The review analyzes the memoirs of the first governor of the Samara region in the modern history of Russia Konstantin Alekseevich Titov. The ex-governor recorded the most important events of his political career, presented the personal characteristics of statesmen of the period of the 1990-s and early 2000-s. As a result of the study, it was found that in the memoirs of K.A.Titov, the relationship of the Samara governor with statesmen and representatives of the political elite of the Russian Federation is presented and fragmented his activities as a regional head of one of the largest regions of the Russian Federation.

For the first time in the history of Russian constitutional justice the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation of March 14, 2020 No. 1-FKZ “On improving the regulation of certain issues of the organization and functioning of public authorities” provided for as part of the mechanism for its entry into force a special authority of the Constitutional Court of the Russian Federation related to mandatory checking the new constitutional regulation for compliance provisions of chapters 1, 2 and 9 of the Constitution of the Russian Federation. The article reveals substantive and procedural features of this authority of the Constitutional Court of the Russian Federation, concerning the subject and criteria for checking the legal provisions under consideration, the organizational form of constitutional proceedings used in this case, the legal force of the decision of the Constitutional Court of the Russian Federation, etc. Disclosed the relationship of this regulation and already formulated legal positions of the Constitutional Court of the Russian Federation on certain aspects of the implementation of constitutional justice. In the prognostic plan, the need for more detailed legislative regulation of the procedure for exercising powers associated with mandatory constitutional control is shown.

The political instrumentalization of the history of Ukraine carried out by the Russian Federation in the framework of the information war against Ukraine is covered in this article. This instrumentalization is exercised through media communication employing historical and political myths and narratives to vindicate Russia’s aggressive actions. The latest information and communication technologies used by the Kremlin in the information war against Ukraine have been identified in this paper. Such destructive efforts often derail Ukrainian-Polish relations, which are particularly sensitive to historical and political issues. The reasons for the drawbacks of the Ukrainian authorities in counteracting the information aggression on the part of the Russian Federation are distinguished, and the measures that would contribute to an effective response to such aggression are outlined.

The paper analyzes and systematizes the basic catego-ries related with threats to the economic security of the Russian Federation, and establishes the relationship of their components in accordance with Federal regulatory legal documents. It provides an overview of the ap-proaches contained in the works of different authors in relation to the formation of the composition of threats to the economic security of the state and the assess-ment of their relevance. As a result, it is concluded that it is necessary to improve existing methods for as-sessing economic security threats for the national economy. The author’s method of calculating an inte-gral indicator for assessing threats to the economic security of the Russian Federation, based on a system of indicators grouped into clusters, is proposed. The initial approbation of the methodology was carried out on the basis of the author’s estimates of threshold val-ues and significance levels of indicators of economic security threats.

This article is devoted to the modern history of performing arts during the pandemic. It examines the activities of authorities and theaters, concert organizations and concert organizers from 2020 to mid-2021. Countries plunged into self-isolation. The cultural sphere has been restructured, cultural contacts minimized, while video communication systems have evolved into virtual platforms in homes. The artists, left without full-fledged "live" concerts and performances were distressed. Halls could be accessed by documents and in very limited numbers. The article discusses two fundamental documents prepared by Rospotrebnadzor and appeared during this period: "Recommendations for Implementation of Measures Aimed at Prevention of the Spread of the New Coronavirus Infection (COVID-19) When Performing Activities of Theaters and Concert Organisations" and "On Measures to Limit the Spread of a New Coronavirus Infection (COVID-2019) on the Territory of the Russian Federation in Cases of Mass Events". Both documents were intensively discussed at various forums of performing arts managers in Russia.

This research paper addresses the need for digitalization of the economy in socially important areas of the Russian Federation, particularly its regions. The purpose of the study is to examine the relationship of digitalization with the processes of inclusive growth and regional development. The study identifies the main directions of the digitalization policy, its overall effectiveness, as well as those processes that make certain public goods more accessible for the population, namely: education, healthcare, security, infrastructure and their possible impact on inequality and the level of income of the population. Problems are identified in the existing national and regional digitalization policy, which is not able to ensure a steady increase in citizens’ incomes, high-quality and affordable higher education, as well as reduce the social tension of the population. Based on the foregoing, the authors offer recommendations for resolving these problems in terms of a digitalization approach and an improved digitalization policy with a view to sustainable inclusive socio-economic growth and development of the Russian Federation regions.

Insurance companies, being one of the most important links in the financial system of the country, make a significant contribution to the development of the national economy. Insufficient stability and a low level of dynamics of insurance development are conditioned by poor capitalization of insurance companies and absence of methodological complex, which would allow to create financial strategy with high degree of efficiency. In the Russian Federation today there are 236 insurance companies, of them 61 are in the Astrakhan region. Every year insurance companies cease their activity due to the license revocation. The study of the insurance market of the Astrakhan region and Russia using modern methods of scientific research, including mathematical models, made it possible to establish the relationship of insurance indicators with GDP and GRP. Studying the developing insurance market allowed to infer about the expediency of using the indicator “depth of the insurance market”. The forecast of this indicator until 2020 was based on the consensus forecast of the Ministry of Economic Development of the Russian Federation. Development of the insurance market and, consequently, the economy of the region and of the country is affected by many factors. The following indicators were considered as factors: dollar rate, price per gram of gold, MICEX index, central rate of the Central Bank of Russia, and the inflation rate. The constructed multifactorial regression model helped to establish the relationship between the volume of insurance premiums of voluntary insurance, the dollar exchange rate and the level of inflation. The given research algorithm can be used in various fields. The worked out forecast of the parameter of depth of insurance market in the Astrakhan region and Russia proved positive tendency in developing regional and Russian insurance market.

The article analyzes the philosophical category “measure”, which due to its universality and comprehensiveness finds expression in law, since subjective law and legal obligation are always a measure of the possible or necessary behavior of the subjects of legal relations. The relationship of the category “measure” with the institutions of criminal and criminal procedural law is shown. The article examines the demonstrations of this category in the institutions of the penal law, which makes it possible to formulate the definition of a measure in the penal law and systematize the existing ones. There is revealed the need to change the subject of the penal law as a branch of law in connection with the empowerment of criminal executive inspectorates with the authority to implement measures of procedural coercion, provided for by the Criminal Procedure Code of the Russian Federation.

Introduction. The reform of the Basic Law throughout the modern history of Russia has been determined by the political expediency of transforming the presidential power. Until the mid-2000s the constitutional inviolability supported by the authorities was aimed at preserving its political stability. Theoretical analysis. The Russian Federation has entered a new stage of constitutional development, due to the need for constitutionalization – giving a legitimate character to the prevailing presidential power. Any constitutional reform requires a theoretical understanding of its legitimacy, expediency, legality. Empirical analysis. The main factor in modern constitutional reform is the need for constitutionalization of presidential power. Results. The introduction of additional procedures for the adoption of an amendment to the Constitution testifies to the political will of the President of the Russian Federation to enlist the support of active participants in constitutional processes, thereby putting the ongoing constitutional reform in a legitimate and legal form.

Economic basis existing in the Russian Federation was formed in the 1990s, but it was developing and finally took shape in the early 2000s. It was the political struggle for its implementation that determined the form, structure and nature of the modern political superstructure. As shown by the experience of recent years, the formed basis and superstructure are not intended to carry out in-depth socio-economic reforms in Russia. At the same time, Western total Jesuit Russophobia, the growing power and the number of global challenges, as well as insufficient socio-economic development of the Russian Federation, necessitate fundamental changes. In this regard, the authors provide justification for the need and explore possible ways to modernize the existing political superstructure in the Russian Federation in order to create conditions that provide a powerful and effective Russia's response to the global challenges of the nearest future.
