The tourism sector is one of the mainstay sectors of the Indonesian government to generate foreign exchange, therefore the use, development, management, and financing of tourism areas must receive serious attention from the government by involving the role of government institutions, related stakeholders and participation of all levels of society in various policies and programs to be taken. This study tries to examine the description of good governance concepts and practices, institutional processes and procedures, development financing for the development of the tourism sector that is associated with education to improve the quality of human resources in the tourism sector. The approach used in this study is a qualitative approach with descriptive methods. Sources of data were obtained from field observations, interviews, group discussions and are expected to be able to encourage the development of regional tourism, especially destinations around the community through empowering the surrounding community to set destinations well. In order for all aspects of tourism management to work properly, the role of local government is needed in providing education support and support in the field of tourism, so it can fill the shortage of experts who will be placed in institutions or industries related to local tourism.

<p align="center"><em>Abstract</em></p><p><em>The purpose of this study is to formulate legal drafting a model policy formulation Regional Regulation based Green Legislation in order to develop the practices of good governance in the region through strengthening the role of the executive (such as the leading sector of legal department Sector, BLH, Central Java Regional Environment and Parliament through strategies, mechanisms, and empowerment potential, and improving procedures for preparing regulations for environment conservation attention. This study is a juridical non-doctrinal, with a qualitative approach. The method will be used through the stages of: mapping the existing condition into the formulation of legal drafting which has been used, mapping of potential executive (leading sector) and the Parliament, to evaluate regulations that have been generated , identify and evaluate the constraints faced in the policy formulation stage, identify opportunities and strategies and formulate a model formulation that can be developed. The emphasis in the context of formulation of legal drafting by the Government to produce a green-based regulation legislation. The results of research are: First, the preparation of formulations Legal Drafting regulations made by the Government in accordance with Act No. 12 of 2011 and Act No. 32 of 2004, but not all use the Paper of Academic regulation in the formulation so that the Legal Drafting  Regional Regulation not meet the criteria of a good legal system. Second, participation has not been effective and not all regulation is preceded Academic Paper. Third, the constraints in the formulation of legal drafting regulations include limitations of the preparation of draft environmental preservation, the ability to assess the regulation, the ability to formulate an explicit policy, concrete , clear and operational.</em></p><p><em>                           <br /> </em>Kata kunci: <em>Green Constitution</em>, <em>Legal Drafting</em></p>

The development policy in the reformation era gives priority to the paradigm of human development that puts people as the development actors and places local economy as a vehicle for community welfare. However, the government policy as stated in the national budget precisely contradicts with the role of government that should create the community welfare. This study uses the qualitative approach by using historical and verstehen methods. The management of the national budget shows the existence of the government's role in regulating the sources of general revenue and expenditure budget. The practices of the state financial management used for development purposes to create the public welfare have been conducted since the time of Prophet Muhammad. The management of the national budget in the reformation era uses performance-based budget structure that aims to improve the performance of government with good governance that requires the effectiveness, efficiency, transparency, and accountabilicy in its management. However, the abuse of the budget in the form of corruption still occurs in the management of this national budget. Key words: National Budget, Budget-Politics, Corruption, Islamic Economy.

The spirit of reform encourages the State Civil Apparatus to carry out renewal and improvement of the system in the development, improvement and service of the community in order to encourage the community and support the implementation of good governance in public administration. Supervision carried out by. The Government, has determined the Functional Position of Auditors who have the scope, duties, responsibilities, and authority to carry out internal supervision on government agencies, institutions or other parties in it. For this reason, this research has two problems. First, how is the role of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate. Second. What obstacles were encountered by JFA in the supervision process of the performance of Bureaucrats in the Central Java Province Inspectorate. This problem was examined using a sociological juridical approach. In the sociological juridical approach, law as law in action is described as an empirical social phenomenon. The results of this study confirm that: First, there are 2 (two) roles of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate, namely: Improving the system of internal supervision and control, and improving the quality and professionalism of resources. Secondly, there were several factors encountered by JFA in the supervision process of the performance of bureaucrats in the Central Java Province Inspectorate that had to be immediately corrected to support good governance in public administration.

In the digital economy era, small service business struggle to compete in a rapidly changing and dynamic market. Therefore, through digital transformation (DT), small service business seek to increase their competitive advantage, improve business performance, and achieve business growth. Having limited resources and capabilities, small service business must deal with several barriers and challenges. This study aims to discover the barriers, and the roles of government, for digital transformation in small service business. This study applied a qualitative approach involving semi-structured in-depth interviews with top management of small service business. Then, we employed the content analysis method to examine interview data and construct a model. This research reveals four main barriers to digital transformation in small service business: lack of funding, lack of digital capability, lack of human resources, and technical barriers. We found there are four government roles for supporting digital transformation in small service business: build a digital platform for small service business, promote mobile/digital payment, provide digital training, and build a digital collaboration ecosystem. Additionally, based on this study’s findings, a model for barriers and government support of digital transformation in small service business is presented. This study contributes to the conceptual framework and management implications in the digital transformation field. The study’s findings provide insights to practitioners and suggest that the government could alter the current policies and programs to support digital transformation in small service business.

This study aims to reveal the public’s perception and the management’s perspective about halal food tourism at speciality restaurants in Bandung. The background of this study is there are still many producers of food products that are not necessarily halal and are not yet certified by halal authorities (MUI) but they have claimed to be halal with the perception of their producers. This research uses a qualitative method. The results showed that some respondents still did not understand very well that related to the concept of halal food. All respondents agreed that the government and Indonesian Ulema Council (MUI) have a right to issue halal certificates. As for the potential for halal food in Indonesia, it is not evenly distributed, because only a few regions or certain tourist attractions have started to optimize the program. The strategy of developing halal food tourism in Indonesia can certainly be managed by the tourism sector because it is very closely related. The conclusion from this research is that there must be a halal food tourism model so that it can be used as a platform. Therefore, the role of government and society is needed to develop the potential for halal food tourism. Keywords:  Halal Food Tourism, Public’s Perception, Speciality Restaurants

This study aims to determine the role of government in the development of the Teluk Berdiri ecotourism as well as to determine the efforts that can be made to develop the ecotourism. The research method used in this research is descriptive qualitative method with the aim to make a description, a systematic, factual and accurate description of the facts investigated. The instrument used was a survey sheet and interview guidelines. The data analysis technique uses triaggulation technique, which is a technique for checking the validity of data that utilizes something different outside the data for the need to check the comparison of the same data from other sources. The results showed that the interest of tourists is still a local tourist, this is due to a number of factors such as inadequate facilities and infrastructure, such as lack of accessibility, lack of promotion, and others. The role of the government is currently trying to provide support, one of which is improving road access to the tour. Furthermore, efforts that can be made by the government are establishing cooperation with the local community for the construction of facilities and infrastructure, improving accessibility and promoting local wisdom and traditions to attract visitors. The development of environment-based tourism or ecotourism can be a guide in making use of the tourism sector and can be used as an attraction of an area to increase regional income (PAD).

Kemiskinan masyarakat nelayan secara faktual terjadi di mana-mana. Ia tidak hanya disebabkan oleh faktor internal dalam mekanisme produksinya, tetapi juga oleh keadaan eksternal yang tercipta di lingkungannya. Tradisi dan kelembagaan tradisi tidak selalu dianggap baik dan mampu menjaga eksistensikehidupan orang miskin. Bahkan, keduanya bisa menjerumuskan atau semakin membenamkan orang miskin pada kemiskinan absolut. Penelitian dilakukan dengan menggunakan metode etnografi. Penelitian etnografi masyarakat nelayan ini berupaya memberikan tawaran jalan keluar berdasarkan potensi dankarakter kebudayaan masyarakat dalam menghadapi kemiskinannya. Analisis data dilakukan secara deskriptif kualitatif. Hasil kajian adalah sebagai berikut. Buwoh dan bank titil di Kaliori Rembang Jawa Tengah telah menjadi bukti otentik bagaimana tradisi yang dikemas oleh para pencari rente lebih kejam dari jeratan utang bakul yang selama ini dituduh sebagai penyebab utama kemiskinan nelayan. Meskipun kondisi faktual kemiskinan itu tidak serta merta mendorong nelayan menjadi penganut konstruksi instrumental, peran pemerintah dalam menstimulasi tradisi dan kelembagaan tradisi yang mereduksi kemiskinan harus dipacu dalam bentuk kebijakan dan program. Title: The Fisher’s Poverty: Case Study of External Causes and Tradition Revitalization effort to Poverty Allevation in the Kaliori of Rembang, Central JavaPoverty in fishing communities occurs factually in everywhere. It is caused not only by internal factors in the mechanism of production, but also by external circumstances that are created in its environment. Tradition and traditional intitutions are not always considered good and able to maintain the existenceof poor’s life. In fact, they can plunge the poor people into absolute poverty. The research is conducted by using ethnographic method. This ethnograhic research of fishing communities attempted was to offer solution based on potention and character of public culture against their poverty. Data were analysed using qualitatove description method. Results of the study were as follows. Buwoh and Bank Titil in the Kaliori of Rembang, Central Java have become the authentic evidence of how traditions created by rente seekers are crueller than debt of bakul bondage that has been accused as the main cause of fisher’s poverty. Although the factual condition of poverty does not necessarily encourage fishers to be adherents of the instrumental construction, the role of government in stimulating the tradition and tradition institutions that reduce poverty must be driven in the form of policies and programs.

The regional autonomy system has a great impact on the Indonesian local government to create good governance so as to prevent corruption. This study aims to examine the impact of detection of irregularities, audit opinion, and audit rectification on the level of corruption in provincial governments in Indonesia. The data collected in this research was the audit report of the Audit Board of the Republic of Indonesia and the annual report of The Corruption Eradication Commission in 34 provinces in 2015-2019. Further, the data was analyzed using multiple linear regression. The results indicate that the detection of irregularities and audit rectification has a positive impact on the level of corruption, while the irregularities and audit opinion do not have impact on the level of corruption. These results are expected to encourage the government to strengthen its financial supervision system.
