Climate change has emerged as one of the discussions where more is discussed and very less is implemented. People wait for actions to be taken by the government or multilateral organizations but seldom do they capture the developments going on. Several initiatives have been taken by individual countries as well as countries forming groups or conglomerates to tackle the challenges of climate change. This is true for BRICS as well. BRICS countries share the idea of climate protection but are sceptical of the policies passed by developed countries. BRICS as a forum of developing countries challenging the status quo of climate change policies has emerged to formulate its own climate change policies and initiatives in the light of BRICS discussions. The present study is aimed to capture the BRICS climate change policies and initiatives with a descriptive approach.

The paper examines the implication of International Intellectual Property (ip) laws and agreements on the sustainable development of Least Developed Countries (ldcs) and Developed Countries (dcs) and suggests approaches for improving the development and wellbeing of people in the developing world through national ip laws. The paper argues that generally international ip agreements may appear biased against developing countries and most dcs are reluctant to challenge the status quo and/or use the flexibilities of the international ip agreement to promote the wellbeing of their citizens. However, the article finds that ldcs and dcs could change this trend through the creative use of national ip laws and international agreements to promote the sustainable development of ldcs and dcs. The major instrument suggested for this shift in approach is the establishment of national ip administration institutions and the positive use of compulsory licences.

Elderly citizens are the sources of knowledge, experiences and collections of different ideas in every society or nation. If we use their ability, long experiences and their conscience, our society or nation will be benefitted to reform national development and prosperity. Ageing population is a global phenomenon and the number is rapidly increasing in developing countries as compared to developed countries. The government of Nepal has declared that people with 60 years or more are elderly citizens. The growth rate of the elderly population is faster than that of the total population in Nepal. The observation shows that the proportion of elderly population is high in mountain and hilly regions as compared to Terai. However, it is noted that female elderly population is the highest among three ecological regions. The growing numbers of ageing population is a major concern in most of the developing countries like Nepal. The social, economic and demographic impacts of ageing population possess both opportunities and challenges to every society. In this situation, the Government of Nepal should attempt to enhance the self-reliance and provide social security of its elderly people to facilitate their continuous participation in society. The Government of Nepal has introduced the universal old aged allowances program since 1994/95 as a non-contributing social assistance to elderly citizens with 70 years or more. The starting allowances are nominal. At present context, it is not a sufficient amount for the elderly citizens but they have little support to health care, medicine, entertainment and desired foods and fruits. Likewise, the Government should establish old age homes, day care and ageing centers and parks for entertainment.

Developing countries have their own particular political, economic and cultural circumstances. There are, therefore, no unique solutions. However there are some factors which are common to all or most of them, namely the lack of human and financial resources and in most cases an absence of a political commitment to the advancement of science. Such situations are in a sense not peculiar to developing nations because in some developed countries astronomy has a ‘developing’ status. Even in countries where astronomy is well established, the commitment and allocations required to maintain the status quo need to be continuously addressed. Hence strategies for fighting this “constant battle” are relevant to all astronomers of the world, while being especially vital to those in the developing world.

Climate change is a major contemporary global challenge. For developing countries like Nigeria, further challenge is poor power supply. Traditional power supply strategy has been through fossil-fuel based macrogrids. While most developed countries are replacing some macrogrids with renewable energy based microgrids, developing countries like Nigeria still maintain the status quo. This study intends to contribute to knowledge in the management of climate change and power supply in Nigeria through the adoption of microgrids as power supply strategy. In the study, data collected from a detached energy consuming community in Nigeria was used in a simulation using HOMER software for five different scenarios of energy resources combination, based on environmental impact and energy cost criteria. Results indicate that microgrids combining solar photovoltaic (SPV) and grid connection with battery energy storage (BES) are best in on-grid detached communities while microgrids combining diesel generators and SPV with BESare good for off-grid communities.

AbstractIn current negotiations on both climate change and international trade, there is debate over the obligations of developing countries. The author argues that whatever the outcome of those general discussions, special status must be carefully retained for the protection of the least-developed countries in the intersection of trade and climate change policies. The paper examines the position of LDCs on three trade-related topics: environmental goods and services, border adjustments, GSP tariff preferences.

The paper considers the question of the position and role of developing countries in the contemporary law and policy of climate change. The basic thesis in this paper is that the position of developing countries is defined in relevant international legal documents, but that significant differences between individual categories of developing countries are not clearly emphasized. In this sense, the first part of the paper is focused on the problems of defining of the notion of developing countries. The second part gives an overview of the specific rights and obligations of developing countries within the framework of the existing system established by United Nations Framework Convention on Climate Change and the Kyoto Protocol. In particular, it highlights the content and dilemmas in the interpretation of the principle of common but differentiated responsibilities. The third part of the paper presents some common features of developing countries that are of relevance for climate change. It provides an overview of some features and elements of the policies of individual countries (members of non- Annex I, small island countries, least developed countries and developing countries which are the largest emitter of GHGs).

AbstractThe present article describes the main insights deriving from the papers collected in this special issue which jointly provide a ‘room with a view’ on some of the most relevant issues in climate policy such as: the role of uncertainty, the distributional implications of climate change, the drivers and applications of decarbonizing innovation, the role of emissions trading and its interactions with companion policies. While looking at different issues and from different angles, all papers share a similar attention to policy aspects and implications, especially in developing countries. This is particularly important to evaluate whether and to what extent the climate policies adopted thus far in developed countries can be replicated in emerging economies.

Drawing on the idea that countries are eligible to implement differentiated emission reduction policies based on their respective capabilities, some parties of UNFCCC attempt to weaken the principle of “Common but differentiated responsibilities(CBDR)” and impose carbon tariff on international trade. This initiative is in fact another camouflage to burden developing countries with emission cut obligation, which has no doubt undermined the development rights of developing countries. This paper defines Carbon Tariff as border measures that target import goods with embodied carbon emission. It can be import tariffs or other domestic tax measures that adjust border tax, which includes plain import tariffs and export rebates, border tax adjustment, emission quota and permit etc. For some developed countries, carbon tariffs mean to sever trade protectionism and to build trade barriers. Its theoretical arguments like “loss of comparative advantage”, “carbon leakage decreases environmental effectiveness” and “theoretical model bases” are pseudo-propositions without international consensus. Carbon tariff has become an intensively debated issue due to its duality of climate change and trade, but neither UNFCCC nor WTO has clarified this issue or has indicated a clear statement in this regard. As a result, it allows some parties to take advantage of this loophole and escape its international climate change obligation. Carbon tariff is an issue arising from global climate governance. To promote the cooperation of global climate governance and safeguard the social and economic development of developing countries, a fair and justified climate change regime and international trade institution should be established, and the settlement of the carbon tariff issue should be addressed within these frameworks. This paper argues that the international governance of carbon tariff should in cooperation with other international agreements; however, principles and guidelines regarding this issue should be developed under the UNFCCC. Based on these principles and guidelines, WTO can develop related technical operation provisions.

1848 has gone down in history – or rather in history books – as the year when England was different. In that year a wave of revolution on the Continent overthrew constitutions, premiers and even a dynasty but in England, by contrast, the middle classes rallied round the government and helped it preserve the status quo. This interpretation of 1848 has long been the established orthodoxy amongst historians. Asa Briggs took this view thirty years ago and it has lately been endorsed by F. B. Smith and Henry Weisser. Most recently, John Saville, in his book on 1848, has concluded that events in England ‘demonstrated beyond question and doubt, the complete and solid support of the middling strata to the defence of existing institutions’. He claims that ‘the outstanding feature of 1848 was the mass response to the call for special constables to assist the professional forces of state security’ which reflected a closing of ranks among all property owners. Although some historians, notably David Goodway, have recently stressed the vitality of Chartism in 1848 they have not challenged the traditional view that the movement failed to win concessions from the establishment and soon declined. Thus 1848 in England is generally regarded as a terminal date: the last chapter in the history of Chartism as a major movement. Thereafter Britain experienced a period of conservatism – described by one historian as ‘the mid-Victorian calm’–which lasted until the death of Palmerston in 1865.

In developing countries and to a certain degree in developed countries too, either climate change (CC) consequences or drivers of CC are alien to the mindset of commoners, who after High School had with/without vocational skills entered the workforce. This deficit or ignorance can be rectified only by adding CC education in the school system. We present a school appropriate outline of CC learning content spanning Kinder Garten to High School. Adding CC content in school education is immensely warranted, as a large chunk of high schoolers annually joins the work force with or without vocational or skill training. Further, such a knowledge deficit among the generations of working class can be remedied only by providing appropriate and sufficient knowledge on CC consequences, etc., only through a structured adult education campaign.
