Resumo É cada vez mais aceita a idéia de que a distribuição desigual da tecnologia aumenta as desigualdades econômicas e sociais. No entanto, a maior parte das políticas públicas de inclusão digital dão ênfase à disponibilização dos aparatos tecnológicos, sem levar em conta outras competências necessárias para sua utilização, bem como outras políticas essenciais para a superação das desigualdades. O objetivo deste artigo é, fugindo dos discursos catastrofistas e do otimismo acrítico, discutir o que significa a inserção dos indivíduos nessa sociedade midiatizada e qual o papel do Estado, do mercado e de pequenos estabelecimentos como as lan houses nesse processo.Palavras-chave inclusão digital; lan houses; políticas públicas; mercado; sociedade da informaçãoAbstract The idea that the unequal distribution of technology increases economic and social inequalities is increasingly accepted. However, most of the public policies for digital inclusion emphasize the availability of technological devices, without taking into account other skills required for their use and other policies essential for overcoming inequality. This article, fleeing catastrophistic rhetoric as well as uncritical optimism, discusses the meaning of the integration of individuals in the “information society” and the role of the State, the market and the small establishments such as lan houses in this process.Keywords digital inclusion; lan houses; public policies; market; information society

Em tempos de crise humanitária, provocada pela Pandemia do novo coronavírus, debates sobre o uso inteligente dos recursos públicos ocupam os tabloides com a opinião dos especialistas. No conjunto da sociedade brasileira, a fratura da desigualdade social ficou ainda mais exposta, e com isso a discussão em torno de políticas públicas e o papel do Estado diante do delicado momento ganhou espaço na esfera pública. Nesta direção, cabe referenciar a existência de contingentes populacionais significativos vivendo em localidades que não possuem o acesso adequado a serviços públicos básicos, que não gozam do direito à Cidade, e que são sistematicamente invisibilizados, inclusive no plano da estatística pública. São localidades sem CEP (Código de Endereçamento Postal), importantes não apenas para o serviço essencial de recebimento de cartas e encomendas pelos Correios, mas para atribuição de endereço aos indivíduos em contato com as malhas do Estado. Não ter endereço com CEP, por logradouro, significa ter a existência -espacialmente falando - atrelada a outro lugar que não é onde se vive, e por consequência, com danos ao exercício da cidadania plena. O enfrentamento ao Covid-19 depreende uma ação do Poder Público de forma eficaz, de políticas públicas articuladas, devidamente financiadas, transparentes e, não menos importante, territorializadas.Palavras Chave: Favelas. Políticas PúblicasTERRITORIALIZATION OF PUBLIC POLICIES: NOTES ABOUT COVID-19 AND THE POSTAL ADDRESS CODE IN RIO FAVELASIn times of humanitarian crisis, caused by the Pandemic of the new coronavirus, debates about the intelligent use of public resources occupy the tabloids with the opinion of experts. In Brazilian society as a whole, the fracture of social inequality was even more exposed, and with this the discussion around public policies and the role of the State in the face of this delicate moment gained space in the public sphere. In this sense, it is worth mentioning the existence of significant population contingents living in locations that do not have adequate access to basic public services, that do not enjoy the right to the City, and that are systematically made invisible, including in terms of public statistics. They are locations without CEP (Postal Address Code), important not only for the essential service of receiving letters and parcels by the Post Office, but for assigning addresses to individuals in contact with the state's networks. Not having a postal address, by street address, means having one's existence - spatially speaking - linked to another place that is not where one lives, and consequently, with damage to the exercise of full citizenship. The confrontation with Covid-19 implies an effective government action, articulated public policies, duly financed, transparent and, not least, territorialized.Keywords: Favelas. Covid-19. Cilj rada je prikazati ulogu pismenosti iz privatnosti kao relativno novog koncepta u prevladavanju digitalnog jaza, povezati prevladavanje digitalnog jaza s ulogom knjižnica u postizanju više razine kritičke informacijske pismenosti, te smjestiti digitalnu uključenost i pismenost iz privatnosti u širi teorijski okvir. U tu svrhu u radu se istražuju ishodišni pojmovi društvene isključenosti i društvene uključenosti, digitalne podjele i digitalne uključenosti. Zatim, razmatra se uloga kritičke informacijske pismenosti u informacijskom društvu i tzv. “društvu platformi” te se naznačuje uloga knjižnica u opismenjavanju iz područja privatnosti s ciljem smanjenja digitalnog jaza i povećanja digitalne uključenosti. Digitalni jaz jedna je od najvećih prepreka društvu znanja, a isključenost iz informacijskog društva predstavlja problem svjetskih razmjera. U radu se objasnilo kako su knjižnice prikladna mjesta za borbu protiv društvene izoliranosti te imaju važnu ulogu u jačanju društvene kohezije. Također se prikazalo kako su ljudi s nižim razinama obrazovanja, kao i oni s nižim primanjima, više izloženi riziku digitalne isključenosti, a pomoć u izlazu iz takvog problema može se naći u opismenjavanju iz područja privatnosti. = The aim of this paper is to present the role of privacy literacy as a relatively new concept in bridging the digital divide, to link the bridging of the digital divide with the role of libraries in achieving a higher level of critical information literacy, and to place digital inclusion and privacy literacy in a broader theoretical framework. For this purpose, the paper researches the basic concepts of social exclusion and social inclusion, digital divide and digital inclusion. Furthermore, the role of critical information literacy in the information society and the so-called platform society is taken into consideration; and the role of libraries in privacy literacy is indicated, with the aim of reducing the digital divide and increasing digital inclusion. The digital divide is one of the biggest obstacles to the knowledge society, and exclusion from the information society is a global problem. The paper explains that libraries are suitable places to combat social isolation and that they play an important role in strengthening social cohesion. It has also been shown that people with lower levels of education, as well as those with lower incomes, are more at risk of digital exclusion, while help in getting out of such a problem can be found in privacy literacy.

<p>A partir de 1990 la migración hacia los Estados Unidos de los hidalguenses se intensificó, posicionándose entonces como un fenómeno social emergente. En respuesta al mismo, las autoridades del estado de Hidalgo, en el año 1999, hicieron esfuerzos de intervención. El objetivo de este documento es describir los antecedentes de las políticas públicas desarrolladas por el gobierno de Hidalgo en atención a sus migrantes en Estados Unidos, esto a través de una metodología de análisis histórico y cualitativo para investigar tres períodos gubernamentales de gestión y las diversas iniciativas desarrolladas por el gobierno estatal.</p>

Foundations, as permanent funds established by a certain legal act, can serve manifold purposes, but often pursue charitable goals. As such, they play an important role for the public good. Therefore, states always had an interest in fostering foundations by providing a pertinent legal framework. In Austria, this topic has not yet been the focus of scholarship. Through this study some light is shed on the implementation of the law on foundations in the Habsburg Monarchy. It focuses on the role of the state and its legal system regarding the regulation and supervision of foundations from 1750 to 1918. This period is characterized by the sovereigns’ endeavor to regulate the position of foundations via extensive legislation. In particular, a system of oversight for foundations was created in order to guarantee the attainment of their charitable goals. In fact, this system prevailed until the end of the 20thcentury.

Walfare State concept born in the era of the 20th century as a correction of the development of the concept of the country as night watchman, the phenomenon of economic capitalism that gradually leads to lameness in the distribution of sources of prosperity. In the Walfare State concept, the state is required to extend its responsibility to the socio-economic problems facing the people. The functions of the state also include activities that were previously beyond the scope of state functions, such as extending the provision of social services to individuals and families in specific matters, such as social security. The role of the state can not be separated with Welfare State because the state that plays a role in managing the economy which includes the responsibility of the state to ensure the availability of basic welfare services in certain levels. Welfare State does not reject the existence of a capitalist market economy system but believes that there are elements in the public order that are more important than market objectives and can only be achieved by controlling and limiting the operation of such market mechanisms.Keywords: walfare state, country, economic systemKonsep Walfare State yang lahir di era abad ke-20 sebagai koreksi berkembangnya konsep negara sebagai penjaga malam, gejala kapitalisme perekonomian yang secara perlahan-lahan menyebabkan terjadinya kepincangan dalam pembagian sumber-sumber kemakmuran bersarma. Fungsi negara juga meliputi kegiatan-kegiatan yang sebelumnya berada diluar jangkauan fungsi negara, seperti memperluas ketentuan pelayanan sosial kepada individu dan keluarga dalam hal-hal khusus, seperti social security, kesehatan.  Peran negara tidak bisa dipisahkan dengan Welfare State karena negara yang berperan dalam mengelola perekonomian yang yang di dalamnya mencakup tanggung jawab negara untuk menjamin ketersediaan pelayanan kesejahteraan dasar dalam tingkat tertentu. Welfare State tidak menolak keberadaan sistem ekonomi pasar kapitalis tetapi meyakini bahwa ada elemen-elemen dalam tatanan masyarakat yang lebih penting dari tujuan-tujuan pasar dan hanya dapat dicapai dengan mengendalikan dan membatasi bekerjanya mekanisme pasar tersebut. Kata Kunci: walfare state, negara,sistem ekonomi

This article reviews the literature on public support for ‘soft’ versus ‘hard’ policy instruments for behaviour change, and the factors that drive such preferences. Soft policies typically include ‘moral suasion’ and educational campaigns, and more recently behavioural public policy approaches like nudges. Hard policy instruments, such as laws and taxes, restrict choices and alter financial incentives. In contrast to the public support evidenced for hard policy instruments during COVID-19, prior academic literature pointed to support for softer policy instruments. We investigate and synthesise the evidence on when people prefer one type of policy instrument over another. Drawing on multi-disciplinary evidence, we identify perceived effectiveness, trust, personal experience and self-interest as important determinants of policy instrument preferences, along with broader factors including the choice and country context. We further identify various gaps in our understanding that informs and organise a future research agenda around three themes. Specifically, we propose new directions for research on what drives public support for hard versus soft behavioural public policies, highlighting the value of investigating the role of individual versus contextual factors (especially the role of behavioural biases); how preferences evolve over time; and whether and how preferences spillovers across different policy domains.

Abstract When violence occurs, the state has an obligation to respond to and reduce the impacts of it; yet often the state originates, or at least contributes to, the violence. This may occur in a variety of ways, including through the use of force by police, pretrial incarceration at local jails, long periods of incarceration in prisons, or abuse and neglect of people who are incarcerated. This essay explores the role of the state in responding to violence and how it should contribute to reducing violence in communities, as well as in its own operations. Finally, it explores what the future of collaboration between state actors and the community looks like and offers examples of successful power-sharing and co-producing of safety between the state and the public.

The question of the role of the state in the creation of competitive clusters and innovation systems has drawn increased attention in recent years. Drawing on Mariana Mazzucato’s concept of “the entrepreneurial state,” this article investigates the role of the public sector in the development of the Danish robotics cluster, a world-leading cluster for production of industrial robots that has developed after the closing of Maersk’s shipyard in the city of Odense. In what ways did public programs and actors contribute to the development of this cluster? In what ways did public programs facilitate entrepreneurs, and when did they function as agents or perhaps even risk-takers? To answer these questions, this article tracks three layers of public agency: the local, the national, and the European. This article concludes that there were crucial initiatives at all three levels and that these initiatives were not coordinated, but nevertheless connected by a certain zeitgeist—the idea of public institutions taking responsibility for the competitiveness of private companies, an idea that blossomed in the period of high globalization from the late 1980s to the 2000s. In other words, what united the efforts of the public sector was not any master plan but an underlying thought collective that made the workings of “the entrepreneurial state” flexible and fit for the unpredictable nature of innovation. Thus, this article argues that industrial policy did not wither away in the age of neoliberalism but changed its form in an increasing complexity of state-market relations.
