Cybercrime as a Modern Threat to Military Security

Crime does not stand still and evolves with humanity. With the development of technologies, new types of crimes have appeared and, accordingly, new threats that today challenge not only an individual, but entire states, creating risks of harm not only to the economic sector, but to military and national security in general. At the same time, it is important that cybercrime in the field of military security can cause harm to the entire defense complex of the country, leaving the state defenseless against other threats which is unacceptable in order to preserve the sovereignty and the independence of the young democratic state. In this connection, it is necessary to recognize cybercrime at the state level as a threat that could cause harm to military security.

The study considered the importance of strategic planning for human resources and its impact on Sudanese national security considering that strategic planning is one of the important mechanisms that achieve integration and interaction between the components of the comprehensive perspective of human resources at the state level, in order to achieve the conditions required to achieve the full utilization of competitive human capabilities as one of the important elements affecting national security. The study aimed at the importance of strategic planning for human resources at the macro level of the state and its impact on Sudanese national security. The study reviewed the terms related to strategic planning, the concept of national security and the relationship between strategy, national security and human resources. The study also dealt with the aspects affecting the human resources and the Sudanese reality. The descriptive approach was used for the study and the scientific sources that dealt with the subject were used as sources for the study. The study concluded that strategic planning for human resources should be adopted, and that a national policy should be established through human resource development programs and clear foundations for investing human resources to meet challenges related to human capabilities, especially competitive human capacities.

The purpose of the article. Identify the nature of challenges, threats, dangers and risks as destructive factors of social, man-made and natural origin; to prove the priority of the category “threat” as a kind of risk in the domestic legislation on national security; to argue the thesis about Ukraine’s belonging to “risk societies”; point to the further complication of the process of producing various threats and challenges against the state and society. Scientific novelty. Based on the use of the current legal framework of Ukraine on national security, the existence of a process of continuous accumulation of risks in key areas of the state and the transformation of Ukrainian society on this basis into a “society of risk” is proved. Emphasis is placed on accelerating this process in the context of the hybrid war launched by Russia against Ukraine in 2014. Social development dictates the need for a clear verbal designation of destructive factors against the interests of the majority (national interests). The terms describing their likely or real impact on society were “challenges”, “threats”, “dangers” and “risks”. The natural step of their substantive definition and meaningful filling was their implementation in the conceptual and categorical apparatus of national security theory. In a broad sense, national security is proposed to be considered a state of protection of national interests and values, both from challenges, threats and dangers, and risks. The most widely used term in Ukraine’s socio-political realities is the “threat” that is widely represented in national legislation on national security. The total number of threats in modern Ukraine is steadily increasing. According to Western analytical developments, the excessive spread of threats in basic social spheres (economic, political, social, spiritual, cultural, etc.) gives reason to qualify Ukraine as a “risk society”. The situation is complicated by the hybrid war being waged by the Russian Federation against Ukraine and other democratic countries. It is advisable to present the modern hostilities initiated by Russia as a process of continuous production of threats (risks), the total effect of which should be the destruction of the Ukrainian statehood. In such circumstances, Ukraine should accelerate the process of development (updating) and practical implementation of key strategic documents – the National Security Strategy, the Military Security Strategy, the Cyber Security Strategy, the Public Security and Civil Defense Strategy, the Strategy for the Development of the Defense Industrial Complex. But for the time being, such documents are either substantially outdated or missing at all. Conclusions. Society, based on its complex nature, built on unity and the struggle of opposites, feels the constant impact of challenges, threats and dangers (risks), which it generates. There are no unified and generally accepted interpretations of challenges, threats, dangers and risks. Each country offers its own formats of their interaction and mutual transformation. The most widely used of these are “threats” (Ukraine) and “risks” (Western countries). The total number of risks in which Ukraine is directly or indirectly involved is steadily progressing. Accordingly, modern Ukraine is a clearly defined “society of risks.” Under the pressure of numerous challenges, threats and dangers, Ukraine as a “society of risks” abandons the unambiguous (linear) formulation of threats to national security inherent in specific public spheres, and their legislative consolidation. The state provides for the preparation and periodic updating of a number of strategies (national security, military security, cybersecurity, other documents), which should contain a list of major threats that currently exist in state and social development. The article provides a scientific analysis of the problems that exist in the sphere of national security of Ukraine. The problems in the sphere of state security of Ukraine are investigated, the concept and content of military security of Ukraine are considered in the light of modern challenges and threats. Attention is drawn to the fact that in the presence of military security, many tasks can be solved to ensure national security and create the necessary conditions for the stable development of political, economic, social, environmental, spiritual, intellectual, demographic fundamentals of society's life. The work emphasizes that military security can not be achieved only through the organization of state defense, and is a complex category, which is closely connected with many spheres of social relations and life of the state. It is noted that military security is the foundation of national security, the basis of the country's independence. In connection with this, the military security of Ukraine as one of the priority (basic) types of national security of the state can not be considered separately from the development of political, economic, social processes both on the European continent and around the world, and some features of the geopolitical situation In many cases, the directions and tasks of Ukraine's foreign policy are determined near its borders.

Recommendations for improving the regulatory framework for national securityand defence in order to address the problematic issues of intellectual property in thisarea are submitted.State defence capability is the ability of state to defend itself in the event of armedaggression or armed conflict. It consists of material and immaterial elements and is aset of military, economic, social and moral and political potential in the field of defenceand appropriate conditions for its implementation.Resolving the issues of reforming not only the Armed Forces of Ukraine, but firstthe entire state, modernization and rearmament of the Ukrainian army has become avital necessity. Only the solution of this issue will allow to raise the defence capabilityof our state to the proper level for the preservation of independent Ukraine.Ensuring the military security of Ukraine largely depends on equipping the ArmedForces of Ukraine with modern types and models of weapons and military equipment,developed on the basis of intellectual property rights.It is the military-technical sphere where the objects of intellectual property rightsbelonging to the sphere of national security and defence are created, and the state isobliged to ensure their protection. This will increase the competitiveness of the domesticdefence industry and make claims impossible for anyone in the mass productionof weapons and military equipment for their own needs and for exports, which directlyaffects defence capabilities.And this requires proper protection of intellectual property rights both in theprocess of own production of weapons and military equipment, as well as in militarytechnicalcooperation.

The establishment of a democratic state, an open society in which the citizen is the subject of social-political processes and feels safe, represent in essence a complex process. The main role in achieving these objectives largely depends by the state, by the public power, which is essentially obliged to create the right conditions and mechanisms for the involvement of all progressive forces in the construction of the new edifice. In this vein, the factor of awareness of the state’s correlation with national security is very important in order to make proposed objectives work. As a result, in order to increase the effectiveness the state focuses on reporting and accommodating to modern European standards and principles on the activity, organization and functioning of political processes and institutions in society as a whole in correlation with assuring national security issues.

The attentive reader it is not difficult to notice the ambiguity in the interpretation of these concepts. This makes it difficult to not only the perception of the relevant topics for ensuring military security publications, but also the development of the theory and practice of ensuring the defence and security of the State. The author's view on the essence of the reasoning logic of non-military measures to counter military threats, as the ultimate goal of the article is the following.First the task of analyzing the concept of "national security", "object of national security" and understand the functions of the State, society and the individual to ensure national security. Decomposition of an object of national security, which is "national property" (the content of the concepts described in the article) has made it possible to substantiate the basis for classification of national security threats and with better understanding of the nature, variety, Genesis. This provided a rationale for the role and the place of the tasks ensuring military security in the common task of ensuring national security, the correlation of military and non-military threats.The final phase of the research, the results of which are set out in the article is devoted to analysis of military threats, which made it possible to identify their main structural elements: source, media, military-political and strategic nature, install the main factors defining the content of these elements and their interaction. Based on these results, the proposed definition of the essence of non-military measures for counteracting of military threats, as well as guidelines for developing these measures.

Тhe purpose of this article is to show the state of the functioning of law enforcement agencies in Ukraine, which are fighting against military crime. In addition, the algorithm for the activities of the military prosecutor’s office is shown after changes are made to the legislation. It was noted that the national security of Ukraine and its military security are protected by the Armed Forces of Ukraine and other military formations. In these military formations serve soldiers, officers and generals. The tasks of each military formation are different. Introduction. The article defines the national security of Ukraine, the military security of Ukraine, and how security is created. The same is said about the subjects of ensuring the security of the state. The same is said about the subjects of ensuring the security of the state. It is separately noted that there is a bill on the State Bureau of Military Justice. This military law enforcement agency should implement the functions of pre-trial investigation against servicemen and others. The research methods are used taking into account the topic of the article, the problems that need to be addressed, and the conclusions to be drawn. Such methods were used: formal-logical, hermeneutical, comparative. Thanks to these methods, it was possible to compare the competence of military formations in Ukraine, to determine the necessary legal possibilities for the future law enforcement agency – the State Bureau of Military Justice. The conclusions contain the author’s statement that the time has come to create, in addition to the military prosecutor’s office, yet another law enforcement body whose competence extended to all military formations. This is due to the fact that in Ukraine at the moment there is no shadow of one military formation, whose competence extends to other military formations. The exception is the military prosecutor’s office.

This article examines the securitization of delegitimization as a national security threat in Israel. The article contains three elements. First, theoretically, it analyzes legitimacy as a national security asset and delegitimization as a risk to ontological security. Second, it traces the Israeli response to delegitimization, providing an empirically rich account of this approach. Finally, it seeks to provide an assessment, albeit preliminary, of the effectiveness of the Israeli response. It concludes by discussing policy implications, emphasizing the benefits and counterproductive outcomes of an otherwise successful securitization process. Although Israel has had success curbing delegitimization with regard to political elites at the state level, it continues to lose ground with both the grassroots and Western liberal audiences.

AbstractThe concept of national security and the process by which it is negotiated has changed. No longer is security synonymous only with the physical well-being of the state; it is now associated with achieving safety from transboundary threats related to the environment, the economy, human rights, and access to food and resources, for example. This transformation of security from a primarily traditional military dimension to a multidimensional range of interests is accompanied by changes in the way these issues are negotiated among states. This article offers a framework and propositions that can help explain the differences. This thematic issue of International Negotiation on non-traditional security negotiation provides detailed cases and analyses that demonstrate and contrast how the negotiation process performs in resource, economic, food, and military security talks.

Immanuel Kant’s language and concept of foedus pacificum (league of peace) combined with his call for a spirit of trade promised a prescription for world peace—“seeking to end all wars forever.” Nation-state level cooperation between liberal democracies has borne out Kant’s analysis to some effect. A consequence of the twin pursuits of foedus pacificum and spirit of trade has ironically resulted in the exploitation of society. Today’s international corporations adversely affect public policies ostensibly designed to protect citizens through an anti-democratic market-based ideology within the State—as seen through the lenses of Foucauldian post-structural theory and Debord’s society of the spectacle. The author proposes that globalist-corporatist control of governing apparatuses is now exposed for its authoritarian tendencies. This action could result in the ultimate destruction of the representative democratic state with the onset of neoliberalism and authoritarianism.
