Web-based participatory mapping technologies are being increasingly harnessed by local governments to crowdsource local knowledge and engage the public in urban planning policies as a means of increasing the transparency and legitimacy of planning processes and decisions. We refer to these technologies as “geoparticipation”. Current innovations are outpacing research into the use of geoparticipation in participatory planning practices. To address this knowledge gap, this paper investigates the objectives of web-based geoparticipation and uses empirical evidence from online survey responses related to 25 urban planning projects in nine countries across three continents (Europe, North America, and Australia). The survey adopts the objectives of the Spectrum for Public Participation that range from information empowerment, with each category specifying promises about how public input is expected to influence decision-making (IAP2, 2018). Our findings show that geoparticipation can leverage a ‘middle-ground’ of citizen participation by facilitating involvement alongside consultation and/or collaboration. This paper constitutes a pilot study as a step toward more robust and replicable empirical studies for cross-country comparisons. Empowerment (or citizen control) is not yet a normative goal or outcome for web-based geoparticipation. Our evidence also suggests that information is pursued alongside other objectives for citizen participation, and therefore functions not as a “low-hanging fruit” as portrayed in the literature, but rather as a core component of higher intensities of participation.

The relation between urbanization and pandemics is not new. In fact, the “reformative” urban plans of the late 19th and early 20th centuries sought the addition of green patches, reliable running water systems, good sanitation, and sunlight to fend off the common ailments of the industrial city. No wonder then that these urban planning elements are also compatible with the Covid-19 era, as ample green and low-density areas are supposed to ensure or at least support quality of life and good health, even amid the health crisis we face today. This article examines whether additional elements tie together urban fabrics and coping with crises, particularly pandemics. To answer this question, I examine national urban planning in the state of Israel from the mid-20th century onwards. Urban planning in Israel has implemented theories and precedents from Europe and America; however, Israeli planners have also included nationalist-ideological contents in their work, so that the state and its interests have dictated their planning. The article concludes that the state interest of producing a cohesive society has created Israeli urban fabrics with community values and proximity to green areas, which are better suited for individual coping with crises involving the denial of personal freedom, whether due to a pandemic or any other reason. Accordingly, it proposes viewing these elements as suggestive of the need for significant involvement by public representatives in future urban renewal efforts.

Audit quality is the probability of an assessment given by the auditor about the discovery of a violation in the client's accounting system and reports the violation. The purpose of this study is to obtain empirical evidence of competence, independence, spiritual quotient, emotional quotient, and audit tenure variables on audit quality. This research is quantitative. The population in this study is the Public Accountant Office in Yogyakarta with the sample selection method that is convenience sampling. The data is taken from respondents' responses to positive and negative statements contained in the questionnaire. Data processing and hypothesis testing techniques using SPSS version 22. The results of this study prove that competence, independence, spiritual quotient, emotional quotient, and audit tenure have a significant positive effect on audit quality. This shows that an auditor must have good personal quality, adequate knowledge, and special expertise in his field, not influenced by other parties, and is obliged to be honest not only to the management and owners of the company but also users of financial statements, have a spiritual and emotional good, and a deeper and more complete understanding of the company's operational activities, along with the increase in the number of years of the audit engagement with the company so that it has an impact on the quality of audits produced.

The multiplicity of subjects of urban development, which are characterized by different, sometimes conflicting interests, leaves its mark on the effectiveness of design solutions and the possibility of their implementation in the planned time. However, the duration of conciliation procedures of project documents, which distinguishes the modern stage of development of design and urban development activities and includes the processes of linking design decisions with regulatory requirements controlled by Supervisory authorities, Executive state bodies and local governments, as well as the process of public analysis of proposals by interested parties-all this reduces the overall efficiency of urban development. The solution of this problem is associated with the completeness and reliability of the initial data, their digital spatial "binding" and the distribution in the hierarchical structure of functionally different spatial cells that make up all types of objects of urban development, which objectively leads to the need to improve the methodological base of urban design activities in terms of the formation of an automated system of integration of documents of territorial planning, urban zoning and planning of territories. An approach to the definition of any urban object as a spatial cell of the corresponding size and the corresponding spatial and functional content is proposed. An important consequence of the considered approach will be the possibility of turning quite formal documents of territorial planning, urban zoning and planning of territories into justifying and calculating materials of income and expenditure parts of budgets of various levels.

Buildings alone do not matter, it is only the ensemble of streets, squares, and buildings and the way they fit together that comprises the true principles of good urbanism and place making. One of the main rules of good urban design is the quality of the public space. This paper analyzes the importance of creating & maintaining a true public square in contemporary urban condition, as one of the built environments' pillars for sustaining social and cultural identity. Criticism has been posed towards the (neo) romanticizing the importance of European squares (as some critics would call it “Postcard Squares”) in everyday life and contemporary town planning. Movements such as New Urbanism, which promote good urban design have not put squares that high on their urban design agendas. Also the usage of the historic European city's public realm model - the square - as the important ingredient for all urban places has not been forthcoming. To investigate this phenomena, and facilitate the discourse, The Square of the St. Blaise Church (Luza Square) and the Gunduliceva Poljana Square in the Old City of Dubrovnik, are analyzed and reflected upon through various data collection, theory reflections and urban design evaluation methods, such as Garham's Sense of Place Typology-Taxonomy. If cities have livable and vibrant social spaces, do residents tend to have a stronger sense of community and sense of place? If such places are lacking, does the opposite happen?. This paper seeks out to answer these questions. Finally the paper also looks at how the phenomenon of creating good social spaces through creating ‘third places’ is achieved and confirmed in the squares of Dubrovnik.

This study examined the influence of the auditors’ competency, independency, and experiences towards audit quality of financial auditing of the staff of inspectorate in Tomohon City as part of their supervision function. The finding of this study could be an important input for improving the quality of financial management of the local government since the policy of decentralization has given the local governments authority not only to manage natural resources but also their financial sector. However, as could be seen there are still a lot of problems related to financial management mostly caused by the poor knowledge and skills related to financial auditing of government offici als responsible for this specific task. It is common to find inconsistency in the financial report of internal auditor  ( inspectorate )  and external auditor, Supreme Audit Agency  ( Badan Pemeriksa Keuangan) .There were two variables in this study. Audit quality was the dependent variable  ( Y ) while the independent variables elaborated into three variables, namely: auditor’s competency  ( X1 ) , auditor’s independency  ( X2 )  and auditor’s experiences  ( X3 ) . There were 36 personnel of the Inspectorate’s Office of Tomohon City participated as the sources of this study. Thus, the population of this research is the Tomohon City Regional Inspectorate officers. Data used in this study were primary and secondary data, while questioner and indepth interview as well as document study used as the data collection methods. The first consecutive methods employed to obtain primary data while the last used for obtaining secondary data. Both data analyzed using the multiple linear regression techniques. This study found that the influence of independent variable which were competency, independency and experiences towards dependent variables which was audit quality was significant. The 0.645 value of coeficient determination showed the significant relationship between both variables. This means that the equation model used in this study found the significancy at about 64,5%. The remaining proportion which was 35,5% explained by the other factors which were not part of this model. After examining the hypotheses, it can be concluded that partially competency had positive influence but not too significant to the quality of the inspectorate officer. However, independency and experiences had a positive and significant influence to the auditing quality of the public servant working in the inspectorate’s office. This study recommends to improving the knowledge and skills of the public apparatus by conducting short courses and training in accounting and auditing. Keywords: audit quality, competency, independency and experiences

Insufficient public presence within the traditional participatory activities in urban planning is largely caused by their incompatibility with the communication preferences of the public they are addressing. Accordingly, this research is aimed at identifying alternative approaches which enable the creation of new communication channels and improve the level and quality of participation. Starting from the hypothesis that technological development has changed the way we communicate, the goal of this research is to provide the deeper understanding of the current potentials and problems of internet participation in urban planning and also to point out on the future development strategies, which could address the problems we are facing today. By analyzing case studies in which Internet communication is used for this purpose, as well as publicly available data about user activities within the popular web platforms, we investigate the main advantages and disadvantages of the described practice, as well as the opportunities of the application of new communication approaches and technological trends, such as crowdsourcing activities and blockchain technology.
