APPLICATION OF PERSON PROFILING METHODS IN PERSONAL MANAGEMENT

The present study explores the specificity and implementation of person profiling methods applied in personal management. Conducting serious negotiations and signing contracts, selecting personnel and carrying out internal investigations – all these processes force today's managers to use law enforcement methods. The method of person profiling is becoming an indispensable tool in economy, in processes of transactions and managing personnel, selecting personnel and determining their motivation.The main aim of the paper is to clarify and scientifically substantiate the necessity for the introduction of profiling as a method in personal management, secondly to determine the content of the person profiling method as a component of personnel management. In order to increase a degree of reliability of the results obtained by the applied profiling methods, the author performed an analysis and evaluation of documents, scientific, personnel management and psychological literature. Based on the analysis, conclusions on the need to implement the profiling method and the possibilities of staff evaluation will be summarized.The study was conducted in the State Border Guard using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. The author brought the forward conclusion that profiling methodology allows to receive information that shows not only the organization management problems in the personnel management system, but also allows to make immediate, appropriate and adequate solutions to the management style adjustment, which will undoubtedly lead to the increased efficiency of staff and the whole organization.

Due to today's complex and changing geopolitical situation in the State Border Guard College as one of the militarized educational institutions it is important to promote the student's understanding of values and virtues, enrich their historical and cultural experience, strengthen their patriotism, belonging and loyalty to the constitution and to the Republic of Latvia. Patriotism can’t be defined because it varies according to the subject's position. It is not a specific ideology, but this is a love of native land and defending it in words and in works. Patriotism means to love own country not just idolize the state symbols. Aim of the study is to clarify and scientifically substantiate the necessity of introducing the study subject “State Fosterage” into studies of border guards at the State Border Guard College as one of the militarized educational institutions and to determine the development of students' statehood consciousness, loyalty and patriotism as one of the study programs objectives at the State Border Guard College. For this purpose analysis and evaluation of documents, scientific, pedagogical and psychological literature were performed and conclusions about the necessity of introduction of the State Fosterage subject and possibilities of patriotism development were summarized.

Research was supported by ETF grant 7537 Human resources are one of the most important competitive advantages of Chinese enterprises. China has over one billion labor force. The large scale of labor force provides Chinese organizations sufficient human resources. However, HR crisis was found as one of the three main crisis types in Chinese organizations. The causes of human resources crisis vary. In this paper, the authors aim to give a deeper analysis of one typical human resources crisis case occurred in China, so as to gather empirical based knowledge, to complete crisis theory, to provide suggestions and reference to organization management practice. The theoretical part reviewed human resources and crisis management theories. The crisis case demonstrated in this paper was collected in Chinese language. The analysis focused on three key factors of crisis management process, strategy, leadership, and communication. Finally, the authors concluded that the crisis happened due to the poor communication and crisis strategy which resulted from an extreme authoritarian leadership in the organization. To change the management style and improve communications are the suggestions to the enterprise managers. This case is a good example of the downsides of authoritarian leadership going to an extreme ending. Research into personal qualities of employees is acquiring relevance in the modern society as physical and material means and instruments of production are gradually being excluded from immediate interaction with people; their place is being taken by robotic technologies; whereas human labour is turning into intellectual creativity. Perfectionism is one of personal construct characteristics, which allows them to achieve high goals, overcoming different obstacles. The aim of the work was to consider the involvement of employees, characterized by perfectionistic personal construct, in social and labour relations under the authoritarian, democratic and liberal management styles. Perfectionists known for their struggle for high achievements are inclined to work individually and characterized by a low level of socialization. Under the authoritarian style, managers usually diminish individual achievements, focusing on the importance of goals and objectives rather than personality types of employees; therefore, perfectionists risk turning into reserved unsocial individuals. The democratic and liberal personnel management styles give the possibility to integrate perfectionists in teamwork, to activate their positive personal qualities and, in this way, enable them to meaningfully socialize. The democratic and liberal management styles provide conditions for successful combination of personal perfectionist interests and socially relevant objectives. In the age of information-oriented society, targeted at intensive intellectual development, contribution of perfectionists is indispensable; however, it is necessary to facilitate their social integration underlying inseparability of their individual goals and socially significant objectives.

The article discusses the methodology of coaching as management style and technology for professional development of civil service personnel in executive bodies. The author mentions the problem of developing the employee’s potential, self-realization in the process of training as well as improving personal and professional efficiency. In this study, special attention is paid to improving the effectiveness of human potential. Currently, personnel management and its professional development should be considered as an inseparable process, since it has largely exhausted its resources and does not give the necessary effect. Traditional training does not ensure that personnel receive appropriate competencies that are in demand at the increasing pace of economic development and other spheres of modern life. Today, personnel management is still carried out through the distribution of powers and responsibilities, setting tasks and passing instructions, stimulating and motivating, encouraging and punishing, but at the head of this process should be a concern for creating conditions and atmosphere for realizing person’s natural ability to learn and think independently, that is, a strategy for managing professional development.

The leader of organization, his competence and the policies he pursues with regard to the management of the organization play an important role in the achievement of the goals of any institution, including educational. The leader has a direct influence on the performance of employees in order to achieve the goals of the organization. In the Ministry of the Interior, however, the officials responsible for achieving the goals of educational institution are appointed in the interest of the service.The aim of the research is to determine the impact of the transfer of officials in the interests of the service on the achievement of educational objectives in the professional training of border guards.The study was conducted in the State Border Guard College using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. As a result of the study the author brought forward conclusions that the biggest threats to the quality of education and to the achievement of the goals of educational institution in the system of the Ministry of the Interior is transfer of  official in the interests of the service ignoring their competence in educational knowledge’s. To avoid threats to the quality of education, proposals were developed.
