Establishing Contractual Relationships: an Antropological Approach

Scientific research of contractual relationships represents not only an interesting aspect of learning about the past of human civilization, but also a necessary component of the creation and improvement of new forms of state-public structures. This component implies consent as a basic element of the interaction system. But many questions remain insufficiently researched for the following reasons: the dominant view on the contract as subordinate in relation to the state and law; the lack of integrity of positions on the origin and composition of the elements that determine the contract’s nature. To get new ideas and perspectives of study it is necessary to reconsider traditional points of view on the emergence of norms, exchange, individualism, property, to use new approaches, especially anthropological one. Based on scientific research, the authors concluded that the agreement (contract) appeared simultaneously with the emergence of the human community; the agreement (contract) does not need to be recognized by the state, it can be considered as a natural regulator of social relations. The general and private levels were identified in the process of forming the contract, and there were indicated contracts’ features, components and the principle of interaction through the individual person

Enhancing the role of higher education in building a broader partnership and cooperation with various other community institutions (public, private and private sector). 6 - Re-admission plan in universities by making the number of admissions in scientific colleges more than the number of admissions in the humanitarian colleges. 7 - Attracting foreign investment companies to invest natural resources in Iraq such as phosphate, natural gas, oil, oil shale, uranium, silica and geothermal energy for the recovery of the economy and the trend towards domestic consumption.

The concept of citizenship is one of the pillars upon which the modern civil state was built. The concept of citizenship can be considered as the basic guarantee for both the government and individuals to clarify the relationship between them, since under this right individuals can acquire and apply their rights freely and also based on this right the state can regulate how society members perform the duties imposed on them, which will contributes to the development of the state and society .The term citizenship has been used in a wider perspective, itimplies the nationality of the State where the citizen obtains his civil, political, economic, social, cultural and religious rights and is free to exercise these rights in accordance with the Constitution of the State and the laws governing thereof and without prejudice to the interest. In return, he has an obligation to perform duties vis-à-vis the state so that the state can give him his rights that have been agreed and contracted.This paper seeks to explore firstly, the modern connotation of citizenship where it is based on the idea of rights and duties. Thus the modern ideal of citizenship is based on the relationship between the individual and the state. The Islamic civilization was spanned over fourteen centuries and there were certain laws and regulations governing the relationship between the citizens and the state, this research will try to discover the main differences between the classical concept of citizenship and the modern one, also this research will show us the results of this change in this concept . The research concludes that the new concept of citizenship is correct one and the one that can fit to our contemporary life and the past concept was appropriate for their time but the changes in the world force us to apply and to rethink again about this concept.

The development of social relations requires changes in various spheres of human activity and, accordingly, in the relations between the state and society, between the state and the individual. In addition, one of the effective regulators of these relations is a treaty, which can be used in various spheres. To date, the science has not developed a unified view of the contract, and its issues are discussed by representatives of various scientific fields, with the contract being studied as a legal fact, agreement, legal relationship, document and in this regard is defined differently. Moreover, contractual relationship is in constant flux and suffer from changes caused by various factors of legal validity. Therefore, treaty law and the rules governing contractual obligations are given a great deal of attention during improving the process of reforming civil law and ensuring its further effective implementation in the CIS. Within the framework of the conducted research and comparative analysis of the legal bases and practice of application in the sphere of treaty law, the author has formulated grounded positions on the outlined and topical issues, which are as follows: (1) the peculiarities of the use of terminology in the context of the problem of interpretation of contract terms are revealed; (2) identified problems that arise during the termination of treaties in the CIS; (3) the influence of innovative technologies and globalization and the nature of contractual relations in the territory of the CIS countries are established; (4) approaches to ‘smart-contracts’ and a public contract are disclosed; (5) the discussion approaches to understanding the concept of ‘freedom of contract’ are analyzed; 6) a conditional list of the most pressing issues of contract law that arises in the CIS are formed.

It can also mean, as it meant for Aristotle, the whole character of men's life in society. In the past as well as in the present, poets and novelists of every country have often devoted themselves not merely to the good of their art but directly and especially, in varying degrees, to the problem of the good of the state and of society. In an older England, for example, William Langland, Skelton, Dryden, Samuel Butler, Shelley, and William Morris, to mention only a few, have struck into political themes and preoccupations; and today the problem, from manifold aspects, of the relation of the individual to society has not been ignored by T. S. Eliot, J. M. Murry, C. Day Lewis, Stephen Spender, and even Mrs. Virginia Woolf, among others. And the “reform” of an afflicted twentieth-century America has engaged talents and humors as dissimilar as those of, say, Sinclair Lewis, John Dos Passos, Hart Crane, and Maxwell Anderson. The seriousness of such people no one would question, although the agitations of a few, particularly in periods of crisis, for a specific good polity or a specific good economy sometimes interferes gravely with what should be their chief end: good art.

Myth is a medium of understanding and inheriting cultural values that are believed by society in the past and also influences people’s mindsets in the present. In this study, myth is a reflection of social structures and social relations in which there are basic feelings commonly shared by human beings, such as love, , or revenge. This study aims to (1) describe the mythical myths Minahasa and (2) express the cultural meanings of the Minahasa people contained in Minahasa myths. The benefits of this study are in the form of disclosing the concepts of cultural meaning possessed by the Minahasa tribe so that they can broaden the horizons of thought about Minahasa society and culture. The method used in this study is the expository description method. Lévi-Strauss states that myths are formed by units of basic elements, in which the basic element units have a dual structural structure, namely historical and ahistorical at the same time whose elements are combined or connected to one another to produce meaning.

The article outlines the positions expressed by the participants of the VI Eurasian Anti-Corruption Forum “Social Control as a Key Factor of Anti-Corruption”, held on April 26—27, 2017. The work of the Forum is aimed at understanding the actual theoretical and practical problems of ensuring social control in the sphere of anti-corruption, searching for new ideas, forms and effective ways of institutionalizing anti-corruption control by society in Russia and abroad. The discussed questions: the regulation of social control in various legal orders; criminological characteristics of corruption crime; main trends in the development of international anti-corruption cooperation; corruption offenses of organizations and the attitude of society towards such offenses; the role of the institution of commissioners in protection of the rights of entrepreneurs in anti-corruption; issues related to improving the effectiveness of social control, including anti-corruption education. The participants of the Forum came to the conclusion that the fight against corruption is a task not only for state authorities and local self-government, but also for civil society, organizations and citizens. At the same time, the improvement of the state anticorruption policy assumes conducting interdisciplinary scientific research of the state, trends and dynamics of corruption, as well as anti-corruption legislation and practices. Based on the results of the work, recommendations were approved.

Abstract The COVID-19 has spread widely around the world, and the air quality during that period has changed significantly. On the contrary, air quality also can affect the development of the pandemic. Therefore, it is pretty necessary to study air quality changes during the pandemic. This paper achieves this goal by applying the Over-standard multiples method and Grey relational analysis to study the individual and overall change trends of pollutants in Wuhan during the same period in the past seven years. The result shows that the concentrations of SO2 and O3 increased affected by the pandemic but still meet the standard. However, the pandemic promoted a decrease in PM2.5, PM10, and NO2 concentrations, but it had just reached the standard or even exceeded the standard. This article discussed the feasibility of using Grey relational analysis to analyze pollutants exceeding the standard from an overall perspective and provided new ideas for future research.

Настоящая статья посвящена информационной безопасности. Точнее, одной из составляющей понятия информационная безопасность, а если говорить более стандартизованно, то одному из ее аспектов, то есть выражаясь корректно, профессиональным языком (используя профессиональную стандартизованную терминологию) - «Гуманитарным аспектам информационной безопасности» (ГАИБ). Если говорить о ГАИБ, то рассмотрении этого термина необходимо начинать с макро уровня сферы информационной безопасности, то есть на уровне обеспечения информационной безопасности в масштабах государства. Если рассматривать информационную безопасность как состояние защищенности личности, общества и государства от внутренних и внешних информационных угроз, то в качестве целей и задач ГАИБ должны рассматриваться прежде всего защищенность как отдельной личности ( humanitas - гуманитарный ), так и всего социума, который и являет собой в итоге и общество и государство в целом, причем рассматривать ее с разных точек зрения ( аспектов ). Отсюда и происходит обозначенный выше термин - гуманитарные аспекты информационной безопасности (ГАИБ). Таковы исходные императивы при рассмотрении вопросов и проблем, затрагиваемых в рамках настоящей статьи. This article is devoted to information security., the term should be considered from the macro level of the information security sphere, that is, at the level of information security at the state level. If we consider information security as a state of protection of the individual, society and the state from internal and external information threats, then the objectives and objectives of the HAIS should be considered first of all the protection as an individual (humanitas - humanitarian) and the whole society, which is in the end both society and the state as a whole, and consider it from different points of view(aspects). Hence the term mentioned above - the humanitarian aspects of information security (HAIS). These are the initial imperatives in dealing with the issues and issues raised in this article.
