The purpose of the study is to present the methodological fundamentals of the development of cultural and educational environment of the city within primary education. We proved the necessity of revising training techniques for teaching culture under conditions of higher education. We explained top priority of orientation towards humanitarian, anthropological and axiological approaches to organization of mastering local lore at school and university. The cultural and educational environment of the city, i.e. the place, where a person was born, is considered as a tool for the interiorization of universal human values. The study gave reasons for importance of involving children in local lore activities at primary school age. Local lore is considered as a scientific basis for designing the content of school subjects; as a cultural training, activity aimed at learning about the heritage of one’s native city, preserving and enhancing the cultural level of the region, its inner potential; as a social activity aimed at developing civic mindedness. The article determined the possibilities of using local lore to teach moral and spiritual values to primary schoolchildren. The study described experience of creating and implementing a project-based research-based master’s degree programme at Saratov State University, aimed at training primary school teachers to use local lore materials in the educational process at school. The article reveals the structural and content components of the educational programme, the main forms and teaching methods. The article outlines the topics for student projects in the field of literary, linguistic, mathematical, and ecological local lore. We presented various methodological forms of incorporating local material in the class and extracurricular activities of younger students: compilation of interactive educational resources (books, reference books, albums, presentations, didactic problem books), preparation of quest games, virtual excursions, subject and intersubject projects. The article gives examples of cross-curricular competitions, mathematical problems with regional content. The priority area is the immersion of students (both students and schoolchildren) in the cultural environment of the city, region.

Today, Ukraine is on the verge of implementing reform changes aimed at improving the functioning of educational institutions, educational environment, working and learning conditions, etc. To this end, public authorities have adopted a number of legal documents that provide for the content and basic conceptual framework for the implementation of European integration standards. Every higher education institution must implicitly respond to these changes, as its mission should be to improve conditions within and outside the educational environment in relation to all participants of the educational process. In fulfilling its unique mission, each institution of higher education should have its own strategic vision for the development of the entire institution and individual specialties, which takes into account the individual peculiarities and needs of students and research-teaching staff. In order to form the current competences of the graduate of the relevant specialty, the higher education institution must constantly review the objectives and program learning outcomes, which will further affect the competitiveness of the student in the labour market. Each specialty must be in constant motion, development, systemic improvement. Particular attention in this process should be paid to the specialty 011 Educational, Pedagogical Sciences, as their graduates are future teachers of higher education institutions, which in the near future will influence the development processes of the future professionals in various fields. Therefore, the objective of the article is to highlight the optimal conditions that should be created by a higher education institution in the system of training of master’s degree students. To achieve it, theoretical (analysis, synthesis, comparison, generalisation) and practical (questionnaire, observation, conversation) methods have been used. In order to make the research objective and determine the needs of students, we conducted a survey, which showed not only the interest of students in the processes of development of the educational institution, but also allowed us to identify those factors that are the most appropriate for students in improving the quality of educational services. Taking into account the needs of students, we have proposed organisational and pedagogical conditions, the introduction of which will improve the quality of training of master’s degree students majoring in 011 Educational, Pedagogical Sciences.

Introduction. The relevance of the study is due to the need to match the requirements of stakeholders to the level of preparedness of a graduate of a master's degree. The purpose of the research. The research is aimed at the development and scientific substantiation of the master's degree program in the field of speech therapy support for persons with communication disorders of various categories in terms of interaction with stakeholders. Methodology and research methods. The Master's program is based on the principles and provisions of practice-oriented and competence-based approaches that ensure the formation of students ' professional competencies and practical skills in solving real professional problems, both in practical classes and during industrial practice on the basis of stakeholders. The research used methods of design, content analysis, questionnaires, mathematical statistics (descriptive statistics, factor analysis). The results. The mechanism of designing the master's degree program is based on the inclusion of stakeholders in the process of forming professional competencies of graduates, the development of its structure, content and areas of implementation (educational process, scientific work, practice, final qualification work, career guidance). The conducted research with the participation of stakeholders (56 people: speech therapists, speech pathologists, psychologists, rehabilitologists, managers) allowed us to determine the four-factor structure of knowledge, skills and labor actions (professional competencies) necessary for a speech therapist when working with people with communication disorders of various categories: ability to plan and implement the content of correctional and developmental classes (percentage of dispersion – 29.4); the ability to design an adapted basic general education program and a special individual development program (percentage of dispersion – 24.5); the ability to implement speech therapy support in the rehabilitation work system (percentage of dispersion – 18.9); the ability to plan and conduct applied scientific research in education, including the diagnosis of persons with communication disorders of various categories (percentage of dispersion – 7.8). Practical significance. The results obtained can be used by the heads of universities focused on the development of interaction with stakeholders, can help to encourage the introduction of practices and strategies that take into account the influence of stakeholders in the development of management decisions and the organization of effective training of teachers in the master's program. They may be of interest to speech therapists-practitioners, scientific supervisors of master's programs.

Higher pedagogical education in Russia and France is currently undergoing modernization. In connection with the new challenges of time, global changes in the world community there is a growing public interest in the problems of sustainable development as the only possible way of civilization movement. Under these conditions, there is a need to improve teacher training, the inclusion of new training modules in the educational process, and the creation of new master’s degree programs. This study aims to analyze the situation by introducing the idea of “education for sustainable development (ESD)” into the organization of higher teacher education, which is constantly reforming in the context of the Bologna process, on the example of two countries - Russia and France. The study identifies the main tendencies of pedagogical education modernization, examines the teacher training system in terms of ESD ideas, considers Master’s programs in universities of Russia and France.

Purpose A modern trend in the educational environment in recent years has been the permanent education system with the involvement of online study modes. It is based on multidisciplinarity and adaptivity of educational technologies, starting with the basic level of education – bachelor’s degree, and ending with gaining competences in the field of engineering and economics throughout the whole professional life of a student. The purpose of this paper is to perform a detailed analysis of development of permanent education in Russian universities, focusing on statistical data on popularity of jobs as to professional groups among employers and determining peculiarities of permanent education, based on the distinguished peculiarities of permanent education and requirements of business to develop a model of engineering and managerial education that would integrate two blocks of the educational process – engineering and economic, as well as include modern technologies of teaching. Design/methodology/approach The authors propose the modern model of engineering management education that is implemented in the Russian technical universities. Its distinctive feature as compared to the conventional educational technologies is gaining competences in the field of economics and management at the same time with engineering education at the second stage of education – the master’s program. The proposed model of engineering and management education results in obtainment of two diplomas by the student who is awarded with a master’s degree in engineering and a master’s degree in economics. A difference of the offered model from the traditional educational technologies is obtaining competences in the sphere of economics and management together with engineering education at the master’s program. The result of the offered model of engineering and managerial education is graduate’s receiving two diplomas with master’s degree of engineer and master of economics. The paper shows the existing mechanism of implementing the model of engineering and economic education in a technical university by the example of the master’s program in Economics “Evaluation of economic risks during technological decisions (in oil processing and oil chemistry).” Findings The offered model of engineering and managerial education will allow training the engineers of a new type, who will be able to adapt to new tendencies and initiate the changes that are necessary for effective functioning of business in the conditions of digital economy. Originality/value The offered model of engineering and managerial education should be acknowledged as an innovational educational project that raises demand for graduates through their adaptability to employer’s needs and their usage of new tools of management that are based on exchange of information data and that form managerial task for information provision of the process of decision making and their further execution.

At the present stage a multi-level educational system allows creating favorable conditions for students’ research activities. The master’s programme is aimed at training scientific personnel ready for productive research activities in the new conditions. We substantiate the role of research work of undergraduates in development of their professional competence. The analysis of the experience in organizing the research work of the Institute of Culture and Arts master’s degree students of the Moscow State Pedagogical University, based on a practical approach to research activity, allowed us to conclude the integrated approach of the research work of “Social and Cultural Activity” department master’s degree students, that creates conditions for the implementation of our projects and a comprehensive analysis of the results obtained on the basis of theoretical and practical developments. Providing wide opportunities for scientific research of students in educational process the university promotes scientific inquiry, activation of students’ creative potential, forming skills of independent scientific research work. A competent organization of research work of students of the master’s degree helps them to master the theory, forms the qualities of the researcher, and introduces them to the future profession. Engaging of the master’s degree students in the study allows them to design their own professional activity, analyze the results of the work, motivates learning activity. Based on the analysis of the scientific activity of the students, we developed and presented recommendations on improving the research activities of students. The application of the recommendations will allow the teachers of the university to actively support the research activities of master’s degree students, develop their professional competencies, create a situation of success in the chosen professional area and predict further scientific research.

The study is relevant in the context of global projects supported by the government and initiated by the President of the Russian Federation: the federal state educational standards, the complex project of modernization of education, national educational initiative �Our new school�, �Concept of the spiritual and moral development and education of a citizen of Russia.� In the context of extracurricular activities in the design development of the FSES becoming especially popular networking projects that brings together institutions of diff erent levels (schools, supplementary education for children, psychological urban centers, higher education institutions). The interaction of educational institutions is becoming a modern highly innovative technology that allows them to develop dynamically. The article describes a model of network interaction of educational-governmental organizations of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the terms of realization of the FSES of primary education. Model networking educational institutions of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the development of the FSES of primary education has been successfully tested on the basis of four elementary schools in the city of Kaluga, the study involved 177 students and 7 primary school teachers. Social partners of educational networking were: Children and Youth Space Education Center �Galaxy� of the city of Kaluga and Kaluga State University named after K.E. Tsiolkovsky. The basis of networking cooperation were programs of extracurricular activities of I.V. Ivanova. The main results of testing of the model is the development of individual students in the development of programs that increase the level of professional competence of primary school teachers in the organization of extracurricular activities of the FSES of the primary general education. The study contributes to a system of total innovative design, Further and Higher Education; It shows the possibility of the contents and forms of social and pedagogical partnership in the system of education in the introduction of the FSES of primary education. The practical signifi cance of the study consists in the possibility of using the developed model in educational practice. The study will allow to make science-based contribution to the practical implementation of the regional. Prospects for the development of research consist in the development of new models of a network of educational cooperation, attraction of new bases for cooperation. The article is based on the description of the author�s vision of designing a network of educational interaction in the context of socio-pedagogical partnership between the general and further education in line with the realization of extracurricular activities in the conditions of the introduction of the FSES. The paper describes the stages of a network between educational institutions and supplementary education in the fi eld of extracurricular activities teaching, the content of which need a good idea of planning to become a party to the educational network. Performance criteria of socio-pedagogical partnership in the interaction of the general and supplementary education in the conditions of the introduction of the FSES is the availability of functioning network interaction of educational institutions for the implementation of extracurricular activities in the framework of the FSES, involving teaching, psychological and pedagogical, professional, material and technical resources of educational institutions of diff erent levels; development and implementation of educational programs extracurricular activities FSES-based schools; positive dynamics of development of students involved in extracurricular activities; enhance the professional competence of teachers involved in networking through the organization of extracurricular activities in the Context of the FSES. Socio-pedagogical collaboration between the general and further education, the diff erent models of networking between educational institutions in the conditions of the introduction of the FSES helps to provide opportunities for the development of each child on a variety of activities taking into account the orientation of the individual; eff ective organization of extracurricular activities of students in the development of the FSES; empowerment to improve the professional competence of school teachers; meet the requests of professional participants in the educational process. Perspective and practical importance of this activity, which can be called innovative in the light of the modernization of education is the ability to design and realization of diff erent models of network of educational interaction in the framework of the extracurricular activities of students in the conditions of the introduction of the GEF in the educational space of city, region.

Purpose – The purpose of this paper is to explore the dilemmas that challenge reputation management in the context of higher education (HE). Design/methodology/approach – The paper introduces one Finnish multidisciplinary master's degree programme as a case in point. The empirical data comprises a student survey and semi-structured interviews with internal and external stakeholders whose work relates to the master's degree programme in question. Findings – The findings identify different types of dilemmas arising from collaboration between stakeholders of HE. Practical implications – The paper demonstrates how the dilemma-reconciliation method can be used to enhance reputation management in HE. Originality/value – The novelty of the paper is in applying dilemma theory (Hampden-Turner and Trompenaars, 2000) in parallel with reputation theories. Dilemma theory attributes reputation risks to conflicting aims.

The article reveals the peculiarities of using the acmeological approach as a theoretical and methodological basis for modeling the process of higher school teachers training in the conditions of a master’s degree course. It has been noted that acmeology in the process of studying the patterns and mechanisms of development of the future teacher during the period of study at a master’s degree course, allows to adjust the curricula and programs for the preparation of masters – future teachers of higher educational institutions, for the goal of their individual development as professionals and personalities. The conditions for the professional development of future higher school teachers in the conditions of the master’s degree course have been stated. Among them are the development of the future sphere, the improvement of the educational process under the master’s program, the innovative nature of the master’s degree studies, and the model of the organization of education. The acmeological model of the professional development of the teacher of higher school in the conditions of the a master’s degree course has been built, which makes it possible to trace the direct connection between the stages of the development of his professionalism: professional self-knowledge, professional self-education, professional self-development and professional self-improvement with the need of s master degree student to aspire to «acme» tops. From the positions of the acmeological approach it is proved that the training of teachers of higher school in the conditions of the master’s degree course is a dynamic system that is constantly evolving, changing, acquiring new personal and individual psychological characteristics allowing the future teacher to have wide opportunities for social and professional adaptation.
