Purpose: Social media has been used by the government to disseminate information to the public. As we know that the transformation of organization have a several aspect which are related within values, behaviour knowledge, organization culture and mindset of the employee it self. This research aim to investigate the social media infomation through out the public policy. Methodology: The research question is how the government can be able to use social media to know the main point in the data that crowded. This research using mix method of gathering the data analysis within the quantitative and qualitative method. Gephy is the one of application that was using in this research for analyzing the integrated system each department by social media especially on Facebook. Main Findings: The research result is the part of facebook analysis has found that government organization has a 40%. For the partition of Community Service is 20%. For the Public & Government Service has a 20% because Bangga Surabaya just received the information comes from Sapawarga Kota Surabaya. As well as the Media/News Company namely with Kabar Surabaya pages that has 20%. Implications: The conclusion is, on the one hand, the subjective government of Surabaya has made efforts to be able to carry out the collectivity of information received through social media where this will also help the government's performance in providing services to the community. Novelty: this research describes the government practice and implementation on social media to increase their performance and make social media beneficially as the new tool to communicate with the public.

BACKGROUND During the COVID-19 outbreak, social media served as the main platform for information exchange, through which the Chinese government, media and public would spread information. At the same time, a variety of emotions interweave, and the public emotions would also be affected by the government and media. OBJECTIVE This study aims to investigate the types, trends and relationships of emotional diffusion in Chinese social media among the public, the government and the media under the pandemic of COVID-19 (December 30,2019, to July 1,2020) . METHODS In this paper, Python 3.7.0 and its data crawling framework Scrapy 1.5.1 are used to write a web crawler program to search for super topics related to COVID-19 on Sina Weibo platform of different keywords . Then, we used emotional lexicon to analyze the types and trends of the public, government and media emotions on social media. Finally cross-lagged regression was applied to build the relationships of different subjects’ emotions. RESULTS The highlights of our study are threefold: (1) The public, the government and the media mainly diffuse positive emotions during the COVID-19 pandemic in China; (2) Emotional diffusion shows a certain change over time, and negative emotions are obvious in the initial phase of the pandemic, with the development of the pandemic, positive emotions surpass negative emotions and remain stable. (3)The impact among the three main emotions with the period as the time point is weak, while the impact of emotion with the day as the time point is relatively obvious. The emotions of the public and the government impact each other, and the media emotions can guide the public emotions. CONCLUSIONS This is the first study of comparing pubic, government and media emotions on the social media during COVID-19 pandemic in China. The pubic, the government and the media mainly diffuse positive emotions during the pandemic. And the government and the media have better effect on short-term emotional guidance. Therefore, when the pandemic suddenly occurs, the government and the media should intervene in time to solve problems and conflicts and diffuse positive and neutral emotions. In this regard, the government and the media can play important roles through social media in the major outbreaks. At the theoretical level, this paper takes China's epidemic environment and social media as the background to provide one of the explanatory perspectives for the spread of emotions on social media. At the some time, because of this special background, it can provide comparison and reference for the research on internet emotions in other countries.

Purpose – The purpose of this paper is to explore how to use social media in e-government to strengthen interactivity between government and the general public. Design/methodology/approach – Categorizing the determinants to interactivity covering depth and breadth into two aspects that are the structural features and the content features, this study employs general linear model and ANOVA method to analyse 14,910 posts belonged to the top list of the 96 most popular government accounts of Sina, one of the largest social media platforms in China. Findings – The main findings of the research are that both variables of the ratio of multimedia elements, and the ratio of external links have positive effects on the breadth of interactivity, while the ratio of multimedia features, and the ratio of originality have significant effects on the depth of interactivity. Originality/value – The contributions are as follows. First, the authors analyse the properties and the topics of government posts to draw a rich picture of how local governments use the micro-blog as a communications channel to interact with the public. Second, the authors conceptualize the government online interactivity in terms of the breadth and depth. Third, the authors identify factors that will enhance the interactivity from two aspects: structural features and content features. Lastly, the authors offer suggestions to local governments on how to strengthen the e-government interactivity in social media.

The usage of social media by Kosovar politicians is almost absolute. Politicians of all levels have their accounts on Facebook as well as other social networks. They use those for various reasons, starting from contacting the voters and supporters during the election campaigns as well as during the time they are in the office, up to presenting their stands and ideas that have do with different issues of public interest. For many of them, especially for low-level politicians the social media, mainly Facebook, have become the only place where they express themselves, since they find it almost impossible to become a part of the traditional media, especially of those on the national level, like newspapers, radio or television. Whereas for high-leveled politicians, concretely the heads of main institutions like the prime-minister, the head of parliament or the president, who refuse to be interviewed and be present in political shows where they could face questions from the journalists or the public, they are using Facebook statements in order to avoid direct questions from the journalists about the political subjects of the day. By making it impossible for them to take direct answers through their journalists the traditional media (newspapers, radio, TV) have to quote the posts that the politicians are making on Facebook. The kosovar journalists and the heads of media see this tendency of politicians, especially of the prime minister as the lack of transparency, avoidance of accountability, control of information and setting the agenda of the media. This paper attempts to argument the hypothesis that the high level politicians, the heads of main state institutions in Kosovo are controlling the information in traditional media through the usage of social media. In order to argument this hypothesis as a case study we have taken the Kosovar (ex)PM Hashim Thaçi whose almost every status and update has been quoted by the media. We have also interviewed journalists and editors of Kosovar media houses who have expressed their thoughts about the subject, while supporting the hypothesis of this paper.

Ethiopia since 1991 G.C has been adopting democracy and federalism as constitutional frameworks of the state. The core objective to maintain the two political cultures is the presence of multiple cultural identities within the state and the actual need for an intersubjective discussion on the public sphere. And one of the major areas of public sphere is the social media. As per the Constitution of the Federal Democratic Republic of Ethiopia citizens of Ethiopia have the democratic rights of Thoughts, Opinion and Expression (Art. 29), so in social media it is natural to expect that individuals talk on the different affairs of the state ‘freely’. Basically the social media is serving as an instrument in maintaining discursive talk among individuals. However, it has been also producing considerable social turmoil across the world. The same is what is encountering in Ethiopia today; on the one hand, social media as a communication platform allows people to communicate effectively with sharing alternative views, attitudes and forming democratic consensus on the social anomalies and responses, and on the other hand, the media is the sphere of communicative maladjustment where misunderstanding, extremism and miscommunication is producing. In the present Ethiopian context the basic source of communication and miscommunication in the social media is the ‘pluriversal identities’ of the cultural horizon. Taking this as a crucial object, this article will discuss the connection between democracy, federalism and social media in the current Ethiopia. On the top of this, the study aims at exploring the following issues: the social media sphere in Ethiopia, the modern and postmodern challenges of social media in Ethiopia and alternatives for the social media reconstruction.

Advances in information and communication technology encourage the government as a stakeholder to have social media accounts. Likewise, the community is also required to have social media as a means of communication. The importance of social media has a very significant impact, especially in the field of government, for example as a medium in conveying suggestions and complaints from the public to the government or vice versa. Twitter and Facebook are some of the social media that are very popular with Indonesians. Including the Surabaya City Government, to support and develop policy programs made, they use this social media tool as an effective medium of communication. The purpose of this study was to determine the level of effectiveness of Surabaya city government communication via Twitter and Facebook. The research method used is descriptive qualitative by utilizing the Nvivo application to process the data. In this study, there are several assessment indicators used as benchmarks, namely (1) Accuracy, (2) Creativity, (3) Activeness, (4) Interaction, (5) Transparency. From the research results, it is known that the effectiveness of communication via Twitter is better than Facebook in terms of accurate information, creativity, activeness, and transparency. Meanwhile, in terms of interaction, Facebook is higher. Therefore, the Government is required to be even more innovative in conveying information to the public, so that people have an interest in knowing information about government and policies that have been announced.

While nation building is guided and directed by the political leadership, various actors contribute significantly to the process of nation building. Media, which is considered as a fourth pillar of the democracyand proper channel between the public and the government, is one of the major actors which contribute enormously to the exercise of nation building. The objective of this paper is to without national security the motive of nation building will ruin and media is the main instrument to protect national security which is the major step of nation building. My Research question of this Paper is "Whether the media is positively contributing in nation building with keeping in mind the important factor of National Security or The media misguided or obsessed with selfish or partisan interests, can destroy nations.In this paper we will critically analyze the role of media in Nation building, their Scope, functions of the Media, The concept of Nation building and national interests. Media and National security, Examine the factors which influence the role of media in national development. To make the study richer we will make a brief glance on the cases in which media play a positive and negative role. To conduct this research I will adopt the research methodology which is both in nature doctrinal and non-doctrinal. By these methods we can definitely reach towards the most viable and authentic conclusion that how media can effectively contribute in maintaining the National security viz-a-viz Become a voice of the public interest in the front of the government.

In the marketing mix, promotion is mentioned as using the communication channels available to present and market the product or service at hand. In recent years, social media has risen as an influential marketing communication channel in digital space. Apart from end-to-end direct messengers and video communication in times of the COVID-19 pandemic, the social media channel Clubhouse offers an audio-only experience. The current research lacks analysis of the potential influence of the hyped social network. Due to the novelty of the channel and the absence of text messages as well as visual stimuli, questions regarding the impact that usage of this social media channel might have on crowdfunding, a means of rising popularity in alternative financing, have arisen. The study builds upon the media richness theory of Daft and Lengel as well as the channel expansion theory of Carlson and Zmud. Besides literature research, explorative expert interview analyses were applied to answer the research question at hand. The main findings include different approaches to foster the opportunities of Clubhouse for marketing crowdfunding campaigns in line with insights about the user group of Clubhouse as well as development options for the platform.

This paper analyses the major modifications created by the “social turn” i.e. the emergence of social media. It presents the drastic change of ecosystem created by the three “continents” of the Internet. This sets up the context of deployment for “information disorders” such as radicalisation and disinformation. The analysis then considers the risks and opportunities for Media and Information Literacy: on the one hand, the rise of fact-checking and the increasing interference of social media platforms; on the other hand, the augmentation of the Media and Information Literacy epistemology and the Media and Information Literacy paradigm shift entailed by information disorders. It concludes on an agenda for Media and Information Literacy in 21st century.

In addition to several other exceptional legal measures adopted in regard to public procurement related to the pandemic of the disease Covid-19, the Government also enforced a specific regime for the acquisition of institutional publicity related or associated to Covid-19. However, this framework (set forth in article 2nd-B of Decree-Law no. 10-A/2020, of March 13, added by Decree-Law no. 20-A/2020, of May 6) is highly problematic and raises several issues, as, under the “cover” of a procurement regime, it is actually a direct public subsidization to the social media market, with a full upfront payment based on grounds of “urgency” that does not seem compatible with the public procurement rules.

The rise of fake news into the new media platform has raised significant concern in Africa and Kenya in recent years. The new media has embedded itself with fake news, which sometimes has led to the misunderstanding and misinformation of particular events that might be of the public interest. The general public, policymakers, and scholars, as well as the media, have found this as a very challenging issue. The upsurge of the new technologies, mainly social media, has posed challenges as youth immerse themselves in utilizing these social media for their own benefits. This is coupled with the creation and spreading of fake news, which sometimes when it goes viral; they lead to stress, panic and uncertainty to the individuals that come across them. The ability of users’ exceptional capacity to produce, reproduce, and distribute their information to a broad audience makes social media, an essential tool in the information age. The article critically reviews the literature on fake news and recommends for media literacy, strengthening the legal structures and use of sophisticated technologies as a strategy to fight fake news in the social media in Kenya.
