Anthropology has long been involved with public policy, both in its formulation and its implementation, though often we have ignored our direct and indirect involvement. The historiography of anthropology and power has focused mainly on three core nations, Great Britain, France, and the United States (see Asad 1973, Hymes 1972, and Vincent 1990). Other parts of the world appear in these accounts as colonial possessions, or not at all. Attention is now turning to the many, diverse national traditions in anthropology, including both scholarly and applied anthropology (Baba and Hill 1997, Hill and Baba 2006, Ribeiro and Escobar 2006). This special set of papers in Practicing Anthropology is a modest contribution in this direction, examining the interactions of anthropology and public policy in three national settings: Peru, the Philippines, and Mexico.

Among the many issues raised by James Lebovic's perceptive review are two that strike me as crucial: the relationships between intelligence and social science and those between intelligence and policymaking. The first itself has two parts, one being how scholars can study intelligence. Both access and methods are difficult. For years, diplomatic historians referred to intelligence as the “hidden dimension” of their subject. Now it is much more open, and Great Britain, generally more secretive than the United States, has just issued the authorized history of MI5 (see Christopher Andrew, Defend the Realm: The Authorized History of MI5, 2009). Since the end of the Cold War, the CIA has released extensive, if incomplete, records, and the bright side (for us) of intelligence failures is that they lead to the release of treasure troves of documents, which can often be supplemented by memoirs and interviews. But even more than in other aspects of foreign policy analysis, we are stuck with evidence that is fragmentary. In this way, we resemble scholars of ancient societies, who forever lament the loss of most of the material they want to study.

By implementing various forms of preference policies, countries around the world intervene in their economies for their own political and economic purposes. Likewise, twenty-five states in the U.S. have implemented in-state preference policies (NASPO, 2012) to protect and support their own vendors from out-of-state competition to achieve similar purposes. The purpose of this paper is to show the connection between protectionist public policy instruments noted in the international trade literature and the in-state preference policies within the United States. This paper argues that the reasons and the rationales for adopting these preference policies in international trade and the states' contexts are similar. Given the similarity in policy outcomes, the paper further argues that the international trade literature provides an overarching explanation to help understand what states could expect in applying in-state preference policies.

In Reply.— I appreciate Dr Hall's thoughtful and thorough critique of our article. I will address each of her points to show that our conclusions are just as logical and based on as much scientific data as her alternate interpretations. First, Reye syndrome should be the same disease in Australia (and anywhere else in the world) as it is in the United States. As Hall points out, our series1 is remarkably similar not only to the original series of Reye et al2 but also to her own series in Great Britain,3 studies from Asia,4 a study from Ireland,5 a recent study from Spain,6 a report from France,7 and a recent study from West Germany.8

This chapter examines Woodrow Wilson's efforts, first as an academic, later as president of the United States, to promote democracy through “progressive imperialism.” A first step for Wilson was to embrace America's democratizing mission in the Philippines. Later, he would continue in this fashion after he became president and faced the challenge of providing stability in the Western Hemisphere during the Mexican Revolution and with the opening of the Panama Canal in 1914—the same year that war broke out in Europe. Wilson's driving concern now became focused: how to provide for a stable peace based on freedom. His answer: through protecting, indeed if possible expanding, democratic government the world around as the best way to end violence among states and provide freedom to peoples.

‘You will be amused to hear that I am at work upon a Sherlock Holmes story. So the old dog returns to his vomit.’1 Arthur Conan Doyle to Herbert Greenhough Smith Sherlock Holmes, who died in Switzerland in May 1891, returned to the world on 23 October 1899. The location for his rebirth was, somewhat surprisingly, the Star Theatre in Buffalo, New York. Early the following month, Holmes moved to New York where he could be found in Manhattan’s Garrick Theatre on 236 separate occasions, before making his way across the United States. In September 1901, Holmes went back to Great Britain, arriving (like so many travellers from the US) at Liverpool, before reaching London on 9 September 1901. He was so much in demand that on 1 February 1902 he received an audience with King Edward VII and Queen Alexandra. In 1902 he was again in New York, was seen travelling across northern England in 1903, and for the next thirty years popped up repeatedly in various American towns and cities....

This chapter reviews the development and growth of the policy-analytic profession. Historically, government decision makers have often called upon those with expertise to assist them in reaching their decisions. This chapter, however, concerns a new professional class of advisors that began developing during the 1950s in the United States. This new profession assists policy makers in understanding better their alternatives and relevant considerations for choosing among them. From here, the chapter offers some perspective on the research to date that has attempted to assess the effects of the profession—a perspective that emphasizes some important differences across the many types of governmental settings that utilize policy analysis, and the methodological difficulties that assessment efforts confront.

Arachis pintoi is one of the many perennial peanuts grown in many tropical and subtropical countries around the world. Although Peanut mottle virus (PeMoV) was reported in Arachis glabrata from Georgia in 2007, there are no reports of PeMoV infecting A. pintoi in the United States. In June 2017, samples of A. pintoi that originated from Hardee County, FL, plants showed a variety of symptoms ranging from yellowing to dark islands, green vein banding, and mild mottling. They tested positive initially with broad-spectrum lateral flow antibody immunoassay and later were confirmed by sequencing the reverse-transcription PCR products. Detection of PeMoV in A. pintoi is significant because it is transmitted by aphids in a nonpersistent manner and is seed-borne in A. hypogea. It is not known if PeMoV is seed-borne in A. pintoi. However, A. pintoi is commonly vegetatively propagated using stolon cuttings. It is possible that PeMoV can spread to A. pintoi in Florida by all these means, making maintenance of virus-free propagation stock plants important. To our knowledge, this is the first report of PeMoV in A. pintoi the United States.

Transnational adoption from Asia began in the 1950s as an institutionalized practice. Since, hundreds of thousands of young people from countries such as South Korea, China, India, Vietnam, and the Philippines have been adopted and raised primarily in white families in places like the United States, Canada, and Australia but also Scandinavian countries and countries in western Europe. What began as a relief program for multiracial “war orphans” in South Korea has blossomed considerably and affects countries and people around the world; transnational adoption has become a popular industry that targets young people in countries including Guatemala, Brazil, Ethiopia, Nigeria, Haiti, and Russia. Today, transnational adoption continues to be a lucrative industry, though the practice seems to be dwindling in popularity and certain “sending nations” have recently declared its abolition (i.e., Ethiopia in 2017). The United States is by far the most prolific “receiving nation,” and is implicated as one of the greatest instigators, given that nation’s military presence in places such as South Korea and Vietnam in and around the years that transnational adoption expanded from those countries. While not nearly as many Canadians (in comparison to Americans) adopt from countries in Asia, adoptees raised in that country have unique experiences mainly due to vastly distinctive regionalism, that makes, for instance, the identities of Asian/Québécois adoptees uniquely precarious. Mexico is considered a “sending nation,” and since race and class factors rarely see young people both immigrating and migrating from the same nation under the auspices of transnational adoption (though it is not always the case; see, e.g., the United States’ history of sending black children for adoption to various European nations), it is mostly not included in conversations about transnational Asian/North American adoption. For decades, literature about transnational Asian/American adoption centered on adoptive parents, social workers, and pro-adoption activists. In the 1990s, Asian adoptees around the world began to recount their experiences of racial and cultural alienation, among other things, in life writing and poetry. Adoptees in North America were no exception. Asian/North American authors (as well as non-Asian writers) began exploring these subjectivities, too, usually in the context of examining racial, cultural, and national issues related to other Asian/North American subjects who were not subjects experienced. Across most of these representations—by adoptees and non-adoptees alike—the theme of personal and collective history is a notable focus, and adoptees are imagined as another meaningful example of the paradoxical and complex ways Asian/North Americans’ paper histories, immigration rights, and so-called model minorityhood have been levied. Transnational Asian/North American adoption continues to be a topic of fascination for so many writers and audiences and these representations cross genres, aesthetic modes, and narrative styles.

AbstractThe America Invents Act (AIA) presents new challenges and strategy considerations for nanotechnology inventors and companies that seek to protect their intellectual property in the United States. Among the many notable changes, the AIA expands the “prior user rights” defense to infringement and broadens the classes of patents that are eligible for the new limited prior user rights defense. While this defense is limited in some instances, such as against universities, it could be invaluable in others, such as when a competitor independently discovers and patents the trade secret. In the world of nanotechnology, where inventions and products are increasingly complex, this protection can prove to be vitally important.

The article includes various definitions of terrorism, and the motives and methods of operation in terrorism in a broad sense. The article describes secular and religious terrorism with its common features and differences. In the article terrorism is presented as currently the biggest threat to international security. The authors describe some methods of carrying out terrorist attacks in the world, particularly in the United States and Great Britain.
