Development of Methods to Increase the Efficiency of Management of Research and Research Activities of a Research and Production Enterprise

The features of scientific activity of scientific and industrial enterprises are considered. The analysis of the functioning of a research and production enterprise in carrying out complex scientific research has been carried out. The contour of scientific research management is presented in the form of the main stages of the technological process of their implementation. The possibility of using the program-target approach as an effective strategy for managing research in solving complex and complex problems of a research and production enterprise is shown. An example of a matrix organizational structure of management is given as the most effective for the approach under consideration, with a description of the main stages. The use of automated information systems to improve the efficiency of research management is proposed. The diagram of the inclusion of an automated information system in the general structure of management of scientific research of the enterprise is shown. The described methods have been introduced in the NPO "Lakokraspokrytie" and are successfully used in the implementation of innovative projects for the development, design and commissioning of energy-saving painting lines, within the framework of one of which a painting line for freight cars was designed and put into operation JSC "SPC "Uralvagonzavod" in Nizhny Tagil city, which allows painting up to 16 thousand different modifications of freight cars per year

The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

Successful operation of modern banking institutions significantly depends on the use of the latest information and communication technologies in process management, from motivation and communication with staff, to remote control of banking operations. Purpose of scientific research is a study of the principles and features of banking automated information system in terms of implementation of the latest information and cloud technologies by banking institutions. The object of scientific research is banking automated information system of banking institutions. The result of the article: research proved that the creation and selection of banking automated information system of banking institution is based on the planning of all systems related to the functioning of the complete infrastructure of the bank, built on information technology; the causes and consequences of various risk situations by channels of their occurrence (information Web-site, e-mail, network systems, system failures, electronic payment systems and data transmission systems, electronic channel) in the banking sector as a result of using a bank automated information system are substantiated; key areas of banking automated information system and the elements of the system of risk situations that arise in the banking sector as a result of the use of banking automated information system are described; main requirements for information support of banking institution and the main criteria for choosing banking automated information system of a banking institution are identified. Practical implications: priority ways of overcoming the risks of introduction of banking automated information system are offered, taking into account the scope and spread of risks. At the same time, the methods of providing cloud services used by banking institutions were evaluated. Value/originality: the introduction of a banking automated information system of a banking institution today is impossible without the use of cloud technologies (infrastructure as a service – IaaS, software as a service – SaaS, platform as a service – PaaS), each of which has a number of strengths and weaknesses.

The purpose of the article is to substantiate the further development and increase of the efficiency of scientific research and scientific-methodical activity as the main type of activity of the National Libraries (NL). There is presented the analysis of the legal basis of the research function of NL — legislation in the field of librarianship, science and scientific and technological policy. The author considers the reflection of this function in the Statutes of NL of different times and stages of development. The article reveals the modern forms of institutionalization of scientific activity and scientometric approach to assessing the efficiency of scientific institutions. The author records the necessity of comparative analysis of the legal substantiation of the forms of organization and content of scientific activity of the National libraries of different countries. The author analyses domestic and foreign sources on this problem, as well as determines the scope of missing information for more profound and comprehensive assessment of the current state of research activities of NL. To this end, the author examines the official websites of the libraries and reveals the following results. Most of NL are engaged in scientific research. Based on the analysis, the article substantiates the conclusion about the presence of general trends in their content, corresponding to the modern requirements of socio-economic and cultural development. The author presents the conclusion on the need to develop scientific activity of the National Library of Russia in accordance with the “Concept of Development of the National Library of Russia for 2018—2025”. The article analyses the normative and regulatory documents of domestic and foreign NL, as well as the experience of domestic and foreign researchers over the past 20 years, which proves the important place and role of scientific research in the activities of the modern NL. The conducted analysis will contribute to improving the efficiency of scientific activities of NL, strengthening of their role as a scientific and methodological centre for the Central libraries of the Russian Federation, as well as the role of regional libraries in the formation of the research space and the environment of professional scientific communications.

Skaitmeninių technologijų plėtra keičia humanitarinių mokslų šaltinių kaupimo, saugojimo, apskaitos, tyrimo bei mokslinės informacijos sklaidos procesus. Kartu keičiasi humanitarinių mokslų institucijų ir tyrėjų vaidmuo šiuose procesuose, taip pat visuomenės požiūris į mokslą ir jį globojančias institucijas. Tačiau šiuolaikinėje Lietuvoje skaitmeninimas yra suprantamas vien praktine prasme.Šio straipsnio objektas yra skaitmeninimas, kaip mokslo tyrimas. Straipsnio tikslai yra: a) atsakyti į klausimą, ar skaitmeninimas gali turėti savitą mokslo tyrimų objektą, jei taip – pateikti jo apibrėžimą; b) paskatinti kolegų mokslinę diskusiją – aptarti skaitmeninimo ne kaip praktinę, o kaip mokslo veiklą; c) pateikti aktualių skaitmeninimo tyrimų, kurie buvo atlikti vykdant BARIS projektą, rezultatų pavyzdžių.Straipsnyje teigiama, kad skaitmeninimas gali turėti savitą mokslo tyrimo objektą. Tai emuliatyvumas – specifinis žmogaus santykis su tikrove, kai žmonės, remdamiesi kriterijais, atrenka iš realybės objektus ir jų pagrindu skaitmeninėje aplinkoje kuria emuliacines sistemas, kurios mėgdžioja ir imituoja realybėje veikiančių natūralių sistemų veiklą. Svarbu pažymėti, kad emuliacinės sistemos nėra realybėje egzistuojančių sistemų kopijos, jos sukurtos perkodavimo būdu ir yra tokios pat savarankiškos, dinamiškos ir laisvai evoliucionuojančios sistemos, kaip ir tos realybės sistemos, kurias jos mėgdžioja.Emuliatyvumas yra specifinis, kompiuterinių technologijų, virtualaus pasaulio ir interneto atsiradimo paskatintas reiškinys, kurį galime nagrinėti labai daugeliu prasmių iki pat asmens psichologijos imtinai. At the same time the role of institutions of humanitarian sciences and researchers in these processes is changing, as well as the public attitude to science and institutions protecting it. However, digitization in modern Lithuania is understood in purely practical aspect.The subject of this article is digitization as scientific research. The aims of the article are the following: a) to answer the question whether digitization is able to have its own object of research, and if so, to present its definition; b) to encourage colleagues for scientific discussion about digitization not as practical but scientific activity; c) to present examples of studies that were carried out while implementing the BARIS project (Information system of church archives) relevant for digitization.It is claimed in the article that digitization is able to have its own object of scientific research and that object is emulativity – a specific human relationship with reality when human beings select objects from reality according to certain criteria and on their basis create emulative systems in digital space that imitate the activities of naturally existing systems. It is worth noticing that emulative systems are not copies of systems existing in reality – they are created in the way of recoding and are as much independent, dynamic and freely evolving systems as the ones they are imitating in reality.Emulativity is a specific phenomenon stimulated by computer-based technologies, appearance of virtual reality and the internet, and which can be studied in many different aspects, up to personal psychology. However, the article restricts itself by the emulativity part which is related to application of computer-based technologies in creation, preservation of heritage, humanitarian and social sciences. The article presents the definition of the scientific object of digitization, its division into historical, fundamental and applied studies, links with other sciences and practical activities; discusses issues of terminology and methods, and presents examples of studies carried out while implementing the BARIS project (Information system of church archives).

University scientific research management platform for the scientific management research personnel to carry out the work to provide convenience, for the leadership decision-making to provide auxiliary support, for teachers to carry out research activities to provide services. This paper studies the basic work of building university scientific research management platform. For the problem that the function is difficult to determine, it researches functional framework composed of scientific research information, scientific research results, scientific research projects, scientific research statistics, portals, system management and others subsystem; For the problem that the software development is difficult to achieve, it based on B / S structure to research three layers framework structure consisted of the user presentation layer, business logic, data access layer, and to describe each layer. Using the contents of this paper to build scientific research management platform, for the standard software development methods and improving the efficiency of system development has great significance.

For the purpose to realize information collection, collation, transfer, tracking and execution required by Hunan Urban Construction College to carry out the function of scientific research and management, and through the re-definition of the workflow process definition, we combine the modeling technology of Petri net and the workflow technology to design the amendment of the workflow process and the storage mechanism. Also we design the data structure of the workflow engine, hoping to make breakthrough on both thoughts and measures for the realization of the research management & information system.

International expenditures for scientific research are important for small island developing nations, especially for those local communities that directly support research activities. We used the Abaco Islands, The Bahamas, as a case study to quantify the direct monetary inputs to a local economy via internationally-funded scientific research. We found that over two years the external monetary influx was $995,310, via 24 research teams, that was spent across diverse business sectors on Abaco. A direct survey approach ensured this was a conservative estimate, leaving out numerous indirect economic impacts, thereby suggesting the actual monetary infusion was significantly higher. The highest expenditures were for services (e.g., local salaries and boat guides), lodging, food/drink, and major equipment (e.g., vehicles). In addition to the research-based contributions that give rise to conservation and management decision-making, scientific activity brings benefits through the injection of money into local island economies. This relationship warrants study at larger regional scales, including across The Bahamas archipelago.
