The method proposed in this paper allows us to determine the most promising areas of regional development within the framework of The national technology initiative (NTI) concept, taking into account the region's industry specialization. According to this method, the priority NTI markets for the Vladimir region were evaluated, and a map of the innovation ecosystem was compiled for the TechNet market, which received the highest points in the evaluation. The map shows the main stakeholders of the regional market “TechNet”, such as key enterprises in this area; educational organizations that train qualified specialists in this field; regional executive authorities responsible for legal regulation of innovation activities in the region, etc.

The main trends in changing the land use structure in the territory of the Klyazma River basin were de-scribed in the article. Using GIS technologies and remote sensing data the areas of land with different land use regimes in the studied territory were determined in the period from 2001 to 2019. The indices of LAI and FPAR phytoproductivity for the territory of the Klyazma basin as a whole, and for each basin included in it were determined. The analysis of the dynamics of changes occurring in the structure of land use is carried out. For the territory of Vladimir region, which is a part of the Klyazma River basin, an assessment of soil types distribution over occupied area was carried out. An integral indicator of soil fertility was calcu-lated on the basis of statistical data of agrochemical indicators. The fraction of fallow lands decreased by 2019 and it amounts 33.76% of the total area of the studied territory. The fraction of mixed forests increased from 38.48% in 2001 to 44.50% in 2019 due to the formation of fast-growing tree species shoots on fallow lands. The area of meadow vegetation for the period from 2015 to 2019 decreased by 3.5%, from 4 276 to 3 121 km2, due to agriculture degradation and a significant decrease in livestock grazing. The indicator of soil fertility for the Klyazma basin was 0.74, which is a high indicator. It is established that the most active decrease in the agricultural land area occurs in the central, north-western and western parts of the river basin.

Aim. Assessment of the epidemiological and epizootic situation and the degree of danger of the territory of Vladimir region in terms of a complex of natural focal zoonotic infections. Materials and methods. In the work, a retrospective analysis of statistical data on the incidence of zooanthroponosis in the population, obtained from Reporting Form No. 2 «Information on Infectious and Parasitic Diseases» of Center for Hygiene and Epidemiology in the Vladimir Region for the period 1958 - 2016 was conducted. Studies of biological material for the presence of pathogens of natural focal infections were conducted in the laboratory of natural focal and especially dangerous infections of Center of Hygiene and Epidemiology in the Vladimir Region. Results. It is established that the following natural focal diseases are registered in the territory of the Vladimir region: rabies, heemorrhagic fever with renal syndrome (HFRS), tick-borne borreliosis (ТВВ), leptospirosis, pseudotuberculosis and tularemia. The largest share in the structure of morbidity falls on HFRS and ТВВ. Annual laboratory studies of biological material for the presence of pathogens of natural focal infections indicate the presence of epizootics among rodent mice, the dominant species among which is the red vole. The ratio of men to women with HFRS is about 3 to 1, the main risk factors for transmission are harvesting in summer cottages and visiting forest areas. As for the ТВВ, in the region there are persistent natural foci of this infection. It was established that there is no territorial dependence between the incidence and «riches» of the territory, and the main epidemiological significance is the iksodid mites I.ricinus and I.persulcatus. Conclusion. The cartographic mapping of the registered incidence allowed to show the territories with different degree of epidemic manifestation for individual natural-focal diseases and for a complex of morbidity in general. Positive laboratory results indicate epizootic activity and a constant risk of exacerbation of the epidemic situation of zooanthroponous infections, and the absence of human morbidity over a number of years is not evidence of the attenuation of the natural focus of infection and the basis for the curtailment of preventive measures.

The article presents a molecular genetic study of genomes of field isolates of rabies virus isolated in the Vladimir, Moscow, Tver, Nizhny Novgorod and Ryazan regions, with the aim of carrying out phylogenetic analysis. We studied 20 samples of purified PCR products containing the rabies virus nucleoprotein. The samples were provided by the Vladimir veterinary service. Sequencing and phylogenetic analysis of the gene showed that 12 fragments of isolates under study were close to the Central phylogenetic group of the rabies virus; namely - 5 isolates from the Vladimir region, 2 from the Nizhny Novgorod region, 2 from the Moscow region, and 3 from the Tver region. Eight studied isolates from the Nizhny Novgorod and Ryazan regions were attributed to the Eurasian phylogenetic group.

The paper presents an analysis of official statistics of the “Center for Hygiene and Epidemiology in the Vladimir Region” on parasitic diseases of the population of the region in 2000-2016. Analysis of the statistical material showed the following groups of parasitic diseases to be registered in the territory of the region, depending on the systematic belonging of the pathogen: protozoosis, helminthiases, acariases, and insectoses. The greatest morbidity in the region among parasitic diseases is in enterobiosis and pediculosis, the main proportion of which falls on children. The conducted ranking of the territory with the subsequent construction of maps for each nosology made it possible to identify the area’s most unfavorable both for the individual.

This article discusses the problems and prospects of the introduction of digital technologies in the activities of state authorities of the Vladimir region. The most acute problems of the implementation of the program “Digital Economy of the Russian Federation” in the region, the authors attribute: the inefficiency of the training system for the implementation of digital economy projects; low availability of communication services, relative to the average Russian value; a significant gap in the level of technological development of various sectors of the region’s economy. To solve these problems in the Vladimir region, a unified digital platform was developed, which will significantly increase the efficiency of the activities of state authorities, as well as a number of regulatory legal acts that are analyzed in this article have been adopted.
