he article outlines critical analysis of methods used in assessment of digitalization in companies and projects. Based on the results the authors infer the necessity of development of methods that might be used in analysis of engineering centers digitalization. The article presents new method that allows to estimate the level of intensity and effectiveness of different practices in digitalization. The method was tested in analysis of digitalization of engineering projects in oil industry. Digitalization is one of the main processes of changing modern business. Most companies actively declare the introduction of new digitalization tools in management. At the same time, these processes do not always lead to an increase in management efficiency. To make optimal decisions on the use of business digitalization tools, the development of appropriate analytical tools is required. The presented methodology includes: a set of metrics for the efficiency and activity of digitalization of an engineering project: grouping of metrics into three blocks; a method for evaluating the analyzed metrics, an algorithm for analyzing the digitalization of projects and making managerial decisions for their optimization. The technique presented in the article allows us to identify problem areas of digitalization in the business processes of the engineering center, as well as to determine in which directions the maximum efficiency was achieved. This methodology is aimed at making managerial decisions regarding the use of various tools for digitalizing business processes in the implementation of engineering projects.

With the help of Instant messengers and Email Services, millions of people can transfer information with ease, and this trend has affected organizations as well. There are billions of organizational emails sent or received daily, and their main goal is to facilitate the daily operation of organizations. Behind this vast corpus of human-generated content, there is much implicit information that can be mined and used to improve or optimize the organizations’ operations. Business processes are one of those implicit knowledge areas that can be discovered from Email logs of an Organization, as most of the communications are followed inside Emails. The purpose of this research is to propose an approach to discover the process models in the Email log. In this approach, we combine two tools, supervised machine learning and process mining. With the help of supervised machine learning, fastText classifier, we classify the body text of emails to the activity-related. Then the generated log will be mined with process mining techniques to find process models. We illustrate the approach with a case study company from the oil and gas sector.</p>

The article is devoted to the introduction of risk management system in the activities of JSC Achimgaz, operating in the oil and gas sector and implementing the Project for the extraction of natural gas and condensate (hereinafter the Project). The analysis of implementation, its effectiveness within a system is discussed. According to the analysis the conclusion about the necessity of creating a unified system that integrates risk management into decision-making processes, key business processes and the culture of the organization, according to GOST ISO 31000-2010.

Modern business processes are characterized by a large number of random factors that can affect the characteristics of internal and external processes. The created models use the method of calculating output parameters as an operation with random characteristics of factors that affect the final results. The processes and factors of the project are divided into permanent and random. Random processes are characterized by individual distributions and characteristics. The mathematical model of a business project is formed by a program that performs operations with the characteristics of random factors and risk factors that form the business project. The generated model allows you to calculate financial flows and balances at all stages of the project implementation, and determines various indicators of its effectiveness. To optimize these indicators, it is planned to introduce anti-risk measures. The model allows you to optimize the number of such activities, taking into account their cost and the degree of impact on the project performance indicators. Using the proposed method of analyzing business projects allows you to take into account possible random factors and risk factors and make the most optimal management decisions.

With the current economic pressures being faced by the oil and gas sector, organizations are increasingly required to become more competitive on their capital projects. Enbridge has implemented the practice of Value Management (VM) to help achieve the needs and expectations of stakeholders with the least possible resources. VM is a systematic approach that is used by a multidisciplinary team to improve the value of a project (or aspects of a project) through the analysis of its functions, and is most effective when applied at the planning and development stages. A value study enables the expected performance (i.e. the desired functions) of a project to be clearly identified at the onset, and assesses a range of possible solutions/alternatives against the functions required by the owner. While VM is commonly used in the manufacturing industry, as well as on transportation and municipal projects, few examples of its application in the oil and gas sector were found. Enbridge researched a variety of VM best practices and created a framework that compliments existing company practices. This paper also highlights how the value methodology was recently applied to a capacity expansion project at the Front End Engineering and Design (FEED) stage. Our approach to the various elements of a value study will be discussed, including pre-workshop activities, the VM workshop, and post-workshop activities. Enbridge has seen significant benefits from the VM studies completed on projects to-date. Given the broad applicability of the value methodology, it is believed that our approach can also be successfully applied in other areas (e.g. improving business processes).

Subject. Under rapid changes in the external economic environment, new forms and methods of State regulation of oil and gas industries, especially, improving the taxation and tax regulation instruments become relevant. Objectives. The study aims to provide an original interpretation of methods of improving the tax administration of major taxpayers in the oil and gas sector applied at the present stage. Methods. I employ normative and holistic approaches to examine taxation efficiency in the oil and gas sector, general scientific and special methods of scientific cognition, i.e. retrospective, system analysis, observation, classification, instrumental methods of grouping, sampling, comparison and synthesis, as well as evolutionary and dynamic analysis. Results. I consider basic problems and solutions in the sphere of tax administration of major taxpayers of Russian oil and gas industries. The paper offers a package of measures and recommendations aimed at improving the efficiency of tax regulation, underpins the applied approach to tax administration of organizations operating in the oil and gas sector. Conclusions and Relevance. Our country needs a comprehensive program for tax administration of the entire technological cycle: from upstream operations to full-scale import substitution of consumer goods.

Among other obligations imposed under the forestry permit, watershed rehabilitation planting is perceived by the upstream oil and gas sector as the most complex challenge to conquer. Despite its poor track in fulfilling timeline and required result, there are also other challenges to consider, for instance lack of critical location, weather, fire, land tenure, community habit and capability, and cost optimization. In attempt to respond these challenges, an innovation in management system is constructed at PT Pertamina Hulu Mahakam, embracing and tailoring all related challenges, difficulties, and complexities, escalating the activity to be beyond compliance. So that it will be able to deliver more than merely avoid the identified potential risks towards company. The management system, called PIRAMIDA TINGGI (Pemberdayaan Masyarakat untuk Melestarikan Hutan di Dunia demi Ketahanan Energi Nasional), actively involves government, community, and business sector as equilateral triangle that work together to perform watershed rehabilitation planting. Developed using ISO 9001:2015 process approach namely PDCA (Plan-Do-Check-Act), the PIRAMIDA TINGGI system is in line as well with NAWACITA (President Joko Widodo’s vision, mission and program). To encounter other issue found during field work, this system is equipped as well with another innovation tool named PARIDA, a geospatial mobile-desk top-web application that easily able to map and identify vegetation in real time for further geo-analyzing multi-purposes, to be operated by local community. Full set implementation of this system has benefitted all parties. To Company in form of significant cost efficiency around 13.9 MUSD and 7 days’ faster result delivery besides obligation fulfillment, for others in form of broader advantage of proven sustainability project that has gave contribution to 5P (People, Planet, Prosperity, Partnership and Peace), objectives required by UN Sustainable Development Goals 2030.
