Many suggestions have been made on what motivates countries to expand their measures for disaster risk reduction (DRR), including the frequency and severity of natural hazards, accountability mechanisms, and governance capacity. Despite the fact that theoretical arguments have been developed and evidence collected from small-scale case studies, few studies have attempted to explain the substantial variation in the adoption of DRR measures across countries. This study combines available data on DRR measures, natural hazard events, governance, and socioeconomic characteristics to provide a systematic assessment of the changes that have occurred in the state of DRR at the national level. In line with theoretical explanations, there are indeed associations between several measures of frequency and severity and the development of DRR status. Additionally, voice and accountability mechanisms, as well as development aid, might facilitate positive change. Although these first results of a global comparative study on change in DRR have to be taken cautiously, it is a step forward to understanding the drivers of change at the national level.

AbstractWhile the design of voting advice applications (VAAs) is witnessing an increasing amount of attention, one aspect has until now been overlooked: its visualisations. This is remarkable, as it are those visualisations that communicate to the user the advice of the VAA. Therefore, this article aims to provide a first look at which visualisations VAAs adopt, why they adopt them, and how users comprehend them. For this, I will look at how design choices, specifically those on matching, influence the type of visualisation VAAs not only do but also have to, use. Second, I will report the results of a small-scale experiment that looked if all users comprehend similar visualisations in the same way. Here, I find that this is often not the case and that the interpretations of the users often differ. These first results suggest that VAA visualisations are wrongly underappreciated and demand closer attention of VAA designers.

In this paper the behavior and the relationship between hydrostatic collapse pressure and diametrically opposed radial compressive force for pipelines were analyzed. This study presents an introduction of a research work aimed to assess the pipeline collapse pressure based on the radial collapse force. Initially the hydrostatic collapse pressure is analyzed, for pipes with different diameter to wall thickness ratio (D/t) and ovalities, using classical assessment (DNV method) and numerical models (FE). Then, the compressive radial force is also analyzed using numerical models validated by a small-scale ring specimen test. After that, the relationship between hydrostatic collapse pressure and compressive radial force is discussed. These first results show that the radial force is a quadratic function of the collapse pressure.

Objective: The purpose of this study was i) to identify the characteristics of carcass traits in Chikso by gender, region, age at slaughter, and coat color using the carcass data collected from the nationwide pedigree information and coat color investigation, and ii) to estimate genetic parameters for breed improvement.Methods: A linear model was used to analyze the environmental effects on the carcass traits and to estimate genetic parameters. Analysis of variance was performed using TYPE III sum of squares for the unbalanced data provided by the general linear model procedure. Variance components for genetic parameters was estimated using REMLF90 of the BLUPF90 family programs.Results: Phenotypic performance of carcass weight (CW), eye muscle area (EMA), and backfat thickness (BF) in Chikso were lower than those of Hanwoo. This is a natural outcome because Hanwoo have undergone significant efforts for improvement at the national level, a phenomenon not observed in Chikso. Another factor influencing the above outcome was the smaller population size of Chikso compared to that of Hanwoo’s. The heritabilities of CW, EMA, BF, and marbling score in Chikso were estimated as 0.50, 0.37, 0.35, and 0.53, respectively, which were was higher than those of Hanwoo.Conclusion: Based on the genetic parameters that were estimated in this study, it is expected that the carcass traits will improve when the livestock research institutes at each province conduct small-scale performance tests and the semen is provided to farmers after selecting proven bulls using the state-of-art selection technique such as genomic selection.

Abstract. The conventional climate gridded datasets based on observations only are widely used in atmospheric sciences; our focus in this paper is on climate and hydrology. On the Norwegian mainland, seNorge2 provides high-resolution fields of daily total precipitation for applications requiring long-term datasets at regional or national level, where the challenge is to simulate small-scale processes often taking place in complex terrain. The dataset constitutes a valuable meteorological input for snow and hydrological simulations; it is updated daily and presented on a high-resolution grid (1 km of grid spacing). The climate archive goes back to 1957. The spatial interpolation scheme builds upon classical methods, such as optimal interpolation and successive-correction schemes. An original approach based on (spatial) scale-separation concepts has been implemented which uses geographical coordinates and elevation as complementary information in the interpolation. seNorge2 daily precipitation fields represent local precipitation features at spatial scales of a few kilometers, depending on the station network density. In the surroundings of a station or in dense station areas, the predictions are quite accurate even for intense precipitation. For most of the grid points, the performances are comparable to or better than a state-of-the-art pan-European dataset (E-OBS), because of the higher effective resolution of seNorge2. However, in very data-sparse areas, such as in the mountainous region of southern Norway, seNorge2 underestimates precipitation because it does not make use of enough geographical information to compensate for the lack of observations. The evaluation of seNorge2 as the meteorological forcing for the seNorge snow model and the DDD (Distance Distribution Dynamics) rainfall–runoff model shows that both models have been able to make profitable use of seNorge2, partly because of the automatic calibration procedure they incorporate for precipitation. Abstract. Spatial downscaling of rainfall fields is a challenging mathematical problem for which many different types of methods have been proposed. One popular solution consists in redistributing rainfall amounts over smaller and smaller scales by means of a discrete multiplicative random cascade (DMRC). This works well for slowly varying, homogeneous rainfall fields but often fails in the presence of intermittency (i.e., large amounts of zero rainfall values). The most common workaround in this case is to use two separate cascade models, one for the occurrence and another for the intensity. In this paper, a new and simpler approach based on the notion of equal-volume areas (EVAs) is proposed. Unlike classical cascades where rainfall amounts are redistributed over grid cells of equal size, the EVA cascade splits grid cells into areas of different sizes, each of them containing exactly half of the original amount of water. The relative areas of the sub-grid cells are determined by drawing random values from a logit-normal cascade generator model with scale and intensity dependent standard deviation. The process ends when the amount of water in each sub-grid cell is smaller than a fixed bucket capacity, at which point the output of the cascade can be re-sampled over a regular Cartesian mesh. The present paper describes the implementation of the EVA cascade model and gives some first results for 100 selected events in the Netherlands. Performance is assessed by comparing the outputs of the EVA model to bilinear interpolation and to a classical DMRC model based on fixed grid cell sizes. Results show that on average, the EVA cascade outperforms the classical method, producing fields with more realistic distributions, small-scale extremes and spatial structures. Improvements are mostly credited to the higher robustness of the EVA model to the presence of intermittency and to the lower variance of its generator. However, improvements are not systematic and both approaches have their advantages and weaknesses. For example, while the classical cascade tends to overestimate small-scale extremes and variability, the EVA model tends to produce fields that are slightly too smooth and blocky compared with observations.

The Upper Cretaceous complex in the central part of the Carpathian Foreland (southern Poland) is relatively poorly recognized and described. Its formations can be classified as unconventional reservoir due to poor reservoir properties as well as a low recovery factor. The main aim of the article is to expand knowledge with conclusions resulting from the analysis of the latest seismic data with the application of seismic sequence stratigraphy. Moreover, the seismic attributes analysis was utilized. The depositional architecture recognition based on both chronostratigraphic horizons and Wheeler diagram interpretations was of paramount importance. A further result was the possibility of using the chronostratigraphic image for tectonostratigraphic interpretation. Two distinguished tectonostratigraphic units corresponding to megasequences were recognized. A tectonic setting of the analyzed interval is associated with global processes noticed by other authors in other parts of the central European Late Cretaceous basin, but also locally accompanied by evidence of small-scale tectonics. This study fills the gap on the issue of paleogeography in the Late Cretaceous sedimentary basin of the Carpathian Foreland. It presents the first results of detailed reconstruction of the basin paleogeography and an attempt to determine the impact of both eustatic and tectonic factors on sedimentation processes.

Abstract We often mistakenly assume that institutional design will remain effective indefinitely. Complex long-term environmental challenges illuminate the disparity between institutions and state boundaries. While globalization has challenged monocentrism, we must look beyond traditional measures and design resilient governance systems, such as polycentric governance, that combine trust and local expertise in small-scale governance with the governance capacity of large-scale systems. These harness globalization’s benefits and provide solutions for the effects of ecosystem changes. This work examines the lessons – benefits, challenges, limitations, and unanswered questions – that may be learned from polycentric governance in the case of Persistent Organic Pollutants (POPs) in the Arctic, where a polycentric political system has developed as a result of a mismatch in environmental, jurisdictional, and temporal scales. Section One examines characteristics of polycentricity, focusing on actors, multilevel governance, degree of formality, and the nature of interactions. Section Two concentrates on the tools utilized. Section Three applies the outlined framework. Finally, Section Four examines three lessons that global environmental governance may learn from the case study: (1) Peak organizations are effective tools for managing polycentricity, allowing for the inclusion of non-state actors, such as indigenous peoples organizations (2) and epistemic communities (3), in bridging the human-environment nexus.

Based on the statistical analysis and on-site interviews, this paper combines to assess the effects of industrial location, industry mix, industry ownership, and environmental policies on urban pollution levels in Beijing, China. A regression model relates these variables to an index of overall environmental quality for Beijing city. Shift-share analysis is used to determine the direction of recent sectoral shifts, and interviews and anecdotal evidence provide a broader context for our conclusions. We found that industry type, ownership and size significantly affect urban pollution levels. We conclude that although local enforcement of environmental regulations in Beijing has been effective, at the national level it is still inadequate. Finally, we recommend that policies calling for a reduction in the role state-owned and certain small-scale industries be incorporated into the larger economic goals of the central government.

Presented laboratory testing program of tubular steel piles is a part of a bigger research program which contained static load tests in full scale and numerical simulations of conducted research. The main goal of the research is to compare static load tests with different working conditions of a shaft. The presented small scale model tests are the last part of the research. The paper contains the testing methodology description and first results of model pile axial loading. The static load tests in a small laboratory scale were conducted in a container filled with uniformly compacted medium sand (MSa). The first results of the investigation are presented in this paper, with the comparison of two pile capacities obtained for different roughness of the pile shaft (skin friction). The results are presented as load-displacement curves obtained by means of the Brinch-Hansen 80% method.

Abstract Objectives Global attention to reducing childhood stunting has increased the demand for guidance on translating policies into impact. Evidence from national-level success cases is emerging but little is known about how subnational entities can accelerate change. In India, despite a common national framework of programs/policies targeting many determinants of child growth, stunting reduction has varied across states. We aimed to understand drivers of change in stunting at state-level and to identify programmatic, social and political factors that contributed to these changes. Methods We studied three states that had achieved substantial stunting declines between 2005 and 2016 [Chhattisgarh (CG) 14 percentage points (pp); Gujarat (GJ) 13pp; Odisha (OD) 11 pp]. We used regression-decomposition analysis to assess contributions of various determinants of height-for-age Z-score (HAZ) using two rounds of national data. We reviewed nutrition-relevant policies and programs linked to these drivers of change and interviewed stakeholders in government, development partners (DPs), academia and civil society (n = 61) to understand how change occurred. Results Main contributors to gains in HAZ were coverage of health and nutrition interventions (21% CG; 11% GJ; 25% OD), household assets (10% CG; 13% GJ; 18% OD), and sanitation (7% CG; 6% GJ; 5% OD). Maternal education, age at marriage, community-level hygiene, and electrification also contributed. Political leadership and an outcome-focused vision were crucial for action. Although vision varied, capable administrators were able to secure adequate finances, strengthen implementation systems, and invest in state-specific innovations, creating an enabling environment for change. Varied actors, including civil society and DPs, played a catalytic role in spurring action through advocacy, technical and financial inputs, and vigilance. Conclusions Similar drivers were responsible for stunting reduction in 3 states. Ingredients for success highlight the importance of political leadership, targeting multiple determinants and improving implementation systems. Supportive civil society, political and bureaucratic leadership motivated by the well-being of communities remain crucial.
