This article can be classified as thematic review, since it shows the actual experience of a human resources choice for the design and implementation of modular educational programs. It illustrates the main issues and initiative solutions to the team strategies modeling in a modernization of pedagogical education in Russia. We presents the basic ideological orientations of the modern university teacher from the point of view of reflective pedagogy and pedagogical management. We analyzed the experience of studying the teachers’ readiness to innovative activity and gave examples of dealing with the expectations and needs of potential employers and consumers of educational products using the foresight studies. A model of a graduate and the role of the teacher were analyzed based on expert panels method. Functional mechanisms, and technical aspects of teacher performance, designing and implementing modular educational programs were described with the projection of properties and qualities of the educational product on the professional and personal characteristics of the teacher.

This research aims to identify the role of management method by goals in the effectiveness of organizations, including universities in the city of Sulaymaniyah from the point of view of administrative leaders, and the research community was in the Faculties of Administration and Economics at the Sulaymaniyah University and Human Development and the College of Administrative Technology at Sulaymaniyah Technical University for the academic year 2019-2020, and used The two researchers were an intentional sample, and they used the questionnaire as a tool to collect data. The hypotheses were tested using simple and multiple linear regression, and the correlation coefficient of the Pearson method, and the research concluded with a number of results, the most important of which are: The administration with objectives helps in the optimal utilization of available material and human resources. The two researchers presented a set of recommendations, the most important of which are: The appropriate climate should be created to implement the method of management by objectives and provide the necessary. Being  an  adult  is  an  ontogenetic  status  whose  qualitative characteristics  define  possibility  of  subject  position  display by  a  person  in  a  role  of  a  learner.  Therefore,  developing personal  characteristics  of  adults  through  the  channeled process  of  educational  activities  becomes  a crucial necessity that stands before the educational sector of today.Nowadays, adults in Russia see the high value of educationas  a  factor  of  professional  and  personal  success  andnumerous  efforts  are  extorted  by  the  Russian  system  ofhigher education to utilize these potentials.This  paper  presents  an  analysis  of  theoretical  approaches to  adult  education’s  organization  in  Russia  and  describes the  key  principles  of  andragogy  as  pedagogic  conception.Our  empirical  analysis  is  based  on  expert  face­to­faceinterviews.  The  purpose  of  the  interviews  was  to  revealrestrictions  in  andragogic  principles’  implementation  inelaborating educational programs for adults. The results ofour empirical exercise enable us to come up with the numberof  unique  characteristics  of  adult  educational  programs’designing process in Russia as well as abroad.

Cryptography algorithms are a fundamental part of a cryptographic system that is designed and implemented to increase information security. They are the center of attention of experts in the information technology domains. Although the cryptography algorithms are implemented to attainthe goals such as confidentially, integrity and authenticity of designing, but other matters that must be noticed by designers include speed, resource consumption, reliability, flexibility, usage type and so on. For the useful allocation of hardware, software, human resources, etc., it is important to identify the role of each of the factors influencing the design of cryptographic algorithms to invest in the development of cryptographic knowledge.This paper examines 1700 papers, documents and technical reports of international journals in the specific lengthy period (1978-2019), and the goal of the design and implementation of cryptography algorithms in a different period is extracted. Using a statistical population that consists of time and the number of documents in a long time and also avariety of data, leads this study to have a reliable result and attract the attention of designers.The results show that in recent years, attention tonew usage such as IoT and telemedicine, as well as lightweight cryptography, has increased to achieve the main goals.

The effective management of micro and small enterprises, including their human resources, is important from the point of view of their development in a turbulent environment. Business advisory services are one of the methods of development of managers as well as employees. The aim of the paper is to discuss the importance and specificity of human resources in micro and small businesses and to determine the impact of business advisory services on shaping the business knowledge of the managers and employees of these companies. The role of the capacity to absorb business advice–related knowledge in this process is also indicated. The study was based on the results of the research carried out by the author. The research was representative of the sector of micro and small innovative companies in Poland benefiting from business advisory services.

The paper considers views of teachers and international students on effectiveness of language acquisition. The study represents the results of original experiment conducted among international students from the various institutes of Kazan Federal University. Students were requested to determine the priority of the following factors and explain the choice: a role of motivating anxiety for learning foreign language; a role of language abilities and talents of international student; a role of professional and personal characteristics of foreign language teacher; a role of methods, techniques and technologies of teaching; importance of studying within environment of a target language. Views of experts and international students on priority of impact of various factors of the foreign language teaching differed. The only factor where the opinions of teachers and students were the same, turned out to be the role of motivation. However, comparative analysis of factors of effectiveness in studying from the point of view of different and in the same time unified subjects of this process shows that the whole complex of factors must be taken into account. The results of the conducted study inevitably prove the necessity of considering the students’ opinion on the process of teaching, and corresponding correction of teachers’ activities.

There are 10 operating ports in Latvia and 3 of them – Liepaja, Ventspils and Riga ports are regarded as the leading commercial ports. Role of port operation in the economics of region and country is essential from the point of view of employment and entrepreneurship. This is based with data on investment of operation of Latvian ports in GDP, on average it is assessed to be 5-7% annually. In the context of employment, Liepaja Port gives work to 6.9% of human resources of the city. However, concern about the competitiveness of Liepaja Port influenced by the proximity of more developed competitive ports, technical possibilities of the port and dynamics of freight turnover has occurred in recent years. Therewith in framework of this article in the context of such criteria as location of ports and their technical parameters, volumes of freight, specialization and costs of ports, the operation of leading ports of Latvia is intercompared and analyzed by clarifying whether Liepaja Port is competitive among other ports of Latvia. Opinions of port experts on perspectives of port development and statistical data of ports from 2011-2013 are analyzed within the framework of the article. The aim of the research is to clarify the comparative advantages of ports of Latvia. The research revealed that the provision of competitiveness of Liepaja Port is to be related with application of the available free territories, advantages of location in relation to the Scandinavian market, and the necessity to develop the cooperation among ports of Latvia to offer joint freight acquisition, distributions and unified logistics solution and strengthen the position of ports in the circumstances of international competition. It has been almost universally adopted that dissolution of solids proceeds with development of uniform, continuous frontiers of reaction.However this point of view is doubtful / 1 /. E.g. we have proved the active role of the block (grain) boundaries in the main phases of cement, these boundaries being the areas of hydrate phases' nucleation / 2 /. It has brought to the supposition that the dissolution frontier of cement particles in water is discrete. It seems also probable that the dissolution proceeds through the channels, which serve both for the liquid phase movement and for the drainage of the incongruant solution products. These channels can be appeared along the block boundaries.In order to demonsrate it, we have offered the method of phase-contrast impregnation of the hardened cement paste with the solution of methyl metacrylahe and benzoyl peroxide. The viscosity of this solution is equal to that of water.

Abstract. Opinion polls are a well-established part of political news coverage, especially during election campaigns. At the same time, there has been controversial debate over the possible influences of such polls on voters’ electoral choices. The most prominent influence discussed is the bandwagon effect: It states that voters tend to support the expected winner of an upcoming election, and use polls to determine who the likely winner will be. This study investigated the mechanisms underlying the effect. In addition, we inquired into the role of past electoral performances of a candidate and analyzed how these (as well as polls) are used as heuristic cues for the assessment of a candidate’s personal characteristics. Using an experimental design, we found that both polls and past election results influence participants’ expectations regarding which candidate will succeed. Moreover, higher competence was attributed to a candidate, if recipients believe that the majority of voters favor that candidate. Through this attribution of competence, both information about prior elections and current polls shaped voters’ electoral preferences.
