This study aims to test the model adoption of farmer card innovation by farmers. Data were collected through the use of the survey technique. The respondents were obtained through cluster sampling from six districts that included the greatest numbers of farmer card users in central Java. Data analysis was done through the SEM technique. As a result, from the five variables included, reconstruction and merging of the independent variables were then carried out so that three important antecedent variables appeared regarding influencing the adoption of farmer cards, namely leadership, facility conditions, and the role of government mediated by perceptions of card technology. The application of farmer cards produced such a farmer database, accuracy improvement, and government service to farmers. Future research needs to be directed toward carrying out development research related to increasing the capacity of information technology regarding farmer cards; hence it will bring better welfare to farmers. No previous research has explained how small farmers adopt information technology provided by the government. Many events have transpired, but these dynamics have not been revealed in previous research. This research resulted in an adoption model that enriches the previous Rogers’ innovation adoption theory, especially how leadership factors play an important role in the adoption of information technology innovations

Different approaches in the introduction and socialization of farmer cards resulted in the adoption rate of farmers not following the planned target even though one of the objectives of the farmer card program was to improve farmer human resources. This study aims to analyze the perceived impact of the farmer's card on the level of adoption and improvement of farmer's human resources. Respondents selected based on cluster sampling came from the 6 districts that used the most farmer cards in Central Java. The data obtained through the survey were analyzed using Structural Equation Modeling. The five variables measured consisted of transformational leadership, the role of the government, facilitating conditions, perceived farmer cards, perceived farmer card adoption, and farmer human resources. The results showed that transformational leadership, the role of government, and facilitating conditions had a significant effect on perceived farmer cards. The perceived farmer card has a significant effect on the adoption of the farmer card. Adoption of farmer's card has a significant effect on farmer's human resources. The application of the farmer card results in a farmer database increased accuracy and government services to farmers. Future research needs to be directed at conducting development research related to increasing the capacity of farmer card information technology to make farmers more prosperous.

The current work explores the use of social computing as a tool to improve the interactions between the government and other parties. Social computing, which is known as Web 2.0, is applied in the public sector through the concept of e-Government 2.0. This chapter proposes a conceptual model that will measure e-Government 2.0 adoption by combining known information technology theories. The conceptual model is based on a combination of the Technology Acceptance Model, Theory of Planned Behavior and indexes from the United Nation's database. Future research should validate the empirical model. Meanwhile, the implications of the model are presented.

Information technology has radically altered corporate structures and the way work is transacted in corporate organizations. Firms are seeking to enhance their efficiency by themselves becoming more geographically dispersed and by availing of the benefits of outsourcing. Functional groups are becoming increasingly “virtual” and spatially dispersed; much of organizational interaction is now technology mediated. These trends in turn call for further technology innovations to facilitate communication and collaboration in such situations. Wiki-based systems are an emergent and promising platform for technology mediated interaction. In this study, we describe a Wiki-based system, delineate its major features, and compare it with other available communication technologies. We then examine how the use of Wiki-based systems can enhance communication and collaboration outcomes in the context of a collaborative task, requirements elicitation, chosen for this purpose since it is high value and demands intense interaction across functional domains. We present a model and develop an understanding of the manner in which specific Wiki features enhance three variables – media richness, contextual richness, and organizational memory – which in turn impact communication quality as well as requirements quality in terms of the clarity, completeness, and consistency of a requirements specification. We conclude with a discussion of the implications of our study and of possible future research in this area.

Agriculture is important to the Thai economy, contributing about 17 percent to the Thai GNP. It accounts for about 34 percent of all exports (Mahidol University, 1998). Important activities include crop cultivation, rearing of livestock, fishery, and forestry. In 1991, about 62 percent of the Thai population, approximately 36 million people, was involved in agriculture (Office of Agriculture Economics, Ministry of Thai Agriculture and Cooperatives, 1992, p. 29). Thai agricultural cooperatives play an important role and a study of them provides a window into Thai agriculture. For some Thai farmers, co-operatives provide access to information from the outside world; for others, they provide information about Thai agriculture. Particular cooperatives provide marketing information on agricultural produce that should improve the income of Thailand’s farmers. In addition, Thai agricultural co-operatives can use e-commerce to improve their trading. A report in The Nation newspaper in 1998 (1998a) supported this view, saying that market information such as product prices, could assist farm planning and protect farmers from merchants’ unfair trading practices. Merchants could also use such information to improve business planning and to evaluate investments. It is further suggested that the Thai government could use information technology to better support the Thai farming community; that information technology could be used by agricultural cooperatives as a tool for communication with farmers; and that the government could be better informed of farmers’ needs, and so provide better and more useful services. In a similar vein, Sirimance (1998) suggests that information technology could reduce the communication gap between rural communities and the cities [The Nation newspaper (1998b)]. Despite the apparent advantages, Thai agriculture, including agricultural cooperatives, have been slow to introduce and exploit e-commerce; this is basis of our research project as described in Chiecochan and Lindley (1999), Chieochan, Lindley and Dunn (2000a & 2000b). In these papers, diffusion and adoption theory was used to classify Thai agricultural cooperatives according to if and when they adopted e-commerce. The main conclusion is that Thai agricultural cooperatives are slow in adopting e-commerce. Chieochan, Lindley and Dunn (2000) show that only 60 percent of Thai agricultural cooperatives use information technology and only 5 percent access the Internet. The Internet in Thailand is used mainly as a communication tool and websites for publishing organizational information , but is rarely used to conduct commercial transactions (King Mongkut’s Institute of Technology, Thonburi, 2001). Therefore, understanding factors affecting the use of information technology in Thai agricultural cooperatives is the fundamental to understand the use of e-commerce in Thai agricultural cooperatives and Thai culture. Al-Qirim and Corbitt (2001) support that factors inhibiting and encouraging e-commerce adoption are similar to factors inhibiting and encouraging information technology adoption in Thai agricultural cooperatives. This research aims to understand the influence of the capacity of human resources, the utilization of information technology, internal control and accounting on the value of information reporting local government finance. Of respondents in this research is the head and staff the subsection accounting and finance at penatausahaan skpd magelang city of central java province. The number of respondents in this research is 65. Data collection done by means of spreading the questionnaire directly to the secretariat skpd magelang city. The technique of analysis of data using linear regression analysis double. The result of testing on each of the independent variable shows that the capacity of human resources have influence on the information the government financial reporting magelang the city. While the use of information technology and control of internal accounting have no influence on the information the government financial reporting Magelang city

The tourism sector is one of the mainstay sectors of the Indonesian government to generate foreign exchange, therefore the use, development, management, and financing of tourism areas must receive serious attention from the government by involving the role of government institutions, related stakeholders and participation of all levels of society in various policies and programs to be taken. This study tries to examine the description of good governance concepts and practices, institutional processes and procedures, development financing for the development of the tourism sector that is associated with education to improve the quality of human resources in the tourism sector. The approach used in this study is a qualitative approach with descriptive methods. Sources of data were obtained from field observations, interviews, group discussions and are expected to be able to encourage the development of regional tourism, especially destinations around the community through empowering the surrounding community to set destinations well. In order for all aspects of tourism management to work properly, the role of local government is needed in providing education support and support in the field of tourism, so it can fill the shortage of experts who will be placed in institutions or industries related to local tourism.

The role of government in destination development is not a new topic; however, the way the government can impact tourism destination development is still under research. This study addresses such issues, specifically, striving to shed some light on the aspects of importance/performance as it relates to destination management. By understanding such relationships, government officials (at local and state levels) will be able to create specific policies/procedures that would facilitate tourism development. This study utilizes importance/performance methodology to analyze three types of regions (mountain, spa, and wine) in the Czech Republic. The results indicate that variations among the regions exist in terms of areas of importance and performance and point out opportunities for further improvements. Thorough discussions and implications for the industry are made along with suggestions for future research.

Every day the number of cases caused by the Covid-19 pandemic continues to grow. The Covid-19 pandemic has forced the government to formulate policies to reduce the number of its spread. With various policies made by the government, community activities and information dissemination are limited. This paper aims to find out strategies for handling the Covid-19 pandemic through optimizing information technology. We need to know that the Covid-19 pandemic continues to increase every day, which requires people to limit their environment and implement social distancing. Information Technology has the goal of solving a problem, opening up creativity, increasing effectiveness and efficiency in doing work. Information technology innovations continue to be developed as the number of Covid-19 patients increases. Many countries have used information technology to find out information on the development of Covid-19 over long distances by using internet media in preventing Covid-19. The internet also helps Covid-19 patients with doctors, and helps make it easier for people to complete work. Garut Regency, West Java is one of the districts that experienced a significant increase in the number of cases. The local government has also pursued a strategy to deal with Covid-19 by optimizing information technology through the internet. From the data found, it can be concluded that information technology can help in handling Covid-19, especially in Garut Regency.  Keywords: Information Technology, Covid-19, Garut Regency
