POSSIBILITIES OF ENSURING PERSONAL FREEDOM AND PUBLIC SECURITY IN CONTEMPORARY MIGRATION CONTEXT: THEORETICAL ASPECT

The article deals with compatibility of personal freedom and public security. The aim of the research is to analyse theoretical aspects of the correlation between personal freedom and public security and evaluate their assurance possibilities in the context of contemporary global migration. The article emphasizes value of freedom and security, their interconnection as well as demand and possibilities of their compatibility. Aspects of freedom as personal decision-making and freedom as realizing that decision are analyzed by revealing that extension of freedom boundaries common to contemporary society can turn into self-will with regard to other individuals or society. Such concept of freedom subsequently raises the issue of public security. The following research methods were employed: text interpretation, rational reconstructions, historical explications. On the basis of the methods, the essential ideas of the issue under discussion, its arguments and meanings within historical context were revealed. The conducted analysis allows one to make a conclusion that an individual is free in the society as much as he acknowledges others’ right for freedom whereas the society is secure if certain individual’s self-will is limited for the sake of all society members’ right to freedom. Assurance of personal freedom and public security is the goal of contemporary democratic society and different state institutions including the State Border Guard Service, and has become extremely relevant in the context of modern global migration.

The pandemic has challenged countries to develop stringent measures to reduce infections and keep the population healthy. However, the greatest challenge is understanding the process of adopting self-care measures by individuals in different countries. In this research, we sought to understand the behavior of individuals who take self-protective action. We selected the risk homeostasis approach to identify relevant variables associated with the risk of contagion and the Protective Action Decision Model to understand protective decision-making in the pandemic. Subsequently, we conducted an exploratory survey to identify whether the same factors, as indicated in the literature, impact Chile’s adoption of prevention measures. The variables gender, age, and trust in authority behave similarly to those found in the literature. However, socioeconomic level, education, and media do not impact the protection behaviors adopted to avoid contagion. Furthermore, the application of the Protective Action Decision Model is adequate to understand the protective measures in the case of a pandemic. Finally, women have a higher risk perception and adopt more protective measures, and in contrast, young people between 18 and 30 years of age are the least concerned about COVID-19 infection.

Some decision-making processes are uncomfortable. Many of us do not like to make significant decisions, such as whether to have a child, solely based on social science research. We do not like to choose randomly, even in cases where flipping a coin is plainly the wisest choice. We are often reluctant to defer to another person, even if we believe that the other person is wiser, and have similar reservations about appealing to powerful algorithms. And, while we are comfortable with considering and weighing different options, there is something strange about deciding solely on a purely algorithmic process, even one that takes place in our own heads.What is the source of our discomfort? We do not present a decisive theory here—and, indeed, the authors have clashing views over some of these issues—but we lay out the arguments for two (consistent) explanations. The first is that such impersonal decision-making processes are felt to be a threat to our autonomy. In all of the examples above, it is not you who is making the decision, it is someone or something else. This is to be contrasted with personal decision-making, where, to put it colloquially, you “own” your decision, though of course you may be informed by social science data, recommendations of others, and so on. A second possibility is that such impersonal decision-making processes are not seen as authentic, where authentic decision making is one in which you intentionally and knowledgably choose an option in a way that is “true to yourself.” Such decision making can be particularly important in contexts where one is making a life-changing decision of great import, such as the choice to emigrate, start a family, or embark on a major career change.

            This study describes Marshall G. Hodgson's thinking about the study of Islamic history studies in his work entitled The Venture of Islam. The research used in this study is analytical descriptive, which is a study that examines Marshall G.S Hodgson's thinking about Islamic history studies then parses and identifies the patterns of thought. According to Marshall G. S. Hodgson the history of Islam is the result of the ever-changing setting shaped by the Islamic tradition. In addition, it is also the result of a process of accomodation or acculturation from other pre-existing cultural traditions. Based on this view, and in the context of conversations about Islamic civilization, Marshall G. S. Hodgson emphasized the importance of seeing cultural continuity occurring at the level of religion, expressed by Muslims. Marshall G.S. Hudgson in seeing the reality of Islam in the world classifies in three forms of Islamic phenomena as the object of study. First, the phenomenon of Islam as a doctrine (Islamic), second, the phenomenon when the doctrine enters and processes in a cultural society (Islamicate) and manifests itself in a particular social and historical context. And thirdly, when Islam became a phenomenon of the political "world" in state institutions (Islamdom).

the author analyzes the problems of the activity and development of the political elite. The current political situation in Russia puts forward new requirements for the functioning of the management system of state institutions and determines the need for professionally trained, highly moral personnel of the modern political elite. The paper considers the possibility of introducing modern and progressive mechanisms of interaction between the government and society – crowdsourcing, which involves the wide involvement of citizens with an active civic position and public associations in the process of public discussion and political decision-making.

Indigenous peoples in Chile have suffered dispossession and discrimination by colonizing forces, like many Indigenous peoples globally, and did not have a fair say in the development of successive constitutions establishing new political systems on their land. In the October 2020 referendum, Chileans voted to create a new constitution. This presents an opportunity for Indigenous peoples to create a fairer power relationship with the Chilean state. For the first time, the constitutional convention includes a specific quota for 17 Indigenous representatives. This will enable Indigenous peoples to contribute to the constitutional design process. This report presents comparative examples of self-determinative institutional mechanisms that empower Indigenous peoples to be heard by and influence decision making in state institutions. The focus of the paper is on options for institutional structures that enable Indigenous representation, participation and consultation with respect to Indigenous peoples’ own affairs.

The Introduction sets out the major themes of the book. These include medicine’s role in the moral and cultural agendas of contemporary society, challenges to the biomedical model represented by new regimes of disease and disorder, and the limitations of principlist bioethics for moving in a more holistic direction. In the working definition of the book, “reductionism” suggests a mechanistic and narrowly somatic understanding of disease, monocausal theories of disease, and an exclusive preoccupation with cure to the neglect of prevention. Meanwhile, “holism” refers to a contextual understanding of disease causation, intervention, or practice. A systemic concern with the whole organism, a focus on the interconnected effects of the larger environment, and ethical concerns with the clinical encounter, can all be characterized as holistic. The Introduction situates the struggle between these perspectives in historical context, and calls for a renewed focus on the social determinants of health and a more holistic ethical perspective.


This chapter discusses the concept of homo informaticus—the individual organization member framed in the IVO perspective. Homo informaticus is a cognitive microcosm that performs complex cognitive processes, engages in decision making and satisfying of informing needs, and designs and evaluates information systems (IS). Discussed are cognitive processes of thinking, feeling, perceiving, memorizing/memory recalling, and learning. These cognitive processes are involved in the fundamental informing process that starts with perception of external data, continues with applying knowledge to data, and ends with inferring information (meaning). The perspective of key cognitive processes enriches the informing model: perception is driven by previous knowledge, memory retrieval is engaged, and thinking is an overall driver, engaging both ratio and emotions. The discussion addresses cognitive limitations. Memory is limited in volume and content, perception is prone to illusions, and thinking is susceptible to biases. These limitations influence the outcomes of informing (information created) and learning (knowledge acquired). Decision making is affected as well, as indicated in its various models that reveal non-rational aspects. It is argued that homo informaticus is subject to informing (information) needs and actively seeks to satisfy them. Several models addressing this topic are examined. The chapter also covers cognitive and learning types that can be used for understanding the diversity characterizing homo informaticus. Karl Jung's typology is coupled with the dimensions of data scope, location, and processing mode. Kolb's learning styles are discussed in turn. Furthermore, the system evaluation capability of homo informaticus is demonstrated in the context of system adoption models. Finally, the system design capability is discussed in the historical context of Scandinavian experience.

This chapter establishes that Roman Polanski's Macbeth used the conventions of the horror genre to represent William Shakespeare's play on screen. It considers how Macbeth is placed in the wider historical context of the horror genre itself. It also examines how Macbeth fits with the Folk Horror The Wicker Man (1973) or slasher classic Halloween (1978) and shows how the film is situated within the history of the horror genre. The chapter illustrates how Polanski managed to combine an eleventh-century setting and William Shakespeare's poetic idiom to illustrate some very modern concerns in Macbeth. It analyses how Polanski used William Shakespeare's play to form a critique of contemporary society, exploiting and anticipating an emerging trend in horror of the film as social commentary.
