To date, one of the most important tasks of the State in ensuring the sustainable socio-economic and demographic development of the country is the regulation of migration processes. In the Republic of Bashkortostan in recent years there has been an increase in the number of people participating in both intraregional and extra-regional migration, which indicates the need to manage migration flows for the effective development of territories of this entity. In this connection, this article is dedicated to the development of GIS monitoring of the attractiveness of municipalities of the Republic of Bashkortostan, aimed at improving the effectiveness of decision-making in formulating migration policies in the region, based on a systematic combination of parametric and structural approaches. In the course of the study the analysis of existing approaches applied in this subject area, the methodology for determining the attractiveness coefficient of municipalities of the Republic of Bashkortostan was developed, A functional and information model for monitoring the attractiveness of municipalities has been developed, and a logical structural model of GIS monitoring the attractiveness of municipalities of the Republic of Bashkortostan has been built.

At present, most regions of the Russian Federation are experiencing an increase in migration flows, which has a significant impact on the overall decline in population. At the same time most of them have already developed regional migration policies containing basic guidelines for migration regulation. One of such regions is the Republic of Bashkortostan, where in the recent period the number of active population taking part in both intraregional and external migration has increased significantly. At the same time, the spatial mobility of the population has an impact on the social and economic development of territories. These circumstances lead to increased attention on the part of regional authorities in state regulation improvement. In this connection, the main goal of the paper is to develop an information system for monitoring the attractiveness of municipalities of the Republic of Bashkortostan using geoinformation technologies. The conceptual model “Informational system of attractiveness monitoring of municipalities of the Republic of Bashkortostan” is presented during the research, in which units of visualization, parametric analysis and spatial scaling are described. An algorithm information system was also developed which describes its functionality, such as: assessment of the level of migration attractiveness of the territory, zoning the territory according to the level of migration attractiveness; editing and search of data; scenario prediction of the level of migration activity of the population (number of departures, number of arrivals, migration growth); visual representation of the direction of migration flows; reporting. With the help of this tool, the forecast of the level of attractiveness of the municipalities of the Republic of Bashkortostan is made taking into account the realization of the regional program “Complex development of monocities”. The information system for monitoring the attractiveness of municipalities of the Republic of Bashkortostan can serve as a scientific and methodological basis for state migration policy improvement. The article analyzes the conditions that ensure a favorable demographic situation, personal and family development in the regions of Russia. In 2020-2021, against the background of COVID-19 statistics, a decline in reproduction rates, a sharp increase in mortality rate, as well as a reduction in life expectancy and the total population is clearly visible. The author pays special attention to the title of the textbook, an indication of the state affiliation and peculiarities of Russian government: with the invariability and independence of administrative laws from state and nationality, the importance of understanding and taking into account the specifics of a particular country to ensure the effective development of its socio-economic system is emphasized. The author highlights the advantages of the peer- reviewed publication over other similar publications, which are the close attention to human resource management, as well as the combination of theoretical and practical material. The implementation of regional population policies should reach a new level since they should contribute to improving the level and quality of life of people and strengthening the institution of the family.

The issues of ethno-demographic and ethno-linguistic development of the Bashkir population in the regions of the Russian Federation are considered. It is noted that the tendencies of demographic processes among the Bashkirs in the regions and in the republic of the same name are very different. The features of the ethnodemographic development of the Bashkirs in the regions of their historical settlement are shown, in which general trends coincide with the demographic processes in the country as a whole. It cannot be said about the Republic of Bashkortostan, which is characterized by sharp fluctuations in the size of the titular ethnic group. The dynamics of the ethnic and linguistic identity of the Bashkir population in the regions of historical settlement is revealed in a comparative aspect with the subjects to which the Bashkirs moved at a later time and in which their number is a small proportion. The novelty of the study lies in the fact that it was the first to analyze the ethno-demographic and ethno-linguistic aspects of the development of the Bashkirs in the Russian Federation, including in the regions of their historical settlement. The relevance of the study is due to the fact that the issue of the demographic development of the Bashkir population at the present stage, especially in the republic of the same name, has acquired an ethnopolitical discourse. It has been proven that, despite the policy of reviving ethnicity and the native language, the Bashkirs, like other peoples, are gradually losing it in favor of being recognized as a native Russian.

Abstract Introduction: the article outlines the existing trends in interregional youth migration with the view of identifying the factors and long-term threats in the human capital outflow from the Russian regions. Objectives: analysis of center-peripheral relations on youth educational migration, both intraand interregional. Methods: comparative, statistical, graphical and cartographic analysis of statistical data on interregional migration flows and data of the Ministry of Science and Higher Education of the Russian Federation. Results: the study has been completed in three aspects, namely: (1) analysis of interregional youth educational migration flows based on attractiveness of higher educational institutions in three groups of Russian regions (educational centers; regions with a million- population capital city; other regions); (2) analysis of intra-regional youth migration based on comparing relative total intra- and inter-regional migration of 15–19 age group in 62 municipal districts of the Republic of Bashkortostan located within a distance to republican capital city; (3) analysis of migration attractiveness factors for the regions accepting the migrants aged 14 and over from the Republic of Bashkortostan leaving for reasons related to education. Conclusions: center-peripheral relations as relations between economically and culturally developed center and peripheral districts that are much weaker in this sense, appear to be secondary factors for inter-regional educational migration, much moreimportant factors becoming the high quality of education as well as a subjective perception of socio-economic conditions in the region, where the young people would like to receive education. The educational centers of Russia are the most popular with applicants; while local schools and neighboring regions graduates are more attracted by large higher education institutions of regional capital cities (agglomeration center, million-population city), which focus on the local labour market in the agglomeration. At the same time, the center-peripheral relations have a larger impact on intraregional migration flows of young people, especially within a certain distance (150−180 km for the Republic of Bashkortostan); outside this distance the young people tend to gravitate to the neighboring regions where Russia’s largest cities (including educational centers and agglomerations) are located.

A method for predicting threats in complex distributed systems is proposed, based on the intelligent analysis of large data arrays on the results of monitoring changes in water level in water bodies and air temperature at the measurement point, which makes it possible to increase the efficiency of planning and implementing measures to fend off such and similar threats. The method is based on general approaches and mathematical models previously used by the authors to develop adaptive algorithms for controlling gas turbine engines, which is especially relevant in the context of the increasingly widespread introduction of automatic means for monitoring the state of complex distributed systems and the exponential growth in the number of data used to support decision-making. The choice of the future value of the water level at the measurement point is carried out based on the results of processing the data accumulated for all previous flood periods on the compliance of the water level and its changes per day with the values of air temperature and its changes for the same day. The results of an experimental assessment of the accuracy of predicting the water level in the water bodies of the Republic of Bashkortostan in the flood period of 2021 are presented, which confirm the applicability of the proposed forecasting method to support decision-making to fend off threats in complex distributed systems from a sharp rise in water.

The annual All-Russian Olympiads are traditionally considered one of the most promising areas of work with gifted schoolchildren. Recently, due to insufficiently high scores of learners, the Republic of Bashkortostan is not among the leaders among the regions of the Russian Federation in this indicator. This situation can be viewed as a marker of the effectiveness of the education system in general, as well as existing problems in the effectiveness of preparing schoolchildren for events of this level. It became necessary to study the causes and determine the main directions of work with gifted schoolchildren. The article provides a quantitative and qualitative analysis of the results of the regional stage of the All-Russian Olympiad for Schoolchildren in Arts (World art culture) in the Republic of Bashkortostan in 2020-2021 academic year. The methodological and theoretical approaches to the compilation of Olympiad tasks as a means of diagnosing the formation of subject competencies have been studied. A quantitative analysis of the results of completing the Olympiad tasks at the regional stage revealed the formation of educational, cognitive, information and communication competencies among learners in grades 9-11 at the level of 50% - 60%. The lowest level of training is noted for research and creative competence, which only 30% of learners of this age level possess. The reasons for this situation are associated with the reduction of study time for the study of disciplines of the subject area "Art (World art culture)" and their transfer to the status of elective subjects. Based on the results obtained, the authors came to the conclusion that it is necessary to introduce new approaches to increase the efficiency of training gifted schoolchildren in the subject area "Art (World art culture)".

The Latvia Constitution (Satversme), the law “On environmental protection” and Aarhus convention on access to information, public participation in decision-making and access to justice in environmental matters are main legislative acts of the Republic of Latvia dealing with environmental information. State environmental information system in general provides data needed for decision making process done by state authorities. Residents and non-governmental organizations have access to environmental information as well. Unfortunately direct information exchange among authorities, institutions, organisations, enterprises and citizens sometimes is proceeding with difficulties. Inquiries done in the country before UN summit on Environment and development (Johannesburg, 2002) outlined dissatisfaction by public and many unsolved problems. The Environment ministry has developed the Environmental Communication and Education Strategy and Action Program. In foreseeable future the Environmental information and education centre will be established as well as a network based on regional environmental boards and self-government institutions.
