The article is devoted to solving the problem of environmental pollution, which is one of the main negative factors of economic development in the coal-mining regions of the Russian Federation. The study of theoretical and practical approaches to the formation and implementation of the mechanism of greening at the level of subjects of the Russian Federation and their municipalities, the comparison of the definitions of “greening of the economy” and “greening of the regional economy”, “greening of production (enterprise)” in a multi-level context, taking into account the differentiation of the scale and instruments of environmental policy. A multi-level and multi-criteria approach to the study of the process of greening, the formation of ecological and economic mechanism of functioning of coal-mining regions, taking into account the processes of localization and globalization. It is proved that greening is the most important factor in ensuring the transition to sustainable development of coal-mining regions, and economic growth involves an inextricable combination of economic and environmental management.

The article presents the results of a research aimed at studying the spatial polarized development of regionally oriented production systems. An overview description of the prevailing preferential regimes aimed at the formation of poles of growth and sustainable development of the regional economy is given. The main elements of the organizational and economic mechanism for the formation of innovative scientific and technological centers (ISTC), which represent a new form of such preferential regimes, are revealed. The following issues are studied: procedural aspects of ISTC creation; conditions of tax and customs preferences for ISTC members; topical issues of choosing areas of scientific and technological activities of ISTC in relation to the conditions of an industrially developed region and taking into account the conditions of the state scientific and technical policy of the Russian Federation. Also, a brief overview of the established practice of creating ISTC in the Russian Federation is presented. The results of the study make it possible to systematize the composition of management tasks associated with the development of regional initiatives on the creation of this preferential regime. So that the introduction of ISTC and the corresponding state allocations lead to effective socio-economic effects and serve the goals of sustainable development of the region's economy. The materials of the article can be useful in solving practical issues of innovation policy in regional management, as well as in scientific and practical research on the problems of effective organization and sustainable development of regionally oriented production systems.

The efficiency assessment of the improvement in working conditions and safety programs of mining regions was done by taking into account the quality of studying the program document in terms of its compliance with the recommendations of the Standard Program, the comprehensiveness of coverage and the correct planning of the target indicators, financial support for program activities and the implementation of the program document. In the ranking of the constituent entities of the Russian Federation in terms of the effectiveness of those programs, the top ten constituent entities of the Russian Federation that most successfully implement the program-targeted administration method in the field of labor protection on their territory include Amur and Kemerovo regions from coal mining regions; the top ten outsiders are the republics of Komi and Buryatia, the Sverdlovsk, Sakhalin regions and the Chukotka Autonomous Region. The greatest successes in comparison with 2017 were achieved in reducing economic losses and costs associated with the loss of working time due to industrial accidents and employment in harmful and (or) dangerous working conditions. In 2017, an increase in losses was observed in every second coal-mining region, while in 2018 – just in five (Republic Tyva, Irkutsk, Sakhalin Oblasts, Jewish Autonomous Oblast and Chukotka Autonomous Okrug).

Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

The legal side of subsoil use is one of the cornerstones of creating conditions for the transition to sustainable development. The will of the state - the guarantor of taking environmental measures should be implemented in the relevant legislative acts. The authors consider the main directions of legal regulation of the coal mining process in the territory of Russia. Basic legal documents regulating relations in the sphere of subsoil use of the Russian Federation are considered, problems of legislation on subsoil, water resources and land use are identified, and the main directions for its improvement are outlined. Also, a comparative analysis of the legal documents of the Russian Federation in this area is provided, that shows the obvious shortcomings of this issue from the point of view of the legislation.

Purpose of the article: The purpose of this article is to develop measures to improve socio-economic growth in regions on the base of theoretical and methodological substantiation of greening regional policy. Methods: Systematic approach, methods of analysis and synthesis, logical and econometric modelling were used in this research. Findings & Value added: The necessity of including the environmental component in the regional policy structure was approved; the process of regional policy greening was determined; the author’s methodical approach to evaluate the performance of regional policy greening was elaborated; positive changes in social and economic growth were identified with the intensification of regional policy greening; by the example of Perm Krai measures to promote the regional policy greening performance were developed.

The article reveals the possible options for the development of disadvantaged regions, discovers and investigates the specific typology of the most popular regions that have been developed to overcome the less-developed regions of the Russian Federation and the EUzone. Background study confirms the need to address one of the most difficult issues of the modern economy of the Russian Federation — the formation and development of certain types of regions within a single country´s economy. The growing socio-economic disparity in regional development, the emergence of problem (occasionally to the extent of crisis) regions, the disintegration of the Russian economic zone call for innovative mechanisms to facilitate socio-economic stability and sustainability in the regions. The article identifies the types and subtypes of underdeveloped regions in the European Union. At the same time, the urgency and the variety of regional issues in the Russian Federation require detailed strategic research initiatives and innovative proposals coming from representatives of regional authorities. Significant contribution into this process is made through the development of theoretical and methodological solutions to problems of state regulation of the processes of lagging regions ´sustainable development. There is an urgent need for a broad picture of the economic reforms in the Russian regions, for a track-record of major destabilizing factors incidence, for a potential economic growth model, for options and mechanisms for ongoing socio-economic growth as dependent mainly on the internal potential of the region and the most effective use of its own resources and capabilities. The to-date opinions, strategy and market environment conditions are not consistent with the concept of sustainable development in general and the locally-shared vision of sustainable development.

At the present stage of the recovery of the Russian economy after prolonged exposure to negative factors (the coronavirus pandemic, increased sanctions pressure, etc.), it is necessary to develop a system of financial support for economic growth at the micro, meso and macro levels in the Russian Federation. The study shows the possibilities of financial support for economic growth at various levels in the Russian Federation. The importance of the rational use of financial instruments (in particular, tax) for the development of the real sector of the economy and an increase in the revenue side of budgets of various levels is shown. The activity of enterprises is considered as a basic element of the formation of financial resources in the state. The authors analyzed the financial sources of economic growth and showed the ways of their effective use. The reserves of the formation of the revenue side of budgets at various levels of the socio-economic system of the state are revealed. A set of measures is proposed to promote the recovery of the Russian economy and its subsequent growth.

Purpose of the study: The purpose of the study is to assess the current state of green financing in the Russian Federation and the extent of its impact on economic growth in the country. Methodology: The main research methods utilized were the regression and cluster analysis and principal component analysis (PCA). Cluster analysis implies dividing the set of studied objects and features into groups or clusters that are homogeneous in some way. We used it to determine regional differentiation of subjects from the Russian Federation according to the level of green financing. The clustering of subjects was performed using the ward method. This method is aimed at combining closely located clusters. Regression analysis was used to build an econometric model for assessing the degree of influence of green Finance on economic growth. Main Findings: The authors proved that stimulating green financing in Russia requires the following: creating a regulatory framework and roadmap for the development of green financing, active state participation in financing green projects, creating a “green bond market,” and a specialized banking institution. Application of the study: In this article, the authors assessed the impact of green financing on Russia’s economic growth. As part of the study, the authors analyzed the dynamics of green financing in the Russian Federation from 2000–2018, developed an integrated indicator for sustainable economic growth based on three components of sustainable development (economic, social, and environmental), and estimated the impact of environmental investments on the integral indicator of sustainable economic growth. Novelty/Originality of the study: The proposed methodology for calculating the integrated indicator of sustainable economic development allowed us to assess sustainable development, taking into account economic, social, and environmental indicators. Such an approach has several advantages over the current methods: it is universal, indicators are available, and calculations are clear.
