The article is devoted to the analysis of the issues of integration interaction between Russia and Belarus through the lens of perception of the existence and functioning of the Union State by the power institutions and political parties of the Russian Federation. A study of the content of the official websites of state authorities, the information and analytical portal of the Union State and party programming was conducted on the example of pre-election documents of political parties admitted to participate in the elections to the State Duma of the eighth convocation. The official interpretation assumes, first of all, building up integration ties with Belarus in various spheres and directions, without creating a single state and emphasizing the issue of deepening political integration. In the party discourse, integration issues are less in demand at the present stage, although some parties offer more radical approaches, up to the “restoration” one.

The purpose of the article: the study of the roleand and meaningof cybersecurity at the present stage of world development as the main factor for ensuring national and international security of the 21st century. Research method: synthesis and scientific forecasting, peer review, comparative analysis of the cybersphere within the system approach. Results: the state and ways of developing cybersecurity of leading foreign countries on the example of the United States, the state and ways of developing cybersecurity and cybersecurity technology in the Russian Federation are presented with justification for discussion proposals on the disclosure of the term and the concept of “cybersecurity.”

The article assesses the electoral prospects of new political parties registered by the Ministry of Justice of the Russian Federation in 2020, on the eve of the elections of deputies to the State Duma of the Russian Federation, scheduled for September 2021. Based on the results of regional elections held on a single voting day on September 13, 2020, party rhetoric and documents, the author consistently characterizes the electoral potential of the political parties such as «New People», «For Truth», «Green Alternative», and «Direct Democracy Party». The author's judgments are based on the hypothesis that the current electoral potential of new parties, which is fixed at a relatively low level, does not allow us to consider them as competitive and independent subjects in the election campaign at the start of the campaign. The likelihood of certain new parties receiving deputy mandates due to the victory of their candidates in single-mandate constituencies is emphasized. Special attention is paid to the consideration of methods of forming a pool of supporters of new political parties, determined by the specifics of their functioning.

The article discusses formation of the concept of state youth policy in the Russian Federation; the main approaches to the essence of youth policy carried out in Russia are analyzed. The need for scientific support for the development of the main directions of the state youth policy is substantiated. The experience of preparation of state reports on the situation of young people in our country is examined. The main approaches to understanding the essence of youth and youth policy at the present stage of development of the Russian society are disclosed. The feasibility of the development and adoption of the Federal Law on Youth Policy of the Russian Federation is substantiated.

The basis for the statutory regulation of political parties is the consolidation of relevant norms in the federal laws “On Political Parties”, “On Public Associations”, “On Basic Guarantees of Electoral Rights and the right to participate in a referendum of citizens of the Russian Federation”, “On Elections of Deputies of the State Duma of the Federal Assembly of the Russian Federation”, “On Elections of the President of the Russian Federation”. Political parties have their own organizational and legal basis, have their own charter, program, leaders, their own goals and objectives, and perform certain functions. One of the goals of any political party is to participate in the political life of society, in solving its issues. One of the tasks of the party is to participate in public administration by representing the population’s interests during elections at various levels. The normative legal acts regulating the activities of political parties are updated and amended in accordance with the realities of the life of society. Amendments to the federal legislation on elections and on political parties have been adopted, and a number of conditions governing the establishment and functioning of political parties and their regional branches in the regional dimension have changed dramatically. The amendments to the federal law “On Political Parties” have changed the conditions for the establishment and operation of political parties, in particular, the minimum number of a political party’s members when it is created has been reduced to 500 members; the approaches to voting have been changed. These changes correspond to the state of the modern political process and are aimed at the development of political institutions, including political parties

The purpose of the article is to consider the qualitative aspects of the modernization of the educational space of the Russian Federation on the basis of a political analysis of this process. The author presents the features of preparation and adoption of political and legal decisions in the field of education. It is considered in the article that many documents adopted in the field of education do not specify the mechanism for implementing the established norms and the required sources of funding. As a result, the conclusion is substantiated about the purposeful depoliticization of education and the transfer of the functions of educating the younger generation to other institutional formats that are not directly related to the education system. At the present stage, the mechanisms of interaction between the government and society in the field under study are mainly represented by an open public discussion. But the nature of the dialogue, expressed in the tacit disregard of public opinion by the state authorities, speaks of a hidden confrontation between the parties, which at times becomes open.

Introduction. Population growth in the world is uneven: while in some countries the population has been growing for a long time (China, India), in Russia and in many EU and BRIC countries, the birth rate has been declining in recent years; and if this does not affect the population, then only by increasing life expectancy and migration. Abrupt changes – both growth and decline – in the population are a threat to the national security of the state. The purpose of this work is to evaluate the effectiveness of political management (strategies and tools) aimed at solving demographic problems and increasing the birth rate in the Russian Federation, as well as to identify the stages of the formation of demographic policy in the Russian Federation in 1992–2019. Methods and materials. Based on the qualitative analysis of normative documents, the frame analysis of speeches of political leaders the main factors that influenced the coverage of demographic problems are revealed (the authors used official electronic versions of the following publications: “Sobranie Zakonodatelstva Rossiyskoy Federatsii” (Collection of Legislation of the Russian Federation) and “Byulleten normativnykh aktov federalnykh organov ispolnitelnoy vlasti” (Bulletin of Normative Acts of Federal Executive Authorities). Analysis. The proposed research strategy allowed identifying demographic threats to national security articulated by political actors and presented in official documents, statements of officials, as well as to compare the political decisions taken in the Russian Federation with the decisions taken in some European countries. Strategic documents that ensure national security of the Russian Federation by including the demographic agenda in political discourse are considered as a tool of political management. Results. The article assesses the effectiveness of political management in solving demographic problems and increasing the birth rate in the Russian Federation, identifies the stages of the formation of demographic policy in the Russian Federation in 1992–2019, as well as the features of the articulation of demographic problems in the political discourse of Russia, and describes demographic threats. The analysis of the regulatory framework as a tool for political management, demographic threats prevention, as well as the basis of the state strategy for increasing the birth rate in the Russian Federation allowed identifying policy decisions that can be used to develop new measures within the framework of programs to increase the birth rate in the Russian Federation.
