. Together, these three sites allow for an understanding of the ideological and material structures that rationalize (and disrupt) settler colonialism and Native dispossession.

During the first decade of the 21st century, Latin America experienced an intense economic growth that increased access in the school system. In this context, the paper  analyzes four different programs from Bolivia (Intercultural Community Indigenous Universities), Brazil (Quotas´ Law), Chile (Follow up and Effective Access to Higher Education Program) and Ecuador (Scholarship Program based on Quotas) aimed at improving the participation of marginalized students in the university from three different perspectives. First, conceptually, the paper analyzes the governance of these programs in terms of what are the institutional arrangements that define who is responsible for solving this source of inequality in higher education. Second, the study looks at the concepts of equality, fairness, merit, need and diversity behind the different initiatives presented, using the social justice debate. Thirdly, the paper uses the framework of analysis of different types of access programs to study the scope, components and arrangements of the policies.  The results show a high level of heterogeneity in the characteristics and focuses of the programs, which allows to deepen the discussion on the role of access to higher education in the region.

This study was conducted to assess the role of interactions among international students from different nationalities on the process of internationalization of Malaysian higher education. An embedded design of mixed methods with the predominant role of the quantitative method was applied to conduct this study. The participants of this study were 118 international postgraduate students from a Malaysian public university, and based on their personal agreements, six of them were interviewed as well.  Based on the results, the presence and persuasions of students from their countries at universities and the emerging reputation of public universities in the host country were the main reasons that encouraged international students to enroll in the university. The findings of this study also illustrated that almost all participants of this study shared some information about the quality and standards of higher education in the host country with their friends in their own countries, and encouraged some students to join the mentioned university and other universities in the country. Generally, the findings of this study confirmed the positive role of foreign students in assisting the increase in the number of international students, and also on the process of internationalization of higher education. The findings of this study may help universities to reap more benefits from their international students, and also may encourage students to have better academic achievements through their interactions with their peers from different nationalities.

The article is devoted to the role of students in the local public policy of modern Russia. The specifics of students are justified by their social activities, which are supported by territorial concentration, community of interests, group self-consciousness, subculture, lifestyle, age homogeneity, which other social and professional groups do not have. The authors explain the possibility of students' participation in the public policy of the city by the provisions of the state youth policy of the Russian Federation, as well as by their status of full-fledged residents of a particular territory. Analyzing the socio-political activity of students, they conclude that as socially significant problems students can promote in the field of public policy interests related to their social status (benefits, scholarships, tuition fees, etc.), the organization of urban infrastructure (transport, social services, urban amenities, etc.), as well as their self-fulfillment and self-expression, which is manifested in their creative activity, appearance, behavior, etc. Local public policy in the logic of the research is a process of interaction between several actors to develop a joint solution to a socially significant problem, which is impossible to solve by usual procedures. Interactions of the actors form the field of public policy, and each of them tries to realize its own interest, using its own resources and agents for this purpose. Hence the main question of the research: who does the student act as, being a participant of the relationship "student-university-city"? The authors of the article have tried to construct various models characterizing the role of students in the field of public policy, which also involves the university and the city. Each theoretical model is illustrated by cases from Samara, Krasnoyarsk and Kazan.

The university city of Cluj-Napoca in Romania is one of the clearest examples where ‘the night’ (including restaurants, bars, discotheques, clubs, and also museums, exhibitions, and theatres) has been essential for the vitality of the city. Despite the importance of ‘the night’ for the everyday life of the city, the role of the night-time leisure economy in the social and urban change of European post-socialist cities remains underexplored. Based on mixed research methods, this paper aims to examine the recent development of the night-time leisure economy of Cluj-Napoca. After a theoretical approach in which we highlight the long underexplored path that still exists in relation to the study on the political, social, cultural and economic factors of ’the night’ in post-socialist cities from South-Eastern Europe, the paper shows a quantitative approach about a range of variables that define the different (and unequal) forms of consuming the night in the city centre of Cluj-Napoca. The second part of the paper shows the results derived from the quantitative study about the different perceptions and visions that employees, residents, venue owners, and municipals have about nightlife in Cluj-Napoca. The paper concludes by suggesting that a greater institutional attention should be provided to the development of the night-time leisure economy in the city centre of Cluj-Napoca in order to avoid the reproduction of 'segmented nightscapes' that highly feature the night in Central and Western Europe.

There is currently an increasing interest for sustainable innovation in our society. The European agendas highlight the role of higher education institutions in the formation and development of innovation competences among students. Our study aimed to contribute to the analysis of the level of achievement of students’ innovation competences by considering two sustainable development goals (SDG) of the 2030 United Nations’ Agenda: Gender Equality (SDG 5) and Quality Education (SDG 4). This article tries to answer how business students perceive their own innovation competences and which innovative competences are best achieved by students, as well as if there are differences in the achievement of these competences depending on the students’ gender. Our results, from a sample of 360 students in the Business Administration and Management Bachelor’s Degree at the Universitat Oberta de Catalunya, confirm the extensive development of innovation competences. Moreover, female students present a high level of preparation for innovation-oriented action. These findings have educational implications for potentiating the innovation competences and environments where females can attain innovation skills.

This study examines the role of student co-creation behavior in contributing to student satisfaction, perceived university image, and student positive word of mouth (WOM). Using a sample of 513 students from a Taiwanese university and conducting partial least squares structural equation modeling, the findings indicate that co-creating value is critical to student satisfaction, university image, and positive WOM. The results also show the effect of student satisfaction and university image on student positive WOM. This study confirms the pivotal role of student participation in co-creating value in enhancing satisfaction with the university experience, creating and sustaining a positive image, and building the credibility of the university. This research is particularly important to higher education institutions because it has practical implications for decision-makers, brand managers, and HE marketers who wish to improve understanding of the relationship between the university and students in the process of co-creating value and its outcomes.

The article deals with one of the most relevant topics of the modern city and ecology - the problem of landscaping in Volgograd. The city is characterized by an industrial urbanism, with a high concentration of population, saturation of production facilities and vehicles, which contributes to a high level of negative impact on the environment. The pace of greening of the city lags behind the pace of construction of the residential sector, and the existing green spaces do not meet the sanitary and hygienic, aesthetic requirements. The prospects of this problem are determined, the existing green spaces are considered, data on the climatic conditions of the city and the ecological situation are given. Improvement in the field of landscaping is associated with the scientifically sound placement of green spaces, taking into account all the factors that affect the growth and development of plants in the urban environment. Unfortunately, due to the uneven distribution of the assortment of trees and shrubs, the species composition of the central streets and squares of the city is extremely poor. The study focuses on the role of the botanical garden in urban landscaping and aims to create recommendations for the sorting of tree and shrub plants for urban landscaping. As a result of the analysis of the assortment of ornamental plants of the open ground of the botanical garden, the article proposed species and varieties of woody and shrubby plants that have passed the introduction tests for more than 5-10 years. Recommendations for sorting are aimed at improving the ecological situation of the city and greening the recreation areas of citizens. The proposed list of tree and shrub species cannot fully solve the problem of greening the city, but it will help to significantly enrich the composition of tree and shrub plants.
