The purpose of the study is to study and substantiate the criteria and indicators for ensuring the country's food security - one of the multifaceted problems of international and national character, affecting many social groups of the population. Food security characterizes the state of agro-industrial complex, in which, regardless of external and internal conditions, decrease in the State food reserve, the needs of residents for products are satisfied in accordance with physiological norms, in volumes sufficient for active and healthy life. The article considers FAO's methodological approaches to assessing food supply based on the availability of grain reserves and its per capita production, which are necessary for economic security at the interstate level. The problems associated with macroeconomic situation, production efficiency and the level of profitability of the population of the republic are considered. Data on development of agricultural production, income and quality of food is provided. It is shown that Kazakhstan is moving to a new stage of ensuring food security and price control by creating a national distribution network - a complex of wholesale distribution centers (WDC). A similar system operates in France, Spain and other economically developed countries. This project will be implemented in three stages until 2022, it is planned to build 24 WDC, which will act as a warehouse and manage product flows at retail outlets, distributing it among them.

Ensuring national food security for the present and future under any circumstance is a current urgent and complicated issue in Vietnam in the context of climate change, disease and in the process of striving Vietnam to become an industrialized country towards modernization. Ensuring food security has become a legal issue for every country, including Vietnam. To ensure national food security, there is a need for a state management. Therefore, this paper focuses on analyzing the status of regulations and applying the law in a state management of food security. Based on a comparison with the achievement of the goal of national food security in Vietnam, the article points out some of the current limitations and shortcomings in the State management of food security; then, proposes some solutions to improve the efficiency of the state management in this area, including: good management of planning production land for food; improve the state management apparatus of the national food security; increasing investment in infrastructure and scientific research serving food production; review the role and effectiveness of each stage in the food production value chain; improve policies to ensure a reasonable and stable profit for people who producer, storage, process and distribute food.

Purpose: The purpose of current work is to study the decriminalization of the agro-industrial complex as the most important factor in food security, as well as a way to solve problems affecting the state of food security of the Russian Federation, problems of legal support of national priorities related to food independence. Design/methodology/approach: The methodological basis of the research was formed by general scientific and private scientific methods. Findings: Today the agro-industrial sector is faced with a fundamentally new socio-economic and political-legal situation. It is not coordinated with the state policy in the field of agriculture, food production and food security, although initially this policy is intended to be a tool for the development, maintenance and functioning of the agro-industrial complex. Originality/value: The conducted research allowed us to draw the following conclusions: given the significant contribution of the agro-industrial complex to the national economy, it is self-sufficient and can develop independently; federal spending on said government support should provide agricultural producers with a margin that provides incentives to improve worker efficiency and an affordable credit system for the technical and technological upgrades of equipment needed to produce competitive goods; issues of increasing the competitiveness of agricultural products require solutions, first of all, at the federal legislative level.

Introduction. One of the main tasks of the agro-industrial complex is to provide the population with quality food products in the required volumes. However, the level of consumption of food depends on the world situation of domestic prices, incomes and other factors that collectively determine the production and investment priorities of food producers and consumer preferences of the population. In the context of the limited income of the population and the revision of social guarantees, issues of the availability and adequacy of food in the country are becoming of paramount importance. Purpose. The article aims to assess the level of food security in the regions of Ukraine, to study the dynamic changes of the main indicators of volume and structure of consumption of basic food products, indicators of physical and economic availability of food, the relationship of production, consumption of food and income of the population. Method (methodology). On the basis of observation data and statistic and economic and abstract and logical methods of analysis, the state, tendencies and extrapolation of the main indices of food safety have been identified. Results. The comprehensive assessment of food security in the regions includes the analysis of the regional peculiarities of production and consumption of basic food products and the study of the main factors that cause them; the assessment of the level of food security of the regions of Ukraine and the identification of factors that affect its level and trends. The state policy should be aimed at solving the main tasks. Among them we can distinguish the increase of the incomes of Ukrainian citizens, the stimulation and increase of the agricultural products and food products manufacturing. It will create conditions for saturation of the domestic market and stabilization of prices for basic food products.

The place of various organizational and legal forms of the agricultural sector of the economy in the formation of national food security resources, as well as in the formation of food resources of the regions of Russia is considered, the urgency of the problem is revealed, statistical indicators for the provision of food to the population are given. The main sources of food supply to the country’s food fund are characterized. The main problems of the national food security of Russia are revealed, measures to strengthen the country’s food security are proposed. The assessment of the replacement of imported food with domestic products is given, food production is considered in the context of the country’s regions. The level of food production that provides the population with the necessary domestic food products is revealed. The dynamics of production and consumption of agricultural products by the population of Russia in comparison with medical standards is given. The article considers the development of the food processing industry in Russia.

The key determinants of the strategic economic security of the agro-industrial complex in the conditions of a stabilizing political course on food security ensure the state of the facility in which it is possible to carry out conceptual and functional actions built on goals and principles. The composition and structure of the agro-industrial complex of the state is multicomponent and systemic, it contains many internal connecting blocks and interdependent structures. The uneven development of some agricultural systems occures in the lag of technologies and assortment content. Disruptions in supply and marketing, as well as emergency circumstances cause crop failure, cattle death, which significantly affects the systemic component of economic security. A decrease in food security leads to a decrease in the country’s food security due to the decline in the development of an entire industry.

Introduction: the changes in the social and economic situation in recent years and the sanctions policy towards the Russian Federation require adjustments to the main strategic interests and priorities of the Russian state’s policy in the field of agro-industrial complex and ensuring the country’s food security. The purpose of the work is to identify the main factors that influence the formation of new principles and interests of the state in the field of food security, their reflection in the basic documents on ensuring the national security of the Russian Federation. The methodological framework for the study is the method of scientific analysis, as well as the comparative method. The result of the research is to determine the main trends in the legal support of food security in the context of the constitutional and agrarian legislation reform. Conclusions: in comparison with the previous documents, it is concluded that the list of the state interests, goals and objectives in the field of agriculture is enlarged by strengthening the requirements of social security and social protection, as well as expanding national agricultural production in order to achieve a state of food independence, ensuring the export policy. In the context of the July 2020 decisions the all-Russian vote on Amendments to the Constitution of the Russian Federation justifies the increased importance of food security issues, creating conditions for improving the standard of living of citizens, social obligations of the state in the field of agriculture, and sustainable development of rural territories. It is pointed out that it is necessary to take into account the requirements of environmental safety in the strategic planning in the agri-food sector.

The interaction of agricultural entities is based on modern market relations and the state agrarian policy. Managing the subjects of the agricultural sector of the economy is the primary task of the state, since the provision of food security of the state depends on this. The subject of the study is the establishment of relations of the agricultural sector of the country. In the grouping method, a direct relationship was established between the sum of agricultural production in farms of all categories in the constituent entities of the Russian Federation and the number of employees in the regional agro-industrial complex of the agricultural sector, as well as the number of departments in them. The purpose and objective of the study is to highlight the main functions of state administration of the agricultural sector at the regional level, to identify the lack of an effective mechanism for interaction of the subjects of the agricultural market with each other and with the regional authorities of the agricultural sector. The presented model of optimizing the relationships between the agrarian entities of the region will increase the efficiency of the agrarian sector of the region’s economy and ensure its food security. The necessity of planning and forecasting the volumes of production and use of agricultural products and raw materials is substantiated. The system of such forecasting includes such subsystems as agricultural enterprises, processing enterprises, and the population of the region. It is concluded that each subsystem works on a well-formed and well-founded functional model, which includes input and output information, controls that regulate functioning, as well as mechanisms that ensure such functioning. A special role in the forecasting process is assigned to the regional management bodies of the agro-industrial sector represented by the department for optimizing the interaction of agricultural entities in the region. The final forecast result should be a balance model of the degree of food security in the region's population.

The article touches upon the problem of food security as one of the main factors of social and economic development of the state. The problem of food security is particularly acute at the regional level, as not all regions can produce the necessary quantities of basic food due to differences in soil and climatic conditions. In the Astrakhan region there has been estimated the degree of security for the main food products; the need to consider both quantitative and qualitative characteristics of food for developing methods of food security assessment is being substantiated. There have been studied the reasons of decreasing the level of food self-sufficiency in the Astrakhan region, which can be explained by inefficient use of arable lands, non-observance of scientifically proved change of crops in time and space, ignoring the principles of agricultural zoning and all-round cultivation of vegetables and potatoes by the producers. To eliminate the negative manifestations in the agricultural production of the region it has been proposed to put into practice the system of strategic management in the agricultural sector of the economy and to develop strategic directions of the agro-industrial complex of the region in order to achieve the standards of food self-sufficiency for basic items of food supply. To assess the competitive advantages of agroindustrial production in the region, it was proposed to test the author's methodology, which provides integrated assessment of the competitiveness of the agro-industrial complex for each rural area of the Astrakhan region based on eight proposed key factors. There has been made a classification of eleven districts of the Astrakhan region on two levels of competitiveness has been carried out and the assessment of the state of the regional agroindustrial complex, which allows to develop strategic directions of development of the agroindustrial complex of the region for the near and long-term prospects.
