Este artigo situa-se no campo interdisciplinar e trata do instituto jurídico da responsabilidade solidária a partir das perspectivas do Direito Ambiental e das Políticas Públicas. Tem por objetivo destacar a importância da solidariedade, pelo viés jurídico, para as Políticas Públicas ambientais.A pesquisa é teórica, descritiva e exploratória, com análise de dados bibliográficos pelo método dedutivo. Diante da magnitude dos desafios ambientais na sociedade moderna, depara-se com a imprescindibilidade de políticas públicas para o desenvolvimento ambiental, na perspectiva da justiça global e políticas locais, de modo que possa ser efetivado uma expansão e/ou alteração das percepções globais no que se refere às organizações sociais. Perante a mudança paradigmática mecanicista para ecológica, é mister a abertura a uma visão sistêmica, de forma que seja percebido o mundo como um todo integrado. Neste sentido, este artigo abordou a respeito das políticas públicas para o desenvolvimento ambiental, por meio de uma análise a partir do princípio da solidariedade intergeracional como uma questão de justiça social. Tratou, quanto à problemática ambiental de uma forma contextual de modo que possam ser avaliadas as relações e interações entre homem-natureza bem como a efetividade do Direito ambiental e a eficácia das políticas públicas nesta seara. Aplicou o método de abordagem dedutivo, método de procedimento monográfico e teoria de base com fundamento em Rawls. Conclui ser Imprescindível, portanto, a efetivação de políticas públicas atentas à nova visão ecológica emergente na sociedade moderna, de forma que demonstre que a responsabilidade intergeracional trata-se de um critério para o alcance da justiça social.Palavras-chave: Desenvolvimento ambiental. Políticas públicas.ENVIRONMENTAL PUBLIC POLICIES: global justice and local policyAbstractFaced the magnitude of environmental challenges in modern society, comes across the necessity of public polices for environmental development, from the perspective of global justice and local politics, so that could be made effectived an expansion and/or a change in overall perceptions about social organizations. Before the paradigmatic mechanic change for ecological, it is necessary to open to a systemic view, so that could be perceived the world as an integrated whole. In this sense, this article approached about the public policies for environmental development, by means of an analysis from the principle of intergenerational solidarity as a matter of social justice. Environmental issues were dealt with in a contextual way so that would be evaluated the relationship and interactions between man and nature as well as the effectiveness of environmental Law and the effectiveness of public policies in this area. Was applied the deductive method approach, the method monographic procedure and base theory based on Rawls. Essential, therefore, the implementation of public policiesattentive to the emerging new ecological vision in modern society, in order to demonstrate that intergenerational responsibility is a criterion for achieving social justice.Keywords: Environmental development. This work aim to analyze the relationship between the foreign investiments and the Environmental Law. For it, it is questioned about the role of the International Environmental Law, having in account that the Treaties of Investiment, both bilateral and multilateral, have only recently started to embrace the environmental issue, generally in its preambles. In that sense, it is examined the factors that contribute to this situation, as far as the role of the States in the execution of environmental policies affected by clauses contained in such treaties and of the Tribunals of Investments to whom disputes are directed.

The report surveys in two parts the development of the law on project-related planning and thus relates in particular to the planning and approval of space-consuming infrastructure projects such as traffic routes and power lines. For this purpose, German administrative law has long provided for the specific instrument of plan approval (Planfeststellung). In this context, the Federal Administrative Court has extensive first-instance jurisdiction and uses this to shape large parts of German approval law, including beyond the actual area of plan approval law, be it in terms of legal protection and procedure, be it with regard to the requirements of substantive environmental law. On the other hand, the revision of the law on environmental protection induced by the decisions of the Aarhus Compliance Committee and the European Court of Justice has been used by the German legislator to extend procedural specifics of the plan approval to other approval decisions of environmental relevance. This firstly indicates the contours of a general law on project approval and, secondly, the nature of the plan approval as an instrument for the implementation of projects in the public interest is more strongly emphasized.

Three new species of Collembola are described from small shallow caves in Southeastern Brazil: Arrhopalites glabrofasciatus sp. nov., Pseudosinella ambigua sp. nov. and Pseudosinella guanhaensis sp. nov. The species were found in surveys performed as part of the process to accomplish the permits for high impact enterprising. The change in the legislation is discussed and a suggestion is made to improve the process. The long term effects of the law resulted in the discovery of many new species and genera, most of them being (or to be) described.

The purpose of this study was to: 1) to assess and analyze the implementation of nullification and cancellation Deed in the perspective of Act No. 2 of 2014 concerning Notary, 2) to assess the implications of the law, and 3) to identify and analyze the barriers and solutions regarding nullification and cancellation of the Deed. The data used in this study are primary data, secondary data, and data that can uphold tertiary study, which was then analyzed by descriptive analytic method.Based on the results of data analysis can be concluded that: 1) notarial deed nullification and cancellation can occur for non-fulfillment of objective conditions; terpenuhiya not subjective terms of a contract, and can be canceled by the parties themselves. 2) The legal implications as a result of nullification and cancellation Deed is a notarial deed which can be canceled by the parties themselves, the notarial deed null and void, the notarial deed only has the strength of evidence deed under hand. 3) Obstacles and solutions that not all Notaries know and understand the terms of authenticity, validity and causes nullification and cancellation of a notarial deed. Notaries who do not understand the need to study the causes nullification and cancellation deed refers mainly to provisions UUJN and the Civil Code.Keywords: Deed; Nullification and Cancellation.

Resumo: Neste artigo buscamos compreender o papel da participação social na construção de políticas públicas relacionadas à gestão de resíduos sólidos urbanos (RSU). Fazemos isso a partir da análise do contexto de aprovação de uma lei pioneira no Brasil, que ficou conhecida como Lei da Compostagem (2019), pelo município de Florianópolis/SC. Realizamos pesquisa qualitativa e descritiva, com uma etapa documental e outra etnográfica. Primeiramente, sistematizamos um quadro histórico-político das relações da cidade com o lixo, apontando a sucessão de políticas e ações que reflete na forma como os RSU são geridos no município. Em seguida, apresentamos resultados da pesquisa etnográfica feita a partir da observação de duas sessões plenárias nas quais ocorreram as votações do Projeto de Lei 17.506/2018, conhecido como PL da Compostagem. Buscamos demonstrar a importância da participação social na aprovação dessa lei, capaz de trazer avanços significativos em relação à gestão de resíduos no município e no país.Palavras-chave: Resíduos sólidos urbanos. Participação social.  COMPOSTING LAW AND SOCIAL PARTICIPATION: ETHNOGRAPHY OF PUBLIC POLICIES IN FLORIANÓPOLIS / SC  Abstract: This paper aims to understand the role of social participation in the construction of public policies related to municipal solid waste management (MSWM). We do this by analyzing the context of approval of a pioneering law in Brazil, which became known as the Composting Law (2019), by the municipality of Florianópolis/SC. We conducted qualitative and descriptive research, with a documentary and an ethnographic stage. Initially, we systematized a historical-political framework of the city's relationship with waste, pointing the succession of policies and actions that reflected in how the MSW are managed in the municipality. Thereafter, we present results of the ethnographic research conducted from the observation of two plenary sessions, situations in which voting of PL (Bill) 17.506/2018, known as Composting Bill, took place. We aim to demonstrate the importance of social participation in the approval of this law, capable of bringing significant advances in relation to waste management in the municipality and in the country.Keywords: Municipal solid waste. First of all the environmental legal education should aim to prepare people for life in an innovative type of society. To achieve this goal of environmental and legal education we should be reoriented to form a human ecological and legal culture and eco-innovative type of legal thinking and a willingness to innovative type of environmental and legal action. O presente artigo apresenta os dados parciais da pesquisa intitulada Mapeamento do financiamento das políticas públicas de trabalho dirigidas aos pescadores artesanais e pequenos produtores rurais no Brasil, desenvolvida no âmbito do PIBIC/CNPq/UFS. Os dados coletados foram obtidos através de sites e pesquisa bibliográfica. Na disputa pela destinação do fundo público, e observando seus resultados, constata que estes refletem na distribuição orçamentária dos recursos entre setores, áreas, políticas específicas, reconhecendo, assim, o direcionamento político-estratégico da intervenção estatal. Conclui que, especificamente no caso dos três ministérios pesquisados (Ministério da Pesca, Ministério do Desenvolvimento Agrário e Ministério do Meio Ambiente), eles não são prioridade nos governos Lula e Rousseff. Seus orçamentos são pífios, recebendo pouquíssima dotação no período estudado.Palavras-chave: Orçamento público; fundo público; financiamento; políticas públicasTHE PLACE OF ENVIRONMENTAL POLICIES, AGRICULTURE AND FISHERIES IN THE FEDERAL BUDGETAbstract: This paper presents preliminary data from a survey entitled "mapping the financing of public policies directed atjob artisanal fishers and small rural producers in Brazil", developed under PIBIC/CNPq/UFS. Data were obtained throughwebsites and bibliographic research. The dispute over the allocation of public funds and observing their results, which arereflected in the budgetary allocation of resources between sectors, areas, specific policies, one can recognize the politicaland strategic direction of state intervention. Specifically in the case of the three surveyed ministries (Ministry of Fisheries, Ministry of Agrarian Development and the Mystery of the Environment), it was shown that they are not a priority ingovernments Lula and Rousself. Their budgets are meager, receiving very little provision in the period studied.Keywords: Public budget, public fund, financing, public policies.
