The Entrepreneurship Skills Education Program (ESE) has been held since 2016 in Indonesia. The focus of this training is the change in knowledge, skills and attitudes of entrepreneurs with the main target of people who are weak in the economic and educational side. This program is an effort to expand access to education and employment opportunities through the creation of new entrepreneurs. The Course and Training Institute (CTI) has a role in organizing the ESE program. Considering its strategic position in community economic empowerment, this study aims to 1) describe the evaluation model used by CTI in the ESE Program and 2) describe the follow-up of the ESE program evaluation results. This research uses a descriptive qualitative approach. The sample was chosen based on purposive sampling, namely 1) CTI has conducted at least two years programs, 2) the type of bridal makeup training, 3) CTI is in West Java. From the determination of the sample, CTI were selected in Cimahi, Cianjur, and Bekasi. Data were collected through interviews with 3 managers from June to August 2019. Data were analysed using qualitative methods of the Milles and Huberman models. The results showed that: 1) the evaluation model of the Entrepreneurship Skills Education Program uses CIPP (Context, Input, Process, and Product). Context shows the goals of the program, the input shows the changes needed to improve the program, the process shows the suitability of the plan with the implementation of the program, and the product shows the measurement of program achievements. 2) the follow-up of the evaluation results carried out by CTI regarding the ESE Program has an effect on the improvement of the program in the following year. This is indicated by a change in the indicators of success in the 2019 ESE program. The implications of this study as material for developing an entrepreneurship education evaluation model in non-formal institutions and the basis for decision making. Problema lower literacy rates in Sub Cipawitra Mangkubumi District of Tasikmalaya impact on unemployment. Unemployment is a problem that requires a special close attention. The unemployment rate in over productive (aged 15 years and above) will have an impact on the increasing number of criminal, immoral, and illegal. The purpose of community service is the creation of a model of community empowerment in the field of sewing business, increased knowledge, skills and attitudes in entrepreneurship. In collaboration with community service Courses and Training Institute (CGC) Anugrah Pratama and Forums Community Activity Center (CLC) Tasikmalaya. Method of implementation of community service uses two stages, among others: the preparation phase and implementation phase. During the implementation phase includes four stages include: identification of skills learned, the implementation phase, the assessment phase, and the follow-up phase. The results of community service activities can create new entrepreneurs in the sewing business.

This study aimed to evaluate the readiness of the competency-tests in course and training institutes for automotive programs in Yogyakarta in terms of (1) the institutes’ support, (2) the readiness of the infrastructure and facilities, (3) readiness of the curriculum documents, (4) the learning of plann, (5) the implementation of learn, (6) the learning assessment, and (7) the achievement of the competency-tests. This study was an evaluation study using quantitative approach. The evaluation model was the CIPP (context, input, process, product) by Stufflebeam. The study population consisted of institutes managers, instructures and students at the two course and training institute for automotive programs in Yogyakarta registered and having Nomor Induk Lembaga Kursus (NILEK). The data were analyzed using the descriptive statistic analysis techniques with the SPSS 17 program. The results of the study show that (1) the institutes’ support is in a middle category, (2) the readiness of the infrastructure and facilities is in high category, (3) readiness of the curriculum documents is in a high category; (4) the learning of planis in a high category, (5) the implementation of learn is in a high category, (6) the learning assessment is in a high category, and (7) the achievement of the competency-test is in a middle category.

Abstract: In Improving Human Resource Development (PSDM), the Lembang Center for Agricultural Training (BBPP) is the right place to carry out technical training and functional training in agriculture. It has been proven that BBPP Lembang has printed a lot of skilled workers in the field of agriculture, this can be used as an indicator of the success of this training institution, not only that, the welfare of the farmers has also increased. BBPP Lembang is one of the places that can be used as a job that helps reduce the number of people who do not get jobs. To improve the ongoing training and on target BBPP Lembang always conducts evaluation activities that aim to see the success of the programs that have been held and follow up on the weaknesses that were obtained when the evaluation process took place both at the beginning of the program and at the end of the program. The application of the Kirkpatrick Four Level Evaluation Model is used as a frame of reference for evaluating programs, where evaluations at levels 1 and 2 will produce information for the organization about conducting training both in the middle and the end. Whereas levels 3 and 4 produce information that focuses on the impact of training for organizations and trainees. Abstrak: Dalam Meningkatkan Pengembangan Sumber Daya Manusia (PSDM), Balai Besar Pelatihan Pertanian (BBPP) Lembang menjadi tempat yang tepat sasaran untuk melaksanakan pelatihan teknis dan pelatihan fungsional di bidang pertanian. Sudah terbukti BBPP Lembang banyak sekali mencetak tenaga yang handal dibidang pertanian, hal ini bisa dijadikan sebagai indicator keberhasilan dari lembaga diklat ini, bukan hanya itu, kesejahteraan para petani pun sudah meningkat. BBPP Lembang menjadi salah satu wadah yang bisa dijadikan sebagai lapangan kerja yang membantu mengurangi jumlah warga yang tidak mendapatkan pekerjaan. Untuk meningkatkan pelatihan berkelanjutan dan tepat sasaran BBPP Lembang senantiasa melakukan kegiatan evaluasi yang bertujuan melihat keberhasilan program yang telah diselenggarakan dan menindaklajuti kelemahan-kelemahan yang didapat ketika proses evaluasi berlangsung baik di awal program dan maupun diakhir program. Penerapan Model Evaluasi Kirkpatrick Empat Level dugunakan sebagai kerangka acuan untuk mengevaluasi program, dimana evaluasi pada level 1 dan 2 akan mengasilkan informasi untuk organisasi tentang penyelenggaraan pelatihan baik diwal-tengan dan akhir. Sedangkan pada level 3 dan 4 menghasilkan informasi yang berfokus pada dampak pelatihan bagi organisasi dan peserta pelatihan

Employment is such kind of a very rare opportunity for the poors unable to attend formal schoolings. This research is examining the implementation effectiveness of skills based education program designed by the government through grant and scholarship to reduce the poverty and unemployment. It also tries to compare the design and its result to find whether the program was effectivey implemented or not. This research uses qualitative method through CIPP evaluation model. The research found that in a policy layer, context and input  evaluation steps, the life skills education program is comprehensively thought and considered as it covers aspects including the regulation, the program guidance, the fund aids, the curriculla, the guide for selected institutions ,the report mechanism. While at the process and product evalauation steps, the reserach found that there were huge gaps in implementation especially at the placement at the industries. There were only less than 10% of participants entering to work fields while most of its program participants work only as a parttimers which don’t provide reguler income,.So the target of decreasing the poverty and reducing the unemployment was not well measured.

The purpose of this study is to obtain empirical and analytic data on substantive and important issues that affect the implementation of the Air Force Unit Command School’s education program. The study was conducted from 1 January 2019 to 30 June 2019 at Air Force Unit Command School (Sekkau) in Jakarta. This study used a qualitative approach with the CIPP model to evaluate the results and benefits of implementing education at Sekkau. Respondents in this study were Sekkau’s students who were studying at the time of data gathering, former Sekkau’s student serving in Air Force units, as well as instructors and officers who have authority on policies of applied at Sekkau. The informants in this study were Air Force Chief of Staff (Kasau), Assistant to Chief of Air Force Staff for Personnel (Aspers Kasau), Commander of Air Force Education and Training Command (Dankodiklatau), Head of Air Force Education Service (Kadisdikau), Sekkau Commander, and Sekkau alumni batch 104 of the 2017 academic year. The sampling procedure for this population used multi-stage (clustering). The sample selection for the survey was carried out using a purposive sampling method of 15 respondents distributed proportionally consisting of Kasau, Aspers Kasau, Dankodiklatau, Kadisdikau, Dansekkau, and Sekkau alumni of the  batch 104 of the 2017 academic year. The selection of population and respondent samples, especially in modeling, was adjusted to environmental conditions and the number of interviewees to be taken i.e. those who were considered to be able to represent and understand the issues under study.The findings are: (1) the educational program of Sekkau is in accordance with the background or context of the program, which is seen based on aspects of needs, aspects of the problem and aspects of objectives, (2) the available support for education program at Sekkau in general is in a sufficiently supportive condition for the effectiveness of the education and training program for students which is seen based on aspects of human resources, budget, and the curriculum (3) implementation of educational programs were well done based on aspects of timeliness, application of learning methods, evaluation and monitoring, development of human resources, recruitment of teaching staff and staff and services to students, (4) the achieved results of the educational program at Sekkau in general was quite good from the aspect of responsiveness, toughness and vigour. The novelty of this research is that the evaluation of education program of Sekkau was obtained through two design models, namely using the David Stufflebeam CIPP evaluation model and the Four Models Kirkpatrick evaluation model that has never been done before. The results of program evaluation in this study were also obtained through the match between the idealism of evaluation criteria that were built with real conditions in the field that were different from previous studies. These are the novelties resulting from this research.
