THREAT TO THE QUALITY OF EDUCATION CAUSED BY THE TRANSFER OF AN OFFICIAL IN THE EDUCATION INSTITUTION OF THE MINISTRY OF THE INTERIOR

The leader of organization, his competence and the policies he pursues with regard to the management of the organization play an important role in the achievement of the goals of any institution, including educational. The leader has a direct influence on the performance of employees in order to achieve the goals of the organization. In the Ministry of the Interior, however, the officials responsible for achieving the goals of educational institution are appointed in the interest of the service.The aim of the research is to determine the impact of the transfer of officials in the interests of the service on the achievement of educational objectives in the professional training of border guards.The study was conducted in the State Border Guard College using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. As a result of the study the author brought forward conclusions that the biggest threats to the quality of education and to the achievement of the goals of educational institution in the system of the Ministry of the Interior is transfer of  official in the interests of the service ignoring their competence in educational knowledge’s. To avoid threats to the quality of education, proposals were developed.

Abstract: In the context of Indonesia, the quality of education seems to be something taboo to talk about, however, according to researchers the quality of education in Indonesia is very apprehensive. It is necessary for the role of headmaster and special efforts in developing a quality education institution through organizational culture as a value system that is understood, imbued, run jointly by members of the organization as a system of meaning or guidance for the organizers. This study aims to describe the three roles and impacts role of the headmaster role in developing the quality of organizational culture, they are: (1) the role of the headmaster as a manager; (2) the role of the headmaster as the educator; (3) the role of the headmaster as the supervisor; 4) The impact of the headmaster's role in developing the quality of organizational culture quality at SDMT Ponorogo. This research is categorized into a field research with qualitative descriptive approach and the research design was case study. The setting of study was at SDMT Ponorogo.  The findings showed that (1). The role of headmaster as manager encompasses conducting internal and external analysis, internalizing the Islamic value that is kemuhamadiyahan value. (2). The role of the headmaster as an educator includes involving educators in upgrading, workshops or training in order to provide opportunities for educators to improve their knowledge and skills by learning to the higher education, conducting cadre to members of organizational culture and creating jargon to motivate members of organizational culture. (3). The role of the headmaster as a supervisor comprises overseeing and Evaluating the performance and achievement of members of organizational culture, conducting weekly, monthly and semester meetings, monitoring achievements of educators and learners. (4) The impact of the school headmaster's role in developing the quality of organizational culture is organizational culture climate becomes harmonious and schools achieve more attainments.Abstrak: Dalam konteks Indonesia, mutu pendidikan seolah-olah menjadi barang yang tabu untuk diperbicangkan, dalam konteks tersebut kualitas pendidikan di Indonesia sangat memperihatinkan. Untuk itu diperlukan peran kepala sekolah dan Upaya khusus dalam mengembangkan sebuah mutu lembaga pendidikan melalui budaya organisasi sebagai sistem nilai yang dipahami, dijiwai, dijalankan secara bersama oleh anggota organisasi sebagai sistem makna atau pedoman bagi pelaku organisasi. Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tiga peran serta dampak peran  kepala sekolah dalam mengembangkan mutu budaya organisasi, yaitu: (1) Peran kepala sekolah sebagai Manajer, (2) Peran kepala sekolah sebagai Educator, (3) Peran kepala sekolah sebagai supervisor, dan (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi di SDMT Ponorogo. Dengan menghasilkan temuan: (1).Peran kepala sekolah sebagai manajer diantaranya: melakukan analisis internal dan eksternal, menginternalisasi nilai keislaman yaitu nilai kemuhammadiahan. (2). Peran kepala sekolah sebagai educator diantaranya: mengikut sertakan pendidik dalam penataran, workshop atau pelatihan memberikan kesempatan kepada pendidik untuk meningkatkan pengetahuan dan keterampilannya dengan belajar ke jenjang pendidikan yang lebih tinggi, melakukan pengkaderan kepada anggota budaya organisasi. membuat jargon-jargon untuk memotivasi anggota budaya organisasi. (3). Peran kepala sekolah sebagai supervisor diantarnya: mengawasi dan mengevaluasi kinerja dan pencapaian anggota budaya organisasi, mengadakan rapat setiap, minggu, bulan dan semester, memantau prestasi pendidik dan peserta didik. (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi diantaranya: iklim budaya organisasi menjadi harmonis, sekolah menjadi lebih berprestasi.

The concept of a Good School creates preconditions for raising the level of quality of the performance of the country’s schools implementing general curricula, for showing the activity direction for schools and for enabling them to act. In order to ensure the quality of pre-school education, self-evaluation of the performance of pre-school education institutions, which promotes reflection on the activities of the staff of pre-school educational institutions and the possibilities for changes in quality, acquires increasing importance. Following the position that self-evaluation of the quality of institutional activities is significantly affected by community agreements on the quality of education and its characteristics, the qualitative research (case study), aiming to find out which aspects of the Good School and features characterizing them are characteristic to a concrete pre-school education institution, was conducted. The study involved various interest groups (parents, children, pedagogues). It was identified that the characteristic features of a good nursery school had included the aspects of the educational environment, life in the school and staff, which enabled to assume that the properly selected educational environment and professional, qualified pedagogues influenced children’s quality participation in the life of the educational institution. Besides, the research results can be the basis for improvement of the educational practice in a particular institution, separately analysing those aspects of the good school (nursery school) and features describing them which received less attention of investigated persons and providing guidelines for further studies on the quality of education. Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

Quality of education has always remained an issue for the educational researchers. It is widely believed that quality of education in Sub-Continent is below the international standards. To find out how educational institutions are adding value towards the knowledge, skills, market value and moral upbringing of students and how much students are satisfied with the environment of educational system and the quality of education they receive.Using this information, how a student counseler can benefit the student as well the organization to add value in the education process. This is a case study where a Govt. Intermediate College was selected for interviews and document analysis purpose. Findings based on general perception of the respondents, All the respondents have matriculated from Public School. The findings showed that students were really concerned about the poor discipline of their schools and generally they were not satisfied with the commitment and capability of their teachers. However, they admitted that school contributed towards their grooming and personality building.

Abstract. The purpose of the research is to determine government measures to form a mechanism toensure the formation of the quality of education in higher education institutions. Methods. In the course ofthe research, general scientific methods and approaches, a systematic approach, general logical researchmethods (analysis, synthesis, generalization, comparison) were used. Results. The article discusses key studies of the development of education in the country; in particular, attention paid to the processes of stateregulation of the activities of higher education institutions. On the basis of theoretical and methodologicalanalysis, a general scheme of the mechanism of state regulation of higher education is proposed, which consists of subject-objective, target, instrumental and information-analytical components. It was determined thatthe stimulation of educational institutions to continuously improve the quality and availability of educationalservices in accordance with the future needs of the labor market and the economy, the production of newservices occurs through partial regulation of these processes by the state. It has been proved that comprehensive legal, organizational, resource, information support for the development of the economy, employmentand social infrastructure capable of realizing the rights of education and development of the population, aswell as meeting the needs of various industries in qualified personnel, stimulating the demographic reproduction of the population directly depends on the quality of education in country, which is the basis for theformation of professional skills of each specialist. Practical meaning. Based on the analysis of the scientificworks of domestic scientists, as well as the practice of one of the universities, a system of indicators and keymeasures of the external system for ensuring the quality of education have been determined. Most educationalinstitutions in the country can use it by implementing in their practice those indicators to which this or thatinstitution responds. Prospects for further research. The results obtained determine the need for further assessment of the impact of other indicators for the implementation of a comprehensive assessment of theinternal and external system of education quality, which will help unify those indicators that will be mosteffective for a particular educational institution.

Recently, madrasah education has begun to dim its existence, the Islamic educational institutions have become less popular among the public in terms of output and quality, so that Madrasah education generally is in second class in real condition when it is juxtaposed with educational institutions in general in Indonesia. This condition occurs because the Madrasah only think about how education continues to run regardless of the factors that can attract the public to be the main choice in processing the son or his daughter, in addition madrasah is lost identity as an Islamic educational institution that should be principled in accordance with the values- the value of Islamic educational institutions contained in the Qur'an and Hadith as the main guidance in the effort to maintain its existence. In theory of interest, the most important thing to note is the view of parents in choosing a Madrasah which if it is ranked in percentage above 50%, so the sequence is qualified, excelling, then the closeness to school / madrasah with home. While if we ranked in percentage under 50%, then the sequence is a low cost, discipline, madrasah status, easy transportation and a supportive environment to the development of children creativity. So to fulfill all efforts which become the desire of the community become the key to the emergence of these interests, but the main thing is to maintain the quality of education continuously with the appropriate management model, meaning it is in accordance with the basic concept of management of Islamic Education Institution, so that objectively society will assess and care for the existence of madrasah education together with madrasah stakeholder

The article is devoted to reviewing tools for analyzing the impact of external and internal factors on the system of "quality of education" in the educational institution. The determining factor in the analysis of the state of development of educational activities in the educational institution is determining the level of efficiency of the quality assurance system of educational activities and the quality of education. This system makes it possible to manage the educational activities of the educational institution at any level, from school to university. The article aims to propose a comprehensive algorithm for assessing the impact of external and internal factors, including socio-economic, on the system "quality of education" and the formation of indicators list for assessing this analysis's results as elements of educational institution development strategy. In the framework of the study to analyze the influence of external and internal factors on the system "quality of education," the abstract-logical method, the method of analogies, and induction-deductions are used. In addition to the tools used in the study of economic systems, the schemes inherent in the description of technical and information objects with an analogy between technical and socio-economic systems are also used. A combination of several tools: SWOT-analysis to assess the internal and external state of the system "quality of education", "PESTEL-analysis to assess the impact of internal and external factors on the system" quality of education", Ishikawa causal diagram to analyze the main problems of quality assurance education (based on the criteria for evaluating educational programs from the National Agency for Quality Assurance in Higher Education), a combination of the Deming cycle and methods of testing software products to determine the performance of the "education quality" system are used in the article. According to the research results, each of the analysis tools in the general algorithm of forming the educational institution's development strategy is presented. The use of the proposed algorithm is possible for the system "quality of education" and other systems for building models of control and management of the processes of ensuring the compliance of elements with certain indicators.

The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.
