Kemiskinan masyarakat nelayan secara faktual terjadi di mana-mana. Ia tidak hanya disebabkan oleh faktor internal dalam mekanisme produksinya, tetapi juga oleh keadaan eksternal yang tercipta di lingkungannya. Tradisi dan kelembagaan tradisi tidak selalu dianggap baik dan mampu menjaga eksistensikehidupan orang miskin. Bahkan, keduanya bisa menjerumuskan atau semakin membenamkan orang miskin pada kemiskinan absolut. Penelitian dilakukan dengan menggunakan metode etnografi. Penelitian etnografi masyarakat nelayan ini berupaya memberikan tawaran jalan keluar berdasarkan potensi dankarakter kebudayaan masyarakat dalam menghadapi kemiskinannya. Analisis data dilakukan secara deskriptif kualitatif. Hasil kajian adalah sebagai berikut. Buwoh dan bank titil di Kaliori Rembang Jawa Tengah telah menjadi bukti otentik bagaimana tradisi yang dikemas oleh para pencari rente lebih kejam dari jeratan utang bakul yang selama ini dituduh sebagai penyebab utama kemiskinan nelayan. Meskipun kondisi faktual kemiskinan itu tidak serta merta mendorong nelayan menjadi penganut konstruksi instrumental, peran pemerintah dalam menstimulasi tradisi dan kelembagaan tradisi yang mereduksi kemiskinan harus dipacu dalam bentuk kebijakan dan program. Title: The Fisher’s Poverty: Case Study of External Causes and Tradition Revitalization effort to Poverty Allevation in the Kaliori of Rembang, Central JavaPoverty in fishing communities occurs factually in everywhere. It is caused not only by internal factors in the mechanism of production, but also by external circumstances that are created in its environment. Tradition and traditional intitutions are not always considered good and able to maintain the existenceof poor’s life. In fact, they can plunge the poor people into absolute poverty. The research is conducted by using ethnographic method. This ethnograhic research of fishing communities attempted was to offer solution based on potention and character of public culture against their poverty. Data were analysed using qualitatove description method. Results of the study were as follows. Buwoh and Bank Titil in the Kaliori of Rembang, Central Java have become the authentic evidence of how traditions created by rente seekers are crueller than debt of bakul bondage that has been accused as the main cause of fisher’s poverty. Although the factual condition of poverty does not necessarily encourage fishers to be adherents of the instrumental construction, the role of government in stimulating the tradition and tradition institutions that reduce poverty must be driven in the form of policies and programs.

The tourism sector is one of the mainstay sectors of the Indonesian government to generate foreign exchange, therefore the use, development, management, and financing of tourism areas must receive serious attention from the government by involving the role of government institutions, related stakeholders and participation of all levels of society in various policies and programs to be taken. This study tries to examine the description of good governance concepts and practices, institutional processes and procedures, development financing for the development of the tourism sector that is associated with education to improve the quality of human resources in the tourism sector. The approach used in this study is a qualitative approach with descriptive methods. Sources of data were obtained from field observations, interviews, group discussions and are expected to be able to encourage the development of regional tourism, especially destinations around the community through empowering the surrounding community to set destinations well. In order for all aspects of tourism management to work properly, the role of local government is needed in providing education support and support in the field of tourism, so it can fill the shortage of experts who will be placed in institutions or industries related to local tourism.

In the digital economy era, small service business struggle to compete in a rapidly changing and dynamic market. Therefore, through digital transformation (DT), small service business seek to increase their competitive advantage, improve business performance, and achieve business growth. Having limited resources and capabilities, small service business must deal with several barriers and challenges. This study aims to discover the barriers, and the roles of government, for digital transformation in small service business. This study applied a qualitative approach involving semi-structured in-depth interviews with top management of small service business. Then, we employed the content analysis method to examine interview data and construct a model. This research reveals four main barriers to digital transformation in small service business: lack of funding, lack of digital capability, lack of human resources, and technical barriers. We found there are four government roles for supporting digital transformation in small service business: build a digital platform for small service business, promote mobile/digital payment, provide digital training, and build a digital collaboration ecosystem. Additionally, based on this study’s findings, a model for barriers and government support of digital transformation in small service business is presented. This study contributes to the conceptual framework and management implications in the digital transformation field. The study’s findings provide insights to practitioners and suggest that the government could alter the current policies and programs to support digital transformation in small service business.

Abstract: This study aimed to investigate the waqf motivation in carrying out waqf in Bogor City. Primary data and questionnaire techniques were used by distributing to 103 waqif respondents. Factors were grouped into 2 categories, internal and external. Internal factors were religiosity, waqf literacy, trustworthiness in waqf institutions, income & wealth. Meanwhile, external factors included performance efficiency, tax incentives, the role of government, and the role of scholars. The method used was path analysis for internal factors and multiple linear regression analysis for external factors using SPSS 21. The results showed that waqf literacy and trustworthiness affected religiosity and also to waqf motivation while income & wealth had no effect. The role of government and the role of scholars had a significant positive impact on waqf motivation, but the performance efficiency of the institution and tax incentive had no significant effect. الملخص: هدفت هذه الدراسة إلى معرفة دوافع الوقف في تنفيذ الوقف في مدينة بوجور. تم استخدام تقنيات البيانات الأولية والاستبيان من خلال توزيع ما يصل إلى 103 من مستجيبي الواقف. تم تجميع العوامل في فئتين، داخلية وخارجية. العوامل الداخلية هي التدين، ومحو الأمية الوقفية ، والجدارة بالثقة في مؤسسات الوقف، والدخل والثروة. وفي نفس الوقت، تشمل العوامل الخارجية كفاءة الأداء، والحوافز الضريبية، ودور الحكومة، ودور العلماء. كانت الطريقة المستخدمة هي تحليل المسار للعوامل الداخلية وتحليل الانحدار الخطي المتعدد للعوامل الخارجية باستخدام SPSS 21.  وأظهرت النتائج أن محو الأمية الوقفية والجدارة بالثقة أثرت على التدين وأيضًا على دافع الوقف في حين أن الدخل والثروة لم يكن لهما تأثير. كان لعامل دور الحكومة ودور العلماء تأثير إيجابي كبير على دافع الوقف، ولكن عامل كفاءة أداء المؤسسة والحوافز الضريبية ليس لهما تأثير كبير. Abstrak: Penelitian ini bertujuan menginvestigasi motivasi wakif dalam menunaikan wakaf di Kota Bogor. Data primer dan teknik kuesioner digunakan dengan disebarkan kepada 103 responden wakif.  Faktor dikelompokkan menjadi 2 kategori, internal dan eksternal. Faktor Internal yaitu religiositas, literasi wakaf, Kepercayaan terhadap lembaga wakaf, pendapatan & kekayaan. Sedangkan, Faktor eksternal diantaranya efisiensi kinerja, insentif pajak, peran pemerintah, dan peran ulama. Metode yang digunakan adalah analisis jalur (path) untuk faktor internal dan analisis regresi linier berganda untuk faktor eksternal menggunakan SPSS 21. Hasil penelitian menunjukkan bahwa literasi wakaf dan kepercayaan berpengaruh terhadap religiositas dan juga ke motivasi wakaf sedang pendapatan dan kekayaan tidak berpengaruh. Faktor peran pemerintah dan peran ulama berpengaruh positif signifikan terhadap motivasi wakaf, akan tetapi efisiensi kinerja lembaga dan faktor insentif pajak tidak berpengaruh secara signifikan.

<p><em>Government steps in realizing compulsory education is not only to provide and build infrastructure kepelosok education area, but the government is also expected to provide assistance in the form of program costs in order to support compulsory education. Investigators therefore conducted this research with the aim to determine the role of Law Number 20 Year 2003 on National Education System in protecting the rights of poor people to participate in education and to investigate the role of government in providing the poor access to education. The method used in this research is qualitative research and research sites located in Jombang District Education Office, SMA Patriot and SMA PGRI in the district Peterongan. Data collection techniques in this study through observation (participatory observation), interviews (structured interviews), documentation (research results). Results from the study showed that education in Jombang district is not discriminatory, even poor people get education services such as the PIP and BKSM budgeted from APBD and APBN.</em><em></em></p><p><strong><em><br /></em></strong></p>

Abstract : The tourism industry in Jembarana Regency of Bali is currently still hobbling. His contribution to the Jembrana Regional budget is still very minimal. Indeed accessibility to tourist destinations in Jembrana is often an obstacle for tourists, but internal factors that affect the performance of Jembrana tourism businesses are very important to be studied and analyzed, especially for tourism businesses actors and the role of government of the Jembrana Regency. Internal factors in tourism business are strongly influenced by the capacity of social capital, entrepreneurial culture of tourism actors and the role of the government in the development of tourism business.  Based on a survey and structured interviews on 75 tourism entrepreneurs in Jembrana Regency of Bali, modeling by SEM-PLS with the help of Smart PLS 3.0 software, the results obtained are: (1) structural equation model has met the appropriate qualifications, the measurement model obtained is valid and reliable, while the structural model is quite good, (2) the performance of tourism businesses in Jembrana Regency is positively and significantly influenced by orientation entrepreneurship and the role of government but insignificant influence on social capital, and (3) internal factors that affect the performance of tourism businesses in Jembrana Regency of Bali; sequentially are: entrepreneurial orientation of business people, the role of government in tourism development, and finally the capacity of social capital owned by tourism entrepreneurs.   Key Words: Social Capital, Entrepreneurial Orientation, Role of Government, Tourism Business Performance

This study examines the role of government subsidies in increasing consumption and economic growth in poverty reduction efforts in Indonesia. This study uses secondary data from world banks and is processed by regression using the moving average autoregression method. We find that subsidies without empowering the poor in contributing to the economy only increase public consumption without reducing the number of poor people. Where more and more subsidies are given, it increases the number of people living in poverty line with an income below 3.2 USD per day.

The One Village One Product (OVOP) is a voluntary local community movement that drives the Local Economic Development (LED) and the revitalization effort, which was initiated in 1979 in Oita prefecture, Japan. The research examines the OVOP approach by comparing the OVOP program in Indonesia, particularly the case study of OVOP in Sragen regency, Central Java province, to the original OVOP program of Oita prefecture in Japan. This study takes Oita as the observation, since Oita is considered as the region in which the OVOP concept is conducted successfully. For that reason, this research is aimed for taking a lesson to be learned and to be applied in Indonesia, in which in Indonesia the respective concept has not so far succeeded. The key feature of the OVOP implementation in Oita is the bottom-up approach that is well adapted in Japanese experience of local economic development. The case studies illustrated that, when it was transferred to Indonesia, the principles of OVOP were not directly copied from the OVOP in Japan. In Indonesia, OVOP was reconfigured into a government program with a top-down approach. This study will mainly focus on comparing both study cases qualitatively. Basically the characteristics OVOP literature reviews are: the History of the Oita-Japan OVOP program, the study about specific programs outside of Japan based on the Oita OVOP model and the study that compares Oita-type programs across countries. However, this paper found a few studies which focus on the particular role of private companies in initiating and maintaining the OVOP programs, as distributors and suppliers, this topic become main research object for the research
