International broadcasting remains a key activity in public diplomacy. In this Introduction I discuss how international broadcasting has long been associated with the projection of foreign policy interests, from an instrument of empire building in the 1920s and 1930s, through the Cold War and beyond. In particular, the Introduction evaluates how modern Information Communications Technologies, especially the internet and social media, have transformed the way international broadcasting contributes to public diplomacy.

Under the authoritarian regime, earlier iterations of Vietnam’s public diplomacy (PD), especially during wartime, reassembled propaganda and psychological warfare. But thanks to Doi Moi (i.e. “renovation”) in 1986, new understandings of PD were made possible with a revamped foreign policy of multi-lateralisation and diversification. This article argues that information and communications technologies (ICTs), especially the internet and social media, have further transformed the practice of Vietnamese PD. Focusing on the period from 1997 when the internet was introduced in Vietnam, this article first provides a general analysis of the influence of ICTs on Vietnam’s politics. It then delves into how ICTs have transformed Vietnam’s PD. The key takeaway is that the internet and social media have significantly empowered public opinion in foreign policy, giving rise to cross-border cyber communities that can play the roles of both recipient and practitioner of PD.

The term “digital public diplomacy” that appeared in the 21st century owes much to the emergence and development of the concept of Web 2.0 (interactive communication on the Internet). The principle of network interaction, in which the system becomes better with an increase in the number of users and the creation of user-generated content, made it possible to create social media platforms where news and entertainment content is created and moderated by the user. Such platforms have become an expression of the opinions of various groups of people in many countries of the world, including China. The Chinese segment of the Internet is “closed”, and many popular Western services are blocked in it. Studying the structure of Chinese social media platforms and microblogging, as well as analyzing targeted content is necessary to understand China’s public opinion, choose the right message channels and receive feedback for promoting the country’s public diplomacy. This paper reveals the main Chinese social media platforms and microblogging and provides the assessment of their popularity, as well as possibility of analyzing China’s public opinion based on “listening” to social media platforms and microblogging.

The rise of new powers throughout the 2000s and the 2010s augurs the end of the unipolar system that has persisted since the end of the Cold War. In no region is this transition more compelling than in East Asia. Economic revitalization of this region and a steady redistribution of power related to it is a dynamic process characterized by intense changes in foreign policy strategies, practices, and orientations of China, Korea, and Japan. The proposed special issue seeks to critically assess the emerging developments of Chinas, Japans, and Koreas core international perceptions and policies. More specifically, the special issue addresses two complex and interrelated questions. Firstly, how do China, Korea, and Japan adapt to the changing international landscape? Secondly, how do China, Korea, and Japan respond to the challenges inherent to the pursuit of the enhanced international status? The contributions to this special issue aim at scrutinizing Chinas cybersovereignty and industrial policy; exploring the strengths and limitations of Koreas public diplomacy; and examining Japans contributions to regionalism. The special issue also discusses Russias relations with East Asia and its role in regional politics.

In searching for various opportunities to act in pursuing its foreign policy and endeavors to achieve a dominant role in the global processes USA has developed a broad range of instruments including a financial assistance as a way to be given support for its positions, intelligence activities, its public diplomacy, unilateral implementation of sanctions and even military interventions. The paper devotes special attention to one of these instruments - sanctions, which USA implemented in the last decade of the 20th century more than ever before. The author explores the forms and mechanisms for implementation of sanctions, the impact and effects they produce on the countries they are directed against, but also on the third parties or the countries that have been involved in the process by concurrence of events and finally on USA as the very initiator of imposing them.

The media – whether mainstream press, broadcasting and online services or social media – is still a major source of news about conflicts for the majority of people. They rely on the media to tell them what is going on in the world, select what is important or relevant and exclude the items that are deemed unimportant or unintelligible. The media uses forms of representation and framing to simplify and provide recognized depictions of distant countries, peoples and wars. These are part of the basic operating procedures of media organizations. But do they conceal or exclude more than they explain and do they give an accurate picture of the causes and combatants? Based on 40 years of monitoring, reporting and putting together news programmes on conflicts across the globe, the author seeks to analyse how framing works and the distortions in understanding that it leads to. The author gives his perspective on the five decades of conflict in Angola and the way framing has changed but done little to inform or educate.

GCHQ is the UK’s Signals Intelligence agency. The end of the Cold War, the growth of international terrorism and the arrival and subsequent explosive growth of the Internet radically changed the environment in which it had to operate. Recognition of these pressures led GCHQ to begin a wide-ranging change programme in the late 1990s. It included not only technology but also deep change in business processes, leadership and culture. A critically important feature of these changes has been the adoption, and when necessary adaptation, of a wide range of management techniques taken from the private sector. The article examines the range of techniques in question, looking at the extent to which each had to be adapted. It concludes by considering the issues that arise in the general adoption of such techniques in the public sector, concluding that that are no insurmountable obstacles.

The Impact of New Technologies on International Communication: The Case of Public DiplomacyBeata OciepkaThe events in North Africa in the spring of 2011 again attracted the attention of the world public opinion to social media because of their use by opposition for initiatinga social change. The paper raises the question whether social media might play any role in international communication. To answer the question, the case of public diplomacy as a form of political international communication of Central and Eastern European newcomers to the European Union is analyzed. Social media are seen as tools supporting the old networks built thanks to classical tools of diplomacy and contributing to the development of new digital networks. However, the analysis of using of social media by ministries and ministers of foreign affairs as hubs or knots of networks in public diplomacy does not convince as to their any contribution to the development of the relational model of public diplomacy in the region. More optimism might be derived from the online presence of the Belsat television, a channel broadcasting in Belarusian from Poland to Belarus in order to achieve social changes though international broadcasting and social media.Key words: social media, public diplomacy, international communication, new media
