This chapter discusses two human rights that belong to the category of economic, social, and cultural rights: the right to education and the right to work. It explains how the modern view of the nature of economic, social, and cultural rights can be applied to these rights. The chapter discusses the sources of the rights under international human rights law, their main features, and components; the obligations resulting from each right; and the relationship of each right with other human rights. Both rights are crucial for the ability to live a life in dignity and develop one’s personality.

The article discusses the relationship of bilingual education with the problems of ethnic and language identification in the USSR and modern Russia. The concept of protecting the rights of national minorities includes an extensive range of linguistic rights and the right to education in minority languages. This right is protected by many international agreements and documents of international organizations and is considered to be an unconditional conquest of fighters for human rights. However, this ignores cases of inconsistencies in ethnic and linguistic identity, which are increasingly frequent in the modern world, and the right of citizens to free ethnic and linguistic self-determination. Planning in the field of bilingual education and teacher training requires objective information on the real number of people willing to study in minority languages, which can be obtained as a result of language monitoring and censuses.

Abstract Among the instruments for managing water resources provided for by the National Water Resources Policy, Law 9433/97, the granting of the right to use water resources aims at ensuring the quantitative and qualitative control of water uses. The granting of permits with effluent dilution objectives interferes more significantly in the qualitative characteristics of the watercourse, affecting water availability within sectors for various uses and users. In addition, it is a modality of granting that has not yet been applied in the hydrographic basins of the state of Minas Gerais. Thus, this work aims to analyze the relationship between water quality in the high section of the Rio das Velhas mid basin and surface allowances emitted. The spatialization of the Biochemical Oxygen Demand (BOD), considered for water quality analysis was made by interpolation, while the kernel density tool was used for the current grant points. The relation of the quality and quantity of the waters was accomplished by means of the elaboration of an attribution matrix, that helped in the creation of diverse scenarios from the supposition of weights for each one. The results show that in places with more concession concessions (metropolitan area of Belo Horizonte and municipality of Sete Lagoas) they present worse levels of water quality, demonstrating situations of intensive exploration of water resources and consequently, potential areas of conflicts between uses and users in the basin. Keywords: Management of water resources, water quality, granting of permits for water use, Rio das Velhas.

Schools are one place to educate national life. Schools also form the basis of the government in carrying out its obligations to fulfill the right to education of Indonesian citizens. In addition to the right to education which is a constitutional mandate, schools are also part of the fulfillment of human rights. The National Education Law (Law No 20/2003) article 4 paragraph 1 states that education is carried out democratically and fairly and is not discriminatory by upholding human rights, religious values, cultural values, and national pluralism. Education-based on human rights means that the learning process is carried out in a way where teachers and students must be protected with mutual respect for human rights. In the teachings of Taman Siswa are taught the main principles, namely nature, independence, culture, nationality, and humanity. So, carrying the paradigm of human rights in teaching and learning in schools is not something strange because the foundation has been firmly established by Ki Hadjar Dewantara. Teachers have the right innovations to develop human rights values in schools.
