Traveling the Uncharted Path of Leadership in Federal Anthropology

For those of us who have fantasized over the years that the world would be a better place if anthropologists had a voice in government, there is good news and bad news. The good news is that applied anthropologists working in government settings have succeeded in raising awareness of, and respect for, anthropological ideas beyond the classroom. The bad news is that anthropologists face a long road ahead before the field is ready to exercise this newfound agency in leading the direction of research and policy on social problems. Our recent work on health disparities found that the obstacles we encountered were rooted in the habits of practicing anthropology rather than in any oppressive force of bureaucracy or hierarchy of professional knowledge underlying the structure of the government work context. Anthropology is most comfortable on the margins of both community and debate. Our methods and ethics prioritize the values and desires of the communities with which we work above our own bias; our theories and analyses produce holistic perspectives and cultural criticism rather than definitive stances. Although the position of informed outsider has its advantages in the contexts of anthropological research, it has proven to interfere with our work in the community of the federal government.

The Federal Government has proposed to change the tests to enable companies to recoup losses for tax purposes. There is some good news and some bad news. This paper will discuss the changes and comment on how the changes may impact oil and gas companies.The good news is that the continuity of ownership rules will be changed for widely-held companies from 1 July 2002, to simplify compliance. In essence, stakeholders of less than 10% will be attributable to a single notional entity, making it easier to test whether there has been a sufficient continuity of ownership to pass this test.The bad news is that the government also proposes to remove the same business test for companies whose total income is more than A$100 million. This is proposed to apply to losses incurred in income years commencing on or after 1 July 2005.With oil at US$60 per barrel it is likely there will be a number of oil producers whose income will exceed the A$100 million test, particularly where there has been an accelerated development of the fields. It is also possible given the high costs of exploration and move into production that companies may have undeducted losses for income tax purposes. The problem is that for junior/ medium level producers particularly, equity transactions are not uncommon and the opportunities for breaching the continuity of ownership test are increased. Without access to the same business test these losses may be at risk of being lost permanently.It may be possible to structure an instrument that enables the oil producer to issue paper resembling equity in certain ways, without causing a breach of the continuity of ownership. The paper discusses this and other issues in relation to the proposal.

<p align="center"><strong>ABSTRACT</strong></p><p><em>Ikan Sati is a grouping of a prose of the people (legend) contained in the Sungai Janiah. The existence of the legend story Ikan Sati has an important role in society, formerly the story is considered as something unseen and sacred, but now the community and the government work together to utilize the story of legend Ikan Sati is to serve as a tourist destination. The community is consciously aware of the transformation of the legend story of the Ikan Sati, including changes in values, functions, and changes in the shape / structure of the existence of the legend. Background of the transformation of the legend of the Ikan Sati, inspired workers created a work of the composition of descriptive music by collaborating the instrument of convention (orchestra) with traditional instruments. In the use of motive processing techniques using conventional techniques (such as: repetition, sequence, imitation, augmentation, and diminuisi), and wearing a modern harmony. Creation methods undertaken in the realization of this work of art are carried out with several work groupings: Concept Development Method (Observation, Interview, Data Collection, and Concept Formulation); and Conceptualizing Methods (Exploration, Experimentation, and Applications). In the depiction of the transformation of the legend, the work of this musical composition is made in three parts, each titled: Ikek Janji, Salisiah (value transformation, and function), and Inok-an (transformation of form and structure). Furthermore, the work of this composition is presented in the hope of raising awareness of the existence of an oral culture contained in the community, in this case the story of the legend of Ikan Sati Sungai Janiah itself, and as a preservation (revitalization) of local artistic traditions.</em></p><p><strong><em>Keywords</em></strong><strong><em> </em></strong><strong><em>: </em></strong><em>Ikan sati, Transformation, Legend, Programe Music Composition</em></p><p align="center"><strong>ABSTRAK</strong></p><p><em>Ikan Sati merupakan sebuah pengelompokan sebuah prosa rakyat (legenda) yang terdapat di Sungai Janiah. Cerita legenda ini dianggap masyarakat benar-benar terjadi pada dahulunya dan diturunkan secara turun-temurun di dalam masyarakat Sungai Janiah. Masyarakat secara sadar menyadari perubahan (transformasi) terhadap cerita legenda Ikan Sati tersebut, perubahan tersebut meliputi perubahan nilai, fungsi, dan perubahan bentuk/struktur terhadap keberadaan cerita legenda. Berlatar belakang dari perubahan (transformasi) terhadap cerita legenda Ikan Sati, pengkarya terinspirasi menciptakan sebuah karya komposisi musik programa/suasana (descriptive) dengan mengkolaborasikan instrumen konvensi (orkestra) dengan instrumen tradisi. Dalam penggunaan teknik pengolahan motif memakai teknik konvensional (seperti: repetisi, sekuen, imitasi, augmentasi, dan diminuisi), serta memakai garapan harmoni modern. Metode penciptaan yang dilakukan dalam perwujudan karya seni ini dilakukan dengan beberapa pengelompokan kerja: Metode Pengembangan Konsep (Observasi, Wawancara, Pengumpulan Data, dan Perumusan Konsep); dan Metode Mewujudkan Konsep (Eksplorasi, Eksperimentasi, dan Aplikasi). Dalam penggambaran transformasi terhadap cerita legenda, karya komposisi musik ini dibuat dalam bentuk tiga bagian, yang masing-masing diberi judul: Ikek Janji, Salisiah (transformasi nilai, dan fungsi), dan Inok-an (transformasi bentuk, dan struktur). Selanjutnya karya komposisi ini disajikan dengan harapan menimbulkan kesadaran terhadap keberadaan sebuah kebudayaan lisan yang terdapat di masyarakat, dalam hal ini cerita legenda Ikan Sati di Sungai Janiah itu sendiri, dan sebagai pelestarian (revitalisasi) terhadap kesenian tradisi lokal.</em></p><strong><em>Kata kunci : </em></strong><em>Ikan sati, Transformasi, Legenda, Komposisi Musik Programa</em>

In Canada, education is generally referred to as being the exclusive constitutional responsibility of the provinces and territories. However, the federal government has a constitutional responsibility. This responsibility comes from the Constitution Act 1982 and Treaties 1 - 11 between the Crown (i.e., The Government of Canada) and First Nations throughout Canada. It is very difficult to find any mention of the federal government’s constitutional education responsibilities in the literature or documents. This has allowed the federal government to downplay their educational responsibilities throughout Canada and the world. This paper examines the federal government’s constitutional responsibilities in First Nations education and makes recommendations.

ISIS paid a steep, albeit foreseeable, price for inverting these rules for rebels. Its playbook of broadcasting the indiscriminate attacks instilled terror around the world, but quickly united the world against the group. In countless media interviews, think tank pundits repeated the conventional wisdom that ISIS was following a brilliant script—unaware that it was the opposite to the one that triumphant militant groups have successfully followed. Militant leaders have a choice. They can maximize terror as political losers or forgo the terror and possibly win. The good news is that moderation pays. The bad news is that extremism will nonetheless continue. This chapter explains why terrorism will persist despite its ineffectiveness and suggests ways to reverse this deadly trend.


Significance A national vaccination programme revealed on December 8 aims to cover 75% of over-16s within 18 months. Pfizer, whose vaccine is being administered, will supply 34.4 million doses in total. The government has also reached agreements with other suppliers: the World Health Organisation’s Covax vaccine alliance (51.5 million doses), AstraZeneca (77.4 million) and CanSino Biologics (35 million). Impacts Demand for hospital beds in Mexico City looks set to exceed supply in the coming weeks, despite renewed restrictions on activities. With no suggestion of increased government support to mitigate the pandemic’s economic impacts, joblessness and poverty will increase. Claims that the federal government is controlling vaccination for political reasons will increase ahead of this year’s mid-term elections. The arrival or emergence of new virus strains could greatly exacerbate contagion rates, seeing infections far outstrip vaccinations.

Most people identify innovation by a financial outcome or event: either raising capital or generating it. This paper posits that while innovation is actually not defined by capital (consumption or generation), in order for an innovation to dominate market and mind share, capital is required. While the U.S. federal government has supported innovation across nearly every industry by underwriting many modern advances across the world, it cannot take its own innovations to market and requires the collaboration of the private sector for this. Achieving this collaboration is often challenging, as federal innovation is usually too early and immature to attract private investment, thus requiring further risk mitigation before the private sector can engage. Today, however, there are pressing reasons for the government and industry to collaborate, including economic and innovation drivers and challenges from foreign actors. This paper makes recommendations that federal innovation can employ to better position itself, including updating its lexicon and adopting novel engagement strategies and mindsets to attract venture capital and industry over the long term.

It is shown that the procedure for the formation of a government task for the provision of public services (performance of work) in relation to federal government agencies requires the calculation of standard costs for these services (work). The federal list (classifier) of public services (works) of the Ministry of Agriculture of Russia includes the government work titled “Organization and testing of agricultural machinery and equipment to determine their performances”, the results of which are taken into account when providing state support. The data obtained from the results of tests carried out by machine testing stations (MTS) under the jurisdiction of the Ministry of Agriculture of Russia are used. Based on the analysis, the median method for calculating the standard costs has been selected, and the standard method has been selected for individual components. A draft methodology for calculating the standard costs of the government work titled “Organization and testing of agricultural machinery and equipment to determine their performances” taking into account the specifics of its implementation has been developed.

China’s splendid achievements and fast development attract the attention of the whole world. The rising of the great power shock the rest countries. At the same time, Chinese people have gradually realized the importance of exchanging information with other countries. Under this motivation, the translation of Chinese materials into English becomes necessary and essential. It is an effective way to present China comprehensively. Among all these materials, Government Work Report is one of the most remarkable ones. The translation of it plays a key role to present the image of China to the world. But, compared with State of the Union address, the translation of Government Work Report contains some problems from the perspective of foreignization and domestication Theory. This essay will discuss the differences between these two texts at the lexical, syntactic, and discourse level from the angle of foreignization and domestication theory, and give some suggestions to the translation of Government Work Report.

This study attempts to identify the existence of asymmetric volatility in the Islamic capital market in Indonesia during the Covid-19 pandemic. The paper employs the symmetric analysis of the GARCH (1,1) model and the asymmetric analysis of the TGARCH (1,1) model in order to identify Islamic capital market behaviour duringthe first 200 days after the first Covid-19 cases were confirmed. We used the daily closing prices of the Indonesia Sharia Stock Index (ISSI). The symmetric analysis of the GARCH (1,1) model revealed that the current value of return on the ISSI does not have a significant impact on its future value. On the other hand, the TGARCH (1,1) model showed that the asymmetric parameter coefficient was positive and statistically significant. Good news and bad news does not have the same level of impact on the volatility of returns on the ISSI. Furthermore, coefficients αi and γi in the variance equation indicate that good news has a higher volatility impact than bad news. The results indicate that investors should not to worry about the bad news effect of theCovid-19 pandemic, while the government should continue the mitigation of the spread of the coronavirus along with its economic recovery policy.
