The assessment of ecological environment during the large-scale development of islands is a major topic in the study of current coastal islands. Choosing the appropriate assessment method to evaluate the suitability of carrying capacity of islands and making relevant suggestions are significant to the sustainable development of islands. Ecological footprint method is used to analyze the ecological carrying capacity of Pingtan Island (PI) from 2005 to 2016 for promoting the coordinated rational development and construction and ecological environment of the island. Although PI is in rapid urban development and construction, the island maintains secure and stable ecological conditions. PI is used as a research case to analyze the sustainable development of the ecological environment through the carrying capacity of the island ecosystem.

At present time, the issue of defining indicators of sustainable development corresponds to the processes of modern economy development such as digitalization, technological convergence. They are going to replace mining from GDP of industrial countries and decease environmental pressure by expanding economy of knowledge. For the first time, the knowledge index was calculated by the World Bank. It should be noted that the World Bank calculated the indices for each individual country. This would allow developing the necessary decisions and government policies to build a knowledge economy. This goal is pursued by the authors of the article, but in relation to the sustainable development of the mining regions of Russia. The article discusses various approaches to assessing the regional knowledge index, and proposes a new methodology for its assessment based on the main determinant of the matrix and its logarithm. Based on the proposed methodology, the knowledge index was evaluated, which shows the conditions for the knowledge economy development in the mining regions of Russia. The rating of the mining regions of Siberian Federal District was built. The main conditions affecting the formation of the knowledge economy in the mining regions of Siberia in the context of their sustainable development are identified.

Currently, governments of both developed and developing countries are interested in forming an adequate analytical tool for assessing the effectiveness of measures taken for the transition to sustainable development. These tools should take into account the dualism of sustainable development, in which the acceleration of economic growth, inspired by scientific and technological progress, should be correlated with a decrease in the negative anthropogenic impact on the environment. In this regard, widespread methods for assessing the prospects for the transition to sustainable development is the calculation of indices that aggregate the dynamics of socio-economic and environmental processes at the global, national and regional levels. This article identifies mining regions of Siberian Federal District as an object, the assessment of which is carried out on the basis of the Governmental methodology of Russian Federation, adapted to the objectives of the study of the prospects for the transition to sustainable development. The result of the study is the ranking of mining regions of the Siberian Federal District on the integral index of sustainable development and the defining the dominant trend.

Transnational power grid interconnection is an important measure to promote the construction of energy Internet. It can meet the global power demand in a clean and green way, promote the UN’s concept of “sustainable energy,” and tackle climate changes. But, transnational power grid projects face many complex and variable risks due to their complex background and lacking experience. According to the characteristics of transnational power grid interconnection projects, a risk assessment index system including 10 indexes such as national relation, public participation, and available transmission capacity is constructed. Then, in order to overcome the shortcomings of traditional risk assessment methods, this paper proposes a risk assessment method combined with risk theory and probabilistic model, which can not only consider the uncertainties but also integrate the probability of accidents with consequences. Therefore, it can effectively assess the transnational power grid interconnection projects under diversified risks. In addition, in order to further magnify the impact of higher risks on such projects, a method combining traditional weighting method with the variable weight theory is proposed. The study in this paper provides certain guidance and decision-making support for different participants such as the government power sector, construction enterprises, and investment enterprises when they launch on sustainable development of the transnational project business, which have obvious practical significance.

The article is devoted to solving the problem of environmental pollution, which is one of the main negative factors of economic development in the coal-mining regions of the Russian Federation. The study of theoretical and practical approaches to the formation and implementation of the mechanism of greening at the level of subjects of the Russian Federation and their municipalities, the comparison of the definitions of “greening of the economy” and “greening of the regional economy”, “greening of production (enterprise)” in a multi-level context, taking into account the differentiation of the scale and instruments of environmental policy. A multi-level and multi-criteria approach to the study of the process of greening, the formation of ecological and economic mechanism of functioning of coal-mining regions, taking into account the processes of localization and globalization. It is proved that greening is the most important factor in ensuring the transition to sustainable development of coal-mining regions, and economic growth involves an inextricable combination of economic and environmental management.

The importance of environmental consequences due to diverse substances that are emitted during the production of concrete is recognized, but environmental performance tends to be evaluated separately from the economic performance and durability performance of concrete. In order to evaluate concrete from the perspective of sustainable development, evaluation technologies are required for comprehensive assessment of environmental performance, economic performance, and durability performance based on a concept of sustainable development called the triple bottom line (TBL). Herein an assessment method for concrete eco-efficiency is developed as a technique to ensure the manufacture of highly durable and eco-friendly concrete, while minimizing both the load on the ecological environment and manufacturing costs. The assessment method is based on environmental impact, manufacturing costs, and the service life of concrete.

One of the promising directions for studying the indicators of sustainable development of the extracting region is the analysis of economic trends, the definition and expert evaluation of their values and their practical approval. The assessment of the whole complex of environmental, economic and social indicators of sustainable development is of obvious importance in monitoring, evaluating and adjusting regional targeted programs, developing concepts and programs for long-term socialand-economic development, analyzing their effectiveness. It will allow, if necessary, to correct specific directions of social-and-economic and ecological development of the region. In extracting clusters, the need for the development of an import-substituting machine building cluster is urgent. For its establishing it is necessary to organize an investment consortium of engineering products’ consumers, an international network of industry innovation, research-and-production and design firms, a regional agency for attracting and protecting investments in import substitution of industrial products, and a set of tax incentives for residents of the import-substituting cluster.

The role of the industrial sector in total greenhouse gas (GHG) emissions and resource consumption is well-known, and many industrial activities may have a negative environmental impact. The solution to decreasing the negative effects cannot be effective without the consideration of sustainable development. There are several methods for sustainability evaluation, such as tools based on products, processes, or plants besides supply chain or life cycle analysis, and there are different rating systems suggesting 80, 140, or more indicators for assessment. The critical point is the limits such as required techniques and budget in using all indicators for all factories in the beginning. Moreover, the weight of each indicator might change based on the selected alternative that it is not a fixed value and could change in a new case study. In this regard, to determine the impact and weight of different indicators in sustainable factories, a multi-layer Triangular Fuzzy Analytic Hierarchy Process (TFAHP) approach was developed, and the application of the method was described and verified. The defined layers are six; for each layer, the pairwise comparison matrix was developed, and the total aggregated score concerning the sustainability goal for each alternative was calculated that shows the Relative Importance Coefficient (RIC). The method is formulated in a way that allows adding the new indicators in all layers as the verification shows, and thus, there are no limits for using any green rating systems. Therefore, the presented approach by TFAHP would provide an additional tool toward the sustainable development of factories.

The primary goal of this paper is to present the application potential of MCDM/MCDA (multi-criteria decision-making/multi-criteria decision analysis) methods in the field of architecture and urban planning and in energy efficient construction, especially in the context of sustainable development paradigm. The first part of this paper is devoted to literature studies pertaining to multi-criteria decision-making support in the selected fields. On the basis of the delivered review, it was demonstrated that the most popular methods belonging to the MCDM/MCDA group that have been used so far for the purpose of resolving selected decision-making challenges, is the AHP (analytic hierarchy process) method with modifications, TOPSIS (technique for order of preference by similarity to ideal solution) method, as well the up-and-coming COPRAS (complex proportional assessment) method. In addition, by reviewing the literature, it was found that MCDM/MCDA methods constitute an effective support tool at the stage of evaluating and selecting project solutions, and are especially helpful in framing various social, economic, environmental criteria that are permanently linked to the rule of sustainable development. The empirical section of this paper, through a case study, presents a comparative analysis of the classical AHP method with its extension onto fuzzy sets. The case study pertained to the criteria for the location of single-family residential buildings with solar installations.
