Advances in information and communication technology encourage the government as a stakeholder to have social media accounts. Likewise, the community is also required to have social media as a means of communication. The importance of social media has a very significant impact, especially in the field of government, for example as a medium in conveying suggestions and complaints from the public to the government or vice versa. Twitter and Facebook are some of the social media that are very popular with Indonesians. Including the Surabaya City Government, to support and develop policy programs made, they use this social media tool as an effective medium of communication. The purpose of this study was to determine the level of effectiveness of Surabaya city government communication via Twitter and Facebook. The research method used is descriptive qualitative by utilizing the Nvivo application to process the data. In this study, there are several assessment indicators used as benchmarks, namely (1) Accuracy, (2) Creativity, (3) Activeness, (4) Interaction, (5) Transparency. From the research results, it is known that the effectiveness of communication via Twitter is better than Facebook in terms of accurate information, creativity, activeness, and transparency. Meanwhile, in terms of interaction, Facebook is higher. Therefore, the Government is required to be even more innovative in conveying information to the public, so that people have an interest in knowing information about government and policies that have been announced.

This paper examines the abduction of the schoolgirls in Chibok Local Government Area of Borno State, Nigeria in 2014. The paper examined how the abduction of the schoolgirls generated responses and support for the rescue of the abducted girls from people and organization from different parts of the globe. The Islamists terrorist organization operating in Borno State has attracted the attention of the world since 2009 when they started attacking government establishments and security installations northeast which later escalated to major cities in Northern Nigeria. Methodologically, the paper utilized secondary sources of data to analyze the phenomenon studied. The paper revealed that the development and innovations in information and communication technology which dismantled traditional and colonial boundaries enabled people to express support, solidarity and assist victims of conflict who resides millions of Kilometers away. This shows that Internet-based communications technology has reduced the distance of time and space that characterised traditional mass media. The campaign for the release of the schoolgirls on the social media platforms particularly Twitter and Facebook has tremendously contributed to the release of some of them. Furthermore, the girls freed from abduction have received proper attention: education and reintegration programmes which enable them to start post-abduction life. In this regard, social media has become a tool for supporting the government in moments of security challenges which the Bring Back Our Girls campaign attracted foreign and domestic assistance to Nigeria in the search of the abducted girls and the fight against the Islamist insurgents.

<span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

Purpose – The purpose of this paper is to explore how to use social media in e-government to strengthen interactivity between government and the general public. Design/methodology/approach – Categorizing the determinants to interactivity covering depth and breadth into two aspects that are the structural features and the content features, this study employs general linear model and ANOVA method to analyse 14,910 posts belonged to the top list of the 96 most popular government accounts of Sina, one of the largest social media platforms in China. Findings – The main findings of the research are that both variables of the ratio of multimedia elements, and the ratio of external links have positive effects on the breadth of interactivity, while the ratio of multimedia features, and the ratio of originality have significant effects on the depth of interactivity. Originality/value – The contributions are as follows. First, the authors analyse the properties and the topics of government posts to draw a rich picture of how local governments use the micro-blog as a communications channel to interact with the public. Second, the authors conceptualize the government online interactivity in terms of the breadth and depth. Third, the authors identify factors that will enhance the interactivity from two aspects: structural features and content features. Lastly, the authors offer suggestions to local governments on how to strengthen the e-government interactivity in social media.

Current conditions show that the coronavirus is not an epidemic that can be ignored. When viewed from the symptoms, ordinary people would think that it was only common influenza, but for medical analysis, this virus is quite dangerous and deadly. Currently, the effort that can be done to avoid the transmission of Covid-19 is to take preventive measures as early as possible. This article aims to review the extent of knowledge of Literature Review by reviewing five papers from the Science Direct and Google Scholar databases. The results showed that the five articles reviewed showed that students, health workers, and the general public gained independent knowledge about Covid-19 in different ways. The knowledge is formed from information obtained from the internet and social media, TV, newspapers/magazines, discussions with peers, and from lessons learned in college. Therefore, the government should pay attention to the dissemination of information related to Covid-19 so that the public can receive accurate information as an effort to form knowledge so that accurate preventive measures can be obtained against Covid-19 in the community.

In addition to several other exceptional legal measures adopted in regard to public procurement related to the pandemic of the disease Covid-19, the Government also enforced a specific regime for the acquisition of institutional publicity related or associated to Covid-19. However, this framework (set forth in article 2nd-B of Decree-Law no. 10-A/2020, of March 13, added by Decree-Law no. 20-A/2020, of May 6) is highly problematic and raises several issues, as, under the “cover” of a procurement regime, it is actually a direct public subsidization to the social media market, with a full upfront payment based on grounds of “urgency” that does not seem compatible with the public procurement rules.

This research was done because the public demands a very large in the provision of services which provide information in accordance with the needs of the community. To answer this need the government to use information and communication technology called e-Government. E-Kelurahan is one kind of electronic services (e-Service) in the field of public service Bandung city. This study uses qualitative design wich focus on the problem how to implementing e-Service at the e-Kelurahan program funds what kind of obstacle. The results of this study show that the implementation of e-Service via e-Kelurahan has not been successful. This is evidenced by the existence of barriers that hinder the effectiveness and efficiency of e-Village program. Bandung City Government is expected to soon be providing professional executive personnel or by the holding of training for regional aggency of using the application in order to more effectively and efficiently.

Changes in the communication of information continue to occur along with the advancement of technology in the digital era. Nowadays everyone can work as a journalist even though he or she has never learned the basics of journalism. The public also frequently receive information or news that raise the eyebrows — ranging from disaster threats to information about the political world. The finding of this research is that often information that circulates in the hands of Warganet is a hoax and even hate speech, despite the government efforts to reduce the spread of hoax and hate speech. With this paper, the author aims at disclosing the propaganda elements in the hoax and hate speech in the social media as in the digital era the social media is the most vulnerable in spreading of hoax news and hate speech. By utilising qualitative content analysis, the author discusses five hoax news and hate speeches which are dissected using nine propaganda practices. The conclusion obtained by the author is that the hoax news and hate speech comprise of elements of exaggeration, rhetoric, recognition and influence on a variety of parties, as well as prejudices supplemented by emotions.

This article discusses how the communication strategy of the Surabaya City Government Public Relations in serving and exploring the potential of the community through social media. This study used a qualitative descriptive method. From the results of this study, four findings were obtained. Firstly, in conveying messages through social media, the Surabaya City Government Public Relations, especially in conducting discussions with the social media team, to determine the market for the message. Secondly, social media content which is so varied according to what is happening in the community, especially in the city of Surabaya. Thirdly, the Public Relations of the Surabaya City Government holds a photo contest on social media every month. It is also a place to facilitate the aspirations and work of the citizens of the city of Surabaya. Fourth, in the use of social media, the Surabaya City Government Public Relations has its own segmentation which aims to make it easier for the public to sort out the information needed through social media

Currently, social media is required to inform the public about local government programmes related to smart city. Advances in technology require the government to provide fast, precise and accurate information services. Local government leaders' communication patterns are crucial factors in the successful implementation of the smart city technology. This study aims to map the communication priorities of DKI Jakarta government leaders in publicising the smart city programmes using Instagram. The study, using a qualitative method with a content analysis approach, employs a case study involving an Instagram account owned by Anies Baswedan as the head of the DKI Jakarta regional government, analysing captions posted between February 2019 and February 2020. The ATLAS.Ti program was used for data processing. The study results reveal that the highest priority area for communication regarding the smart city programmes was Smart Economy. Moderate priorities included Smart Living, Smart People, Smart Governance and Smart Mobility. Lastly, Smart Environment had a low priority. This study demonstrates that Instagram can be an effective medium for building interaction between leaders and the community in delivering smart city programmes with balanced communication intensity for each programme. Thus, this study's findings are expected to provide a reference for local government leaders in balancing communication priorities for all smart city programmes. Introduction. The coronavirus has become a serious test for national and regional power and management systems. Many systems have demonstrated their effectiveness and flexibility, competence and coherence. But there were also cases when erroneous decisions were made at the regional and even national levels. The purpose of this article is to determine the main trends in changes in the social behavior of the city government and citizens of St Petersburg in the context of the coronavirus pandemic.Methodology and sources. The article is based on classical and modern theories of urban sociology, sociology of the formation and functioning of public spaces and public life in a modern city, data from urban statistics on COVID incidence and empirical observations.Results and discussion. From the very beginning, the city government of Saint Petersburg became the center of coordination and mobilization of all city resources to overcome the pandemic. However, it is not always possible to manage the available resources correctly and effectively. One of the reasons for the inefficient use of available resources was that the government did not define a strategy to combat the coronavirus pandemic from the very beginning. Decisions were made situationally, sometimes inconsistently. It is worth noting that, despite the restrictions imposed, the social behavior patterns of a significant part of citizens have not changed significantly, but have only been transformed into hybrid social practices.Conclusion. The study described the existing normative and hybrid models of social behavior of the government and citizens in the public space of the city in the context of the coronavirus pandemic, identified the most affected types of social relations (local-local) and local spaces (trade, entertainment, etc.) in which new social norms are most often violated.
